Adjournment ❑# kN D 0 VTE A PARK AND RECREATION COMMISSION MEETING FEBRUARY 27, 2014 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on February 27, 2014 at 7:00 p.m., at Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN. Commissioners Present: Commissioners Absent: Also Present: RESIDENT FORUM Chair Ted Butler, Commissioners Sarah Elstrom, Angela Marinello, Mark Miskowiec, and Shane Stenzel Alisa Lewnau, Jim Lindahl Assistant Public Works Director, Todd Haas Representative for Winslow Woods Developer, Larry Olson No one appeared to address the Commission. APPROVAL OFAGENDA The agenda was approved as presented. APPROVAL OF MINUTES There were no changes to the minutes. Motion by Commissioner Miskowiec, seconded by Commissioner Marinello, to approve the minutes of the January 16, 2014 Park and Recreation Commission meeting as presented. Motion carried on a 5 -ayes, 0 -nays, 2- absent ( Lewnau and Lindahl) 0- present vote. CONSIDER WINSLOW WOODS SKETCH PLAN Assistant Public Works Director Haas reviewed the Park and Recreation Commission is requested to review and consider the park dedication requirements for the proposed Winslow Woods Sketch Plan, which is located south of Sophie's Park. Mr. Haas identified the location of Sophie's Park on a map. ►'7". Regular Andover Park & Recreation Commission Meeting Minutes —February 27, 2014 Page 2 © A copy of the sketch plan was provided for the Commissioners for their review. The sketch plan does include an area of park adjacent to Sophie's Park. Public Works Staff have reviewed the sketch plan and recommends that no additional parkland be dedicated in addition to the Sophie's Park due to the existing wetlands that has been identified on the sketch plan. Staff is recommending a 20 -foot wide trail easement or parkland access from Winslow Woods for access to Sophie's Park. If any of the property in this general area is dedicated as park, the cash portion that is due for the remainder of the park dedication will be calculated based on the formula per City Code 11 -3 -7 (C). The more land required to be dedicated the lesser the park dedication fee portion will be. The Park and Recreation Commission is requested to review and consider the park dedication requirements for the proposed Winslow Woods Sketch Plan. Chair Butler asked if there would be a connection from Sophie's Park south into the new development. Mr. Haas indicated that there would be a 20 foot dedicated park property for the construction of a trail for the new neighborhood so there would easier access. No additional park land is being recommended to be dedicated. Chair Butler asked if there will be trail segment along Xeon Street NW from Sophie's South development. Mr. Haas indicated there will be, stating there is an existing trail in Sophie's South development and that will eventually be connected to Andover Boulevard. In addition, at some point there will be a trial that will be constructed along the south side of Crosstown Boulevard between Hanson Boulevard and Sophie's South development at the west end. Chair Butler said this plan does two things; it connects new developments and gives more immediate connection of Sophie's Park to the area. Commissioner Miskowiec asked about dimensions of Sophie's Park. Mr. Haas said the park is approximately three to four residential lots wide and about an acre size. Commissioner Miskowiec said we are adding 100 more units and to the north are more units. He said there is not a lot of land masses for this many houses and it will be a heavily used park that will see much congestion. Mr. Haas said we cannot develop wetland, adding there is another undeveloped park as part of Moore Estates development. He said we could do others but that he would not recommend tying anything to Sophie's Park except for the 20 -foot trail. Mr. Haas said Sunshine Park is nearby as well as the school and City Hall with lots of easy access to those parks and facilities. Larry Olson, Winslow Woods, said the development will be 100 lots with Phase I indicated to start as soon as plat approval is received, which will hopefully be late summer or early fall depending on sales with complete build out within the next two © summers. Mr. Olson said they have reviewed one lot being part of the park but said it is Regular Andover Park & Recreation Commission Meeting Minutes —February 27, 2014 Page 3 heavily wooded and contains wetland so it was decided it would not be the best option for a park. Commissioner Stenzel asked about the south half of the plan by 1491h Avenue. Mr. Olson said the land is not for sale now but an easement was required by the City as a possibility for future utility extensions. Commissioner Stenzel inquired about Xeon Street to 1501h Avenue to the east area. Mr. Olson said they are looking at this area for regional storm water retention ponding and storm water. Mr. Haas said the Planning Commission had indicated that property to the east is within the MUSA and can be served, adding that sewer will need to come across the railroad tracks. He said it was suggested that a trail connection occur with a possible tunnel to access the schools, City Hall, and YMCA at a location not yet determined but based on grading, ponding, and other components. He said this concept still needs to be reviewed by the Planning Commission and City Council before final recommendation can be made. Commissioner Stenzel inquired about the easement. Mr. Haas said there is a gas line easement along with some sewer and water work and then a bikeway /walkway tunnel © will be determined. Commissioner Stenzel asked about the cul -de -sac on 1501h Avenue. Mr. Haas said a temporary cul -de -sac will be needed on Xeon Street for snowplowing. Commission consensus was to approve the park dedication requirements for Winslow Woods Sketch Plan with the proposed 20 -foot trail and no additional park as part of the preliminary plat. Chair Butler said he was comfortable with the trail concept. He said this will result in a nice small park on the south side and thanked the applicant for his work. DISCUSS LANGSETH PARK BUDGET AND IMPROVEMENTS /13 -43 Assistant Public Works Director Haas reviewed the Commission is requested to discuss budget and improvements to Langseth Park. A listing of the proposed improvements that are being recommended by the Public Works Parks Department along with recommended allocation for parks ( Langseth and Andover Lions). If there are no questions from the Commission, staff will contact the neighborhood representatives to schedule a meeting to discuss the funds available and playground structures that may be considered for purchase. It was noted the Capital Improvement Plan (CIP) identifies $48,000 to be utilized for replacement /repairs of playground structures. X Regular Andover Park & Recreation Commission Meeting Minutes — February 27, 2014 Page 4 Mr. Haas identified new items and asked if the Commission wanted to use replacement money or budgeted park dedication funds. Chair Butler asked if the Commission can be flexible in funding. Mr. Haas said the Commission can be flexible in funding selection. Chair Butler asked how much Andover Lions Park will cost. Mr. Haas said Andover Lions Park will cost approximately $27,500, and then reviewed Andover Lions Park replacement items totaling $20,500. Chair Butler inquired about the thought process surrounding the concrete behind the backstop. Mr. Haas said concrete will decrease the need for mowing and maintenance and cut down on trimming while adding a cleaner look to the fence. Chair Butler asked about the spring rides replacement. Mr. Haas said the rides will be new and not replacement rides. Commissioner Miskowiec asked why staff is recommending removing the concrete at Langseth. Mr. Haas said staff is recommending removing the timbers and replacing with concrete for a nicer look to the park. © Chair Butler asked if this includes the basketball or volleyball areas as he was comfortable with the Langseth improvements but a little surprised about Andover Lions Park as he thought the amount would be less. He asked if the reason was because of general wear and tear on the structure. Mr. Haas said the cost is due to general wear and tear. Chair Butler suggested holding off on the concrete around the backstop as this is a park they may be reviewing and should look at re- orienting the ballfield. Commissioner Stenzel agreed. Chair Butler said otherwise he is comfortable with the proposal and would prefer to use replacement fund budget for these items. Mr. Haas confirmed the Commission did not want to see concrete for the fencing at Andover Lions Park. Chair Butler said that is correct as the Commission wants to review long -term use for the field. Chair Butler said we should handle this as part of the five -year CIP discussion, adding this is a relatively small area and the neighborhood to the north side of Langseth should be reviewed for a trail easement to connect to the Langseth side and use those dollars to continue the park even further. X Regular Andover Park & Recreation Commission Meeting Minutes —February 27, 2014 Page 5 © Mr. Haas confirmed the Commission wishes to remove the basketball and volleyball areas at Langseth Park as a new improvement. Commissioner Miskowiec referred to the field orientation and if any changes could be a duplication, adding this could make the playground be in the wrong spot. Chair Butler said this is a fair question but said we are not replacing the playground but just repairing a few pieces and edging. Commissioner Stenzel said the area could be rearranged if needed. Commissioner Miskowiec said if you re- orientate the field it could change the park a lot and should be reviewed now. Mr. Haas said the parking lot is right by the playground and ballfield now and there is really no other option. Commissioner Miskowiec said re- orientating the field will not really affect the playground. Chair Butler asked if we will have a larger playable area next to the trail or outside of the trail on the southwest side. He said if we want to expand in the future that will be fine but should not be for a heavily used park. Chair Butler said that for larger structures we Qwant more of a regional -type park like 161" Avenue with a large expensive structure. The Commission recommended approval of the suggested improvements with the exception of the concrete at Andover Lions Park and the shelter and grill at Langseth. Motion by Commissioner Stenzel, seconded by Commissioner Marinello, to approve Langseth Park budget and improvements as presented with the exception of the basketball and volleyball areas at Langseth, the concrete area under and behind the backstop at Lions Park, and the shelter /grill at Langseth. Motion carried on a 5 -ayes, 0- nays, 2- absent (lewnau and Lindahl) vote. Mr. Haas shared that currently there are playground sales occurring so staff will move forward soon. CONSIDER LOCATIONS OF WAY FINDING SIGNS, PROJECT 14 -16 Assistant Public Works Director Haas requested the Park and Recreation Commission to consider locations of way finding signs. As mentioned at the January 16, 2014 Park Commission Meeting, scheduled for 2014 is the installation of way finding signs along city corridor trails. Staff has recommended proposed locations for the way finding signs. The area staff is concentrating on is the central corridor of the City from the Community Center south to the commercial district (Andover Station North) and east to Bunker Hills © Regional Park. The proposed locations of the signs will go to the City Council for review before the final plan will be completed. S Regular Andover Park & Recreation Commission Meeting Minutes —February 27, 2014 Page 6 It was noted the CIP identifies $30,000 for the installation of way finding signs and exercise equipment along trial segments. It is identified that $10,000 would be funded from Park dedication funds and the remaining $20,000 from Trails Funds. Commissioner Stenzel asked for a sample of the sign. Mr. Haas said a sign sample will be the next step and shared at the April meeting. Commissioner Stenzel asked about the sign size and type. Mr. Haas said the sign will be 12x18 with metal sheeting right on the plate, similar to the City of Blaine. Commissioner Stenzel asked about a possible kiosk. Mr. Haas said this has been discussed in the past at this point no kiosk will be constructed but discussion on this will continue at some point in the future. Commissioner Shane said selected areas more centrally - located could use a kiosk with an entire map. Chair Butler said the signs should be placed parks as a natural stopping point such as Andover Lions, Sunshine Park, and anywhere there is active use park. © Commissioner Stenzel said signs should also be used where there is heavy use like Hanson Boulevard and Bunker Lake Boulevard. Mr. Haas said they will get signs up for the summer and will continue to review and exchange ideas for the kiosks as they are being created. He said they will add one sign by Sunshine Park and Andover Lions Parks as well as some by Bunker Hills Park as suggested by the Commission. Chair Butler said he has often seen vehicles park at Andover Lions Park and walk across to Bunker Hills Regional Park and said we should include information about how to connect to Bunker Hills Regional Park. Commissioner Stenzel agreed, stating this area expands farther as a regional park from Coon Rapids to Minneapolis. Chair Butler said the average resident does not care about whose trail it but just wants to utilize it. Mr. Haas said this is just the beginning as another larger road project in 2015 will be Bunker Lake Boulevard which will be reconstructed from Hanson Boulevard to Jefferson Street in the City of Ham Lake with trails connecting at certain points to neighborhoods and to Bunker Hills regional Park. Chair Butler said this will be a good start. C Regular Andover Park & Recreation Commission Meeting Minutes —February 27, 2014 Page 7 © DISCUSS 2014 EVENTS IN CITY PARKS OR FACILITIES Chair Butler reviewed the process of Commissioners adopting parks and promoting ideas to get the Commission more engaged in activities within the parks. Commissioner Stenzel said the process also creates partnership opportunities. Assistant Public Works Director Haas reviewed the Park and Recreation Commission is requested to discuss potential 2014 events in City parks or facilities. The Commission members will need to determine what activity responsibilities will be for 2014. Mr. Haas noted the Commission members can team up on an activity if they would like. Marinello Elstrom Stenzel Lindahl — Organized Trail Bike Ride — Commissioner Lindahl will need to submit information by March 4, 2014, in time for the May -June newsletter. Butler Lewnau Miskowiec Chair Butler suggested continuing this discussion during the March 20 worksession © before the CIP discussion. Commissioner Shane agreed, stating Commissioners should come prepared with ideas. REVIEW OUTSTANDING ITEMS Mr. Haas reviewed outstanding items and provided updates on Completed Projects, On- Going Projects, Task Force Updates and Other Items of Interest. He said he does not know the status of naming the 40 -acre park but will find out by the next meeting. He shared that staff received eight surveys for the Fox Meadows Park and reported that half of the respondents wanted a hockey rink. Mr. Haas reported that Prairie Knoll Park plans will be shared at the first meeting in April, that irrigation for Bluff Park will occur and that North Metro has been notified of the closing until May 26. Chair Butler said he is pleased this park will have good grass this season. Mr. Haas said the Rose Park lease agreements are almost complete and that 50% that will go to the park and 50% to water utility fund. CHAIR'S REPORT Chair Butler stated he had no report. © Commissioner Stenzel said the Fox Meadow Park Redevelopment Committee met earlier to discuss neighborhood survey from last year and the ideas received and encouraged Regular Andover Park & Recreation Commission Meeting Minutes —February 27, 2014 Page 8 residents to attend their next meeting in April to gather more input for this park as it will result in a better park for everyone. Mr. Haas said City Hall staff is working with the Hockey Association to keep the rinks open through March 9 at Prairie Knoll and at City Hall Outdoor rinks. He said the Hawk Ridge warming house will be closed but the rink will remain maintained on a daily basis thru March 9th, noting the Crooked Lake Elementary School rink has closed for the season. Chair Butler congratulated Andover Huskies Youth Hockey Association as they have a number of teams competing for district championships.
