PARK AND RECREATION COMMISSION MEETING DECEMBER 18, 2014
MINUTES
The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Chair Butler on December 18, 2014 7:02 p.m. at the Andover City
Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Chair Ted Butler, Vice Chair Jim Lindahl, Commissioners
Sarah Elstrom, Alisa Lewnau, Angela Marinello, Mark
Miskowiec and Shane Stenzel

APPROVAL OF MINUTES
Motion by Commissioner Lindahl, seconded by Commissioner Stenzel, to approve the
minutes of the November 20, 2014 Regular Park & Recreation Commission Meeting as
presented. Motion carried on a 5 -ayes, 0 -nays, 0 absent, 2- Present (Butler and Lewnau)
vote. Note: Commissioner Lewnau was present at the Workshop Session following the
regular meeting
CONSIDER APPLICATION FOR SCHEDULED USE OF RECREATIONAL
FACILITIES /ANDOVER CHRISTIAN CHURCH YOUTH GROUP
Mr. Haas reviewed the Commission is requested to consider approving an Application for
Scheduled Use of Recreational Facilities for use of the Prairie Knoll hockey rink as
requested by Andover Christian Church Youth Group.
The day that has been requested is Wednesday, December 31, 2014 from 10:00 a.m. to
12:00 noon at Prairie Knoll Park.
Mr. Haas stated since the rink is not open until 1:00 p.m. on that day, the church group
will need to check out the necessary keys to open the warming house if they would like to

use it. A key deposit will be required for the warming house portion of the building.
Since this is a one -day request, the Commission may want to consider waiving the
requirements that are to be submitted as part of the Guidelines to use the facility. The free
skate rink is open to the public that day. A copy of the proposed revised 2014 — 2015
hockey rink schedule was provided for Commission review.
Motion by Commissioner Lewnau, seconded by Commissioner Marinello, to approve the
Application for Scheduled Use of Recreational Facilities for use of the Prairie Knoll Park
hockey rink as requested by Andover Christian Church Youth Group waiving the
requirements that are to be submitted as part of the Guidelines to use the facility. Motion
carried on a 7 -ayes, 0 -nays, 0- absent vote.
HOLD PUBLIC INFORMATIONAL MEETING /ANDOVER LIONS PARK
Mr. Haas reviewed the survey results and a public information meeting with the
neighborhood regarding possible improvements to Andover Lions Park was held. A copy
of the letter that was sent to the owner /occupant and location of the area where the park is
located was distributed. The written results of the neighborhood survey were also
provided for Commission review. Mr. Haas indicated the location of the park on a map.
Bunker Lake Blvd will be under construction in 2016. There will be a trail on both sides
of the road. It will be closed for the majority of 2016.
Chair Butler reviewed the Andover Lions Park Neighborhood Park Survey Results. Chair
Butler asked with the road construction, planning for this park could happen now. Staff
would recommend putting off the improvements until 2016 along with irrigation. Some
additional funding may be available at a later date. He suggested the funds be carried
over to 2016. Currently there is $18,000 in the plan. Chair Butler stated he is in favor of
putting this off as staff suggests until more funds are available to install a very nice
structure.
Commissioner Miskowiec asked if there would be an underpass to Bunker and Mr. Haas
stated there will be one closer to the Bunker Activities Center.
Commissioner Stenzel stated if more monies are put into this park then another park will
not get improvements. In 2014, $10,000 was put into the park. This came out of park
dedication fees.
Ms. Kim Savaria, 13820 Sycamore Street, stated she was involved when the park was
first constructed in 1998. She did not participate in the survey. She asked where a
pavilion or half basketball court would be constructed. Chair Butler stated the survey
contained standard questions used in other parks. The interest of the residents was being
surveyed. Ms. Savaria stated with the parking situation, once the lot is full, people are
parking all over the streets. It is a safety concern with cars parked along the streets. She
requested no new structures be added to bring even more cars to the park.

Mr. Haas stated the survey was sent to approximately 60 residents and the response was
very light.
Commissioner Miskowiec agreed it would be better to wait and do it right. Commissioner
Lindahl stated with the road construction to wait would be of value.
Motion by Commissioner Miskowiec, seconded by Commissioner Elstrom, to table
consideration until 2016 carrying over the $18,000. Motion carried on a 6 -ayes, 1 -nay
(Stenzel), 0- absent vote.
HOLD PUBLIC INFORMATIONAL MEETINGITIMBER RIVERS PARK
Mr. Haas reviewed the survey results and a public information meeting with the
neighborhood regarding possible improvements to Timber Rivers Park was held. A copy
of the letter that was sent to the owner /occupant and location of the area where the park is
located was distributed. The written results of the neighborhood survey were also
provided for Commission review.
Chair Butler reviewed the Timber Rivers Park Neighborhood Park Survey Results. He
noted seven surveys were received from residents.
Commissioner Miskowiec asked if the previous dock was removable. Mr. Haas stated it
was removed during the winter.
Commissioner Stenzel stated the survey does not surprise him. This is not an irrigated
field that is used sparingly. Football does not use the park any longer. The field is used
for practices.
Chair Butler asked what equipment is currently in the park and Mr. Haas stated it is a
structure for 5 -12 year olds.
Ms. Ann Goodmar, 5340 1591h Lane, stated the equipment is in need of repair. She would
like to see the equipment updated for the elementary school age. There is currently only
one swing for the older children and she would like to see more swings. The sand is
appealing to the kids. It would be nice to keep a sand area for play. A half basketball
court would be nice.
Ms. Michelle Carlson 17068 Barium Street NW, stated it is a beautiful park and there are
a lot of people that come out of the neighborhood that uses the park. There are practices
3 -4 nights a week. She does not think the equipment is the best it could be for the
neighborhood. She would like to keep the sand. The residents in the area do try to take
care of the park.
Public Works Department feels the majority of the $48,000 for 2015 should be used for
Timber Rivers Park. Less could be used for Hidden Creek East Park where the structure

is fine. A sandbox could be constructed. If new equipment is installed, woodchips are
ADA required.
Commissioner Lewnau asked if two baby swings are necessary and Ms. Carlson stated it
would be better to have a belt swing.

Mr. Haas reviewed the survey results and a public information meeting with the
neighborhood regarding possible improvements to Hidden Creek East Park was held. A
copy of the letter that was sent to the owner /occupant and location of the area where the
park is located was distributed. The written results of the neighborhood survey were also
provided for Commission review. Mr. Haas showed the location on a map.
Chair Butler reviewed the Hidden Creek East Park Neighborhood Park Survey Results.
He noted there were 10 surveys received.
Ms. Sherri Bukkila, Andover Councilmember, stated she lives near this park. The
residents in the area are involved in the maintenance of this park. The trails are widely
used. Her boys have requested an asphalt area with a wall. The neighbors want the park
irrigated. The grass is in bad shape and would do well with irrigation. She would like a
new amenity to the park.
Ms. Randi Miskowiec, 13526 Swallow Street, stated when she moved in the park had
nothing. The residents raised $10,000 and the City matched it for what is there today.
There is no grass. The kids should not be playing on the parking lot.
The playground equipment is fine and does not need to be replaced. New border and
woodchips are needed. A sandbox would be added. Chair Butler suggested a digger be
put in each park where there is a sandbox. The park needs to be ADA accessible.
Commissioner Stenzel asked staff to get a cost on an asphalt pad and wall. He asked
when Hidden Creek East Park is in the plan for irrigation.
REMOVAL OFINVASIVE TREE SPECIESISTROOTMANPARK
Mr. Haas reviewed staff periodically goes around to the City parks and performs
maintenance including but not limited to pruning of trees and removal of invasive species
such as buckthorn. One park currently being looked at is Strootman Park. A large colony
of invasive Siberian elm is present on the south part of the north section of the park. This
is the area south of the gravel parking lot.
Mr. Haas stated non - native, invasive species and diseases continue to spread and
negatively affect our aquatic and terrestrial ecosystems. Examples include zebra mussels,
milfoil, buckthorn, purple loosestrife and Dutch elm disease. Siberian elm is another non-

native, invasive tree that has "naturalized" all over the Midwest. Despite being a very
hardy, fast growing tree, it is pretty much a "weed tree" and does not provide many of the
benefits that our native trees provide (e.g. low aesthetic appeal, low wildlife value, etc.).
Staff recommends this area of elms to be removed. This will allow for other native trees
to fill in and the residual trees in the area to flourish. The Natural Resources Technician
will work with Parks and volunteers to come up with a replanting plan to further enhance
the area. This effort would likely take about a day or two for a Parks Department crew to
cut down and chip up the trees. No action is necessary as this is for updating purposes
only.
Mr. Haas indicated on a map the area where the invasive trees are located. Chair Butler
asked if the neighbors will be notified before the trees are removed.
REVIEW OUTSTANDING ITEMS
Mr. Haas reviewed the outstanding items providing updates on Completed Projects, On-
Going Projects, Task Force Updates and Other Items of Interest.

A Workshop Session Meeting of the Andover Park and Recreation Commission was
called to order by Chair Butler on December 18, 2014 8:00 p.m. at the Andover City
Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.

UPDATE PARK IRRIGA TION PROJECTS FOR 2015
Mr. Haas reviewed based on the discussion from the last meeting, Oak Bluff Park and
Pine Hills South Park have some irrigation yet to be installed. This work will be
completed this summer by the Public Works Parks Maintenance Department. The current

funding available for 2015 is $15,000. It is not anticipated to utilize all of the $15,000 so
any unused funds would be carried forward for Andover Lions Park in 2016.
Mr. Haas reviewed the budget impact stating $20,000 has been allocated for 2015 but
since the Oak Bluff Park irrigation costs came in higher than budgeted, the total
expenditure for 2015 irrigation project will need to be reduced to $15,000 or less as
requested by the Finance Department.
DISCUSS PLAYGROUND EQUIPMENT /PINE HILLS NORTH112 -31, CONT
Mr. Haas reviewed the Park and Recreation Commission is requested to continue
discussing the playground equipment at Pine Hills North, 12 -31. The suggested
playground equipment for the Commission to consider purchased is based on input from
the November 20, 2014 Park and Recreation Commission. These are the same structures
that were emailed recently to each of the Commissioners to consider.
As far as the budget breakdown of $40,000 this is what is being recommended:
One playground structure $17,500
Two spring rides $2,500
One swing (single post) double bay (2 belts seats and 2 tot seats) $2,000
Misc. items $10,000 (Concrete borders, wood chips for fall zones, topsoil /seed, benches,
landscaping)
ADA Class 5 access to structure from parking lot $2,500
Installation of playground structure $2,000
Delivery $2,000
Contingency $1,500
The Commission members voted on their top two types of equipment and Nature play
received the most votes.
At this point, Parks Maintenance Department is not sure if they will have the time to
install the main playground equipment right away in the spring so it is being
recommended that the playground equipment vendor provide a quote to install the
equipment. All other work (concrete borders, wood chip install, topsoil /seeding, benches,
landscaping, swing and the spring rides) will be installed by Public Works.
Mr. Haas reviewed the budget impact and stated $40,000 has been allocated for the
playground equipment for the equipment, fall zones, concrete borders, and ADA access
to the structure.
Motion by Commissioner Miskowiec, seconded by Commissioner Lewnau, to approve
Nature Play equipment for Pine Hills North. Motion carried on a 7 -ayes, 0 -nays, 0-
absent vote.

CONSIDER KELSEY ROUND LAKE PARK MASTER PLAN DRAFT
RFP /PROJECT 15 -11, CONT.
Mr. Haas reviewed the Park and Recreation Commission is requested to consider the
Kelsey Round Lake Park Master Plan Draft Request for Proposals (RFP), Project 15 -11.
An updated copy of the Kelsey Round Lake Park Master Plan draft RFP was provided for
Commission review, which included the suggestion by the Commission to detail the cost
breakdown to perform each of the tasks. Also a few of the dates have been adjusted based
on the February 3, 2015 City Council meeting as all items require approval before the
process can move forward.
A work shop joint meeting with the City Council is scheduled for Tuesday, January 27,
2015. The Council workshop begins at 6:00 p.m. but the joint meeting may start at a later
time. Staff will let the Commission know approximately what time the joint meeting will
begin.
A procurement timetable was provided for Commission review.
Mr. Haas reviewed the budget impact stating $50,000 has been allocated for the
preparation of the RFP as identified in the Capital Improvement Plan.
Commissioner Miskowiec attended the workshop and heard Round Lake is filling itself
in. He is inclined to remove that portion of the RFP as there may not be a lake in 40 -50
years.
Commissioner Stenzel stated he would still like to do a master plan and look at the
perimeter around the lake and possible connections to the east side. There needs a plan to
get started and look at options. Nothing can be done without a plan.

Motion by Commissioner Lewnau, seconded by Commissioner Marinello, to adjourn the
workshop meeting at 8:15 p.m. Motion carried on a 7 -ayes, 0 -nays, and 0- absent vote.
