Present: Commissioners Sheri Bukkila, Tony�Howard, Mike Knight, Julie Trade, Timothy Cleven (arrived at 6:20)_ and Joyce Twistol Absent: None = Also present: Community Development Director, David tarlberg Executive Director, Jim Dickinson Public Works Director /City Entirieer. Dave Berko- erkowitz APPROVAL OF MINUTES August 6, 2014, Commissioner Trade suggested I the money spent on the concerts be put towards the Andover Family Fun Fest. President Gamache asked how much was spent on the concerts. Mr. Dickinson answered between $300 and $600 per event. Commissioner Trade asked about using the event money towards replacing the banners located on the light poles in Andover Station and Andover Station North. Mr. Carlberg indicated most of the banners in Andover Station North have been damaged and have been removed. Commissioner Bukkila suggested staff get the price for new brackets to face the banners towards the curb and not the street; this would prevent the banners from getting hit by the semi - trucks. Mr. Carlberg suggested staff take inventory of the banners and bring back at a future meeting the cost for new banners and brackets. The event is for Andover businesses to network, however for the last couple of years the event has only had a few Andover businesses participate. President Gamache suggested staff send out a survey to the businesses regarding this event. The EDA concurred. Andover Station Area Medians — Staff met with representatives of Prairie Restorations on September 11 'h. The representatives agreed the plants are not taking hold. The representatives were going to meet with upper management and discuss their role to enhance the look of the median. Staff is waiting for a response. Commissioner Twistol indicated she contacted Mickman Brothers and was informed with no irrigation in the median the plantings will not do well. Mr. Carlberg stated the cost to reconnect the irrigation would be approximately $5,000. The EDA directed staff to get the cost of reconnecting the irrigation system and bring it to a future EDA meeting. Andover Station North — Staff continues to market the last available site next to the Foundation Hill Montessori School with some interest from a chiropractic clinic /wellness center building. Crosstown/Bunker Redevelopment Sites — Staff received a letter from the MPCA closing the file on the 1993 tank leak. Peer Engineering will submit paperwork to the Petro Fund requesting reimbursement of the $7,800 spent on the testing. Parkside at Andover Station — Capstone purchased the 8 -plex lot on the south side of 139`" Avenue. Construction is pending for spring of 2015. Staff continues to work with Brad Povlitzki on the purchase of the 4 -plex lot on the south side of 139`" Avenue. Closing is scheduled for October 30, 2014. MonumentlEntrance Signs — The sign on Crosstown/Bunker Boulevards has been landscaped by Colton Corthell, Eagle Scout candidate. More plants need to be added and the landscaping pavers need to be glued down. $30,000 currently is proposed in the 2015 EDA budget for the installation of an electronic message board. Staff has contacted the property owner for the placement of the sign on 7th Avenue and Bunker Lake Boulevard. ANDOVER STATIONNORTH UPDATE Dynamic Sealing Technologies, Inc. Measurement Specialties (1711 -139`" Lane) — Construction continues on the building with a move in date of December 4t'. A December I lffi ribbon cutting is being planned. TE Connectivity has purchased Measurement Specialties, there will be name change. Mission Development Office Building (13753 Ibis Street) — Staff has not received a signed Purchase Agreement from Mission Development. Staff has asked for escrow to be submitted, there has been no response from Mission Development. Staff continues to market the parcel. REDEVELOPMENT DISCUSSION/UPDATE Mr. Dickinson indicated staff is monitoring the area. He stated two parcels were to go to the Sheriff's sale, but that did not happen. Mr. Dickinson stated staff has been working with various property owners on parcels, each have a 4 -plex on them. The 4- plexes are fully leased. The area was discussed. The EDA directed staff to continue to monitor the area and pursue parcels that are for sale or in foreclosure. OTHER BUSINESS There was none. ADJOURNMENT Motion by Howard, Seconded by Bukkila to adjourn. Motion carried unanimously. Carlberg, Community d SUBJECT: Consider the Extension of the Purchase Agreement with Mission Development — Lot 2, Block 1, Andover Station North 2nd Addition DATE: November 18, 2014 INTRODUCTION The EDA is requested to consider extending the Purchase Agreement with Mission Development for the sale of Lot 2, Block 1, Andover Station North 2nd Addition. BACKGROUND The EDA approved a Purchase Agreement (PA) with Mission Development for the sale of the above lot on May 20, 2014. Closing on the lot was to occur on October 24, 2014. Mission Development was unable to get commitments from the end user delaying the signing of the PA as well as the closing and putting the project into 2015. Mission Development is requesting the EDA extend the purchase agreement until June 1, 2015. In doing so, Mission Development agrees to sign the PA and provide $10,000 in non - refundable earnest money. They are also requesting the City use a portion of these funds to have an Alta Survey prepared and a title commitment done. ACTION REQUESTED The EDA is requested to direct Staff on how the EDA would like to proceed. Respectfully submitted, David L. Carlberg, Community Development Director SUBJECT: EDA Activity - Project Status Report DATE: November 18, 2014 INTRODUCTION 4. This memo provides a brief update of all EDA activities. Further details will be provided at the meeting. DISCUSSION 2015 Andover Business Development Day — At the October 21St EDA meeting, the EDA directed staff to solicit feedback from Andover businesses on what they thought of the current Andover Business Appreciation Day activities and what ideas they had to improve the event. Staff sent out a short survey /questionnaire with a self addressed stamped envelope to 216 businesses. Attached are the surveys returned to date for EDA review. Andover Station (Bunker) Area Medians — Prairie Restorations, the week of November 3ra installed additional plantings in the medians at their cost. Mickman Brothers has evaluated the existing irrigation system and discovered that when the irrigation system was shut off for the Wal -mart median work water was left in the pipes and froze therefore a complete replacement would be necessary. Mickman recommends a drip irrigation or maybe a bubbler type sprinkler system which staff will be meeting to discuss a plan and related costs. Crosstown /Bunker Redevelopment Sites —The MPCA upon reviewing the Limited Site Investigation required additional borings and vapor testing to determine the extent of the contamination from the tanks that leaked back in 1993 that have since been removed. Peer Engineering has taken the samples and analyzed the data. Peer submitted the report to the MPCA on July 31, 2014. Based on the test results, Peer Engineering again requested closure of the site. The MPCA responded on October 17, 2014. The MPCA is closing the file on the site. Staff is working with Peer Engineering on a reimbursement application of the$7,800 in testing and engineering costs from the Petroleum Tank Release Compensation Fund, also known as the Petrofund. Staff continues to monitor the area for potential acquisitions as they become available. An update will be provided under a separate item on the agenda. Parkside at Andover Station — The closing occurred on October 30th with Brad Povlitzki on the purchase of the 4 -plex lots along the south side of 139th Avenue NW. These lots will be incorporated into the B & D Estates development. Council is considering the approval of the preliminary plat at tonight's Council meeting. All land has now been sold in the Parkside at Andover Station area. ACTION REQUESTED Receive a presentation from staff and provide direction if necessary. Respectfully submitted �Z, P David L. DISCUSSION Attached is the "LMCIT Liability Coverage — Waiver Form" provided by the LMCIT, which provides a description of the options available to the City of Andover EDA. Currently the City of Andover EDA DOES NOT WAIVE the monetary limits on municipal tort liability established by Minnesota Statutes 466.04. I am recommending continuing with the past practice. BUDGET IMPACT No budget impact if the EDA does not waive limits. ACTION REQUESTED The City of Andover EDA is requested to not waive the monetary limits on tort liability established by Minnesota Statutes 466.04. ctfully submitted, SECTION I: LIABILITY COVERAGE WAIVER FORM Cities obtaining liability coverage from the League of Minnesota Cities Insurance Trust must decide whether or not to waive the statutory tort liability limits to the extent of the coverage purchased. The decision to waive or not to waive the statutory limits has the following effects: If the city does not waive the statutory tort limits, an individual claimant would be able to recover no more than $500,000. on any claim to which the statutory tort limits apply. The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would be limited to $1,500,000. These statutory tort limits would apply regardless of whether or not the city purchases the optional excess liability coverage. If the city waives the statutory tort limits and does not purchase excess liability coverage, a single claimant could potentially recover up to $1,500,000. on a single occurrence. The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would also be limited to $1,500,000., regardless of the number of claimants. If the city waives the statutory tort limits and purchases excess liability coverage, a single claimant could potentially recover an amount up to the limit of the coverage purchased. November 18, 2014 To Andover EDA Members: I reviewed the business contacts report regarding the attendance of businesses within The City of Andover. The current golf outing is diminishing in popularity. The responses from our businesses indicated: 1. Many of them were not aware of this event. 2. Several businesses responded with various issues related to the golf event. 3. Many businesses said they were unaware of the other businesses in the area and suggested having meetings to get to know each other. Currently there are Rotary Clubs in Anoka, Coon Rapids, Blaine and Ham Lake. The main focus of Rotary is to have local businesses become familiar with each other and to volunteer in activities that would benefit the community both locally and nationally. Andover does not have a Rotary Club to help with businesses socializing. How about establishing quarterly business meetings, either breakfast or noon luncheons? The cost of the meeting could be break -even. Would Andover Courtyards be willing to host such events? Each business would be invited and encouraged to talk about itself. Businesses could sign up for the quarterly meeting at which they would spend time talking about what they do and how it impacts the community. Info from the individual businesses could be distributed and business cards could be exchanged. A drawing could be held for door prizes that were donated by businesses. The City could be a catalyst to encourage the development of a business friendly atmosphere for our community. If quarterly meetings seem to be too infrequent, every other month would also work well.
