Consider Park Dedication RequirementsB and D Estates Preliminary Plat DATE: September 18, 2014 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of B and D Estates. DISCUSSION A copy of the preliminary plat is in your side pocket of the packet for review. The proposed preliminary plat is located just to the north and west of Walmart and southwest of the Andover Station North Ball Field Facility. As you can see in looking at the preliminary plat, the developer is not proposing a park in this phase of the development. Based on previous review of the sketch plan, the Park Commission recommended cash in lieu of land. Attached is previous meeting minutes from June 5, 2014 for your review. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed preliminary plat and recommend the park dedication requirements to the City Council. The developer is not proposing a park as part of the development. Based on the previous review of the sketch plan, the Park Commission suggested that no park in the development would be required. The minutes from the September 5, 2013 meeting were provided for Commission review. The Park and Recreation Commission is requested to review the proposed preliminary plat and recommend the park dedication requirements to the City Council. Staff is recommending cash in lieu of land for park dedication. Commissioner Lindahl asked what the road widths would be and Mr. Haas stated 33 feet wide. The Country Oaks North second phase would not be started until a road was constructed from Country Oaks North development over to Hanson Boulevard. Mr. Scott Wold, Country Oaks North Developer was present at the meeting. Mr. Wold stated he does not have any concerns with cash in lieu of land for park dedication. Motion by Commissioner Stenzel, seconded by Commissioner Elstrom, to recommend to City Council that cash be accepted in lieu of land for the Country Oaks North project. Motion carried on a 6 -ayes, 0 -nays, 1- absent (Lewnau) vote. REVIEW POVLITZKI'S SKETCH PLAN Assistant Public Works Director Haas reviewed this item is in regard to reviewing and determining the park dedication requirements for the proposed Povlitzki's Sketch Plan, which is located just north of Walmart and southwest of Andover Station North Ball Field Facility. A copy of the sketch plan was provided for Commission review. The sketch plan does not propose land to be dedicated to the City for a park. Public Works Staff have reviewed the sketch plan and recommends that no additional park land be dedicated since Andover Station North Ball Field Facility is relatively close to the proposed development and is within walking distance. The Park and Recreation Commission is requested to review and consider the park dedication requirements for the proposed Povlitzki's Sketch Plan. The developer provided a revised sketch plan that was presented at the meeting. Mr. Brad Povlitzki, Developer was present at the meeting. Motion by Commissioner Lindahl, seconded by Commissioner Miskowiec, to recommend to City Council that cash be accepted in lieu of land for the Povlitzki's Sketch Plan. Motion carried on a 6 -ayes, 0 -nays, 1- absent (Lewnau) vote. ROSE PARK RECONSTR UCTION 114 -13 Assistant Public Works Director Haas reviewed with the Park and Recreation Commission to consider a request from the Andover Baseball Association (ABA) for outfield fencing at Rose Park for the two new ball fields that will be reconstructed later on this summer. DISCUSSION As of right now $70,000 has been recommended for improvements in the 2015 CIP for portable restroom enclosures ($20,000), small tot lot near Grow West Field ($40,000) and a potable well ($10,000) for the future multi - purpose building. In regards to the small tot lot, the Park Commission will need to provide direction to the staff as to who is to be involved in selecting the playground equipment. The options are as follows: • Notify the neighborhood as has been in done in other rural neighborhoods. The notification area would be a quarter mile from Pine Hills North. Since this is a small tot lot that is being considered, staff would recommend this process. • Do a city wide public input process either by doing an article in the City newsletter or by the official paper. With the smell structure being proposed, selecting one of these processes may be a little overkill but would suggest this process be used with the larger playground equipment which is identified in the overall Master Plan once the funds are allocated in the CIP at some time in the future. • Have the Park and Recreation Commission select the playground equipment. An alternative is to have the Commission create Task Force of 3 Commission members to review and recommend to the entire Commission the equipment that should be purchase. BUDGETIMPACT The Capital Improvement Plan (CIP) identifies $40,000 to be utilized on the purchase of a small playground structure. A similar process is being recommended for neighborhood parks. 11 only difference that is being recommended by the Park Commission is to review each park on case by case identifying the area that would receive a survey request by letter or post card. Staff has recommended to the Park Commission for neighborhood parks that a quarter (1 /4) of a mile be used to notify residents for consistency which is currently being used by the City of Blaine. Adopting a policy similar to Blaine's will help streamline the process. As far as when new community playfields or community parks are being considered for improvements, a city wide public input process would be suggested by including articles in the city newsletter or by the local official paper. September 18, 2014 INTRODUCTION This is an update from the last meeting in regards to the property at 14440 Round Lake Boulevard NW. DISCUSSION Attached is a map of the property that is being discussed. The areas shaded in light to dark blue are wetlands and floodplain. The areas with the maroon color are additional floodplain areas that are not part of the National Wetlands Inventory (NWI) map. So based on the existing wetlands and the floodplains, constructing a trail along the lake will most likely not be economically feasible and most likely very difficult to receive approval from US Army Corps of Engineers and from the Lower Rum River WMO (LGU responsible for enforcing the Wetland Conservation Act) since it is the goal of both agencies to avoid wetlands if at all possible. In this case the wetlands can be avoided by utilizing the existing sidewalk or by reconstructing the sidewalk with an 8 foot trail along the west side of Round Lake Boulevard NW. There is a 5 foot sidewalk along the west side of Round Lake Boulevard NW to the north and south of the access to the property (see attached aerial drawing). Note: Just as reminder a family member of the property owner contacted the City to see if there was any interest in purchasing the property. Staff did let the family member know that the Park Commission is possibly exploring the idea of park/open space but it was going to take some time to evaluate and to determine the feasibility and to prepare a plan if that is the direction the City takes. Review Outstanding Items DATE: September 18, 2014 Issues list as of 9/15/14 COMPLETED PROJECTS- ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in October. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report is due in October. • Pine Hills North — Phase 1 of the project is pretty much done. Benches have been installed including pads for the portable bathrooms. The survey for splitting the property (west half and the east half) has been forwarded to the City Attorney to prepare the deeds is still pending. • Langseth Park — The playground structure has been installed and the park has been completed. As mentioned at the last Commission meeting, the property owner to the north of the park is asking more than what an easement is worth so the trail project will not move at this time. Staff has left the door open in case the property owner would like to reconsider. • Andover Lions Park — The exercise equipment has been installed. Stop by and check it out if you like. The Park Commission has requested the funds for replacing of the playground equipment be carried over into 2015. Item is also on the agenda for discussion. • Rose Park — The construction of the two new ball fields has started. The old fencing has been removed and grading of the fields is being worked on. The fields will not be available for use by the baseball association next spring since the turf will not be ready to play on. • Way Finding Signs — The signs are now done. Most of the signs are expected to be installed by Public Works staff sometime this fall as time allows. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower— Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • 2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to determine what each of the Commissioners will be responsible for during 2014. Item is on the agenda. • Marinello — Will work with staff on the ability to send out updates to residents regarding municipal activities. Commissioner Marinello will provide an update at the meeting. • Elstrom/Miskowiec — Have volunteered to work on a tree planting project this fall and will coordinate with Kameron Kytonen, Natural Resource Technician. • Stenzel/Lindahl/Lewnau — A spring ride for 2015 will need to be discussed to determine if that is still in the works. If that is the case, a newsletter article would need to be submitted by Friday, January 23, 2015 for the March/April Newsletter. • Butler — Commissioner Butler will coordinate the Adopt a Park cleanup at Andover Lions Park. • Update of Pedestrian Trails — At this point this is what has been going on with trails: • The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass will be constructed near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine in the spring of 2015 where they would like to have meeting.
