Adjournment x k C I T Y 0 F 0 NDOVE^ PARKAND RECREATION COMMISSIONMEETING OCTOBER 2, 2014 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on October 2, 2014 7:00 p.m. at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Ted Butler, Vice Chair Jim Lindahl, Commissioners Sarah Elstrom, Alisa Lewnau, Mark Miskowiec and Shane Stenzel Commissioners Absent: Commissioner Angela Marinello Also Present: Assistant Public Works Director, Todd Haas Others 0 RESIDENT FOR UM No one appeared to address the Commission APPROVAL OFMINUTES Commissioner Lindahl suggested Mr. Haas' title be shown only once in the minutes and after the initial reference refer to him as Mr. Haas. Motion by Commissioner Lindahl, seconded by Commissioner Elstrom, to approve the minutes of the September 18, 2014 Park and Recreation Commission meeting as presented. Motion carried on 4 -ayes, 0 -nays, 1- absent (Marinello), 2- present ( Lewnau and Stenzel), vote. DISCUSS PROPOSED PLAYGROUND IMPRO VEMENTSIDRA FT NEIGHBORHOOD LETTER AND SURVEY /ANDOVER LIONS PARK Mr. Haas reviewed this item is in regard to proposed park improvements, draft neighborhood letter and resident survey for Andover Lions Park. As previous mentioned to the Commission in May 2014, Parks Maintenance Staff had indicated that the existing playground equipment at the park will need to be replaced. Since it was decided by the Park Commission that there was not enough time to meet with the neighborhood and Regular Andover Park & Recreation Commission Meeting Minutes — October 2, 2014 Page 2 ® select the new playground equipment, it was recommended to carryover the funds into 2015. The posts and platforms are showing rust at the connections and under the platforms. Some of the welds at the joints are now starting to fail or split. A draft letter to the neighborhood, map and survey were provided for Commission review. The Commission is requested to review and provide comments at the meeting before the letter is sent to the area residents near Andover Lions Park. Chair Butler requested the letter be addressed as Dear "Resident" rather than Dear Owner /Occupant. He requested both sides of Palm Street NW be included in the area up to 1401h Avenue NW. DISCUSS PROPOSED PARK PLAYGROUND IMPROVEMENTS/DRAFT NEIGHBORHOOD LETTER AND SURVEY /TIMBER RIVERS PARK Mr. Haas reviewed this item is in regard to park playground improvements in Timber Rivers Park. The City Council has preliminary approved the 2014 Capital Improvement Plan which includes Timber Rivers Park (and Hidden Creek East Park) as possible park playground rebuilds. A draft letter to be sent to the area residents and a map of the area within a '/a -mile radius of the park was presented to the Commission for review. The letter indicates how area residents can enter the City's website so they can complete the City's park improvement survey. A total of $50,000 has been preliminary approved for 2015 for playground rebuilds plus a carryover from 2014 that will be utilized at Andover Lions Park. The Park and Recreation Commission is requested to review the draft letter, map and the survey and provide comments at the meeting for discussion. Mr. Haas will revise the way this letter is addressed also. UPDATE OF HIDDEN CREEK EAST PARK UPGRADES Mr. Haas reviewed this is in regard to Hidden Creek East Park and the potential upgrades that may be needed. The City Council has preliminary approved the 2015 Capital Improvement Plan which includes Hidden Creek East Park (and Timber Rivers Park) as possible park rebuilds. Based on recent inspection by the Public Works Park Maintenance Department, it appears that Hidden Creek East Park playground equipment will not need to be replaced. Park Maintenance Department is recommending fall zone improvements with a new concrete border. The Commission may want to consider adding a smaller playground structure for 2 -5 year olds (the existing playground equipment is currently for 5 -12 year olds). A total of $50,000 has been preliminary approved for 2015 for playground rebuilds /upgrades. The Park and Recreation Commission is to discuss the recommendations by the Public Works Park Maintenance Department and determine what the next step is regarding improvements of the park (sending a letter to 0 neighborhood along with completing the survey is an option). Regular Andover Park & Recreation Commission Meeting Minutes — October 2, 2014 Page 3 ® Chair Butler suggested the neighbors be surveyed to see what they would prefer to see in the park. Commissioner Miskowiec agreed he would like the neighbors input. Mr. Haas will prepare a survey and letter similar to the others and send it out. UPDATE OF 2 015-2 019 PARKS CIP Mr. Haas provided an update on the status of the 2015 -2019 Parks Capital Improvement Plan (CIP). He provided the most recent version of the 2015 -2019 Parks Improvement Projected Fund Balance sheet based on changes that were made by the City Council at their workshop meeting on September 23, 2014. 2015 • Pine Hills North — (Total $70,000) Install small irrigation system ($20,000) — Approved by City Council; Small tot lot near northwest soccer ($40,000) — Approved by City Council; Drinking well ($10,000) — Has been removed from 2015 and is now identified in 2018 by City Council. • Small irrigation system at one or more parks ($20,000) — Approved by City Council • Preparation of Master Plan for Kelsey Round Lake Park ($50,000) — Approved by City Council ® • Fencing upgrades /safety initiatives ($25,000) — Approved by City Council • Langseth Park Trail Improvement — Has been removed from 2015 and is now identified in 2019 by City Council 2016 • Pine Hills North — Multi- purpose building ($180,000) — Has been removed from 2016 and is now identified in 2019 by City Council; Pave and curb parking lots — New improvement by City Council • Install small irrigation system at one or parks ($20,000) — Approved by City Council 2017 Pine Hills North — Multi- purpose building ($50,000) — Has been removed from 2017 and is now identified in 2019 by City Council; Storage building ($100,000) — New improvement by City Council Install small irrigation system at a park or parks ($20,000) — Approved by City Council 2018 • City Hall Hockey Rinks ($150,000) — Approved by City Council • Install small irrigation system at one or more parks ($20,000) — Approved by City ® Council Regular Andover Park & Recreation Commission Meeting Minutes — October 2, 2014 © Page 4 • Pine Hills North — Septic System and drinking well ($115,000) — New improvement by City Council; drinking well — Moved from 2015 to 2018 by City Council 2019 • Fox Meadows Reconstruction ($200,000) — Approved by City Council • Pine Hills North — Multi- purpose building ($450,000) — Moved from 2016 and 2017 to 2019 by City Council • Install small irrigation system at one or more parks ($20,000) — Approved by City Council • Langseth Park Trail Improvement ($20,000) — Moved from 2015 to 2019 by City Council Mr. Haas reminded the Commission that $15,000 of annual miscellaneous funds are still being allocated for each of the 5 years 2015 -2019. Although the goal is to have a minimum positive balance of $50,000 or more, the City Council will need to determine at some point how those improvements will be funded. No action is necessary by the Park and Recreation Commission. © REVIEW OUTSTANDING ITEMS Mr. Haas reviewed the outstanding items providing updates on Completed Projects, On- Going Projects, Task Force Updates and Other Items of Interest. CHAIR'S REPORT Commissioner Lindahl asked on Pine Hills North the coaches should be asked about their feelings on the fields. Mr. Haas stated the fields look good. Commissioner Lindahl said it would be good to know if they have any comments. ADJOURNMENT OF REGULAR MEETING Motion by Commissioner Lewnau, seconded by Commissioner Miskowiec, to adjourn the regular meeting at 7:20 p.m. Motion carried on a 6 -ayes, 0 -nays, and 1- absent (Marinello) vote.
