Discuss Proposed Park Improvements/Draft Neighborhood Letter and Survey /Andover Lions Park Date: October 2, 2014 INTRODUCTION This item is in regards to proposed park improvements, draft neighborhood letter, and resident survey for Andover Lions Park. DISCUSSION As previously mentioned to the Commission in May 2014, Parks Maintenance Staff had indicated that the existing playground equipment at the park will need to be replaced. Since it was decided by the Park Commission that there was not enough time to meet with the neighborhood and select the new playground equipment, it was recommended to carryover the funds into 2015. Just as a reminder, the posts and platforms are showing rust at the connections and under the platforms. Also some of the welds at the joints are now starting to fail or split. Please review the attached draft letter, map and survey and provide comments at the meeting for discussion. BUDGET IMPACT Public Works Department will be requesting a carryover of the funds into 2015 that were not utilized for Andover Lions Park in 2014. ACTION REQUESTED The Park and Recreation Commission is requested to review the draft letter and survey and provide comments at the meeting before the letter is sent to area residents near Andover Lions Park. Discuss Proposed Park Playground Improvements/Timber Rivers Park Improvements Date: October 2, 2014 INTRODUCTION This item is in regards to park playground improvements in Timber Rivers Park. DISCUSSION The City Council has preliminary approved the 2014 Capital Improvement Plan which includes Timber Rivers Park (and Hidden Creek East Park) as possible park playground rebuilds. Attached is draft letter to be sent to the area residents and the map of the area within a 1/4 mile radius of the park. The letter indicates how area residents can enter the City's website so they can complete the City's park improvement survey. Please review the attached draft letter, map, and the survey and provide comments at the meeting for discussion. BUDGETIMPACT A total of $50,000 has been preliminary approved for 2015 for playground rebuilds plus a carryover from 2014 that will be utilized at Andover Lions Park. ACTION REQUESTED The Park and Recreation Commission is requested to review the draft letter, map, and survey and provide comments at the meeting for discussion. Update of Hidden Creek East Park Upgrades Date: October 2, 2014 INTRODUCTION This item is in regards to Hidden Creek East Park and the potential upgrades that may be needed. DISCUSSION The City Council has preliminary approved the 2015 Capital Improvement Plan which includes Hidden Creek East Park (and Timber Rivers Park) as possible park rebuilds. Based on recent inspection by the Public Works Park Maintenance Department, it appears that Hidden Creek East Park playground equipment will not need to be replaced. Parks Maintenance Department is recommending fall zone improvements with a new concrete border. The Commission may want to consider adding a smaller playground structure for 2 -5 year olds (the existing playground equipment is currently for 5 -12 year olds). Review Outstanding Items DATE: October 02, 2014 Issues list as of 9/30/14 COMPLETED PROJECTS - ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly- Report - Next quarterly report will be available for the next scheduled meeting. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism - Next quarterly report will be available for the next scheduled meeting. • Pine Hills North - Phase 1 of the project is pretty much done. Benches have been installed including pads for the portable bathrooms. The survey for splitting the property (west half and the east half) has been completed by the City Attorney and has been recorded at Anoka County. City Staff is waiting for the documentation that it is has been formally recorded. • Langseth Park - The playground structure has been installed and the park has been completed. There is an existing security light that was used for skating rink that no longer exists will be relocated closer to the playground structure within the next couple weeks by Connexus Energy. New trees have been planted. If you have not been to the park as of yet, staff would recommend to stop by the park and check it out. The park turned out pretty nice. • Andover Lions Park - The exercise equipment has been installed. Stop by and check it out if you like. The Park Commission has requested the funds for replacing of the playground equipment be carried over into 2015. Item is also on the agenda for discussion. • Rose Park - The construction of the two new ball fields is underway. Irrigation system and the fencing for the two ball fields are currently being worked on. The fields will not be available for use by the baseball association next spring since the turf will not be ready to play on. • Way Finding Signs - The signs are now done. Most of the signs are expected to be installed by Public Works staff sometime this fall as time allows. ON -HOLD PROJECTS - None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • 2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to determine what each of the Commissioners will be responsible for during 2014. Item is on the agenda. • Marinello — Will work with staff on the ability to send out updates to residents regarding municipal activities. Commissioner Marinello will provide an update at the meeting. • Elstrom/Miskowiec — Have volunteered to work on a tree planting project this fall and will coordinate with Kameron Kytonen, Natural Resource Technician. • Stenzel/Lindahl/Lewnau — A spring ride for 2015 will need to be discussed to determine if that is still in the works. If that is the case, a newsletter article would need to be submitted by Friday, January 23, 2015 for the March/April Newsletter. • Butler — Commissioner Butler is coordinating the Adopt a Park cleanup at Andover Lions Park. Update of Pedestrian Trails — At this point this is what has been going on with trails: • The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine in the spring of 2015 where they would like to have meeting. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e -mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting.
