Consider 2015 Softball/Baseball Tournament Applications DATE: February 5, 2015 INTRODUCTION The Park and Recreation Commission is requested to consider approving the 2 softball tournaments applications for the upcoming 2015 softball/baseball season as requested by the Andover Athletic Association (AAA). DISCUSSION The earliest the associations can submit is December 15'' for the following summer. The City currently has a damage deposit in place for Andover Athletic Association as required. AAA has indicated on the application that no field maintenance from the City is necessary. Consider 2014 Soccer/Lacrosse Tournament Applications DATE: February 5, 2015 INTRODUCTION The Park and Recreation Commission is requested to approve 4 soccer tournament applications for the upcoming 2015 soccer /lacrosse season as requested by the North Metro Soccer Association (NMSA). DISCUSSION The earliest the associations can submit is December 15`x' for the following summer. The City has received 4 applications from NMSA for the upcoming season. The City did not receive any applications from the Andover Area Lacrosse Association. Consider Application for Scheduled Use of Recreational Facilities /Constance Free Church DATE: February 5, 2015 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of the hockey rink as requested by Constance Free Church. DISCUSSION The day that has been requested is as follows: • Wednesday, February 25, 2015 from 6:30 pm- 9 pm at Prairie Knoll Park. Note: A key deposit will be required for shutting off the light unless they want to be done by 8:30 pm which is when the skating rink attendant closes the warming house for the evening. Since this is a one -day request, the Commission may want to consider waiving the requirements that are to be submitted as part of the Guidelines to use the facility. Also attached is the proposed revised 2014 -2015 hockey rink schedule. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first- served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Consider Workshop meeting with Associations to Discuss Future CIP Improvements DATE: February 5, 2015 INTRODUCTION The Park and Recreation Commission is requested to consider scheduling a workshop meeting with the associations to discuss the Capital Improvement Plan (CIP) for the park system to determine what their needs are. DISCUSSION It is almost that time of year to begin discussions on the 2016 -2020 CIP for parks. But before the CIP discussions begin the Commission did mentioned recently that it would be nice to invite the associations to an upcoming meeting to discuss the improvements they would like to see within the City park system. The workshop meeting would be scheduled immediately following the regular meeting on March 19`h since most of the associations are requested to be in attendance for the approval of the spring- summer field schedules anyways. Staff will notify the associations about the workshop meeting and request the associations to put together a list of improvements they would like to see in the park system and present them at the meeting. ACTION REQUIRED The Park and Recreation Commission is requested to schedule a workshop meeting with the associations on Thursday, March 19, 2015 following the regular scheduled Park and Recreation Commission meeting. Review Outstanding Items DATE: February 5, 2015 Issues list as of 2/2/15 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in April. • Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report is due in April. • Pine Hills North — The playground equipment has been ordered. Parks Maintenance Department will be working on clearing the site this winter and grade the site this spring once the frost is out of the ground. • Andover Lions Park — The Park Commission has requested the funds for replacing of the playground equipment be carried over into 2016 along with the installation of the irrigation system. • Hidden Creek East Park — The City Council will consider approving the improvements to the park at their meeting of February 3`d • Timber Rivers Park -- The City Council will consider approving the improvements to the park at their meeting of February 3rd • Rose Park — The fields, parking lot and storm water pond have been completed including the fencing. The Park Commission will need to determine in the spring of 2015 if outfield fences should be considered for both fields as requested by the Andover Baseball Association. • Way Finding Signs — The signs are now done. Most of the signs have been installed by Public Works staff. The remaining signs will be installed in the spring. • Kelsey Round Lake Park Master Plan — The City Council has directed that a Task Force be created. The purpose of the Task Force is to review, clarify, evaluate the park and surrounding areas and establish recommendations to the Park and Recreation Commission and the City Council as to elements that should be considered in the Request for Proposals (RFP) including but not limited to interpretive elements, trails within and outside of the Kelsey Round Lake Park, and access to the park by walking and /or biking from other regional trails along County roads or City streets. It will be necessary to appoint 2 Park and Recreation Commission members to the 5 member Task Force. The other members will include 1 City Council member (Jim Goodrich), 2 residents (Kyle Nemeth and Gretchep Sabel). Todd Haas and Kameron Kytonen will be the staff liaisons to the Task Force. The first tentative meeting will most likely be from 6 pm -7 pm on March 5th before the Park Commission regular meeting. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • 2015 Events in City Parks or Facilities — The Park and Recreation Commission will need to determine what each of the Commissioners will be responsible for during 2015. ➢ Marinello — ? ➢ Elstrom — ? ➢ Miskowiec -- ? ➢ Stenzel/Lindahl/Lewnau — This group will now need to determine if they would like to consider a fall bicycle ride for 2015 since the article was not received in time for the March/April Newsletter. If a fall bicycle ride is a go, the article will need to be submitted by July 24, 2015 to be placed in the September- October Andover Newsletter. ➢ Butler — Commissioner Butler will be coordinating the Adopt a Park cleanup at Andover Lions Park in the spring of 2015. • Update of Pedestrian Trails — Listed below are some of the trail segments that have been identified by the City Council on October 21St in the 2015 -2019 CIP for pedestrians and bikers. ➢ 2015. Nothing is planned for 2015. ➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to South Coon Creek Drive. ➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to Vale Street NW. ➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker Lake Blvd to 1401h Avenue NW. ➢ 2019. Bituminous trail along Crosstown Blvd from 159th Ave to Prairie Road. ➢ 2019. Bituminous trail from Kensington Estates 7th Addition to Andover Station North. • Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — The project is still scheduled for 2015 -2016. Most of the construction will be done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine in the spring of 2015 where they would like to have a meeting. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e -mail as to discussions of various projects the City Council has been working on or is considering.
