INTRODUCTION
The Park and Recreation Commission is requested to consider the 2014 Tournament Application
as requested by PHD Baseball for the USSSA August Bash.
DISCUSSION
Attached for your review is the application that has been submitted by the PHD Baseball for
Andover Station North Ball Field Facility on the west and middle fields for Saturday, August 16th
and Sunday, August 171h from 3 pm to 10 pm. This request does not conflict with any of the
youth tournaments as none are scheduled for that weekend.
There will be fees required since this group is not affiliated with Andover youth. PHD Baseball
did hold a few tournament games at the facility. The fee proposed will be as follows (assuming
no field maintenance is required by the City):
• $275 Tournament fee for the park
• $200 Field usage fee ($100 for each field being used)
• $500 Damage deposit fee which refundable after the tournament is over and an inspection
has been done by Public Works
ACTION REQUIRED
The Park and Recreation Commission is requested to consider the 2014 Tournament Application
as requested by PHD Baseball.

PARK FEES AND USAGE
Fees are as follows: (Check A or B)
A. No Field Maintenance
Adult - $275.00 tournament fee for the park ( *), plus a $200.00 field usage fee per field
Youth - $275.00 tournament fee for the park ( *), plus a $100.00 field usage fee per field
for all youth organizations not affiliated with Andover youth
Note: ( *) This tournament fee is used to secure the use of the field(s) and to pay for a City employee to maintain
the facilities throughout the tournament (upkeep of trash bins, restrooms and building). The usage
fee includes the use of the chalker, chalk and batter's box during the duration of the tournament. The
Tournament Director is responsible for maintenance of field(s).

Note: 1 day toumaments will be charged 75% of the tournament and field usage fee.
B. With Field Maintenance
Adult - $650.00 tournament fee for the park ( *), plus a $200.00 field usage fee per field and a $300 escrow per
field for additional maintenance. Note: Any remaining escrow will be returned to the applicant once the final City
maintenance personnel costs have been determined. If it has been determined that the fees collected are not
enough to cover the City maintenance personnel costs of the tournament, the applicant will be responsible to pay
for these costs prior to the release of any damage deposit that has been collected for the tournament.
Youth - $650.00 tournament fee for the park ( *), plus a $100.00 field usage fee per field
for all youth organizations not affiliated with Andover youth
Note: ( *) This tournament fee is used to secure the use of the field(s) and to pay for a City employee to maintain

SPECIAL REQUEST SECTION Check the following boxes if applicable.
If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location /distance of pitching rubbers and /or base locations.)

All requests for tournaments must be submitted by the 3'd Friday of December. The application will be considered by
the Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on
a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of
the field usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must
be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees
must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and
Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered
with City Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non -profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The
$500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department
Supervisor.
" If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, the Field Usage Fee nor the Non - Intoxicating Liquor License Fee will be returned. In the event
that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the
full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where
tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at
least 14 days prior to the date of the tournament.

from and returned to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard NW, Andover, MN 55304.
The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.

INTRODUCTION
This item is in regards to proposed park improvements, draft neighborhood letter, and
resident survey for Andover Lions Park.
DISCUSSION
As mentioned at the April 17, 2014 meeting Kevin Starr, Public Works Parks
Maintenance Supervisor, has indicated that the existing playground equipment at the park
will need to be replaced. The posts and platforms are showing rust at the connections and
under the platforms. Also some of the welds at the joints are now starting to fail or split.
So based on Mr. Star's recommendation, the entire structure should be replaced. Based
on past practice over the past few years, it will be necessary to send letters out to the
neighborhood which will indicate how they can participate by filling out the survey.
Please review the attached the draft letter and survey and provide any comments that the
Commission may have at the meeting so they can be discussed.

The Park and Recreation Commission is requested to review the draft letter and survey
and provide any comments the Commission may have before the letter is sent to area
residents.

Re: Andover Lions Park/Public Information Meeting and Resident Survey
Dear Owner /Occupant:
The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, June 19, 2014 at 7:00 p.m. or shortly
thereafter at Andover City Hall Council Chambers regarding the possible
redevelopment or improvements to Andover Lions Park. The existing
playground at the park is outdated and is in need of improvements. Park
location map is on the back side of this letter.
For the Park Commission to consider what improvements (including equipment
replacement) could be made to the park, the City would like to receive input
from the neighborhood. The way you can participate in this is by completing the
on -line survey that is available on the City of Andover's Website at
http: //www.andovermn.gov /and click on City Departments. Once you get to this
part of the website, click on Parks. Survey is on right side of the screen and
click on Langseth Park. For the Park Commission to consider your comments,
the survey must be completed by 4:30 p.m. on Monday, June 9, 2014.

The Andover Park and Recreation Commission is considering new park improvements be provided at
Andover Lions Park in 2014. In order to determine the best playground plan and/or other

INTRODUCTION
This item is in regards to the scheduled joint meeting with the City Council on Tuesday, May 27, 2014.
DISCUSSION
The joint meeting has been scheduled with the City Council and Open Space Commission which will
start at 6:00 pm. Immediately following this joint meeting will be joint meeting between the City Council
and Park Commission to discuss a few items including the 2015 -19 CIP. To date the following items
have been requested by the Commission to be discussed:
• Pine Hills North Facility (future development of facility, funding of playground structure
and status of splitting the property)
• Fox Meadows Park Redevelopment
• New splash pad at the Andover Community Center
• Crooked Lake School Elementary School Hockey Rink
• Preparation of a Master Plan for Kelsey Round Lake Park and for the perimeter around
Round Lake
Other items the Commission may want to consider for discuss are as follows:
• Expansion of Prairie Knoll Park warming house
• Construction of a Pickle Ball Court
• Roller hockey at City Hall Outdoor Hockey Complex (rink would need to be paved or
have concrete installed)
• Security lighting for a couple parks yet to be determined
• Ball field sideline fencing for player's bench for safety reasons
• Safety netting at Andover Station North Ball Field Facility and Sunshine Park

ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in
July.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report is due in July.
• Pine Hills North — The site is 95% complete including the irrigation system for the fields. There will
be additional irrigation being installed this spring/summer around the parking lots. The grass for the
fields looks good. Staff is working on expenses made to date. The survey for splitting the property
(west half and the east half) has been completed and is on the agenda for City Council agenda for
approval on May 20, 2014 to approve of the new legal descriptions. Attached is the sketch of the
survey. Now that the parcel will be split, the Park Commission can consider allocating Park
Improvement funds for the west half of the facility for new improvements such as playground
equipment as part of the 2015 -19 CIP.
• Langseth Park — The playground equipment has been delivered. Staff has not had an opportunity as
of yet to talk with the neighbors on the north side about an access to the park.
• Andover Lions Park — The exercise equipment has been delivered to Public Works. The equipment
will be installed sometime this spring or early summer. I have been informed by Kevin Starr, Public
Works Parks Maintenance Supervisor that the existing playground equipment at the park will need to
be replaced. There is an item on the agenda for review regarding the draft resident survey that will
need to be sent out for input regarding the park.
• Prairie Knoll Park — The base bid result for the construction of Prairie Knoll Park south parking is
$130,725.29. The bid was approved by the City Council at the May 6, 2014 meeting. Construction is
scheduled to start around July 7, 2014. The alternate bid for the north parking lot was not approved so
therefore the parking lot will remain gravel for now.
• Oak Bluff Park — The quote for the water service has been approved. Application has been made to
Connexus Energy and irrigation parts have delivered to Public Works. Installation of the system is
scheduled to start this week subject to the weather. North Metro Soccer Association is aware that the
field is closed until staff can get some grass to grow and field is playable. There may also be some
minor grading that will be done in one corner of the field.
Way Finding Signs — A final example of the sign will is proposed to be presented to the Park
Commission and City Council at the joint meeting on May 27th.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• Cell Phone Companies Update
Fox Meadows Park
There is nothing new to report. Plans for the building and pole have been submitted by Verizon
Wireless but the application and fees required have not been submitted. Verizon is still considering
other locations. If the application and fees are submitted, staff will schedule the request on a future
agenda.
2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to determine
what each of the Commissioners will be responsible for during 2014. Item is on the agenda.
Marinello — Will work with staff on the ability to send out updates to residents
regarding municipal activities.
• Elstrom — Has volunteered to work with Commissioner Miskowiec on a tree planting
project and will coordinate with Kameron Kytonen, Natural Resource Technician.
• Stenzel — Will coordinate a bike ride with Commissioners Lindahl & Lewnau. It will be

Update of Pedestrian Trails — At this point this is what has been going on with trails:
• The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP)
for trails for the following locations:
o A trail is identified in 2016 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
• Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE
in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the
north side of Bunker Lake Boulevard will either be left in place or portions
reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity
Center. Also the trail will continue on the north side to Jefferson Street. A new trail will
be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions
Park. Also a new trail segment will be constructed on the south side from the Anoka
County Highway Department, crossing the railroad tracks, tying into Bunker Hills
Regional Park.
Staff has submitted an application for a trail along the WDE site that will connect the
Kensington Estates development to Andover Station North Ball Field Facility.
Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The location of the outdoor meeting is tentatively schedule for 7 pm on Thursday, June 19, 2014 at
Crooked Lake Boat Landing.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2015 -2019 Parks
Capital Improvement Plan (CIP).
DISCUSSION
Attached is the updated 2015 -2019 Park Improvement Projected Fund Balance sheet that was
prepared by the Finance Department that now includes Prairie Knoll Park south parking
improvement bid that has been approved by City Council. Chairman Butler is currently working
on proposed CIP. If staff receives a copy of this prior to the meeting, staff will send this out prior
to the meeting so that the Commission has an opportunity to review Chairman Butler's
recommendation.
If the Commission is interested in knowing the planned improvements for all the parks, review
Section F of the Information Packet (2010 Existing and Future Park Facilities Chart).
Note: The Public Works Department has been identified for priority security lighting for the
following parks: Strootman Park (playground area and canoe landing), Round Lake Boat
Landing, Timber Trails Park, Fox Meadows Park and Pine Hills South Park. In regards to
sideline fencing of the 3 fields (Andover Lions Park, Terrace Park and Hills of Bunker Lake
West Park), the estimated cost for fencing improvements will range between $6000 to $7500 for
each field which includes the cost of concrete mow strips.
BUDGETIMPACT
Depending on what the Commission would like to recommend for projects, the Finance
Department has indicated to Public Works Department that the ending fund balance for each of
the 5 years should have a minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the 2015 -2019 Parks
Capital Improvement Plan.
