Adjournment ANDOVE r PARK AND RECREATION COMMISSION MEETING A UGUST 21, 2014 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on August 21, 2014, 7:00 p.m. at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Commissioners Absent: Also Present: ® RESIDENT FORUM Chair Ted Butler, Vice Chair Jim Lindahl, Commissioners Alisa Lewnau, Mark Miskowiec, and Shane Stenzel Commissioner Sarah Elstrom and Angela Marinello Assistant Public Works Director, Todd Haas Others No one appeared to address the Commission I[T ZIlLIIlIJ_a�U_rnz�rrac Motion by Commissioner Lewnau, seconded by Commissioner Miskowiec, to approve the minutes of the August 7, 2014 Park and Recreation Commission meeting as presented. Motion carried on a 4 -ayes, 0 -nays, 2- absent ( Elstrom and Marinello), 1- present (Butler) vote. CONSIDER CARSONRIDGEPRELIMINARYPLAT Assistant Public Works Director Todd Haas stated this item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of Carson Ridge. A copy of the preliminary plat was provided for Commission review. The proposed preliminary plat is located on Prairie Road NW on the east side just south of Coon Creek. The developer is not proposing a park. Based on the previous review of the sketch plan, the Park Commission suggested that no park in the development would be required. A trail is being proposed between Lots 8 and 9 Block 1 from 141St Avenue NW © to Prairie Road NW. The Park and Recreation Commission is requested to review the proposed preliminary plat and recommend the park dedication requirements to the City Council. This will come before the Planning Commission on August 26, 2014 along with Regular Andover Park & Recreation Commission Meeting Minutes — August 21, 2014 © Page 2 a public hearing regarding the rezoning of the property. Variances are needed due to the size of some of the lots. Commissioner Lindahl asked about the trail easement and whether plantings are done for screening. Mr. Haas stated staff may look at a split rail fence rather than plantings. The Park Commission can add to the motion to request the developer provide a fence or plantings. Motion by Commissioner Stenzel, seconded by Commissioner Lewnau, to accept cash in lieu of land for park dedication with a trail connection be constructed from the cul -de -sac to Prairie Road NW trail with fencing or landscaping provided by the developer for screening. Motion carried on a 5 -ayes, 0 -nays, 2- absent (Elstrom and Marinello). CONSIDER WINSL0W WOODS 2id ADDITIONPRELIMINARYPLAT Assistant Public Works Director Todd Haas reviewed this item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of Winslow Woods 2nd Addition. A copy of the preliminary plat was provided for Commission review. The proposed preliminary plat is located just to the south Sophie's South development and to the east of the Winslow Hills development. The developer at this point is only platting 18 lots this fall with the remainder being platted over the winter months which will be known as Winslow Woods 3rd Addition (there are a few issues that need to be resolved between the City and the developer that will take some time). The developer is not proposing a park in this phase of the development. Based on previous review of the sketch plan, the Park Commission suggested that a park in the development would be required but not in this phase of the development. The Park and Recreation Commission is requested to review the proposed preliminary plat and recommend the park dedication requirements to the City Council. This will come before the Planning Commission along with a public hearing on August 26, 2014. Motion by Commissioner Lindahl, seconded by Commissioner Miskowiec, to recommend the City Council to accept cash in lieu of land for the park dedication for Winslow Woods. Motion carried on a 5 -ayes, 0 -nays, 2- absent (Elstrom and Marinello). CONSIDER WHITE PINE WILDERNESS 2ND ADDITION PRELIMINARY PLAT Assistant Public Works Director Todd Haas stated this item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of White Pine Wilderness 2nd Addition. A copy of the preliminary plat was provided for QCommission review. The proposed preliminary plat is located just to the north of 161St Avenue NW east of Hanson Boulevard NW. The developer is not proposing a park. The Regular Andover Park & Recreation Commission Meeting Minutes —August 21, 2014 ® Page 3 developer at this point is only platting 16 lots this fall with the remainder being platted over the winter months which will be known as White Pine Wilderness 3`d Addition (there are a few issues relating to an existing wetland that will take some time to resolve. Based on previous review of the sketch plan, the Park Commission suggested that no park in the development would be required. The Park and Recreation Commission is requested to review the proposed preliminary plat. No action as a motion was made by the Park and Recreation Commission to recommend cash in lieu of land for the park dedication requirements to the City Council. The trail easements will be part of this plat. DISCUSS PROPERTY AT 14440 ROUND LAKE BOULEVARD NW Assistant Public Works Director Todd Haas reviewed this is an update in regard to the property at 14440 Round Lake Boulevard NW. Staff was recently contacted by a family member of the property owner in regards to the parcel that may become available on the market with a few months. The family wanted to let the City know that the property owner is interested in possibly selling the property and they wanted to know what interest the City has in the property. Staff has not discussed the value of the property. In the past, the Park Commission has expressed interest in having some park/open space around the ® lake somewhat similar to what has been done around the Chain of Lakes in Minneapolis. Staff did let the family member know that the Park Commission is possibly exploring the idea of park/open space but it was going to take some time to evaluate and to determine the feasibility and to prepare a plan if that is the direction the City takes. No action is necessary as this is for information purposes only. This lot is not conducive to city water and sewer at this time. Commissioner Stenzel stated he liked the parcel and the adjacent parcel owned by the County is considered wetland. Commissioner Miskowiec suggested possibly the City obtain an easement. Commissioner Lindahl stated there is a house on the lot at this time. Commissioner Lindahl stated an easement may be difficult as their driveway is only 33 feet. Commissioner Stenzel asked Mr. Haas to provide a contour map of the area. Mr. Haas will provide a contour and right -of -way map to the Commission. REVIEW OUTSTANDING ITEMS Assistant Public Works Director Todd Haas reviewed the outstanding items providing updates on Completed Projects, On -Going Projects, Task Force Updates and Other Items of Interest. There will not be a meeting on September 4, 2014. The September 18, 2014 meeting will begin with stops 6:15 p.m. Langseth Park, and 6:30 p.m. at Pine Hills North. Chair Butler reminded residents to be careful around trail accesses due to increased number of residents in the parks.
