Adjournment x n. 0 PARKAND RECREATION COMMISSIONMEETING SEPTEMBER 18, 2014 MINUTES Prior to the Regular Meeting, the Park and Recreation Commissioners met at Langseth Park and Pine Hills North. The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on September 18, 2014, 7:00 p.m. at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Ted Butler, Vice Chair Jim Lindahl, Commissioners Sarah Elstrom, Angela Marinello, and Mark Miskowiec Commissioners Absent: Commissioners Alisa Lewnau and Shane Stenzel Also Present: Assistant Public Works Director, Todd Haas 0 Others RESIDENT FOR UM No one appeared to address the Commission APPROVAL OF MINUTES Motion by Commissioner Lindahl, seconded by Commissioner Miskowiec, to approve the minutes of the August 21, 2014 Park and Recreation Commission meeting as presented. Motion carried on 3 -ayes, 0 -nays, 2- absent ( Lewnau and Stenzel) 2- present ( Elstrom and Marinello), vote. CONSIDER B AND D ESTATES PRELIMINARY PLAT Assistant Public Works Director Todd Haas reviewed this item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of B and D Estates. A copy of the preliminary plan was provided for Commission review. The proposed preliminary plat is located just to the north and west of Walmart and southwest of Andover Station North Ball Field Facility. The developer is not proposing a park in this phase of the development. Based on a previous review of the sketch plan, the Park Regular Andover Park & Recreation Commission Meeting Minutes — September 18, 2014 Page 2 © Commission recommended cash in lieu of land. The Park and Recreation Commission is requested to review the proposed preliminary plan and recommend the park dedication requirements to the City Council. An individual representing the Developer was present at the meeting but did not have any questions or comments for the Commission. Motion by Commissioner Lindahl, seconded by Commissioner Marinello, to accept cash in lieu of land for park dedication for the B and D Estates preliminary plat. Motion carried on a 7 -ayes, 0 -nays, 2- absent vote (Lewnau and Stenzel). UPDATE OF CREEKSIDE MEADOWS PRELIMINAR Y PLA T Assistant Public Works Director Todd Haas reviewed this item is an update in regards to Creekside Meadows preliminary plat. A copy of the preliminary plat was provided for Commission review. Mr. Haas reviewed the preliminary plat of the project. The proposed preliminary plat is located east of Round Lake Boulevard NW on the old Woodland Creek Golf Course Clubhouse site. Capstone Homes has a purchase agreement with the City to purchase the outlot and develop 6 single family residential lots. The reason this is being presented to the Park Commission so it is understood that the park dedication had been previously determined as part of the Woodland Creek development which was cash in lieu of land and reduced golf course fees for Andover residents. As part of the development of this parcel, four (4) parking stalls and trail access will be provided within this plat for the wetland mitigation site. The improvements are identified on the preliminary plat. Creekridge Park is to the north of the project. Currently there is no playground at the park so no maintenance is being done. This is for information only and no action is necessary. Mr. Ben Minks, Capstone Homes was present at the meeting. The plan is for 6 single family two -story homes. Commissioner Miskowiec asked what the acreage was of the park and Commissioner Elstrom noted it is 2.76 acres. Assistant Public Works Director Todd Haas stated this project will be part of a planned unit development. DISCUSS PROCESS FOR THE PLAYGROUND IMPROVEMENTS /PINE HILLS NORTH Assistant Public Works Director Todd Haas reviewed the Park and Recreation Commission is requested to discuss the process for playground improvements at Pine Hills North. Currently $70,000 has been recommended for improvements in the 2015 CIP for portable restroom enclosures ($20,000), small tot lot near Grow West Field ($40,000) © and a potable well ($10,000) for the future multi - purpose building. In regards to the small Regular Andover Park & Recreation Commission Meeting Minutes — September 18, 2014 Page 3 © tot lot, the Park Commission will need to provide direction to the staff as to who is to be involved in the selection of the playground equipment. The options are as follows: Notify the neighborhood as has been done in other rural neighborhoods. The notification area would be a quarter mile from Pine Hills North. Since this is a small tot lot that is being considered, staff would recommend this process. Do a city -wide public input process either by doing an article in the City newsletter or by the official paper. With the small structure being proposed, selecting one of these processes may be a little overkill but would suggest this process be used with the larger playground equipment which is identified in the overall Master Plan once the funds are allocated in the CIP at some time in the future. Have the Park and Recreation Commission select the playground equipment. An alternative is to have the Commission create a Task Force of 3 Commissioners to review and recommend to the entire Commission the equipment that should be purchased. The Capital Improvement Plan (CIP) identifies $40,000 be utilized for the purchase of a small playground structure. The Park and Recreation Commission is requested to discuss the process for playground improvements at Pine Hills North. © Commissioner Miskowiec asked if any residents had expressed interest in the playground equipment and Mr. Haas stated they expressed more interest in the overall project. Chair Butler stated since this is a smaller tot lot he would recommend Option #3. This will be brought before the Council to be added to the CIP. The Commission will discuss the playground equipment in an upcoming workshop meeting. DISCUSS PROPERTY AT 14440 ROUND LAKE BOULEVARD NW Assistant Public Works Director Todd Haas reviewed this is an update in regards to the property at 14440 Round Lake Boulevard NW. A map was provided to show the location of the property. The areas shaded in light to dark blue are wetlands and floodplain. The areas with the maroon color are additional floodplain areas that are not part of the National Wetlands Inventory (NWI) map. So based on the existing wetlands and the floodplains, constructing a trail along the lake will most likely not be economically feasible and most likely very difficult to receive approval from the US Army Corps of Engineers and the Lower Rum River WMO (LGU responsible for enforcing the Wetland Conservation Act) since it is the goal of both agencies to avoid wetlands if at all possible. In this case the wetlands can be avoided by utilizing the existing sidewalk or by reconstructing the sidewalk with an 8 foot trail along the west side of Round Lake Blvd NW. L:J Regular Andover Park & Recreation Commission Meeting Minutes — September 18, 2014 Page 4 QThere is a 5 foot sidewalk along the west side of Round Lake Blvd NW to the north and south of the access to the property. Assistant Public Works Director Haas noted a family member of the property owner had contacted the City to see if there was any interest in purchasing the property. Staff did let the family member know that the Park Commission is possibly exploring the idea of park/open space area around the lake but it was going to take some time to evaluate and to determine the feasibility and to prepare a plan if that is the direction the City takes. No action is necessary as this is for information purposes only. Chair Butler noted in looking at the overhead view it appears the driveway is in the wetland. He stated the Commission would not be ready to investigate this further. Commissioner Miskowiec asked if the wetland area is wet just seasonally and could an extensive boardwalk be constructed. Mr. Haas stated a boardwalk would be pretty much what would have to be done. There would need to be a feasibility study done. Commissioner Lindahl stated the public landing to Round Lake is less than one -half mile from this area. REVIEW OUTSTANDING ITEMS ® Assistant Public Works Director Haas reviewed the outstanding items providing updates on Completed Projects, On -Going Projects, Task Force Updates and Other Items of Interest. CHAIR'S REPORT Chair Butler requested Kevin Starr, Public Works Maintenance Supervisor, to look at the playground equipment for safety reasons at Purple Park located directly behind City hall /Community Center. The Commission would like to develop a plan for playground equipment replacement. ADJOURNMENT OF REGULAR MEETING Motion by Commissioner Elstrom, seconded by Commissioner Lindahl, to adjourn the regular meeting at 7:30 p.m. Motion carried on a 5 -ayes, 0 -nays, and 2- absent (Lewnau and Stenzel) vote.
