A meeting of the Andover Economic Development Authority was called to order by President Mike
Gamache, August 6, 2014, 6:00 p.m., at the Andover City Hall,` 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Present: Commissioners SheriB"la, Tony Howard, Julie Trude and
Joyce Twistol
Absent: Commissioners 14like Knight and Timothy. Cleven

APPROVAL OF MINUTES
June 3, 2014, Regular
The EDA thanked
Howard for all his work on the project.
Commissioner Bukkila suggested John Portesan attend a City Council meeting for recognition
regarding this project. The EDA concurred.
Commissioner Trude suggested brainstorming for ideas on events that would draw people in.
Mr. Carlberg stated the business community has not been interested in participating in the
concerts.
Commissioner Trude suggested the money that was put towards the concerts be put towards the
Fun Fest.

1 2014 Andover Business Development Day — The event was held June 18, 2014. Attendance was
2 below past years attendance numbers. Although feedback was positive. At a future meeting staff
3 will ask the EDA for suggestions on venues for 2015.

5 Andover Station Area Medians — The medians were mowed this morning. The EDA discussed
6 options for the medians. Mr. Carlberg indicated Kameron Kytonen, Natural Resource
7 Technician is willing to meet with Prairie Restorations and discuss other ideas.

9 President Gamache asked if the City's contract with Prairie Restorations is expired. Mr.
10 Carlberg answered yes it is.

12 Commissioner Twistol suggested contacting Mickman Brothers for ideas. Commissioner Trude
13 asked Commissioner Twistol if she would be interested in working with staff and Mickman
14 Brothers on ideas, Commissioner Twistol stated she would.

16 Andover Station North — Mission Development has the Purchase Agreement, they are
17 negotiating with the end user the size of the office building to be built. 2 of the 3 partners are
18 interested in building a 12,000 square foot building instead of the 6,000 square foot building
19 initially planned. Mr. Carlberg indicated a September 24, 2014 closing will likely not happen,
20 Mission Development is looking for a 30 extension on the closing date.

22 Motion by Trude, Seconded by Howard approving a 30 extension on the closing date with
23 Mission Development for the property at 13753 Ibis Street. Motion carried unanimously.

25 Mr. Carlberg indicated staff is marketing the last available site next to the Foundation Hill
26 Montessori School. There has been some interest for a chiropractic clinic/office.

28 Commissioner Trude asked about the Mobile gas station parcel on Hanson Boulevard and
29 Bunker Lake Boulevard. Mr. Dickinson stated a broker is actively marketing the property.

31 Crosstown/Bunker Redevelopment Sites — MPCA requested more soil borings be done and
32 vapor testing. July 3e Peer Engineering submitted the data to the MPCA. Peer is requesting to
33 the MPCA closure of the site. Response from the MPCA could take 30 — 60 days. Staff is
34 actively marketing the property.

36 Parkside at Andover Station — Capstone Homes purchased the 8 -plex lot on the south side of
37 139th Avenue. The building permit has been applied for and construction is pending. Staff is
38 working with Brad Povlitzki on the purchase of the 4 -plex lot on the south side of 139th Avenue.

40 Monument/Entrance Signs — The Bunker Lake Boulevard sign on the east side of the city will
41 be relocated with the reconstruction of Bunker Lake Boulevard by Anoka County. The sign on
42 the comer of Crosstown Boulevard and Bunker Lake Boulevard will become a landscaping
43 project for an Eagle Scout this summer. The EDA discussed other sign locations throughout the
44 city.

ANDOVER STATION NORTH UPDATE
Dynamic Sealing Technologies, Ina (13904 Jay Street) — The closing for the purchase of the
7.26 acre parcel has been moved to December 31, 2014.
Measurement Specialties (1711 -1391h Lane) — Construction of the building is moving along with
a completion date of December. The City will pay for the gas monitoring probe, while the
MPCA will monitor and maintain the probe.
Mission Development Office Building (13 753 Ibis Street) — The Purchase Agreement has been
prepared and staff is waiting to receive signed copies from Mission Development.
REDEVELOPMENT DISCUSSION/UPDATE
Mr. Dickinson indicated there has been no movement in the area.
OTHER BUSINESS
There was none.

Motion by Bukkila, Seconded by Howard to adjourn. Motion carried unanimously. The meeting
adjourned at 6:52 p.m.

SUBJECT: EDA Activity - Project Status Report

This memo provides a brief update of all EDA activities. Further details will be provided at the
meeting.
2014 Special EDA Events — "Concert in the Park" — EDA last discussed in September 2013. Staff
has not received any feedback from the public on discontinuing the concerts this past year. The
dock has been built for the pond near Target. John Portesan, Eagle Scout candidate constructed the
dock the weekend of July 25 -27 as an Eagle Scout project with assistance /supervision from
Commissioner Howard that was funded by the EDA.
2015 Andover Business Development Day — EDA needs to discuss the event. The event has been
attentively scheduled for Wednesday, June 17, 2015 at a location to be determined. The 2014 event
was held at the Rum River Hills Golf Club in Ramsey. A total of 76 participated in the
dinner /program with 71 participating in the golf tournament. This is slightly below past years
attendance numbers.
Andover Station Area Medians — Kameron Kytonen, Natural Resource Technician and Dave
Carlberg, Community Development Director met with representatives of Prairie Restorations on
September 11th. Prairie Restorations representatives were going to meet with upper management and
discuss what role they would be willing to play to enhance the look of the median. Staff is awaiting a
response.
Andover Station North — Staff has not received a signed purchase agreement on the 1.31 acre lot
located in front of Blue Fin Pool and Spa on Bunker and Ibis Street. Developer (Mission
Development LLC) is unable to secure the end user for the proposed 6,000 - 10,000 s.f. office
building. EDA will be asked under a separate item to consider extending the purchase agreement.
Staff is also marketing the last available site next to the Foundation Hill Montessori School with
some interest for a chiropractic clinic /office building.
Crosstown/Bunker Redevelopment Sites —The MPCA upon reviewing the Limited Site
Investigation required additional borings and vapor testing to determine the extent of the
contamination from the tanks that leaked back in 1993 that have since been removed. Peer
Engineering has taken the samples and analyzed the data. Peer submitted the report to the MPCA on
July 31, 2014. Based on the test results, Peer Engineering again requested closure of the site. We are
still awaiting a response from the MPCA.
Staff continues to monitor the area for potential acquisitions as they become available. An update
will be provided under a separate item on the agenda.
Parkside at Andover Station — Capstone purchased the 8 -plex lot on the south side of 139th Avenue
NW on December 13, 2013. Building Permit has been applied for and construction is pending for
spring of 2015.
Staff continues to work with Brad Povlitzki on the purchase of the 4 -plex lot that remains on the
south side of 139th Avenue NW. Signed purchase agreement has been received with a closing date
of October 30, 2014.
Monument/Entrance Signs — The sign located on Bunker Lake Blvd. at the Ham Lake border will
be relocated with the reconstruction of Bunker Lake Boulevard by Anoka County. Once re-
installed, the sign can be landscaped.
The sign on the northeast corner of Crosstown Boulevard and Bunker Lake Boulevard has been
landscaped by Colton Corthell, Eagle Scout candidate.
$30,000 ($15,000 carryover from 2014 and $15,000 budgeted in 2015) has been allocated in the
2015 EDA budget for the installation of a monument sign with an electronic message center. EDA
needs to discuss location.

The closing date is December 31, 2014 for the purchase of the 7.26 acre parcel.
Measurement Specialties (1711 139`" Lane NW)
Construction continues on the 52,000 s.f. building with a December completion date. A
December 11`" ribbon cutting is being planned. The gas monitoring probe has been
installed on the north side of the building. Probe will be monitored by the MPCA as a
part of the routine testing done for the WDE Landfill.
Mission Development Office Building (13753 Ibis Street NW)
The EDA is requested to discuss an extension of Purchase Agreement with Mission
Development for Lot 2, Block 1, Andover Station North 2nd Addition.
