INTRODUCTION
This item is in regard to considering approving the attached Application for Scheduled Use of
Recreational Facilities for use of Prairie Knoll Park football field as requested by John Francis.
DISCUSSION
The group has been using Prairie Knoll Park or Sunshine Park for the past few years on Friday
nights. The first scheduled use of the field is September 5, 2014. The group is not associated with
an organized athletic association. They will be using the field lights so there is a fee associated
with the use of the field since both adults and youth will be using the field.
ACTION REQUIRED
This item is in regard to considering approving the attached Application for Scheduled Use of
Recreational Facilities for use of Prairie Knoll Park football field as requested by John Francis.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this completed form will be given the highest priority. Subsequent requests will be filled on a first -
come, first- served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority. ++11 // �

INTRODUCTION
This is in regards to approving the 2014 fall soccer /football schedule.
DISCUSSION
Attached for your review is the proposed 2014 soccer /football schedule. The City has received
applications for use of the fields from the following groups:
* Information submitted as part of the spring/summer application.
Note: Copies of the By -Laws for AFA and NMSA (submitted as part of the application for the
spring - summer season -no changes from 2013 season) are available from City staff if you
would like to review them.
Also as a reminder, a detail practice and game schedule are required to be submitted to Todd
Haas, Parks Coordinator, and to Biz Brouse, Concessions Manager, before the start of the season
so the Andover Public Works Parks Department is aware of when fields need to be mowed and
when concessions need to be opened.

As you know I have sent information and applications to you about the upcoming fall season. I want clarify the use of
Pine Hills North facility (40 acre site on 1615` Avenue NW) so that there is limited use of the fields to protect the new
turf.
Based on my conversation with Kevin Starr, Parks Maintenance Supervisor, and Dave Berkowitz, Public Works Director,
we are recommending that the 2 fields known as Grow West and Grow East fields would be used by North Metro Soccer
Association since they are side by side. Bennett Field (south field) would be used for flag football only by the Andover
Football Association. For soccer, we would allow use of the field during the weekday but only on every other day- either
Mondays /Wednesdays or Tuesdays/Thursdays. The fields can on weekends can only be played on Saturdays or Sundays
but only on one of those days. So to make sure everyone understands, if games are played on Saturday on Grow West
field, the field is off limits for Sunday to rest the field. For football, Bennett Field would be split into 2 smaller fields
(north field and a south field). So it is clear on the use of this field, football would use the south end of Bennett Field on
(for example) on Mondays /Wednesdays and the north end of Bennett Field would be used on Tuesdays/Thursdays. On
weekends same rule applies, you can only use 1 field either on Saturday or Sunday -if it is used Saturday then Sunday is a
rest day on the part of the field.

Questions
The number for Fall 2014 are based on the numbers summited in the application. We have added a new
age group Mini Metros (3-4 years old). Our first run was this summer and we filled to capacity of 64. We
have added more slots with the potential of that number reaching 100.
Copies of Democratic Procedures can be found on the North Metro Website.

INTRODUCTION
This item is in regard to approving the 2014 fall softball/baseball/football schedule.
DISCUSSION
Attached are applications received from the Andover Football Association (AFA) and the
Andover Athletic Association (AAA). The City has not received or heard if an application will
be submitted by the Andover Baseball Association
The proposed 2014 fall softball/baseball /football schedule is attached for your review. The City
has received applications for use of the fields from the following groups:

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2015 -2019 Parks
Capital Improvement Plan (CIP).
DISCUSSION
Attached is the most current version of the 2015 -2019 Park Improvement Projected Fund
Balance sheet based on the recommendation from the Park Commission. Staff has identified the
improvements that have been recommended as follows per the June 5 h meeting minutes:

• Pine Hills North/Various Improvements — (Total $70,000) Install small irrigation system
($20,000), Small tot lot near northwest soccer ($40,000), Potable well ($10,000)
• Install small irrigation system at one or more parks ($20,000)
• Preparation of Master Plan for Kelsey Round Lake Park ($50,000)
• Fencing upgrades /safety initiatives ($25,000)

fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or
more.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is
scheduled for the August 7th meeting.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report is scheduled for the August 7th meeting.
• Pine Hills North — The site is 95% complete including the irrigation system for the fields. There will
be additional irrigation being installed this summer around the parking lots. The grass for the fields
looks good. The prairie grass in the medians is now starting to grow. The survey for splitting the
property (west half and the east half) has been forwarded to the City Attorney to prepare the deeds.
• Langseth Park — The playground equipment has been installed. Staff has met with the property
owners at 3338 -175th Lane NW for a second time and they are still indicating they are interested in
providing a trail easement to allow for a neighborhood connection from the north. The last discussion
that staff had with the property owner is that they would like to be compensated for the easement and
a split rail fence installed along the trail. Is the Commission interested in compensating the property
owner for the easement? If so, this will need to be approved by the City Council. As mentioned
previously, the trail would be located on the east side of the home. The surveyor the City hired to
prepare the trail easement description is on hold until a decision has been made on the easement.
• Andover Lions Park — The exercise equipment has been delivered to Public Works. The equipment
will be installed sometime after Fun Fest. The Park Commission has requested the funds for replacing
of the playground equipment be carried over into 2015.
• Prairie Knoll Park — Construction has started and is scheduled to be completed per the contract by
August 151h
• Oak Bluff Park — Due to the condition and types of weeds currently in the field, the field has been
sprayed to kill off the weeds and grass. Parks Maintenance will be reseeding the entire field based on
the recommendation from John Hopko, grass turf expert in athletic fields. North Metro Soccer
Association (NMSA) has been notified that the field will not be available for fall use. NMSA is glad
to see the City make the move to improve the playing surface at this field.
• Way Finding Signs — A final example of the sign has been approved by the City Council. Signs will
be made over the next few weeks and installed by Public Works staff.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to
determine what each of the Commissioners will be responsible for during 2014. Item is on the agenda.
• Marinello — Will work with staff on the ability to send out updates to residents
regarding municipal activities.
• Elstrom — Has volunteered to work with Commissioner Miskowiec on a tree planting

• Butler — Commissioner Butler will coordinate the Adopt a Park cleanup at Andover
Lions Park.
• Lewnau — Will coordinate a bike ride with Commissioners Stenzel & Lindahl. It will be
necessary to prepare an article for the September /October newsletter by Friday, July
18`h.
• Miskowiec — has volunteered to work with Commissioner Elstrom on a tree planting
project and will coordinate with Kameron Kytonen, Natural Resource Technician.
Update of Pedestrian Trails — At this point this is what has been going on with trails:
• The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP)
for trails for the following locations:
o A trail is identified in 2016 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
• Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE
in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the
north side of Bunker Lake Boulevard will either be left in place or portions
reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity
Center. Also the trail will continue on the north side to Jefferson Street. A new trail will
be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions
Park. Also a new trail segment will be constructed on the south side from the Anoka
County Highway Department, crossing the railroad tracks, tying into Bunker Hills
Regional Park.
• Staff has submitted an application for a trail along the WDE site that will connect the
Kensington Estates development to Andover Station North Ball Field Facility.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine where they would like to have meeting in September.
