A meeting of the Andover Economic Development Authority was called to order by President Mike
Gamache, March 18, 2014, 6:00 p.m., at the Andover City Ha11,1685 Crosstown Boulevard NW,
Andover, Minnesota.
Present: Commissioners Sheri Bukkila, Ton - Howard, Mike Knight, Julie
Trude and Joyce Twistol
Absent: Robert Nowak
Also present: Community Development Director, David Carlberg
Executive Director, Jim Dickinson
APPROVAL OF MINUTES

Mr. Carlberg updated
Capstone Homes — Capstone has been pif6yided the construction plans to insure the building is
compatible with fhp existing 8 -plea buildings. Construction of the building is planned for this
year.
Cherrywood of Andover Construction is still on schedule for substantial completion by April 1,
2014, with residents movi fin May 1, 2014. The City has an agreement with Cherrywood to
pay a portion of the cost to relocate utilities on the parcel. Cherrywood has yet to submit the
invoice to the City.
ANDOVER STATION NORTH UPDATE
Mr. Carlberg updated on the following:
Dynamic Sealing Technologies, Inc. — Everything is in place for closing. Closing will occur on
or before July 1, 2014.
Pizza Ranch — The Anoka Area Chamber of Commerce performed a ribbon cutting on

1 Wednesday, February 26, 2014. City staff was in attendance and toured their state of the art
2 kitchen facility.

4 Measurement Specialties — Staff has been working with Measurement Specialties on the
5 Commercial Site Plan Application review. The MPCA has approved the location of the gas
6 monitoring probe. The MPCA will monitor the probe monthly. A spring groundbreaking is
7 planned with a December completion date.

9 Festival Foods — Delivery trucks going to Festival have been using Quinn Street to get to the
10 back of the building. Quinn Street is a private street and was not constructed for delivery type
11 vehicles.

13 The EDA discussed constructing a wider curb cut on the driveway in the back of the building.
14 This could be done with the street reconstruction of Station Parkway this summer.

16 Target Pond Dock— The Eagle Scout taking on the dock project has been working with Menards
17 on the pricing of materials. He received a quote of $2,846 for a 24 x 30 dock with a 6 x 10
18 walkway. The quote is just for materials of the dock platform, it does not include the price of the
19 support structure. The EDA discussed the dock.

21 Mr. Carlberg suggested getting a quote for a 24 x 16 dock. Commissioner Bukkila suggested a
22 quote for a dock according to the dimensions of the lumber panels available.

24 Commissioner Knight asked about the liability of the dock. Mr. Dickinson answered the dock
25 would be insured under the City's insurance policy.

27 The EDA directed staff to request a quote for materials for a reduced size deck.

29 Mr. Carlberg indicated he had met with a representative from Goodwill Donation Center. They
30 are interested in placing a donation drop off location in Andover. Mr. Carlberg stated he is
31 looking for feedback from the EDA, since this is not considered a Retail Trade & Service, would
32 this be something that the EDA would allow. Mr. Carlberg indicated this would not be a retail
33 Goodwill store, just a drop off location. The business was discussed.

35 The EDA concurred they would allow the placing of a Goodwill Donation drop off location in
36 Andover.

38 BUNKER /CROSSTOWNREDEVELOPMENTAREA UPDATE

40 Mr. Carlberg indicated PEER Engineering was the lowest quote received and was authorized to
41 prepare the Limited Site Investigation (LSI). PEER will conduct soil borings within a week.
42 Once completed the LSI will be submitted to the MPCA. The LSI must be submitted by April

Mr. Dickinson stated letters of intent were mailed out to a few property owners, there has been
no response.

There was none.

Motion by Bukkila, Seconded by Howard to adjourn. Motion carried unanimously. The meeting
adjourned at 6:55 p.m.

INTRODUCTION
Mission Development has expressed an interest in purchasing the 1.3 acre lot owned by the
EDA located on the northeast corner of Bunker Lake Blvd. NW and Ibis Street NW, legally
described as Lot 2, Block I. Andover Station North 2 Addition (see attached map).
BACKGROUND
Mission Development is proposing to build a 6,000 — 10,000 s.f. office building. A draft
site plan will be presented to the EDA at the meeting.
If the EDA would like to pursue the sale of the lot, staff will schedule a public hearing for
the May 201h EDA meeting. As the EDA is aware, a public hearing is required by state law
and the EDA must pass a resolution indicating it is in the public's interest to sell the
property and that the specified intended use of the parcel is in keeping with the interest of
the City of Andover EDA to further the development of Andover Station North area.
ACTION REQUIRED
Provide direction to the developer and staff on how the EDA would like to proceed.

INTRODUCTION
The EDA is requested to receive an update from the Community Development
Director on recent developments at Parkside at Andover Station.
DISCUSSION
Capstone Homes - acquired an 8 -plex lot(s) from the EDA on December 13, 2013.
Capstone has been provided the construction plans to insure the building is
compatible with the existing 8 -plex buildings. A building permit application was
received by the City on April 30th
Cherrywood of Andover — Staff is currently working with Boser Construction,
Inc. the general contractor for the project, on the escrow requirements for the
unfinished items (landscaping, parking lot lighting, final wear course of parking
lot, etc.) to allow the issuance of a Certificate of Occupancy (CO).

SUBJECT: Redevelopment Area Discussion

INTRODUCTION
The EDA is requested to receive an update from staff on the redevelopment of the
Bunker Lake Boulevard/Crosstown Drive /Crosstown Boulevard area.
Stop -N -Shop Property
The Minnesota Pollution Control Agency (MPCA) required the City prepare a
Limited Site Investigation (LSI) report on the suspected additional soil
contamination discovered from a leak from a gasoline pump distribution line when
the underground fuel tanks were removed. Staff worked with Al Sunderman of
SEH to solicit proposals from three environmental engineering groups to prepare
the LSI on behalf of the City. Peer Engineering was the lowest responsible quote
received and was authorized to prepare the LSI. Peer completed the LSI on April
15, 2014 and submitted it to the MPCA by the April 27, 2014 deadline. Staff has
yet to receive a response from the MPCA.
ACTION REQUESTED
The EDA is requested to continue discussions on the redevelopment of this area.
