regarding city park activity for the 3rd quarter.

A caller reported a group of juveniles being loud and disturbing. The caller called back
and advised the juveniles were leaving towards Bunker Lake Blvd. The deputy
attempted to locate the kids but was unable to.

A deputy responded to a complaint of trailers parked on the grass. When he arrived
there were no violations.
07.09 19:55 Purple Park 14145495
A deputy responded to a fight in progress at the location. It involved a father and
daughter; the daughter attempted to leave in a vehicle with an unknown male. The
deputy spoke with the daughter about poor decisions at that request of the father.

Two parking citations were issued to driver's who were illegally parked.

A caller reported damage to the park due to a vehicle leaving the parking lot and
spinning its tires. The deputy arrived and could not locate any damage.

Two parking citations were issued to driver's who were illegally parked.

A CSO was requested to assist with a vehicle lock -out. The CSO unlocked the vehicle.

A caller reported a chair on fire in the middle of the basketball court. A deputy and the
Andover Fire Department arrived. There was a can of lighter fluid next to the chair. The
scene was documented but there are no suspects.

A deputy was dispatched to an alarm at the location.

A caller reported to a deputy that she was at the park a couple hours earlier and that
her purse was stolen off her skateboard.

Two parking citations were issued to driver's who were illegally parked.

A caller reported a vehicle parked near the playground equipment. The deputy arrived
and spoke to the driver who stated she was cleaning out her vehicle and her kids were
playing on the playground; nothing suspicious.

A resident reported some possible drug activity taking place in the park. The deputy
followed up on the information and advised the caller to call 911 again if he observes
the same suspicious activity.

A deputy responded to a call of a vehicle parked in the lot and the driver had thrown
out garbage on to the ground. He arrived and located the driver who admitted to
throwing the garbage on the ground. She was issued a citation and made to pick up the
trash.

A deputy responded to a suspicious vehicle in the parking lot. He located the occupants.
One was transported home to her parents and the other was advised to leave.

Two parking citations were issued to driver's who were illegally parked.

A deputy responded to the location for a 79 year -old female not feeling well. Allina
arrived and transported her.

A resident reported a suspicious vehicle at the location. A deputy made contact with the
occupants who were talking and advised them to leave.

A deputy responded to an injured softball player. Allina arrived and transported the
player.

A deputy was called to a suspicious vehicle. He arrived and located two occupants in
the park and they were both issued citations.
07.28 18:51 Prairie Knoll 14161535
A caller reported vehicles in the south parking lot and advised the lot was supposed to
be closed due to construction. The deputy arrived and saw the vehicles, but the signs
and barricades that advised the public that the lot was closed were no longer in place.
The city was advised.
08.08 23:58 Hidden Creek East 14170540
A caller reported juveniles in the park throwing fire- crackers at each other. A deputy
arrived and did not locate anyone in the park.
08.14 21:48 Crooked Lake 14175295
A caller reported a possible drunk driver at the location. The deputy arrived and no
vehicle or person was located.
08.16 18:14 Station North 14176619
A deputy was dispatched to an alarm at the location. When he arrived he found an
unsecured door. The building was cleared. A public works employee arrived but did not
have keys.
08.20 14:44 Lion Park 14179736
A deputy responded to an assault that happened between two juveniles near the
railroad trestle. Both juveniles and parents were counseled on the situation.
08.22 18:35 Prairie Knoll 14181674
A deputy was called to a vehicle driving recklessly in the parking lot. He arrived and
patrolled the area but was not able to locate the vehicle.

A caller reported vehicles parked illegally at the location. The deputy arrived and issued
two citations.
08.24 16:17 Sunshine 14183125
Deputies responded to a report of a male pointing a riffle at children play on the
property line of the park and his property, and then yelling at the children. Deputies
determined no crime had been committed and cleared the call.
08.30 19:52 Oak Bluff 14187827
A caller reported a group of juveniles smoking and drinking at the location. The deputy
arrived and located the juveniles who were obeying park rules and state laws.
08.31 22:27 Prairie Knoll 14188828
A caller advised a vehicle pulled in to the parking lot, flashed their high beams, and
challenged the caller to a fight. The deputy arrived and was able to determine who the
driver was and contacted him. Both parties were spoken to about avoiding situations
that could lead to a fight.
09.02 20:17 Green Acres 14190619
A caller reported a suspicious white van that could possibly be watching kids play
football. The deputy arrived and there was no suspicious vehicle in the area.
09.06 10:36 Lund's North 14193570
A caller reported someone drove through the park and knocked down a sign. When the
deputy arrived he found the sign on the ground and he was able to repair it.
09.13 08:30 Terrace 14199023
A deputy was dispatched to a call of a suspicious vehicle with two adults sleeping
inside. The deputy made contact with the occupants. It appeared they were smoking
marijuana in the vehicle. The juvenile was returned to her parents and the adult male
was issued a citation.

A caller reported a sick coyote near the park that followed her and her dog. The deputy
searched the area and could not find the animal.

A deputy was called to the location to assist with a vehicle lockout.
09.17 03:16 Wild Iris 14202083
On patrol a deputy observed a vehicle with two occupants sleeping in it. He made
contact with the occupants who smelled like marijuana. The driver was issued a citation
and both were advised that there is no sleeping in Andover parks.

A caller reported a vehicle parked illegally at the location. The deputy arrived and he did
not observe anyone parked illegally.

A deputy observed a vehicle parked in the lot against city ordinance. The deputy located
the owner of the vehicle sleeping in a porta potty. The male consented to being
searched and a pipe and marijuana were located on him. He was issued a citation.

A caller reported a juvenile attempting to enter the concession stand. The deputy
arrived and checked the area and did not observe any damage or person.
09.26 21:32 North Woods East 14211108
A caller reported a vehicle with loud music playing. The deputy arrived and located the
vehicle's occupants. The occupants had been drinking at the park and were unable to
drive. The deputy waited while they arranged for a sober person to pick them up.

A caller reported vehicles illegally parked at the location. A deputy arrived and issued
multiple citations.

A caller reported a vehicle driving through the park. The deputy arrived and there were
no vehicles at the location.

A deputy was called to a report of a juvenile stealing a bike from another juvenile. The
deputy arrived and spoke with the kids and parents involved. The bike was returned to
its owner.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Item is on the agenda.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• Pine Hills North — Since all the items from this past year are done, the next phase of the project is
selecting the smaller playground equipment that will be installed near the south end of Grow West
Field. The survey for splitting the property (west half and the east half) has been completed by the
City Attorney and has been recorded at Anoka County. City Staff is waiting for the documentation
that it is has been formally recorded.
• Andover Lions Park — As mentioned previously, the exercise equipment has been installed. Stop by
and check it out if you like. The Park Commission has requested the funds for replacing of the
playground equipment be carried over into 2015. The letters to the neighborhood regarding how to fill
out the survey will be sent out around October 23`a
• Hidden Creek East Park — This is schedule for a couple improvements (new fall zone and concrete
borders) to be made in 2015. The letters to the neighborhood regarding how to fill out the survey will

• Timber Rivers Park -- This is schedule for a couple improvements (new playground equipment, new
fall zone and concrete borders) to be made in 2015. The letters to the neighborhood regarding how to

• Rose Park — A lot of progress has been made over the last 2 weeks. The infields are being worked on
and nearly finished along with the storm water pond, parking area, fencing and irrigation. The fields
will not be available for use by the baseball association next spring since the turf will not be ready to
play on.
• Way Finding Signs —The signs are now done. Most of the signs are expected to be installed by
Public Works staff sometime this fall weather permitting.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• 2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to
determine what each of the Commissioners will be responsible for during 2014. Item is on the agenda.
• Marinello — Will work with staff on the ability to send out updates to residents
regarding municipal activities. Commissioner Marinello will provide an update at the
meeting.
• Elstrom/Miskowiec — Have volunteered to work on a tree planting project this fall and
will coordinate with Kameron Kytonen, Natural Resource Technician.
• Stenzel/Lindahl/Lewnau — A spring ride for 2015 will need to be discussed to
determine if that is still in the works. If that is the case, a newsletter article would need
to be submitted by Friday, January 23, 2015 for the March/April Newsletter.
• Butler — Commissioner Butler is coordinating the Adopt a Park cleanup at Andover
Lions Park.
Update of Pedestrian Trails — At this point this is what has been going on with trails:
• The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP)
for trails for the following locations:
o A trail is identified in 2016 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
• Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE
in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the
north side of Bunker Lake Boulevard will either be left in place or portions
reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity
Center. Also the trail will continue on the north side to Jefferson Street. A new trail will
be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions
Park. Also a new trail segment will be constructed on the south side from the Anoka
County Highway Department, crossing the railroad tracks, tying into Bunker Hills
Regional Park.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine in the spring of 2015 where they would like to have meeting.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e -mail as to discussions of various projects the City Council has been working on or is

INTRODUCTION
The Park and Recreation Commission is requested to begin discussions on the playground
equipment at Pine Hills North, 12 -31.
DISCUSSION
The playground equipment for Pine Hills North has been identified in the draft 2015 -1019
Capital Improvement Plan for installation in 2015. The location will be located near the south
end of the northwest field (Grow West Field). Attached is the Master Plan identifying the general
location of where the playground equipment will be installed. Staff will provide a couple
playground equipment ideas at the meeting. The age group being considered is for the 2 -5 year
olds.
BUDGET IMPACT
$40,000 has been allocated for the playground equipment for the equipment, fall zones, concrete
borders, and ADA access to the structure.
ACTION REQUIRED
The Park and Recreation Commission is requested to begin discussions on the playground
equipment at Pine Hills North, 12 -31.

INTRODUCTION
The Park and Recreation Commission is requested to begin discussions on the Kelsey Round
Lake Park Master Plan Draft RFP, Project 15 -11.
DISCUSSION
Preparation of the Kelsey Round Lake Park Master Plan by a consultant has been identified in the
draft 2015 -1019 Capital Improvement Plan for installation in 2015. Attached is an example of an
RFP (side pocket of the packet) from Anoka County Parks and Recreation Department that was
used for the Joseph E. Wargo Nature Center. The Park Commission will need to determine the
purpose and scope for Kelsey Round Lake Park. This example RFP will help in putting together
the Kelsey Round Lake Park RFP.
BUDGETIMPACT
$50,000 has been allocated for the preparation of the RFP.
