INTRODUCTION
This item is in regard to considering approving the attached Application for Scheduled Use of
Recreational Facilities for use of Timber Rivers Park lacrosse /football field as requested by the
Andover Area Lacrosse Association.
DISCUSSION
This request has been coordinated with the Andover Football Association (AFA) for the use of
the field. The first scheduled use of the field is August 15, 2014.

Note: Copies of the By -Laws for AALA (submitted as part of the application for the spring -
summer season -no changes from 2013 season) are available from City staff if you would
like to review them.
Also as a reminder, a detail practice and game schedule are required to be submitted to Todd
Haas, Parks Coordinator, before the start of the season so the Andover Public Works Parks
Department is aware of when fields need to be mowed.

Hello Todd,
I have worked with lacrosse to make allow that organization the use of Timber Rivers for fall Lacrosse. You may officially
remove it from the field use schedule for Andover Football.
Attached please find a copy of the field request. There have been not changes to our policies and procedures or bylaws
since the last field request made by Lacrosse. We have no official numbers from last season to certify as we did not use
city fields last fall. I have also attached an insurance certificate. I will have Brad drop off a signed copy of the attached
application.

SUBJECT: 5. Update on Langseth Park/13 -43

INTRODUCTION
This is an update in regards to the possible trail connection that the Park and Recreation
Commission has been considering from the north to allow for residents to have an easier access
to Langseth Park.
DISCUSSION
The preliminary estimate for constructing the trail, removing and trimming trees, installing a split
rail fence and to acquire an easement is estimated at $20,000.
As far as obtaining an easement, it is premature to determine or identify the value since the
easement acquisition will be negotiated.
The Commission will need to make a decision to move forward or not on acquiring the easement.
Just as a reminder, at this point the homeowner's is interested in allowing the trail on the
property so the residents north of Langseth Park have access.
BUDGETIMPACT
As of right now, this acquisition of the trail easement and the cost to construct the trail is not
included in the 2015 -2019 CIP.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider if staff should continue to pursue
the easement for the construction of the trail.

April 2014 — June 2014
The following is a list of reports generated by the Anoka County Sheriffs Office
regarding city park activity for the 2nd quarter.

A city employee reported some damage at the park and provided some information
about a possible suspect. The deputy followed up on that information and made contact
with a possible suspect and his parents. The suspect denied causing the damage but
admitted to going to the park. This city will have to follow up with the cost of the
damages.
04.08 15:41 Hawk Ridge 14070860
Extra patrol was requested at the park overnight due to equipment being left on site;
the information was passed to all deputies.
04.29 08:52 Pine Hills 14086847
A deputy was doing extra patrol in the park due to recent vandalism and observed an
occupied vehicle in the lot. The deputy made contact with the driver who stated he was
just there to "pray in peace." Nothing suspicious was observed.
05.07 08:05 City Hall 14092857
A caller reported a suspicious bag at the location. A deputy arrived and opened the bag
which contained magazines; nothing suspicious.
05.07 19:25 Hawk Ridge
A deputy responded to a medical call at the park. She arrived and the parent was going
to transport the child to urgent care herself.

A caller reported juveniles in the park loitering and loud. The deputy arrived and did not
locate anyone in the park.
05.12 11:59 Timber Trails 14096705
A caller reported a vehicle parked in the lot for multiple days. The deputy arrived and
observed the vehicle parked in the grass with two people in it. He made contact with
the occupants who stated they were homeless. Both were run for warrants and they
were clear. They were advised how to contact the county to get living assistance and
informed about park rules.

A caller reported a suspicious vehicle in the parking lot. A deputy responded and made
contact with the driver who stated he was waiting for a friend to get home from work
that lives nearby; nothing suspicious.

A CSO responded to unlock a vehicle at the location.

A juvenile at the location reported that he smoked marijuana and now is not feeling
well. The deputy ordered an ambulance after contacting his parents.

A deputy responded to an alarm covering the hallway. When he arrived he spoke with
the fire protection contractors working on the fire suppression system. There was no
problem.

A caller reported a vehicle doing donuts in the parking lot. The CSO arrived and there
was no one in the parking lot.
05.20 20:28 Hidden Creek South 14103544
A caller reported he observed three males looking into cars. The caller sounded his horn
as they were looking in to his vehicle and they fled the area. The deputy arrived and
got a description of the vehicle but he was unable to locate it. Nothing was stolen and
the males did not enter any of the vehicles.

A caller reported a reckless driver. The deputy located the driver and identified him. He
admitted to driving a little too fast and he was warned by the deputy to slow down.

A caller complained of cars with no trailers parking in boat spots, and vehicles parked in
the grass. The deputy arrived and spoke with the caller; one citation was issued.

A caller reported that his vehicle was struck by a boat trailer that was being pulled by a
vehicle. The deputy arrived and collected information from both parties and they will
sort out the details with their insurance companies.

A caller wanted a deputy to contact him regarding some fishing questions he had about
Crooked Lake. The deputy answered his questions and referred him to the DNR site.

On routine patrol a deputy observed illegal parking at the location and issued the
vehicle owner a citation.

06.02 08:10 Round Lake 14114409
On routine patrol a deputy found an abandoned boat and trailer at the location. The
boat was in poor condition and appeared to have been abandoned. The deputy tried to
contact the registered owner but the phone number was no longer in service. The boat
was towed.

A resident reported a suspicious vehicle that sits in the parking lot regularly. The deputy
took the vehicle information and was able to pull up the registered owner information.
The deputies will be conducting extra patrol at the park to try to make contact with the
driver to see why he is in the area.
06.06 22:50 Crooked Lake 14118465
A caller reported that while parked at Crooked Lake his rear license plate was stolen.
The deputy arrived and took the report.

A deputy was called to parking complaints at the location. One citation was issued.

A CSO responded to a contained dog at the location. The dog was picked up and held
until animal control could retrieve it.

A caller complained about an illegally parked vehicle. The CSO arrived and issued a
citation.

On routine patrol, seven citations were issued to vehicles parked illegally at the location.

A deputy responded to an audible alarm with an adult female on site without the code.
While in route he was canceled.

A deputy responded to an alarm at the concession stand. When he arrived he located
an open door. He checked the building and everything appeared fine. The key holder
arrived and secured the location.
06.19 15:38 Crooked Lake 14128688
A caller reported her purse was stolen out of her unlocked vehicle while she was out on
the lake.
06.20 14:39 City Hall 14129527
A deputy and the fire chief responded to a fire that was set by a group of juveniles in
the park. The deputy located one of the juveniles and identified her. A lighter was
confiscated and her father was spoken to.
06.22 16:43 Lund's North 14131462
A caller reported a vehicle doing donuts in the parking lot. The deputy arrived and
located the vehicle doing donuts at a nearby home. She spoke with the driver and
issued a verbal warning.
06.30 16:20 Oak Bluff 14137889
A caller reported juveniles smoking cigarettes at the location. The deputy arrived and
located two males — one smoking an a -cig and one a cigarette. The items were
confiscated and the parents of both kids were advised of the situation.

ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Item is on the agenda.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• Pine Hills North — The site is 95% complete including the irrigation system for the fields. There will
be additional irrigation being installed this summer around the parking lots. The grass for the fields
looks good. The prairie grass in the medians is now starting to grow. The survey for splitting the
property (west half and the east half) has been forwarded to the City Attorney to prepare the deeds.
• Langseth Park — Item is on the agenda regarding the trail and easement. The surveyor the City hired
to prepare the trail easement description is on hold until a decision has been made to move forward
with negotiating an easement.
• Andover Lions Park — The exercise equipment has been delivered to Public Works. The equipment
will be installed soon. The Park Commission has requested the funds for replacing of the playground
equipment be carried over into 2015.
• Prairie Knoll Park — Construction has started and is scheduled to be completed per the contract by
August 15t . The storm sewer, curbing and 1St lift of asphalt have been installed as of August 1St.
• Rose Park — Final plans are still being worked on. A permit from the Lower Rum River WMO will
be required. Grading of the park will start most likely week of August 25"'.
• Oak Bluff Park — The spraying to kill off the weeds has been done. Parks Maintenance will be
reseeding the entire field based on the recommendation from John Hopko, grass turf expert in athletic
fields. North Metro Soccer Association (NMSA) has been notified that the field will not be available
for fall use.
• Way Finding Signs — The signs have now gone to final production and the signs themselves will be
done in the next few days at ABC signs. The signs will be installed by Public Works staff.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to
determine what each of the Commissioners will be responsible for during 2014. Item is on the agenda.
• Marinello — Will work with staff on the ability to send out updates to residents
regarding municipal activities. Commissioner Marinello will provide an update at the
meeting.
• Elstrom — Has volunteered to work with Commissioner Miskowiec on a tree planting
project this fall and will coordinate with Kameron Kytonen, Natural Resource
Technician.
• Stenzel — Article for the September /October newsletter has been completed. A spring
ride for 2015 will be coordinated by Commissioners Stenzel, Lindahl and Lewnau.
• Lindahl — Article for the September /October newsletter has been completed. A spring
ride for 2015 will be coordinated by Commissioners Stenzel, Lindahl and Lewnau.
Butler — Commissioner Butler will coordinate the Adopt a Park cleanup at Andover
Lions Park.
• Lewnau — Article for the September /October newsletter has been completed. A spring
ride for 2015 will be coordinated by Commissioners Stenzel, Lindahl and Lewnau.
Miskowiec — has volunteered to work with Commissioner Elstrom on a tree planting
project this fall and will coordinate with Kameron Kytonen, Natural Resource
Technician.
Update of Pedestrian Trails — At this point this is what has been going on with trails:
• The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP)
for trails for the following locations:
o A trail is identified in 2016 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
• Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE
in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the
north side of Bunker Lake Boulevard will either be left in place or portions
reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity
Center. Also the trail will continue on the north side to Jefferson Street. A new trail will
be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions
Park. Also a new trail segment will be constructed on the south side from the Anoka
County Highway Department, crossing the railroad tracks, tying into Bunker Hills
Regional Park.
• Staff has recently received a letter from the Minnesota Department of Minnesota that
indicated that the City did not rank high enough to receive a grant for a trail connection
from Andover Station North to Kensington Estates neighborhood. The staff will
continue to look at other grant opportunities to apply for.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine where they would like to have meeting in September.

INTRODUCTION
Erick Sutherland, Andover Community Center Facility Manager, has been invited by the Park
and Recreation Commission to come in to talk about concessions.
DISCUSSION
Mr. Sutherland will be updating the Commission about the concessions at Sunshine Park and
Andover Station North Ball Field Facility and explain why the City operates the concessions
instead of the associations. Mr. Sutherland will provide his thoughts about having a concession
stand at the new Pine Hills North Facility. As the Commission is aware, it is anticipated that
construction of the building will start in 2016 as identified in the CIP.

SUBJECT: B. Update on Field Rehabilitation and Seeding Requirements /John Hopko

INTRODUCTION
John Hopko, expert in grass turf /athletic field construction and rehabilitation, has been invited to
talk to the Park Commission about developing new field facilities and the rehabilitating of
existing fields.
DISCUSSION
Mr. Hopko is a consultant for many cities and school districts around the Metro area and the state
in developing new field facilities and the rehabilitating of existing fields. Mr. Hopko will also
talk about Prairie Knoll Park and the issue with the field in its current shape and what needs to be
done to bring the field back into a playable condition. The overuse of fields will also be
discussed.
The associations have been invited to attend to learn about developing a grass field and what they
can do to protect the grass turf from overuse.
ACTION REQUIRED
No action is required at as this time is a learning and discussion session for the Park Commission
and the Associations.
