Consider Tournament, Multi -Day and Jamboree Application for Hockey DATE: April 17, 2014 INTRODUCTION The Park and Recreation Commission is requested to consider the proposed tournament, multi -day, and jamboree application form for hockey. DISCUSSION This item was tabled from the last meeting on April 3, 2014 since the President from the Andover Huskies Youth Hockey Association ( AHYHA) was unable to attend. Attached is the proposed application similar to the softball- baseball and soccer - lacrosse applications that are currently in place. As previously mentioned, the reason for this application and fee is to be consistent with the other sporting activities that may or may not require Public Works to maintain the facilities for tournaments, multiday events and/or for a jamboree. The past practice with other sporting activities is that if an association is requesting maintenance during the tournament, fees are required as part of the application. Note: Since the hockey jamborees started a couple years ago, Public Works has provided maintenance during the jamborees at no cost to the hockey association. At a minimum, associations or groups should be required to cover the cost of staff time spent to maintain the facilities. SPECIAL REQUEST SECTION Check the following boxes if applicable. 0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the tournament/jamboree. (Example: Additional hockey nets, bleachers, snow removal) The application will be considered by the Park & Recreation Commission at the next available meeting. The Park and Recreation Commission meet on the first and third Thursday of each month. A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due at the time of application is made to the City. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department Supervisor. • If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Fees for tournaments shall be paid at the time of application is made to the City. If the tournamentfjamboree is cancelled, the Tournament Fee, the Rink Usage Fee and /or the Non - Intoxicating Liquor License Fee will not be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament. If further information is needed, please contact the Parks Coordinator at (763) 755 -5100. The fee for a tournament Non - intoxicating Liquor License is $25.00. The application must be made out by a specific person (such as the Tournament Organization) and this person must be a resident of the City of Andover and affiliated with an Andover league team or local organization. The application for the Non - intoxicating Liquor License will be sent to the City Council and you will be contacted by the City Clerk if the license has been approved. Date: Time: Location: Case Number: 01.04 12 :21 Round Lake 14002555 A resident reported illegal dumping at the location. The deputy arrived and the caller stated there was a "huge" party last night and they left a large patch on the ice covered in debris from a fire, and multiple beer bottles. The deputy notified the DNR about the trash on the ice. 01.27 23:20 Round Lake 14018873 A deputy as called to a vehicle that was on fire about 200 yards off the boat launch area. He arrived and made contact with the driver who provided vehicle information. The fire department arrived and assisted with the fire. The owner of the vehicle had it towed from the ice. 02.01 17:29 Purple 14022587 A deputy responded to the hockey rink for a medical. Allina arrived and took over care. 02.14 19:21 Sunshine 14024710 A deputy was called to the location for a medical involving a broken arm. When the deputy arrived, the victim had already been taken to the hospital. 02.16 09:44 Hawk Ridge 14033227 A deputy noticed a suspicious vehicle in the park. He made contact with the driver who stated he was homeless and slept in the vehicle overnight at the park. The deputy advised the man of the city ordinance. 02.20 21:12 Crooked Lake 14036544 A deputy as called to a truck stuck on the lake. He arrived and located the owner of the vehicle who advised they were removing an ice house and had help on- the -way to help. 03.23 13:29 Coon Creek 14058659 A CSO responded to two dogs on the train tracks that were hit by a train. One was DOA and the other was located nearby. Update of Pine Hills North DATE: April 17, 2014 INTRODUCTION The item is an update regarding Pine Hills North. DISCUSSION There is two items that will be of interest of the Commission in regards to the facility. The first item is the subdivision of the property. Engineering Department Staff has been directed by the City Administrator to hire a surveyor to draw up the legal descriptions for two separate parcels, one for field areas and the other for playground/shelter /passive areas (basically the west half and a small portion of the north area). The second item of interest is remaining improvements for Phase 1 such as the purchasing of benches /garbage cans /recycling bins, installing the remainder of the irrigation system, and the fencing that is necessary along 161" Avenue NW and the northwest corner of the west field. As far as the fields by the associations in the fall, staff will be evaluating the condition of the fields in late June to determine if a few soccer games could be played on the fields this fall. As mentioned previously, the south soccer field at Sunshine Park will be closed for fall use as the field and parking lot are in need of repair due to settlement that has occurred. Using Pine Hills North for a few games in the fall will help take the pressure off on some of the other fields. ACTION REQUIRED No action by the Park and Recreation Commission is needed. Review Outstanding Items DATE: April 17, 2014 Issues list as of 4/14/14 COMPLETED PROJECTS- ON-GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Item is on the agenda. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the agenda. • Pine Hills North — The site is 95% complete including the irrigation system for the fields. There will be additional irrigation being installed next spring around the parking lots. The grass for the fields is coming in very nicely. Staff is working on expenses made to date. There is item on the agenda to give an update of smaller improvements that will be done yet this year and give the Commission an update of the splitting the parcel. • Langseth Park — Staff has ordered the playground equipment. It will take 6 -8 weeks before the equipment is delivered to the City. • Andover Lions Park — The exercise equipment has been delivered to Public Works. The equipment will be installed sometime this spring or early summer. I have been informed by Kevin Starr, Public Works Parks Maintenance Supervisor that the existing playground equipment at the park will need to be replaced. There will be an item on the May 15`h agenda to review the draft resident survey that will need to be sent out for input regarding the park. • Prairie Knoll Park — Bid opening is tentatively scheduled for May 2nd. Construction of the parking lot will start the week of July 7th. • Oak Bluff Park — Public Works Parks Maintenance staff are gearing up to have the irrigation system installed in early spring. We have notified North Metro Soccer Association that the field is closed until May 27`h and possibly later so that we can grow some grass on areas that were disturbed from the installation of the irrigation system. There may also be some minor grading that will be done in one corner of the field. • Way Finding Signs — Now that the Park Commission and City Council has provided input regarding the sign layout, staff will be meeting with a sign manufacture to discuss details and size of the sign. Once a sign has been completed, a sample sign and size will be brought back to the City Council for review. The City Council is interested in three kiosks at various locations. At all other locations, staff is looking at an attractive wood framing and posts for the way finding signs. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Cell Phone Companies Update Fox Meadows Park There is nothing new to report. Plans for the building and pole have been submitted by Verizon Wireless but the application and fees required have not been submitted. Verizon is still considering other locations. If the application and fees are submitted, staff will schedule the request on a future agenda. 2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to determine what each of the Commissioners will be responsible for during 2014. Item is on the agenda. Marinello — Will work staff on the ability to send out updates to residents regarding municipal activities. • Elstrom — has volunteered to work with Commissioner Miskowiec on a tree planting project and will coordinate with Kameron Kytonen, Natural Resource Technician. • Stenzel — Will coordinate a bike ride with Commissioners Lindahl & Lewnau. It will be necessary to prepare an article for the September /October newsletter by Friday, July 18th. • Lindahl — Will coordinate a bike ride with Commissioners Stenzel & Lewnau. It will be necessary to prepare an article for the September /October newsletter by Friday, July 18th. • Butler — Commissioner Butler will coordinate the Adopt a Park cleanup at Andover Lions Park. • Lewnau — Will coordinate a bike ride with Commissioners Stenzel & Lindahl. It will be necessary to prepare an article for the September /October newsletter by Friday, July 18th. Miskowiec — has volunteered to work with Commissioner Elstrom on a tree planting project and will coordinate with Kameron Kytonen, Natural Resource Technician. Update of Pedestrian Trails — At this point this is what has been going on with trails: • The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. Staff has submitted an application for a trail along the WDE site that will connect the Kensington Estates development to Andover Station North Ball Field Facility. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The location and date of the meeting should be discussed within the next month or two now that it is spring. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Haas, Assistant Public Works Director SUBJECT: A. Discuss 2015 -2019 Parks Capital Improvement Plan, Cont. DATE: April 17, 2014 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the 2015 -2019 Parks Capital Improvement Plan (CIP). DISCUSSION Based on discussion from the last workshop meeting on April 3, 2014, the Commission made a request to staff to consider increasing the number of single family permits to 60 units per year. Based on a discussion with the Finance Department, they are willing to increase the number of units to only 50 units for 2015 -17 and 25 units from 2018 -19. Attached is a revised 2015 -2019 Park CIP Projected Fund Balance sheet. No other improvements have been included since the last meeting of April 3, 2014. Fox Meadows Park is still identified in 2016. Also attached is a more detailed list of other improvements that Public Works Parks Department (see attached) would like the Commission to consider. The other suggested improvements that have been mentioned by the Commission over the past month include the following: Kelsey Round Lake Park (no date was established by the Park Commission). Expand Prairie Knoll Park Building to enlarge the warming house area. Constructing a Pickle Ball Court at either Northwoods West Park west of the tennis court or at Sunshine Park (Purple Park just east of the playground area -see attachment). As far as the cost to construct a Pickle Ball Court, it will very anywhere from $10,000 to $50,000 depending on the variables that can affect your costs. Information about Pickle Ball Court construction costs and extra- cost/option items was included in your last packet. Staff has looked at options for placement Pickle Ball Court north of the Community Center. Attached is a potential location. If the Commission is interested in knowing the planned improvements for all the parks, review Section F of the Information Packet (20 10 Existing and Future Park Facilities Chart). BUDGET IMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more. Note: These parks are being recommended due to municipal water that is available and the fields do receive heavy use. • Add ball field fencing to Terrace, Andover Lions and Hills of Bunker West Parks. The fencing is for player protection around benches. Outfield fencing would also be nice to keep baseballs in play. • Add basketball or volleyball courts in various parks. Some of the larger parks have space for these types of activities. • Pave some of the existing parking lots and/or driveways: Many of the driveways access the parks are in poor shape and erosion is an issue. Sites where this should be done include City Hall Outdoor Ice Rink Facility, Timber Trails, Fox Meadows, Rose and Hills of Bunker West Parks. • Install a dock and/or new boat landing on Round Lake. • Many ball fields could use safety netting. Highest priority is ASN by the concession building due to foul balls. Andover Baseball Association has indicated interest in having this done sooner rather than later. • Build new warming house /storage building at Hawkridge Park. Currently the City rents a trailer for the warning house. • Security lighting needed in many parks • Install a disc golf area/course. As of right now, a 3 hole course is planned at Pine Hills North. • Construct more medium and large shelters for shade and picnics. • Add on to Prairie Knoll Park building (west side) for additional space for the warming house. It may be possibly add a second level for additional space. • Install dugouts Andover Station North ball fields. The footings are already in. • Add more skateboard equipment added to Sunshine Park for younger aged users. • Need to start looking at what the plans should be for Kelsey Round Lake Park. A Comprehensive Plan should be developed for the park. Having a plan would give the City better opportunities to apply for MNDNR funding. Existing Parks or Facilities that need maintenance improvements • Upgrade canoe landings on Rum River at Strootman and Timber River Parks. Both sites need additional riprap /rock to minimize erosion around the canoe landing. • Need to consider replacing existing shelters since they are old and outdated or just needs to be rebuilt. • Continue with playground replacements and fall zone upgrades. • Install playground equipment at Creekridge Park. Equipment did exist at one time at the park but has yet been replaced. • Based on the current CIP, Hidden Creek East and Timber Rivers Parks are scheduled for replacement in 2015. Pine Hills and Purple Parks are due for replacement in 2016. Shadowbook East Park is due for replacement in 2017. Chesterton Commons Park is due for replacement in 2018. Discuss Upcoming Joint Meeting with Open Space Commission DATE: April 17, 2014 INTRODUCTION The Park and Recreation Commission is requested to discuss the upcoming meeting that has been scheduled with the Open Space Commission. DISCUSSION The meeting with the Open Space Commission is scheduled for Thursday, May 1, 2014 at 7 pm. Attached for your review is the Open Space Evaluation Criteria that has been established by the Open Space Commission. Also attached is a diagram that was provided by Community Development Department that was discussed in 2010 by the property owner, Open Space Commission, Park Commission and City Council for discussion purposes for North Woods Preserve Management Plan. The Open Space Commission will be looking for other potential parcels to purchase yet this year so meeting with them will benefit both Commissions. Just as a reminder, I will not be available on May 1" but Dave Carlberg, Community Development Director, Staff liaison to the Open Space Commission will be at the meeting.
