INTRODUCTION
This item is in regard to considering the attached softball/baseball tournament application forms
for the upcoming 2015 softballibaseball season as requested by the Andover Baseball
Association.
DISCUSSION
The earliest the associations can submit is December 15`h for the following summer. The City
has received applications from the Andover Baseball Association for tournaments for the
upcoming season. To date the City has not received applications from the Andover Athletic
Association. Listed below are the tournaments that have been requested.

The City currently has a damage deposit in place for Andover Baseball Association as required.
ACTION REQUIRED

application forms from the Andover Baseball Association.

This item is in an update in regards to tournament application for the upcoming 2015
soccer /lacrosse season.

To date the City has not received any applications for the upcoming season for soccer or lacrosse.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the
improvements that are recommended by City staff and the improvement that have been
suggested by the 2 individuals from the neighborhood that attended the public
informational meeting last month.
DISCUSSION
The Public Works Parks Department has determined the estimated costs for the
playground improvements that need to be repaired or brought into compliance with
American Disabilities Act (ADA).
The budget breakdown of improvements that is being recommended is as follows:
• Replacement of the existing roofs on the 2 -5 year old playground structure --
$3150
• Misc items -- $4300 (Concrete borders, wood chips for fall zones, topsoil /seed,
benches, landscaping)
• Sand box to be incorporated as part of the concrete border installation -- $1200
• Contingency -- $350
Total estimated cost of improvements is about $9000.
All work (roof replacement, concrete borders, wood chip install, topsoil/seeding, benches
and landscaping) will be done by Public Works.
In regards to the back board that has been suggested by the residents that attended the
informational meeting last month, since this a new request this could be funded from the
2015 miscellaneous funds that are available for these types of improvements. The
estimated cost to construct the wall back board treated wood along with a 12 ft. x 12 ft.
concrete surface is around $3000 and could be more if a private contractor is hired. With
a surface this small the City will get more benefit from concrete since there will be less
maintenance and will provide a longer life. A coloring additive could be added to the
concrete to provide a darker surface so the youth can use bright chalk on the surface. If
the Park Commission is interested in a concrete block wall back board, the estimate cost
will be between $7500 and $10,000 and could be more if a private contractor is hired to
install the wall. If the Commission is interested in the concrete block wall back board,
this improvement is recommended to be considered as part of the Capital Improvement
Plan discussion later on this spring.
Note: The Park Commission should review the resident survey that was included the
December 18, 2014 packet since there was a lot of interest in having a basketball court at
the park. It is possible to have a back board at one of the court and a basketball hoop at
the other end. A half basketball court will cost approximately $6000. If the Commission
is interested in a basketball court, this may be an improvement that should be considered
as part of the Capital Improvement Plan (CIP). The discussions on the 2016 -2020 CIP
will begin in April.
The Park Commission may need to invite the neighborhood in again to discuss as to what
improvements should be considered.
BUDGETIMPACT
The $9000 of improvements that are recommended above will be funded by the Parks
Maintenance funds. Any new improvements (basketball court and/or wall back board)
that are being considered by the Park Commission will need to be funded by the Park
Improvement funds (park dedication).

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the
improvements that are recommended by City staff and the improvements that have been
suggested by the 2 individuals from the neighborhood that attended the public
informational meeting last month.
DISCUSSION
The Public Works Parks Department has determined the estimated cost for the
replacement of the playground equipment and/or other items that are recommended to be
brought into compliance with American Disabilities Act (ADA) requirements.
The budget breakdown of improvements that is being recommended is as follows:
• Replacement of the existing playground equipment for 2 -12 year olds -- $27,500
• Installation of the playground equipment -- $6000
• Misc items -- $5800 (Concrete borders, wood chips for fall zones, topsoil /seed,
benches, landscaping)
• Sand box to be incorporated as part of the concrete border installation -- $1200
• Contingency -- $500
Total estimated cost of improvements is about $41,000.
Except for the installation of the playground equipment, all work (concrete borders, wood
chip install, topsoil /seeding, benches and landscaping) will be done by Public Works.
Note: The Park Commission should review the resident survey that was included in the
December 18, 2014 packet since there was some interest in having a basketball court at
the park. Due to lack of space and topography issues near the playground area, a
basketball court would most likely have to be located in the southwest corner of the park
on the opposite corner from the playground equipment which may not be desirable. If the
Commission is interested in a half basketball court, this may be an improvement that
should be considered as part of the Capital Improvement Plan (CIP). The discussions on
the 2016 -2020 CIP will begin in April.
BUDGETIMPACT
The $41,000 of improvements that are recommended above will be funded by the Parks
Maintenance funds. Any new improvements (basketball court) that are being considered
by the Park Commission will need to be funded by the Park Improvement funds (park
dedication) and discussed as part of the Capital Improvements Plan in the spring.

DISCUSSION
To clarify the tournament field fees and language on the application, revisions have been made by
City staff so that the tournament applications for events (baseball, softball, fast pitch, lacrosse,
football, soccer, broomball and hockey) are somewhat consistent. Attached is the revised
application for your review and consideration. The new items on the application are underlined and
the language that is recommended to be removed has a strikethrough.

SPECIAL REQUEST SECTION Check the following boxes if applicable.
0 If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location /distance of pitching rubbers and /or base locations.)
All requests for tournaments must be submitted by the 4`h 3i Friday of December. The application will be considered by
the Park & Recreation Commission at the third first Thursday meeting in January. Any tournament application after that will be on
a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the
field reservation usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees
(including escrows if maintenance is being requested) must be submitted with the application no later than eight weeks prior to
the tournament date. For any late application, the late fees (including escrows if maintenance is being requested) must also be
submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation
Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City
Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection and final City maintenance personnel costs of the
tournament have been determined by the Public Works Parks Department Supewiser.
* If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following policy:
"Field reservation fees and the required escrow for tournaments shall be paid no later than eight weeks prior to the
tournament date. If the tournament is cancelled, ^°'thep the T^ F^ ment Fee the Field Reservation Usage Fee nor the Non -
Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a
tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total
minus any administrative costs incurred by the City. Where tournament reservation fees are not required and a tournament is
cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament.

from and returned to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard NW, Andover, MN 55304.
The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
Regulations, Violations and Penalties Regarding (City Code Title 8 Chapter 4) use and occupancy of city parks are available

All requests for tournaments must be submitted by the 4`" a Friday of December. The Park and Recreation Commission
will consider the application at the third first Thursday meeting in January meeting,
daauary. Any tournament application after that will be on a space available basis and must be submitted at least eight weeks
prior to the tournament date. A penalty of 50 percent of the field reservation usage fee will be assessed for applications made
less than eight weeks prior to the tournament date. All fees must be submitted with the application no later than eight weeks
prior to the tournament date. For any late application, the late fees must also be submitted with the application, including the
penalty fee. The Park and Recreation Commission must approve any late applications at least two weeks prior to the date of
the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. Any Fees
paid, the $500.00 (or the $250.00) less any money for damages, will be returned after inspection by the Public Works

The City Council has adopted the following policy:

A deputy was called to a parking complaint. A handicapped vehicle was parked in the drain field area
and a city employee was concerned about damaging it. The deputy arrived and spoke with the owner
who stated he would move his vehicle.

A caller requested extra patrol at the park due to broken glass being found on the fields. The
information was roll - called.

A deputy responded to the park on a medical where a woman fell off her bike and sustained injuries.

A deputy was called to the area because a youth football game was about to end and there was a
concern that there might be a physical altercation between parents after the game. The deputy
stayed in the lot until everyone left.

that the city prohibits firearm discharge south of 157.

A caller reported suspicious activity at the park; a man would go to the park, get out of his vehicle,
and take something from behind a tree — the caller did not call when she observed the behavior. The
deputy went to the park and checked out the story. He spoke with the caller and advised her next
time she sees it to call 911 immediately.

A caller reported a man ice fishing on the lake and he was concerned due to thin ice. The deputy
followed up with the recreational deputy who advised that there were no ice restrictions and there
was no reason to have the man leave.

The caller had locked her keys in her vehicle. A deputy responded and opened her vehicle.

A deputy responded to a call of vehicle parked on the ice rink. He made contacted with the vehicle
owner who explained he was trying to light up the ice so they could see. He was advised to move his
vehicle; he complied.

A caller reported a vehicle doing donuts and driving through the field. Deputies arrived and located
two unoccupied vehicles; one of the vehicles matched the description given by the caller. Through
investigation the deputies figured out the suspect's identity and called him back to the park. He
returned to the park, admitted his wrong, and was issued a citation.

A caller stated that she observed a suspicious man stashing drugs by a tree at the park. The deputy
arrived and checked the area and the vehicle was gone. With further investigation it was discovered
that this activity was related to a geocaching game.

On routine patrol a deputy noticed a vehicle in the parking lot with garbage all around it. He made
contact with a male who was standing near the vehicle who stated he stopped there to clean out his
vehicle. He was advised to make sure he cleaned up all the trash prior to leaving. He complied.

• Pine Hills North — Staff is in the process of receiving the quote on the playground equipment from
the vendor that has been recommended by the Park Commission. The City Council will be
considering approval of the equipment and improvements at their next meeting which is scheduled for
January 20, 2015.
• Andover Lions Park — The Park Commission has requested the funds for replacing of the
playground equipment be carried over into 2016 along with the installation of the irrigation system.
• Hidden Creek East Park — This item is on the agenda. The results of the survey letters were
included in your last packet dated December 18, 2014.
• Timber Rivers Park -- This item is on the agenda. The results of the survey letters were included in
your last packet dated December 18, 2014.
• Rose Park — The fields, parking lot and storm water pond have been completed including the fencing.
The Park Commission will need to determine in the spring of 2015 if outfield fences should be
considered for both fields as requested by the Andover Baseball Association.
• Way Finding Signs — The signs are now done. Most of the signs have been installed by Public Works
staff. The remaining signs will be installed in the spring.

• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
2015 Events in City Parks or Facilities — The Park and Recreation Commission will need to
determine what each of the Commissioners will be responsible for during 2015. There will be an item

➢ Stenzel/Lindahl/Lewnau — A spring bicycle ride for 2015 will need to be discussed to
determine if that is still in the works. If that is the case, a newsletter article would need
to be submitted by Friday, January 23, 2015 for the March/April Newsletter.
➢ Butler — Commissioner Butler will be coordinating the Adopt a Park cleanup at
Andover Lions Park in the spring of 2015.
Update of Pedestrian Trails — Listed below are some of the trail segments that have been identified
by the City Council on October 21St in the 2015 -2019 CIP for pedestrians and bikers.
➢ 2015. Nothing is planned for 2015.
➢ 2016. Bituminous trail along Crosstown Blvd (west side) from Coon Creek Bridge to
South Coon Creek Drive.
➢ 2017. Bituminous trail along Andover Blvd (south side) from Bluebird Street NW to
Vale Street NW.
➢ 2018. Bituminous Trail and boardwalk along Crosstown Blvd (east side) from Bunker
Lake Blvd to 140th Avenue NW.
➢ 2019. Bituminous trail along Crosstown Blvd from 159"' Ave to Prairie Road.
➢ 2019. Bituminous trail from Kensington Estates 7`h Addition to Andover Station North.
• Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is still scheduled for 2015 -2016. Most of the construction will
be done in 2016. As part of this project trail segments along the north side of Bunker Lake Boulevard
will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near
the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street in
the City of Ham Lake. A new trail will be constructed from Crane Street NW, crossing the railroad
tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the
Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional
Park. An overpass will not be constructed over the railroad tracks due to the cost of the bridge.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine in the spring of 2015 where they would like to have a
meeting.
