I have served the community in a variety of capacities for approximately 20 years starting with the WDE Superfund Site landfill off of Hanson Blvd. I have served on the Community Center Advisory Commission (CCAC) for approximately 8 years, however I have been involved for approximately 1 I years as an original participant Team member making the Community Center (CC) asset a reality. My focus is balancing fiscal responsibility and while servicing Andover residents. I would like to continue my work as Chairman of the CCAC, as I wish to witness the projected and much anticipated 2017 cash positive fiscal outcome of the CC. To date, the facility is not far off facility projections, considering the no payment lease that was approved by former Administrator John Erar for the Y (post fiscal projection assembly), fundraising shortcomings, unforeseen expenditures, shortcoming of the field house usage and the last 6 years of a troubled economy. Business development is critical to continued success of the facility. I have promoted the hiring of a business development person four years ago and over the last 2 years the CCAC council has advised the CC Manager Eric Sutherland to allow Cindy Ramseier to dedicate significant amount of her time on the job focusing on business development (see attached article from ABC Newspapers). I wish to continue my role within the Commission at least through realization of a cash flow positive position and deliver to the residents of Andover what the City Council, City Administrator Jim Dickinson and I promised them during our public meetings. Our original vision for the CC was a public and private collaboration and I intend on continuing to promote this mantra for the City of Andover residents in the spirit of minimizing and eventually eliminating the CC tax burden and transferring the entire financial commitment to the users of the CC. Today is a critical time for the CC, as there has been discussion of expansion. The CC largest 2 customers... the Y and AHYHA, whom generates approximately $950 K in revenue annually, wish to discuss facility needs to grow their business model and create additional profitability. Furthermore, the CC Management wishes to embark upon this discussion for its own needs. As I have demonstrated over the last 12 years, I remain committed to maintaining the community giving and fiscal prudency blend. When the CC turns cash flow positive... it will if managed responsibly... what other City of Andover asset generates cash and is such a landmark that people make it a place to be! Describe your education /experience, which qualifies you to serve on this commission: I have an Economics Degree from the University of Michigan, however as importantly is my 28 years of experience as an Entrepreneur /Business Owner managing a global environmental remediation business successfully. Describe your professional, civic or community activities, which may be relevant to this commission: See above—also note, I have served the City of Andover and it residents reviewing GW analysis for the WDE landfill, met with USEPA/MPCA and convinced them to install a flameless flare (versus passive venting of contaminates of concern) at WDE and to locate the flare on Crosstown, not on Hanson Blvd welcoming people to the City of Andover. Furthermore, I served as a resident (along with Mayor Trade) in strategizing and communicating with the Anoka Hennepin School Board (AHSB) to promote locating the high school in Andover and not Rogers. Organized support from colleagues from the AHSB (Mike Sullivan) and also Anoka County Commission (Dick Lang) for the placement of the high school in Andover. Appointed by the City Council as the Chair of the City of Andover Sports Complex Task Force and lead a Team, in which gained momentum and achieved realizing 5 votes from the City Council Members to allocate bond funding for the CC. Todays CCAC is a continuation of an 11 year effort in leading participants to the reality of one of todays most prized assets within the City. Kellogg III TTCA EXPERIENCE SUMMARY Frank Kellogg is an environmental constructor /consultant, and applies hands on experience for environmental solutions with 28 years of remedial project success and prudent environmental remediation. Experience has led to valuable assessment techniques, due to the unexpected finds in the field associated with inadequate remedial investigations. He has guided assessment and clean -up at 100 plus soil, sediment, and ground water contaminated sites across the country and abroad addressing hydrocarbons, chlorinated solvents, PCBs, PAHs (manufacture gas plant waste and creosote operation), refinery and herbicides, pesticides and dioxin projects for Federal and State Agencies, including private Fortune 500 companies His expertise provides a full range of services including site assessment, soils remediation feasibility studies, cost estimating, and separation and treatment of contaminated soils, sediments, and water. Mr. Kellogg has been involved in program management, project management, remedial investigation and feasibility studies, remedial field implementation, including fiscal prudency review for cost recovery, regulatory strategy consultation into design, construction and operation of remedial actions. In 2009, Mr. Kellogg assembled a team that proposed on and won Phase 1 of the consultant phase for the US EPA Superfund Site located in Ashland; Wisconsin. Furthermore, Mr. Kellogg assembled a construction TEAM that has been selected to participate in design and build a wet dredge pilot study application (Phase 2) to demonstrate the scope of works ability to meet the very stringent performance goals (PRGs) in Lake Superior. Internationally, he has led DCIs business development efforts, that consummated project awards within the Czech Republic, Norway, a short list (5) accomplishment within the KSA regarding the KJO AL- KHAFJI Joint Operations (Aramco and KOC). "The benefit is because she has more time (to market) we'll see an increase in revenue down the road...," Sutherland said. However, there were some days when answering the phones, reading and responding to e -mails that came to the general community center e -mail address or helping a person at the receptionist desk took up 90 percent of her day, Ramseier said. Ramseier is looking forward to having the extra time devoted to providing better customer service and being able to directly focus on a task rather than being pulled in different directions, she said. "A large portion of this new position I'll be doing pretty much the same thing I'm already doing, but it's going to allow me to have more time to do it," Ramseier said. Sutherland said this is just a trial period and no additional revenue was needed to make this happen. Staff schedules will be modified to accommodate the change. For example, the five part-time staff typically worked in the evenings and on weekends. Some of them will be working fewer evenings and more weekday daytime hours. Brouse is already at the facility for many evenings during the winter operating the concession stand when the facility is buzzing with activity because of hockey, volleyball and various other activities happening in the field house. Brouse will not be around the community center as much during the spring and summer because she also operates the concession stands at the Andover Station North ball fields and at Sunshine Park. Kellogg said Ramseier is a good person to take on this role because she is very familiar with facility operations having worked there since it opened, has great attention to detail, is a good communicator, is a wonderful human being and can think outside the box. Thinking outside the box will be crucial to bringing in more revenue, he said. The challenge has been to increase revenue during non -prime times of the year from April 1 through Aug. 31 when there is no hockey season or volleyball season to fill the schedule. From April 1 through Aug. 31, 2006, the community center collected $71,400 in revenue. From Sept. 1, 2006 through March 31, 2007, the ice arena collected $227,230. The field house brought in $15,550 from April 1 through Aug. 31, 2006 compared with $64,931 from Sept. 1, 2006 through March 31, 2007. From April 1 through Aug. 31, 2010, the ice arena earned the community center $68,590. It should be noted that 2010 was an aberration when reviewing non - prime ice rental time from 2006 through 2011. All other years the city collected between $70,000 and $80,000 of revenue for non -prime ice time. Purchase Photos From Sept. 1, 2010 through Aug. 31, 2011, the ice arena brought in $244,341. The field house from April 1 through Aug. 31, 2010 collected $20,515 for rental revenue. From Sept. 1, 2010 through March 31, 2011, that number jumped to $86,682. The community center offers lower rates during non -prime times of the year to entice groups to rent the facility. The ice arena costs $140 per hour to rent during the non -prime times of the year compared with $185 per hour during the prime times. Staff has already been adding new programming and brought in more renters. For example, Sutherland credited the Andover Youth Hockey Association and Minnesota Premier Volleyball for adding more summer programming hours compared with past years. Ramseier said high school coaches have also hosted summer camps for boys and girls hockey players. The community center hosts its own summer basketball camp. Church groups and other organizations have held overnight lock -ins where they use the fieldhouse, ice rink and meetings rooms. There are movie nights. The YMCA has been a partner in helping to utilize the field house. Every single day during the summer from 6 a.m. to 6 p.m., the YMCA books one of the three field house courts for its day care program, according to Ramseier. While Ramseier said marketing efforts will mostly be her responsibility, it is a team effort that all community center staff are a part of. "I'm open to ideas;" Ramseier said. "Everybody has great ideas here and we need to work together as a team."
