PARKAND RECREATION COMMISSIONMEETING JULY 17, 2014 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on July 17, 2014, 7:00 p.m. at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Commissioners Absent: Also Present: RESIDENT FORUM Chair Ted Butler, Commissioners Sarah Elstrom, Alisa Lewnau, Jim Lindahl, Angela Marinello, Mark Miskowiec, and Shane Stenzel None Assistant Public Works Director, Todd Haas Others No one appeared to address the Commission APPROVAL OF MINUTES There were no changes to the minutes. Motion by Commissioner Lewnau, seconded by Commissioner Marinello, to approve the minutes of the June 19, 2014 Park and Recreation Commission meeting as presented. Motion carried on a 6 -ayes, 0 -nays, 0- absent 1- present vote ( Elstrom). CONSIDER APPLICATION FOR SCHEDULED USE OF RECREATIONAL FACILITIES APPLICATION /FRIDAY FAMILY FLAG FOOTBALL Assistant Public Works Director Haas reviewed this item is in regard to considering approving the Application for Scheduled Use of Recreational Facilities for use of Prairie Knoll Park football field as requested by John Francis. The group has been using Prairie Knoll Park or Sunshine Park for the past few years on Friday nights. The first scheduled use of the field is September 5, 2014. The group is not associated with an organized athletic association. They will be using the field lights so there is a fee associated with the use of the field since both adults and youth will be using the field. Regular Andover Park & Recreation Commission Meeting Minutes —July 17, 2014 Page 2 Commissioner Miskowiec asked how late the games run and Mr. Haas stated until approximately 10 p.m. Motion by Commissioner Lindahl, seconded by Commissioner Lewnau, to approve the Application for Scheduled Use of Recreational Facilities for use of Prairie Knoll Park football field as requested by John Francis. Motion carried on a 7 -ayes, 0 -nays, 0- absent vote. CONSIDER 2014 FALL FOOTBALL/SOCCER SCHEDULE Assistant Public Works Director Haas provided the Commission with the proposed 2014 soccer /football schedule. The City has received applications for use of the fields from the following groups: Andover Football Association (AFA) North Metro Soccer Association (NMSA) Copies of the By -laws for AFA and NMSA are available from City staff if you would like to review them. A detailed practice and game schedule are required to be submitted to Todd Haas, Parks Coordinator and to Biz Brouse, Concessions Manager, before the start of the season so the Andover Public Works Parks Department is aware of when fields need to be mowed and when concessions need to be opened. Mr. Haas stated limited use of Pine Hills North will be utilized this year. Chair Butler asked if there will be an opening of Pine Hills North and Mr. Haas stated he has spoken with NMSA and they are determining when to have it. Commissioner Stenzel asked where the players are coming from other than Andover. Mr. Scott Skrypek, NMSA, stated in addition to Andover players come from Oak Grove, Ham Lake, Coon Rapids, Ramsey, St Francis. Mr. Skrypek thanked the maintenance crews for their work on the fields. NMSA has 7 teams going to the State Tournament. Motion by Commissioner Elstrom, seconded by Commissioner Lewnau to approve the 2014 Fall Soccer /Football schedule as presented. Motion carried on a 7 -ayes, 0 -nays, 0- absent vote. CONSIDER 2014 FALL FOOTBALLIBASEBALLISOFTBALL SCHEDULE Assistant Public Works Director Haas reviewed applications were received from the Andover Football Association (AFA) and the Andover Athletic Association (AAA). The proposed 2014 fall softball/baseball /football schedule was provided for Commission review. The application from Andover Baseball Association was just received today. The City has received applications for use of the fields from the following groups: Regular Andover Park & Recreation Commission Meeting Minutes —July 17, 2014 Page 3 ® Andover Football Association (AFA) Andover Athletic Association (AAA) Andover Baseball Association (ABA) Copies of the By -Laws for AFA are available from City staff if the Commission would like to review them. AAA has indicated the By -Laws as part of the application for the 2014 spring- summer season had no changes from the 2013 season. Motion by Commissioner Lewnau, seconded by Commissioner Marinello, for approval of the 2014 softball/baseball /football schedule as presented. Motion carried on a 7 -ayes, 0 -nays, 0- absent vote. DISCUSS 201 5 -2019 PARK IMPROVEMENT PLAN, CONT. Assistant Public Works Director Haas reviewed the Park and Recreation Commission is requested to continue discussing the 2015 -2019 Parks Capital Improvement Plan (CIP). A copy of the most recent version of the 2015 -2019 Park Improvement Projected Fund Balance sheet based on the recommendations from the Park Commission was provided for Commission review. Staff has identified the improvements that have been recommended as follows per the June 5, 2014 meeting minutes: 2015 • Pine Hills North/Various Improvements — (Total $70,000) Install small irrigation system. • Install small irrigation system at one or more parks ($20,000) • Preparation of Master Plan for Kelsey Round Lake Park ($50,000) • Fencing upgrades /safety initiatives ($25,000) 2016 • Pine Hills North — Multi- purpose building ($180,000) • Install small irrigation system at one park or parks ($20,000) 2017 • Pine Hills North — Multi- purpose building ($50,000) • Install small irrigation system at a park or parks ($20,000) 2018 • City Hall Hockey Rinks ($150,000) • Install small irrigation system at one or more parks ($20,000) 2019 • Fox Meadows Reconstruction ($200,000) • Install small irrigation system at one or more parks ($20,000) Regular Andover Park & Recreation Commission Meeting Minutes —July 17, 2014 Page 4 The $15,000 of annual miscellaneous funds are being allocated for each of the 5 years 2015 -2019. The Finance Department has indicated to Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000 or more. Chair Butler noted some modifications were made to the CIP. No action is necessary by the Commission at this time. Commissioner Miskowiec asked when the selection would be made as to which park(s) get the irrigation systems and Mr. Haas stated that is decided in the winter. Commissioner Elstrom asked if there was money budgeted for a splashpad and noted at the Andover Fun Fest many residents asked about a splashpad. Chair Butler stated that can be looked at in the future. Commissioner Stenzel stated a final committee meeting for the Fox Meadows Redevelopment was held this evening and future meetings have been suspended at a date to be determined. REVIEW OUTSTANDING ITEMS © Mr. Haas reviewed the outstanding items providing updates on Completed Projects, On- Going Projects, Task Force Updates and Other Items of Interest. Mr. Haas noted for Langseth Park the property owner would like to be compensated for the easement to the park. Commissioner Stenzel requested some numbers to look at before discussion. Mr. Haas provided an update on Rose Park. The City is working on the grading plans. A permit is needed from the Watershed District. Some adjustments have been made to the ball fields. Commissioner Miskowiec requested the neighbors be notified of the plan for Rose Park. He is concerned the neighbors may be losing some use of the park. Chair Butler stated he is not opposed to notifying the neighbors but he does not believe the outfield fences will impact the neighbors. Mr. Haas stated the City was very clear with the neighbors that the remaining open space in Rose Park would be for their use. Mr. Haas suggested the park be constructed and staked for the potential fence and at that point involve the neighbors if it is the Commission's desire. The parking lot will be gravel. CHAIR'S REPORT ® Commissioner Miskowiec stated he kayaked along the Rum River and he say a lot of people using the River. Chair Butler thanked the residents who visited the Park Commission booth at Fun Fest. The booth was shared with the Open Space Commission. He thanked staff for help in setting up the Fun Fest. Mr. Haas noted the Crooked Lake School rink was approved by the City Council. ADJOURNMENT OF REGULAR MEETING Motion by Commissioner Lewnau, seconded by Commissioner Stenzel, to adjourn the regular meeting at 7:30 p.m. Motion carried on a 7 -ayes, 0 -nays, 0- absent vote.
