REGULAR ANDOVER CITY COUNCIL MEETING —NOVEMBER 5, 2014 MINUTES The Regular Bi- Monthly Meeting of the Andover City Council was called to order by Mayor Mike Gamache, November 5, 2014, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Mike Knight, Sheri Bukkila, Julie Trude and Tony Howard Councilmember absent: None Also present: City Administrator, Jim Dickinson Community Development Director, Dave Carlberg City Attorney Scott, Baumgartner Others 0. PLEDGE OFALLEGIANCE RESIDENT FOR UM No one wished to address the Council. AGENDA APPROVAL Mayor Gamache added Item 6a. Approve Joint Powers Agreement, cities of Andover and Anoka, for city services and inspections under Consent Items. Motion by Trude, Seconded by Knight, to approve the Agenda as amended above. Motion carried unanimously. APPROVAL OFMINUTES October 21, 2014, Regular Meeting: Correct as written. Motion by Bukkila, Seconded by Knight, to approve the minutes as presented. Motion carried unanimously. 0 October 21, 2014, Closed Meeting: Correct as written. Motion by Howard, Seconded by Knight, to approve the minutes as presented. Motion carried unanimously. PUBLIC HEARING — VACATION OF EASEMENT — 515 140TH LANE NW — BRET AND DEBORAH HA UGEN Mr. Carlberg presented the request of Bret and Deb Haugen to vacate the existing rear yard drainage and utility easement across parts of their residential lot located within the Shadowbrook development. Mr. Carlberg reviewed the information with the Council. Motion by Knight, Seconded by Bukkila, to open the public hearing at 7:06 p.m. Motion carried unanimously. No one wished to address the Council. Motion by Howard, Seconded by Trade, to close the public hearing at 7:07 p.m. Motion carried unanimously. Motion by Knight, Seconded by Bukkila, to approve resolution no. R086 -14, A resolution granting the vacation of drainage and utility easement at 515 140`" Lane NW, Lot 9, Block 4, Shadowbrook. Motion carried unanimously. PUBLIC HEARING FOR 2014 DELINQUENT SERVICE CHARGES Mr. Dickinson reviewed the Staff report regarding delinquent service charges. Motion by Knight, Seconded by Howard, to open the public hearing at 7:09 p.m. Motion carried unanimously. © Regular Andover City Council Meeting Minutes — November 5, 2014 Page 3 No one wished to address the Council. Motion by Howard, Seconded by Bukkila, to close the public hearing at 7:10 p.m. Motion carried unanimously. Motion by Trade, Seconded by Howard, to approve resolution no. R087 -14, a resolution adopting the assessment roll for the certification of delinquent sewer, water, storm sewer, street lighting charges, false alarm fines, tree removal, mowing fees and /or miscellaneous abatement fees. Motion carried unanimously. SETDATE TO CANVASS ELECTIONRESUL TS NO VEMBER 4, 2014 GENERAL ELECTION Mr. Dickinson requested the Council schedule a meeting to canvass the results of the November 4, 2014 General Election. The Council discussed available dates. Motion by Trade, Seconded by Howard, to schedule a meeting on November 12, 2014, at 5:45 © p.m. to canvass results of the November 4, 2014 General Election. Motion carried unanimously. ADMINISTRATOR'S REPORT City Staff updated the Council on the administration and city department activities, legislative updates, updates on development/CIP projects, and meeting reminders /community events. Mr. Dickinson stated the City is looking for fire fighters at Fire Station 2. Mr. Dickinson provided the Council with an update regarding hazardous properties on 139`" Avenue, Vintage Street, and Tulip Street. MAYOR/COUNCIL INPUT (Creekside Park) Councilmember Trade asked if park dedication fees would be included in the Creekside Plat. Residents have expressed an interest in having a park in this development and the City does have dedicated parkland. She would like the Park Commission to review this. Mr. Dickinson stated there would not be any additional park dedication fees for this development, park dedication was provided for on this property when the Woodland Creek Development was done. (EagleBrook Church) Councilmember Knight requested an update on a potential church on Prairie Road. © Regular Andover City Council Meeting Minutes —November 5, 2014 Page 4 Mr. Carlberg stated EagleBrook Church was proceeding forward with a purchase and they would be applying for a Conditional Use Permit application. The proposed facility would not be on city sewer at this time but a condition would be included that once these services are available they would need to connect. (Round Lake Association) Mayor Gamache stated the City Council would have a workshop with the Round Lake Association on November 25, 2014. Councilmember Trude suggested the Park Commission be invited to this workshop. ADJOURNMENT Motion by Bukkila, Seconded by Howard, to adjourn. Motion carried unanimously.
