S ^ PARKAND RECREATION COMMISSIONMEETING NOVEMBER 20, 2014 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Vice Chair Lindahl on November 20, 2014 7:00 p.m. at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Commissioners Absent: Also Present: 4) RESIDENT FORUM Vice Chair Jim Lindahl, Commissioners Sarah Elstrom, Angela Marinello, Mark Miskowiec, and Shane Stenzel Chair Ted Butler and Commissioner Alisa Lewnau Assistant Public Works Director, Todd Haas Others No one appeared to address the Commission. APPROVAL OF MINUTES Motion by Commissioner Marinello seconded by Commissioner Elstrom to approve the minutes of the October 16, 2014 Regular Park & Recreation Commission Meeting as presented. Motion carried on a 4 -ayes, 0 -nays, 2- absent (Butler, Lewnau), 1- Present (Stenzel) vote. CONSIDER APPLICATION FOR SCHEDULED USE OF RECREATIONAL FACILITIES /ANDOVER HUSKIES YOUTH HOCKEYASSOCL4 TION JAMBOREE Mr. Haas reviewed the Commission is requested to consider approving an Application for Scheduled Use of Recreational Facilities (City Complex Outdoor Hockey Rinks), as requested by the Andover Huskies Youth Hockey Association (AHYHA) for a Youth Hockey Jamboree from January 16 -17, 2015. The days that are being requested are as follows: Friday, January 16, 2015 from 5 p.m. to close at City Complex Outdoor Hockey Rinks (both east and west rink). Saturday, January 17, 2015 from 8 a.m. to 6 p.m. at City Complex outdoor Hockey rinks (both east and west rink). Regular Andover Park & Recreation Commission Meeting Minutes —November 20, 2014 Page 2 Mr. Haas noted as of right now the Public Works Maintenance Department will prepare the rinks on Friday prior to the start of the first jamboree game and first thing Saturday morning before the games start. The Association has not decided whether they will need rink maintenance. Commissioner Miskowiec asked when the rinks would be opened. Mr. Haas stated he will respond later in the meeting. Motion by Commissioner Marinello, seconded by Commissioner Stenzel to approve the Application for Scheduled Use of Recreational Facilities at the City Complex Outdoor Hockey Rinks for an AHYHA Youth Hockey Jamboree. Motion carried on a 5 -ayes, 0- nays, 1- absent (Butler, Lewnau) vote. CONSIDER APPLICATION FOR SCHEDULED USE OF RECREATIONAL FACILITIES /ANDOVER HIGH SCHOOL Mr. Haas reviewed the Commission is requested to consider an Application for Scheduled Use of Recreational Facilities for use of the City Hall Outdoor Hockey Rink Complex (east and west,rinks) as requested by the Andover High School Physical Education Department. The dates that have been requested are as follows: January 15 & 23, 2015 from 1:00 p.m. to 2:15 p.m. February 6, 13, & 27, 2015 from 1:00 p.m. to 2:15 p.m. Mr. Haas stated since this is a daytime request, the Commission may want to consider waiving the requirements that are to be submitted as part of the Guidelines to use the facility. Motion by Commissioner Stenzel, seconded by Commissioner Elstrom to approve the Application for Scheduled Use of Recreational Facilities for the use of the City Hall Outdoor Hockey Rink Complex (east and west rinks) as requested by Andover High School Physical Education Department. Motion carried on a 5 -ayes, 0 -nays, 2- absent (Butler, Lewnau) vote. CONSIDER 2 014-2 015 HOCKEY RINK SCHED ULE Mr. Haas reviewed to date the City has only received an application from the Andover Huskies Youth Hockey Association ( AHYHA). Anoka, Coon Rapids and St. Francis Youth Hockey Associations were notified that rinks were available for them to reserve but none of them have responded. Mr. Haas provided the proposed schedule and the rinks that AHYHA plan on using for the 2014 -2015 season. AHYHA will be responsible to provide supervision (either a coach or member of the association) on Mondays, Tuesdays, and Thursdays from 4 p.m. until 8:30 p.m. at City Hall Outdoor Hockey Rink Complex, Hawkridge Park and Prairie Knoll Park. The City will need to provide a warming house X S XD Regular Andover Park & Recreation Commission Meeting Minutes — November 20, 2014 Page 3 attendant on all the other days of the week (Wednesdays, Fridays, Saturdays and Sundays). AHYHA will not be providing supervision at Crooked Lake Elementary School Rink for the upcoming season so the city will need to provide a warming house attendant each day of the week it is open. Mr. Haas noted the rinks should be set up on the Monday after Thanksgiving. Commissioner Stenzel asked what the hours for the warming houses were and Mr. Haas stated 4- 8:30pm Monday through Friday with extra hours on weekends and holidays. Jeanette Dewandler, AHYHA, asked if they can schedule both rinks at the City Complex during the scheduled times. Vice Chair Lindahl stated the AHYHA will have both rinks during the scheduled times. Crooked Lake School would be the open hockey rink during those times. Commissioner Stenzel reminded Jeanette to ask the teams to warm up outside of the free skate area since they have both hockey rinks reserved. Motion by Commissioner Stenzel, seconded by Commissioner Elstrom to'approve the 2014 — 2015 Hockey Rink Schedule as presented. Motion carried on a 5 -ayes, 0 -nays, 2- absent (Butler, Lewnau). REVIEW OUTSTANDING ITEMS Mr. Haas reviewed the outstanding items providing updates on Completed Projects, On- Going Projects, and Other Items of Interest. Mr. Haas provided an update of pedestrian trails. CHAIR'S REPORT Commissioner Miskowiec stated Commissioners Marinello, Elstrom and himself completed the boat landing cleanup project. Commissioner Elstrom thanked Elizabeth, Kathryn and Emily for their help with the clean -up. ADJOURNMENT OF REGULAR MEETING Motion by Commissioner Stenzel, seconded by Commissioner Marinello to adjourn the regular meeting at 7:15 p.m. Motion carried on 5 -ayes, 0 -nays, 2- absent (Butler, Lewnau) vote. Regular Andover Park & Recreation Commission Meeting Minutes —November 20, 2014 © Page 4 Commissioners Present: Vice Chair Jim Lindahl, Commissioners Sarah Elstrom, Alisa Lewnau (arrived at 7:35 p.m.), Angela Marinello, Mark Miskowiec and Shane Stenzel Commissioners Absent: Chair Ted Butler Also Present: Assistant Public Works Director, Todd Haas Others CONSIDER PARKIRRIGATIONPROJECTS FOR 2015 Mr. Haas reviewed THE Capital Improvement Plan for 2015 includes irrigation of 1 or more parks. The Public Works Parks Maintenance Department has identified the top three parks that are to be considered by the Commission. The three parks are as follows: • Wild Iris Park - $12,000 (includes the installation of pump assembly, irrigation of the baseball field and around the playground area. Does not include electric service for pump /controls and does not include for installation of service from city water main). • Andover Lions Park - $11,000 (includes the installation of pump assembly, irrigation of the baseball field and around the playground area. Does not include electric service for pump /controls and does not include for installation of service from city water main) • Hills of Bunker Lake West Park - $15,500 (includes the installation of pump assembly, irrigation of the baseball field and around the playground area. Does not include electric service for pump /controls and does not include for installation of service from city water main) Mr. Haas noted of the three parks listed, the Hills of Bunker Lake West Park and Wild Iris Park water service cost will be higher due to the length of the service that is needed to serve the park. $20,000 has been allocated for 2015 but with Oak Bluff Park irrigation costs coming in higher than budgeted in 2014, the total expenditure for 2015 irrigation project will need to be reduced to $15,000 or less as requested by the Finance Department. Commissioner Stenzel asked if irrigation can be done by pumping water from a wetland area. Mr. Haas stated the area is a DNR protected area and permits may be required. Mr. Haas stated a study was done some time ago to determine which parks could be irrigated with city water and which needed a well. Mr. Haas suggested when the CIP is looked at in March 2015, the study will be provided for Commission review. Commissioner Stenzel asked if the associations could pitch in funds for irrigation on the fields they want to have irrigated. Mr. Haas stated another option would be to have a bond referendum to 0 bring some of the parks up to date. Regular Andover Park & Recreation Commission Meeting Minutes —November 20, 2014 © Page 5 Commissioner Miskowiec stated he would like to see the associations pitch in funds for irrigation they want. He would like to see the priorities of the associations. He feels this would be a better option than a bond referendum. Commissioner Stenzel suggested the associations be invited to come to the Park Commission Meetings and give input on future planning. Mr. Haas suggested they be invited to the first meeting in March 2015. Commissioner Stenzel suggested an option would be to designate a field to a specific association and they may want to put monies towards maintenance of "their" fields. Commissioner Marinello asked if rainwater could be used for irrigation. Commissioner Stenzel stated there are ways of doing that. Vice Chair stated that would be an option for the northern parks where the parking lots are not blacktopped. DISCUSS PLAYGROUND EQUIPMENT /PINE HILLS NORTH 112 -31, CONT Commissioner Lewnau arrived at the meeting at 7:35 p.m. Mr. Haas reviewed the Park and Recreation Commission is requested to continue discussing the playground equipment at Pine Hills North, 12 -31. Based on the discussion © from the last meeting on October 16, 2014, each Park Commission is requested to review playground equipment that will need to be selected for Pine Hills North. He provided information on four equipment suppliers that Public Works staff has indicated meet the minimum requirements such as being durable and vandal proof. The suppliers are as follows: Gametime Ultimate Playgrounds St. Croix Recreation Landscape Structures The age group being considered for new equipment is for the 2 -5 year olds. $40,000 has been allocated for the playground equipment or the equipment, fall zones, concrete borders and ADA access to the structure. Mr. Haas stated Chair Butler had provided his recommendation in writing. Mr. Haas will compile the inputs from the Commission and bring to the next meeting. CONSIDER KELSEY ROUND LAKE PARK MASTER PLAN DRAFT RFPIPROJECT 15 -11, CONT. Mr. Haas reviewed the Park and Recreation Commission is requested to consider the 10 Kelsey Round Lake Park Master Plan Draft Request for Proposals (RFP), Project 15 -11. Regular Andover Park & Recreation Commission Meeting Minutes — November 20, 2014 Page 6 A copy of the Kelsey Round Lake Park Master Plan draft RFP was provided for Commission review. Based on input from the Park Commission at the last meeting on October 16, 2014, the proposed project scope will be critical to the long and short term planning for possible park improvements and upgrades. The Master Plan should address existing conditions and provide ideas for future improvements including but not limited to trail development, prairie and wetland restoration, interpretive center that may include restrooms and a plaza, playground equipment, potential acquisitions of additional properties around the perimeter of Round Lake and additional landscaping within the park itself. The proposed timetable for issuing the RFPs and when the Master Plan is to be completed is identified on Page 5. With the new Mayor and 2 new Councilmembers starting in January of 2015, the Council at that time will determine if the RFP is to include the potential for an interpretive center and if additional properties around the perimeter of Round Lake for park/open space /trails shall be considered. $50,000 has been allocated for the preparation of the RFP as identified in the Capital Improvement Plan. Commissioner Miskowiec suggested since the study is being done for the park should © include areas Round Lake to be included in the study. Commissioner Stenzel stated Round Lake would be an Open Space for the residents. He would like to see the trails connect to the network of trails in neighboring cities. He would like to see Round Lake included in the study. Properties have come available for sale but the City does not have a plan. Commissioner Stenzel would like the opportunity to meet with the new Council about this in a joint meeting/workshop. Mr. Haas will speak with the City Administrator about a short workshop with the new Council. The consensus of an interpretive center in this area was that it would not be necessary as there is an interpretive center at Bunker Hills Park. Commissioner Miskowiec asked if a cost estimate could be done for the study for Kelsey Round Lake Park and the additional cost for including the areas around Round Lake in the study. Commissioner Stenzel stated currently there is no access to the Park. If there were trails around the lake, that would be the access. Vice Chair Lindahl asked if there has been any discussion on a trail from Rose Park to the old golf course. Mr. Haas stated there has not been. There are no easements or dedicated access to the old Woodland Creek golf course property.
