Consider Park Dedication Requirements /Carson Ridge Preliminary Plat DATE: August 21, 2014 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of Carson Ridge. DISCUSSION A copy of the preliminary plat is in your side pocket of the packet for review. The proposed preliminary plat is located on Prairie Road NW on the east side just south of Coon Creek. As you can see in looking at the preliminary plat, the developer is not proposing a park. Based on previous review of the sketch plan, the Park Commission suggested that no park in the development would be required. Attached is previous meeting minutes from November 7, 2013 for your review. Note: A trial is being proposed between Lots 8 and 9 Block 1 from 141St Avenue NW to Prairie Road NW. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed preliminary plat and recommend the park dedication requirements to the City Council. Commissioners Present: Chair Ted Butler, Commissioners Alisa Lewnau, Jim Lindahl, Andrew Melberg, Shane Stenzel and Shaun Van Vark Commissioners Absent: Commissioner Mark Miskowiec Also Present: Assistant Public Works Director, Todd Haas Others RESIDENT FORUM No one appeared to address the Commission APPROVAL OFAGENDA The agenda was approved as presented. APPROVAL OFMINUTES There were no changes to the minutes. Motion by Commissioner Lindahl, seconded by Commissioner Lewnau to approve the minutes of the October 3, 2013 Park and Recreation Commission meeting as presented. Motion carried on a 6 -ayes, 0 -nays, 1- absent ( Miskowiec), 0- present vote. [Road EVIEW TH CONSTR UCTION SKETCH PLAN ssistant Public Works Director Haas reviewed the Park and Recreation Commission is quested to review and consider the park dedication requirements for the proposed TH onstruction Sketch Plan located near the intersection of 141St Lane NW and Prairie NW. A copy of the sketch plan was provided for Commission review. The sketch Regular Andover Park & Recreation Commission Meeting Minutes —November 7, 2013 Page 2 plan does not include a park for the development. The closest park to this development is identified on the map. Mr. Tony Hennan, TH Construction, stated they are constructing 17 lots and service the existing house with sewer and water for a total of 18 lots. Cagy Mr. Haas stated the Public Works Staff have reviewed the sketch plan and recommends that no additional parkland be dedicated in this general area. Staff is recommending a connection to the trail be constructed from the cul -de -sac to the trail located on Prairie Road NW. Staff recommends park dedication be cash in lieu of land. If any of the property in this general area is dedicated as park, the cash portion that is due for the remainder of the park dedication will be calculated based on the formula as per City Code 11- 3 -7(C). The more land required to be dedicated the lesser the park dedication fee portion will be. Motion by Commissioner Lindahl, seconded by Commissioner Melberg to accept cash in lieu of land for park dedication with a trail connection be constructed from the cul -de -sac to Prairie Road NW trail. Motion carried on a 6 -ayes, 0 -nays, 1- absent (Miskowiec) vote. DISCUSS TO URNAMENTAPPLICATION FORM FOR SOFTBALL/BASEBALL (FEES), CONT. Mr. Haas reviewed the Park and Recreation Commission is requested to recommend approval of the additional fees to the application form for adult softbalUbaseball tournaments. This item was tabled from the last meeting on September 5, 2013 to allow staff to revise the 2014 Tournament Application Form in regards to adult softball/baseball tournaments that would be requesting maintenance of fields by the City. The only changes to the application are the additional escrow, which are highlighted on the revised document. If the Commission is still in agreement to move forward with the revision, it will be necessary to make a recommendation to the City Council for their next meeting of November 19, 2013. The revised language reads "and a $300 escrow per field for additional maintenance. Note: Any remaining escrow will be returned to the applicant once the final City maintenance personnel costs have been determined. If it has been determined that the.fees collected are not enough to cover the City maintenance personnel costs of the tournament, the applicant will be responsible to pay for these costs prior to the release of any damage deposits that may have been collected for the tournament." Chair Butler suggested the word "fee" after escrow be removed and the word "escrows" be changed to "escrow" and the last "fees" be changed to deposits. Consider Park Dedication Requirements/Winslow Woods 2 °d Addition Preliminary Plat DATE: August 21, 2014 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of Winslow Woods 2 ❑d Addition. DISCUSSION A copy of the preliminary plat is in your side pocket of the packet for review. The proposed preliminary plat is located just to the south Sophies South development and to the east of the Winslow Hills development. The developer at this point is only platting 18 lots this fall with the remainder being platted over the winter months which will be known as Winslow Woods 3`d Addition (there are a few issues that need to be resolved between the City and the developer that will take some time). As you can see in looking at the preliminary plat, the developer is not proposing a park in this phase of the development. Based on previous review of the sketch plan, the Park Commission suggested that park in the development would be required but not in this phase of the development. Attached is previous meeting minutes from March 20, 2014 for your review. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed preliminary plat and recommend the park dedication requirements to the City Council. Chair Butler stated that adding the additional green space would add additional room for the children to play but noted that there would still only be the same amount of play equipment, should the children want to use the equipment. He was unsure that this would solve the problem of high use. Commissioner Stenzel agreed with the comments made by Chair Butler in that this would not be the best fit. He stated that perhaps if the lot was right behind Sophie's Park that would be a better fit. Commissioner Lewnau stated that her concern would be with the standing water that could accumulate with children playing. Commissioner Marinello referenced the ability to create an outlot which would create the opportunity to try this idea out and it does not work the lot could be sold. Commissioner Miskowiec stated that his would be a greats addition to any neighborhood but stated that typically the Commission accepts parkland for active use, such as ball fields. Commissioner Lindahl agreed with the comments of Commissioner Marinello and noted that the land could be sold in the future if necessary. Commissioner Stenzel stated that he would not be in favor of this idea because of the maintenance that would be required. Motion by Stenzel, seconded by Lewnau, to recommend the City Council accept cash in lieu of land for park dedication for Winslow Woods. Motion failed on a 3 -ayes, 4 -nays (Butler, Lindahl, Marinello, and Miskowiec) 0- absent vote. Chair Butler stated that the decision would then be whether to take land through park dedication or an outlot. He believed that if the Commission desired the land they should purchase it as park. Motion by Miskowiec, seconded by Marinello, to recommend the City Council accept an outlot created from lot 58, not to include the wetland, in exchange for a portion of the park dedication for Winslow Woods. Further Discussion Mr. Haas noted that this is a draft plan and the final plat will come back before the Commission. Regular Andover Park & Recreation Commission Meeting Minutes —March 20, 2014 'Commissioner Stenzel stated that he would be against this because of the alignment. He referenced the southern portion of the development, lots one through 12, to create a park on the other side of the developments which could be service the neighboring property should that develop in the future. He stated that he would prefer to have an actual park with play equipment at the south end of the development in order to alleviate the increased use anticipated for Sophie's Park. stated that he would be in favor of expanding the existing park as creating a the southern side of the development would require additional maintenance. Motion carried on a 4 -ayes, 3 -nays ( Elstrom, Lewnau, and Stenzel), 0- absent vote. Chair Butler thanked the residents who attended to speak on this issue tonight and described the process that would be followed through the City Council and back before the Park Commission and City Council in the final reviews. He noted that the City Council will review this issue on April 1". CONSIDER LAYOUT OF WAY FINDING SIGNS, PROJECT 14 -16 Mr. Haas explained that this item is in regard to consideration of layout of the Way Finding Signs. He stated that the Commission previously agreed on the locations of the sign and staff will bring this before the City Council the following Tuesday night and the signs will be created and installed during the spring or summer. Commissioner Stenzel asked for information regarding the aesthetic of the sign. Mr. Haas noted that the sign most likely would be 24" x24" and would be installed on a post. He stated that each sign will have an arrow identifying the location of the sign on the map. He identified a location where kiosks could be desired for the future, noting that there would be an increased cost. He asked for the input of the Commission regarding the routes and mileage identified on the signs. Commissioner Elstrom identified a loop near Woodland Estates and stated that it may be helpful to include the mileage for that area. Mr. Haas stated that there have been issues with parking and the bike route use is not as high as anticipated, so the City is removing -the bike route from that area. He confirmed that he will remove that portion from the sign. He identified alternate areas that could include mileage to offset that removal. He confirmed consensus with the colors proposed. Consider Park Dedication Requirements/White Pine Wilderness 2 "d Addition Preliminary Plat DATE: August 21, 2014 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of White Pine Wilderness 2nd Addition. DISCUSSION A copy of the preliminary plat is in your side pocket of the packet for review. The proposed preliminary plat is located just to the north of 1615L Avenue NW east of Hanson Boulevard NW. As you can see in looking at the preliminary plat, the developer is not proposing a park. The developer at this point is only platting 16 lots this fall with the remainder being platted over the winter months which will be known as White Pine Wilderness 3`d Addition (there are a few issues relating to an existing wetland that will take some time to resolve). Based on previous review of the sketch plan, the Park Commission suggested that no park in the development would be required. Attached is previous meeting minutes from March 6, 2014 for your review. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed preliminary plat and recommend the park dedication requirements to the City Council. DISCUSS SURYEYRESULTS FOR HOCKEYRINKIMPROYEMENTS /HIDDEN CREEK NORTH PAR% Chair Butler provided background information regarding the possible relocation of an outdoor hockey rink. He noted that one possible location for that outdoor rink was Hidden Creek North Park and advised that a survey was distributed. Mr. Haas explained that the Park and Recreation Commission is requested to discuss the survey results for hockey rink improvements at Hidden Creek North Park and receive input from the neighborhood. He summarized the results of the survey for the Commission. He noted that the neighborhood was invited to attend the meeting tonight to provide input. He displayed a picture of the park and identified where the hockey rinks and play equipment could potentially be located. Chair Butler stated that his interpretation of the survey results were that some of the residents were concerned with the aesthetics of a hockey rink in that park. He also had concern with over programming the park. Commissioner Miskowiec stated that it was nice to hear the input of the residents and the residents oppose the idea. He also expressed concern with over programming the park. He stated that the intent was to determine if this would be a possibility and it appears more and more that this would not be a good option. Mike Olson, 13693 Hidden Creek Drive, stated that he is the original owner of the home and therefore was in the home before the park was even constructed. He stated that the hockey rink would literally be in his backyard and was opposed to that idea. He stated that they enjoy the park as it is with the ball field and play equipment. He was concerned with lights and a hockey rink in that area during the winter months. He stated that if the money is going to be spent to create a hockey rink he believed that the deteriorating rink should simply be repaired rather than relocating it. Commissioner Miskowiec explained that the Crooked Lake rink is School District land and the City runs into the issue of spending City funds on School District property. He explained that it what is driving this possible relocation. Chair Butler confirmed that the Commission is just investigating possible locations. Mr. Olson thanked the Commission for investigating and hoped that the Commission would select another location other than this park. Discuss Property at 14440 Round Lake Boulevard NW DATE: August 21, 2014 INTRODUCTION This is an update in regards to the property at 14440 Round Lake Boulevard NW. DISCUSSION Staff was recently contacted by a family member of the property owner in regards to the parcel that may become available on the market within the few months. The family member wanted to let the City know that the property owner is interested possibly selling the property and they wanted to know what interest the City has in the property. As of right now staff has not discussed the value of the property. As you may recall, the Park Commission has expressed interest in having some park/open space around the lake somewhat similar to what has been done around the Chain of Lakes in Minneapolis. Note: Staff did let the family member know that the Park Commission is possibly exploring the idea of park/open space but it was going to take some time to evaluate and to determine the feasibility and to prepare a plan if that is the direction the City takes. Review Outstanding Items DATE: August 21, 2014 Issues list as of 8/18/14 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in October. • Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism —Next quarterly report is due in October. • Pine Hills North — Phase 1 of the project is pretty much done. The survey for splitting the property (west half and the east half) has been forwarded to the City Attorney to prepare the deeds is still pending. • Langseth Park — The trail easement has been prepared by the surveyor (Hakanson Anderson Inc.). Staff will be meeting with the property owner within the next couple weeks to discuss the easement and to discuss the fence that is located on the east side of the property that may need to be relocated to the property lie where it belongs. • Andover Lions Park — The exercise equipment has been delivered to Public Works and is anticipated to be installed by Labor Day weekend. The Park Commission has requested the funds for replacing of the playground equipment be carried over into 2015. • Prairie Knoll Park — Parking lot construction has now been completed. Parks maintenance crews will be placing wood chips in the fall zones this week. The new parking lot looks great. If you get a chance before the meeting, stop by and take a look at it. Football Jamboree is this weekend if you want to stop by and check it out then. • Rose Park — Final plans are still being worked on. A permit from the Lower Rum River WMO will be required. Grading of the park will start most likely week of August 25th or the week of September I S` • Oak Bluff Park — Field has been reseeded and the grass is starting to grow. North Metro Soccer Association (NMSA) has been notified that the field will not be available for fall use. Stop by and check it out if you get a chance. • Way Finding Signs — The signs are now done. The signs will be installed by Public Works staff sometime after Labor Day. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • 2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to determine what each of the Commissioners will be responsible for during 2014. Item is on the agenda. • Marinello — Will work with staff on the ability to send out updates to residents regarding municipal activities. Commissioner Marinello will provide an update at the meeting. • Elstrom — Has volunteered to work with Commissioner Miskowiec on a tree planting project this fall and will coordinate with Kameron Kytonen, Natural Resource Technician. • Stenzel — An article has been completed for the September /October newsletter. A spring ride for 2015 will need to be discussed by Commissioners Stenzel, Lindahl and Lewnau to determine if that is still in the works. Miskowiec — has volunteered to work with Commissioner Elstrom on a tree planting project this fall and will coordinate with Kameron Kytonen, Natural Resource Technician. • Update of Pedestrian Trails — At this point this is what has been going on with trails: • The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Update of Schedulina Park and Recreation Commission meetine at a City Park or Facility — The Commission will need to determine where they would like to have meeting in September. As of right now, staff has no items scheduled for the September 4t' meeting so it is recommended to select a location for September 18th. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e -mail as to discussions of various projects the City Council has been working on or is considering.
