Adjournment r� 1 fL ., E:• PARK AND RECREATION COMMISSION MEETING AUGUST 7, 2014 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Vice Chair Lindahl on August 7, 2014, 7:00 p.m. at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Commissioners Absent: Also Present: RESIDENT FOR UM Vice Chair Jim Lindahl, Commissioners Sarah Elstrom, Alisa Lewnau, Angela Marinello, Mark Miskowiec, and Shane Stenzel Chair Ted Butler Director of Public Works David Berkowitz Others No one appeared to address the Commission APPROVAL OFMINUTES Commissioner Elstrom noted on page four, fourth paragraph should read Andover Fun Fest. Motion by Commissioner Miskowiec, seconded by Commissioner Marinello, to approve the minutes of the July 17, 2014 Park and Recreation Commission meeting as amended. Motion carried on a 6 -ayes, 0 -nays, 1- absent (Butler), 0- present vote. CONSIDER APPLICATION FOR SCHED VIED USE OF RECREATIONAL FACILITIES APPLICATION /ANDOVER AREA LACROSSE ASSOCIATION Director of Public Works David Berkowitz reviewed this item is in regard to approving the Application for Scheduled Use of Recreational Facilities for use of Timber Rivers Park lacrosse /football field as requested by the Andover Area Lacrosse Association. This request has been coordinated with the Andover Football Association (AFA) for the use of the field and the first scheduled use of the field is August 15, 2014. A detailed practice and game schedule are required to be submitted to staff before the start of the season so 10 the Andover Public Works Parks Department is aware of when fields need to be mowed. Regular Andover Park & Recreation Commission Meeting Minutes —August 7, 2014 Page 2 Motion by Commissioner Stenzel, seconded by Commissioner Elstrom, to approve the Application for Scheduled Use of Recreational Facilities for use of Timber Rivers Park lacrosse /football field as requested by the Andover Area Lacrosse Association. Motion carried on a 6 -ayes, 0 -nays, 1- absent (Butler) vote. UPDATE ON LANGSETH PARK/13 -43 Director of Public Works David Berkowitz provided an update to the possible trail connection that the Park and Recreation Commission has been considering from the north to allow for residents to have an easier access to Langseth Park. The preliminary estimate for constructing the trail, removing and trimming trees, installing a split rail fence and to acquire an easement is estimated at $20,000. As far as obtaining an easement, it is premature to determine or identify the value since the easement acquisition will be negotiated. The Commission will need to make a decision to move forward or not on acquiring the easement. At this point the homeowner is interested in allowing the trail on his property so the residents north of Langseth Park have access. This acquisition of the trail easement and the cost to construct the trail is not included in the 2015 -2019 CIP. Commissioner Miskowiec stated it would be a nice addition and Commissioner Stenzel agreed. This trail easement would bring more use to the park. Commissioner Lindahl stated the easement would allow residents to access the park easier. io Motion by Commissioner Stenzel, seconded by Commissioner Marinello, to direct staff to continue to pursue the easement for the construction of the trail. Motion carried on a 6 -ayes, 0 -nays, 0- absent (Butler) vote. ANOKA COUNTYSHERIFF'SDEPARTMENT 2ND QUARTERLYREPORT Director of Public Works David Berkowitz reviewed the list of reports generated by the Anoka County Sheriff's Office regarding park activity for the 2nd quarter of 2014. PARKDEDICATIONIMPROVEMENT FUND 2" QUARTERLY REPORT /FINANCE DEPARTMENT Director of Public Works David Berkowitz provided the Project Commitment Listing Report, Balance Sheet and Revenue and Expenditure Reports for the Park Improvement Fund as of June 30, 2014. Commissioner Miskowiec asked if Langseth Park needed to be added to the CIP and Vice Chair Lindahl stated it will be added at a later time after City Council approval. REVIEW OUTSTANDING ITEMS © Director of Public Works David Berkowitz reviewed the outstanding items providing updates on Completed Projects, On -Going Projects, Task Force Updates and Other Items of Interest. The Workshop Meeting of the Andover Park and Recreation Commission was called to order by Vice Chair Lindahl on August 7, 2014 at 7:12 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Vice Chair Jim Lindahl, Commissioners Sarah Elstrom, Alisa Lewnau, Angela Marinello, Mark Miskowiec, and Shane Stenzel Commissioners Absent: Chair Ted Butler Also Present: Director of Public Works David Berkowitz © Others UPDATE OF CONCESSIONS /ANDOVER COMMUNITY CENTER FACILITIES MANAGER Mr. Erick Sutherland, Andover Community Center Facility Manager, was invited by the Park and Recreation Commission to attend the meeting to talk about concessions. Mr. Sutherland updated the Commission about the concessions at Sunshine Park and Andover Station North Ball Field Facility and explain why the City operates the concessions instead of the associations. Mr. Sutherland will provide his thoughts about having a concession stand at the new Pine Hills North Facility. As the Commission is aware, it is anticipated that construction of the building will start in 2016 as identified in the CIP. Mr. Sutherland stated when the Community Center opened in 2004 the concession stand was inside the building. Staff was hired. In 2007 the sunshine contract expired and the City looked at taking it over. When the City took it over the advantage was inventory could be moved from one location to another and staff was already hired. When ASN was to be opened $8- 10,000 of equipment needed to be purchased. The City would be interested in having a concession stand at Pine Hills North. All monies go through the general fund. Upgrades have been done at the ball fields with funds from concessions. Commissioner Stenzel asked if the local vendor at the YMCA pays a portion of their © earnings to the City. The City did not make much money running concessions at the YMCA and the agreement with Subway is working well. Subway is sent the event calendar every month for their staff planning. Commissioner Stenzel asked what the net income for Sunshine Park and ASN has been. Mr. Sutherland provided a report. There is some limited communication between the associations and concessions but many times the concessions is not open because they are not aware of what has been scheduled. Commissioner Stenzel stated if the concession stand is open consistently he has found people will make purchases. Commissioner Stenzel suggested Mr. Sutherland work with the associations closer and perhaps the use of $2 treat ticket. Mr. Sutherland stated Sunshine Park has been pretty consistent on when it is open. They may consider trying to get association volunteers to work concessions at ASN. Commissioner Stenzel stated it would be nice to have access to the restrooms when the concession stand is not open. Commissioner Miskowiec stated based on the income statement provided would Pine Hills make any money selling concessions. Mr. Sutherland stated they have thought about having food trucks coming into the park for events. Commissioner Miskowiec stated the Commission is looking at building a concession stand but would reconsider if it would not make money. © Commissioner Lewnau asked how many employees are on duty and Mr. Sutherland stated it depends on events in the parks. Mr. Berkowitz stated when the concessions were outsourced there were many problems with cleanliness, etc. UPDATE ON FIELD REHABILITA TION AND SEEDING REQUIREMENTS /JOHN HOPKO Mr. John Hopko, expert in grass turf /athletic field construction and rehabilitation was present at the meeting to discuss with the Park Commission the developing new field facilities and rehabilitating of existing fields. Mr. Hopko is a consultant for many cities and school districts around the Metro area and the State in developing new field facilities and the rehabilitating of existing fields. Mr. Hopko also talked about Prairie Knoll Park and the issue with the field in its current shape and what needs to be done to bring the field back into a playable condition. The overuse of fields will also be discussed. The associations have been invited to attend to learn about developing a grass field and what they can do to protect the grass turf from overuse. The first project he has done is Pine Hills North and the turf there is very nice. Mr. Hopko provided a summary of his background. He has 45 years of experience in turf management. He stated the two biggest problems with athletic fields are compaction and drainage. Another problem is over - scheduling of fields. With the addition of girls sports and more sports, this increases the wear and tear on the fields. H Regular Andover Park & Recreation Commission Meeting Minutes —August 7, 2014 Page 5 Mr. Hopko stated he visited Prairie Knoll and Oak Bluff. Prairie Knoll is a nice facility but very typical to many fields at schools. There is nothing to the soil. The pH level is very low and grass does best in acidic soil. He reviewed problems with weeds and overuse of fields. He is an advocate of designating fields and parks to sports. He provided pictures of fields he has done. Prairie Knoll park should be re- established in August which is prime time for planting seed, etc. He has gone with sheet draining instead of crowning a field. He also uses grass base pads minimizing the agline. He recommends dedicating fields to certain sports. Lights on fields allows for more games to be played on fields adding to the overuse. A minimum of 60 days is needed to renovate a field. There is another option, which is more costly with drain tile and heater coils on the field. Commissioner Stenzel asked if a field will move and Mr. Hopko stated fields will settle. Commissioner Stenzel asked if sod fields and farmland in Andover should be looked at for possible fields. Mr. Hopko stated the perfect length of grass is 3 ".
