Adjournment x "a�w �� � ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING FEBRUARY S, 2014 - MINUTES A meeting of the Andover Economic Development Authority was called to order by President Mike Gamache, February 5, 2014, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila, Tony Howard, Mike Knight, Julie Trude and Joyce Twistol Absent: Robert Nowak Also present: Community Development Director, David Carlberg Executive Director, Jim Dickinson Public Works Director /City Engineer, Dave Berkowitz APPROVAL OF MINUTES © January 7, 2014, Regular Meeting: Correct as presented. Motion by Trude, Seconded by Knight, approval of the Minutes as presented. Motion carried unanimously. PARKSIDE AT ANDOVER STATION UPDATE Mr. Carlberg updated on the following: Capstone Homes — Capstone acquired the 8 -plex in December 2013. Construction will begin when weather permits. Construction is planned for this year. Capstone has been in discussion with Mr. Povlitzki, owner of 6.39 acres south of 139`h Avenue, next to the EDA owned 4 -plex parcel. Combining the 4 -plex parcel and 6.39 acres, Capstone could possibly create 20 single - family lots. Cherrywood of Andover — According to Marshall Weems despite the cold weather, construction is still on schedule for April 2014. Cherrywood staff will train and furnish the facility through the month of April with the first residents moving in May 2014. ANDOVER STATION NORTH UPDATE Mr. Carlberg updated on the following: Dynamic Sealing Technologies, Inc. — DSTI has signed the purchase agreement and paid the $20,000 earnest money to Register Abstracters Inc. Closing will occur before July 1, 2014. © Andover Economic Development Authority Meeting Minutes — February 5, 2014 Page 2 Pizza Ranch — The grand opening scheduled for January 11`h was delayed due to the overwhelming success of the restaurant. An open house for community and business leaders in conjunction with the area chambers will be scheduled in the near future. Staff will notify the EDA when the open house is scheduled. Commissioner Trude asked about the bank parcel, 1777 Bunker Lake Boulevard. Mr. Dickinson indicated the parcel is owned by United Bankers Bank and they would prefer a small community bank to occupy the property. Measurement Specialties — A public hearing will be held at tonight's Council meeting to vacate the existing drainage and utility easements between the two lots. A joint parking agreement with the City will allow for the lot to also be used for the Andover Station North ball fields. The City will be putting finances toward the parking lot construction. Andover Station North Owner's Association Meeting — The annual meeting was held on January 86h. In addition to approving board member and officer appointments, the board also accepted the 2013 assessments for maintenance costs. Staff also provided an update to the © association on development activities in the area. Staff continues to market the area. REDEVELOPMENT DISCUSSION/UPDATE Mr. Carlberg stated with the contamination related to the clean up of the Stop -N -Shop parcel, staff is working with SEH to get 2 -3 bids to do the environmental tests and report to the MPCA. The City has 150 days to submit the report to the MPCA. The City does not have to remove anything at this time; the MPCA is looking for more information on the contamination present. Mr. Dickinson indicated staff has been working with a broker in the area familiar with the properties. Mr. Dickinson stated after contacting some of the property owners, the EDA may want to look at the parcels on the north side of 138`' Avenue. President Gamache asked would be done with the property on 138h Avenue. Mr. Carlberg answered it would likely be high density housing. The EDA discussed potential options for the area. OTHER BUSINESS Mr. Carlberg indicated the Boy Scout interested in constructing the dock on the pond by Target has received approval from his Scout Leader to move forward with the project. The Boy Scout will be working with Assistant Public Works Director, Todd Haas and the Parks Department regarding the project. © Andover Economic Development Authority Meeting Minutes — February 5, 2014 Page 3 Mr. Carlberg reminded the EDA of the Anoka Area Chamber of Commerce State of the City event scheduled for February 11f.
