Adjournment X /i �' Y .(b ANDOVER ECONOMICDEVELOPMENTAUTHORITYMEETING NOVEMBER 18, 2014 -MINUTES A meeting of the Andover Economic Development Authority was called to order by President Mike Gamache, November 18, 2014, 6:01 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila, Tony Howard, Mike Knight, Julie Trude, Timothy Cleven and Joyce Twistol Absent: None Also present: Community Development Director, David Carlberg Executive Director, Jim Dickinson APPROVAL OF MINUTES 10 October 21, 2014, Regular Meeting: Correct as amended. Councilmember Trude stated on page one, line 37 she would like "business booths" added after Family Fun Fest. Motion by Trude, Seconded by Bukkila, approval of the Minutes as amended. Motion carried unanimously. CONSIDER EXTENSION OF PURCHASE AGREEMENT WITH MISSION DEVELOPMENT Mr. Carlberg indicated staff has been working with Mission Development on the sale of Lot 2, Block 1, Andover Station North 2 n Addition. Mission Development has asked for an extension on the purchase agreement until June 1, 2015 and will provide $10,000 in non - refundable earnest money. Commissioner Bukkila stated she is not willing to extend the purchase agreement and wants staff to continue to market the parcel. Commissioner Howard agreed. The consensus of the EDA is to continue to market the parcel and deny the purchase agreement extension and $10,000 earnest money. EDA ACTIVITY UPDATES Mr. Carlberg updated on the following: © Andover Economic Development Authority Meeting Minutes — November 18, 2014 Page 2 2015 Andover Business Development Day — 216 surveys were sent out to Andover businesses, not many surveys were returned. The surveys that were returned, the general consensus is that the event is held at a bad time of the year or they don't golf. Commissioner Twistol provided a handout of other ideas for the event. Events were discussed. Commissioner Trude suggested working off what events are successful, such as the Home Show and the Fun Fest. President Gamache suggested staff contact the two chambers for ideas and find out what Andover businesses are members. Mr. Carlberg stated he will contact the two chambers and bring the information back to a future meeting. The consensus of the EDA is to not have the golf event in 2015. Andover Station (Bunker) Area Medians — Prairie Restorations installed additional plantings in the medians at their cost. Mickman Brothers has evaluated the existing irrigation system and discovered the irrigation system was shut off for the Walmart median work, water was left in the pipes and froze. Therefore a complete placement would be necessary. According to Prairie Restorations the plantings done in early November do not require an irrigation system. Crosstown/Bunker Redevelopment Sites — Peer Engineering has submitted a reimbursement application for testing and engineering costs from the State Petroleum Tank Release Compensation Fund. Parkside at Andover Station — The closing occurred on October 30, 2014 with Brad Povlitzki on the purchase of the 4 -plex lots along the south side of 139th Avenue. ANDOVER STATIONNORTH UPDATE Dynamic Sealing Technologies, Inc. (13901 Jay Street) — The closing for the purchase of the 7.26 acre parcel is set for December 31, 2014. Measurement Specialties (aka TE Connectivity) (1711 -139t4 Lane) — A Certificate of Occupancy was issued on November 13, 2014. A December 11 t' ribbon cutting is planned for 9:00 a.m. with a tour of the facility to follow. REDEVELOPMENT DISCUSSION /UPDATE Mr. Dickinson indicated staff is monitoring the area. Staff is also working with a local realtor © Andover Economic Development Authority Meeting Minutes — November 18, 2014 Page 3 with knowledge of the area. A Market and Rental Analysis is being completed, this analysis will be provided to the property owners. Staff will continue to monitor the area. APPROVE LMCIT LIABILITY COVERAGE — EDA Mr. Dickinson stated the League of Minnesota Cities Insurance Trust (LMCIT) has requested that participating EDA's annually decide whether or not to waive the statutory tort liability limits established by Minnesota Statutes 466.04. Currently the City of Andover EDA Does Not Waive the monetary limits on municipal tort liability established by Minnesota Statutes 466.04. It is his recommendation to continue with past practices. Motion by Knight, Seconded by Bukkila, to approve the LMCIT Liability Coverage and to not waive the monetary limits on tort liability established by Minnesota Statutes 466.04. Motion carried unanimously. REVIEW /APPROVE 2015 EDA BUDGET Mr. Dickinson reviewed the 2015 EDA Budget. © Commissioner Trade suggested EDA members attend the Ehlers Public Finance conference. Motion by Bukkila, Seconded by Howard to recommend the proposed 2015 EDA Budget for approval to City Council. Motion carried unanimously. DISCUSS POTENTIAL 2015 CDBG PROJECTS Mr. Carlberg explained the City can make application for federal funds that are dispersed to Anoka County for qualifying projects. Staff is looking for direction from the EDA on submitting an application and for what type of project. Mr. Dickinson indicated in the past applications had been made for the purchase of a 4 -plex. Those types of applications seem to be denied. He suggested submitting an application for areas that don't have city water. Mr. Carlberg indicated Poppy Street south of Bunker Lake Boulevard is one area without water and is a concern. The EDA directed staff to find areas in the city without city water and bring them to a future meeting for discussion. © OTHER BUSINESS There was none. © Andover Economic Development Authority Meeting Minutes — November 18, 2014 Page 4 ADJOURNMENT Motion by Bukkila, Seconded by Howard to adjourn.
