Consider Park Dedication Requirements /Country Oaks North Preliminary Plat DATE: June 5, 2014 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of White Pine Wilderness 2nd Addition. DISCUSSION A copy of the preliminary plat is in your side pocket of the packet for review. The proposed preliminary plat is located just to the north of 161" Avenue NW east of Hanson Boulevard NW. As you can see in looking at the preliminary plat, the developer is not proposing a park. Based on previous review of the sketch plan, the Park Commission suggested that no park in the development would be required. Attached is previous meeting minutes from September 5, 2013 for your review. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed preliminary plat and recommend the park dedication requirements to the City Council. Haas Cc: Scott Wold, Developer (copy sent by e -mail) Attachmints: Preliminary plat (copy in side pocket of packet), Meeting minutes from September 5, 2013, Map of area/ Regular Andover Park & Recreation Commission Meeting Minutes —September S, 2013 Page 3 REVIEW COUNTRY OAKS NORTHSKETCHPLAN The Park and Recreation Commission is requested to review and consider the park dedication requirements for the proposed Country Oaks North Sketch Plan. A copy of the sketch plan was provided for Commission review. The sketch plan includes a proposed park for the development on the adjacent parcel that is not owned by the developer of Country Oaks North. There is an existing park (Country Oaks) south of this area that is developed. The park is considered a mini park and has a small playground set and a basketball court. This area being considered for development is currently not in the Metropolitan Sewer District. Mr. Wold is trying to develop 40 connections with the Metropolitan Sewer District. The sanitary sewer system can only accommodate approximately 155 hookups. Mr. Haas stated Public Works Staff have reviewed the sketch plan and recommends that no additional park land be dedicated in this general area. If any of the property in this general area is dedicated as park, the cash portion that is due for the remainder of the park dedication will be calculated based on the formula as per City Code 11 -3 -7 (C). The more land required to be dedicated the lesser the park dedication fee portion will be. Mr. Scott Wold, Country Oaks North, stated currently there is not a park in the sketch plan. They are looking at the plat for 40 home sites. He noted there will be an additional 80 lots to the north that could accommodate a park. This sketch plan is for the first phase. Chair Butler stated this is in close proximity to the Country Oaks Park that another park is not needed in this area. Commissioner Miskowiec stated a one acre park will service 160 residential homes. He suggested perhaps a comer lot could be used for another park. Chair Butler stated he would not want another tot lot built there. In the future, a larger park with a ball field would be more suitable. Mr. Haas stated there will be a trail that will follow the State Aid road (Wintergreen Street NW) and will go right into the park. Motion by Commissioner Lindahl, seconded by Commissioner Melberg, to accept cash in lieu of land for the Country Oaks North project. Motion carried on a 6 -ayes, 0 -nays, 1- absent (Van Vark) vote. DISCUSSION A copy of the sketch plan is in the side pocket of your packet for review. The sketch plan does not proposed land to be dedicated to the City for park. Public Works Staff have reviewed the sketch plan and recommends that no additional park land be dedicated since Andover Station North Ball Field Facility is relatively close to the proposed development and is within walking distance. Review Outstanding Items DATE: June 5, 2014 Issues list as of 6/2/14 COMPLETED PROJECTS- ON-GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in July. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism —Next quarterly report is due in July. Pine Hills North — The site is 95% complete including the irrigation system for the fields. There will be additional irrigation being installed this spring/summer around the parking lots. The grass for the fields looks good. Staff is working on expenses made to date. The survey for splitting the property (west half and the east half) has been forwarded to the City Attorney to prepare the deeds. The Park Commission can now consider allocating Park Improvement funds for the west half of the facility for new improvements such as playground equipment as part of the 2015 -19 CIP. • Langseth Park — The playground equipment has been delivered. Staff has met with the property owners at 3338 -175x' Lane NW and they have indicated they are interested in dedicating a trail easement to allow for a neighborhood connection from the north. The trail would be located on the east side of the home (see attached drawing). Staff is currently working with the surveyor to prepare the trail easement description. • Andover Lions Park — The exercise equipment has been delivered to Public Works. The equipment will be installed sometime this spring or early summer. The Park Commission has requested the funds for replacing of the playground equipment be carried over into 2015. • Prairie Knoll Park — Construction is scheduled to start around July 7, 2014 or shortly thereafter. • Oak Bluff Park — The field has been regarded and seeded as of last week. The water service has not been connected as of yet to the irrigation system. Staff will notify North Metro Soccer Association that will need to stay off the field for a bit until we can get some grass to grow. • Way Finding Signs — A final example of the sign will be presented at the City Council workshop meeting on June 24th. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. Cell Phone Companies Update Fox Meadows Park There is nothing new to report. Plans for the building and pole have been submitted by Verizon Wireless but the application and fees required have not been submitted. Verizon is still considering other locations. If the application and fees are submitted, staff will schedule the request on a future agenda. 2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to determine what each of the Commissioners will be responsible for during 2014. Item is on the agenda. • Marinello — Will work with staff on the ability to send out updates to residents regarding municipal activities. • Elstrom — Has volunteered to work with Commissioner Miskowiec on a tree planting project and will coordinate with Kameron Kytonen, Natural Resource Technician. • Stenzel — Will coordinate a bike ride with Commissioners Lindahl & Lewnau. It will be necessary to prepare an article for the September /October newsletter by Friday, July 18th. • Lindahl — Will coordinate a bike ride with Commissioners Stenzel & Lewnau. It will be necessary to prepare an article for the September /October newsletter by Friday, July 18th. • Butler — Commissioner Butler will coordinate the Adopt a Park cleanup at Andover Lions Park. • Lewnau — Will coordinate a bike ride with Commissioners Stenzel & Lindahl. It will be necessary to prepare an article for the September /October newsletter by Friday, July 181n • Miskowiec — has volunteered to work with Commissioner Elstrom on a tree planting project and will coordinate with Kameron Kytonen, Natural Resource Technician. • Update of Pedestrian Trails — At this point this is what has been going on with trails: • The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Staff has submitted an application for a trail along the WDE site that will connect the Kensington Estates development to Andover Station North Ball Field Facility. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The location of the outdoor meeting is tentatively schedule for 7 pm on Thursday, June 19, 2014 at Crooked Lake Boat Landing shelter. The Park Commission will need to determine if changes are to be made and provide more detail as to what the allocated funds will be used for Pine Hills North facility (playground equipment, parking, trails, etc.). BUDGET IMPACT Keep in mind the Finance Department has indicated to Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more. Rose Park Reconstruction /14 -13 June 5, 2014 INTRODUCTION The Park and Recreation Commission is requested to consider a request from the Andover Baseball Association (ABA) for outfield fencing at Rose Park for the two new ball fields that will reconstructed later on this summer. DISCUSSION Attached is the most current version of the plan for your review. Based on previous discussion the Park Commission, it had been determined by not to have outfield fencing for either field so that other associations (football, lacrosse or soccer) could use the outfield area and beyond for practice particularly the fall since the area will be irrigated beyond the location of the proposed ball fields. Brad Schotzko, ABA President, will not be available for the meeting but would still like for the Commission to discuss the request. Also if the Commission has any additional comments regarding the plan, please let me know at the meeting as the plan is close to being done and will be presented to the City Council for final approval before staff will begin obtaining quotes for the work that needs to be done. The Public Works Department will do as much of the work as they can but the grading of the site may need to be done by others.
