Consider Application for Scheduled Use of Recreational Facilities/Legacy Christian Academy Middle School Baseball DATE: April 3, 2014 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of the Timber Trails Park ball field as requested by Legacy Christian Academy Middle School Baseball. DISCUSSION The school is requesting 1 field 4 days a week from April (when the snow is gone and fields are approved by the Parks Maintenance Supervisor to use) thru May 20th. Practices (4 times a week) would be from 3 pm to 5:30 pm Monday thru Thursday. Game days have been scheduled for Tuesday, April 22 °d and Tuesday, May 13th on the same field. Andover Baseball Association (ABA) would need to adjust their practice times on their schedule to start a little bit later to at least 7 pm on both of these game days. Otherwise ABA practices on all other weekdays can start after 5:30 pm. It will very important that Legacy Christian Academy follow up with maintenance that may be needed immediately following the games and practices. Legacy Christian Academy representative is recommended to meet with the Parks Maintenance Supervisor Kevin Starr as soon as they can to go over the maintenance requirements. The fields would require 54 foot mound and 75 -80 foot bases. At this point the fields that would meet those dimensions are as follows: • Hidden Creek North Park • Timber Trails Park (the pitching rubber and bases can easily be adjusted) • Pine Hills Park (ball field is closed thru May 27`h. After May 27th games are only allowed -no practices) • Andover Station North (east field) • Shadowbrook East Park (north field) Staff would recommend Timber Trails Park ball field be designated for games and practices. Staff has sent a copy of this item to Andover Baseball Association regarding the request. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first- come, first -served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Here is the problem with being later for games which was on the application. Andover Baseball Association is really hurting for fields especially with Pine Hills Park ball field being closed until the end of May. So every baseball field throughout the City after 5:30 pm for their program is really important. So please respond if you are ok with 3 pm to 5:30 pm for games and practices at Timber Trails Park which is what the Legacy Christian Academy 1V team had last year for practice. Consider Tournament, Multi -Day and Jamboree Application for Hockey DATE: April 3, 2014 INTRODUCTION The Park and Recreation Commission is requested to consider the proposed tournament, multi -day, and jamboree application form for hockey. DISCUSSION The Park Commission at the March 6, 2014 requested staff to prepare the application and provide the recommended fees to cover costs that are associated with a tournament, multi -day and/or jamboree. Attached is the proposed application similar to the softball - baseball and soccer - lacrosse applications that are currently in place. As previously mentioned, the reason for this application and fee is to be consistent with the other sporting activities that may or may not require Public Works to maintain the facilities for tournaments, multiday events and/or for a jamboree. The past practice with other sporting activities is that if an association is requesting maintenance during the tournament, fees are required as part of the application. Note: Since the hockey jamborees started a couple years ago, Public Works has provided maintenance during the jamborees at no cost to the hockey association. At a minimum, associations or groups should be required to cover the cost of staff time spent to maintain the facilities. The Park and Recreation Commission meet on the first and third Thursday of each month. A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due at the time of application is made to the City. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department Supervisor. ' If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Fees for tournaments shall be paid at the time of application is made to the City. If the tournament/jamboree is cancelled, the Tournament Fee, the Rink Usage Fee and /or the Non - Intoxicating Liquor License Fee will not be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament. If further information is needed, please contact the Parks Coordinator at (763) 755 -5100. The application for the Non - intoxicating Liquor License will be sent to the City Council and you will be contacted by the City Clerk if the license has been approved. Consider Joint Meeting with Open Space Commission DATE: April 3, 2014 INTRODUCTION The Park and Recreation Commission is requested to consider a joint meeting with the Open Space Commission. DISCUSSION The Park Commission mentioned at a recent meeting that they would like to meet with the Open Space Commission to coordinate better communication when it comes to selecting or planning open space and park property in close proximity. The Open Space Commission will be looking for other potential parcels to purchase yet this year so meeting with them should happen as soon as possible. It is possible to meet on Thursday, April 17'' at 6 pm prior to the regular meeting which starts at 7 pm. The Park Commission could also meet on May I" at 7 pm and not have the joint meeting televised. I will not be available on May l' but Dave Carlberg, Community Development Director, Staff liaison to the Open Space Commission would be available to attend the meeting. Review Outstanding Items DATE: April 3, 2014 Issues list as of 4/1/14 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due for the next meeting. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report is due for the next meeting. • 40 Acre Sports Complex — The site is 95% complete including the irrigation system for the fields. There will be additional irrigation being installed next spring around the parking lots. The grass for the fields is coming in very nicely. Staff is working on expenses made to date. The recommended name of the sports complex facility will be approved by the City Council on April 1st. The City Council will most likely be naming the sports complex facility Pine Hills North. The south field at the sports complex will be Bennett Field. The northeast field will be Grow East Field and the northwest field will be named Grow West Field. Pine Hills Park on the south side of 161st Avenue NW will be renamed to Pine Hills South Park. • Langseth Park — Staff has ordered the playground equipment. It will take 6 -8 weeks before the equipment is delivered to the City. • Andover Lions Park — The exercise equipment has been ordered. The equipment will be installed sometime or early summer. • Prairie Knoll Park — Bid opening is scheduled for early May. Construction of the parking lot will start the week of July 7th. • Oak Bluff Park — Public Works Parks Maintenance staff are gearing up to have the irrigation system installed in early spring. We have notified North Metro Soccer Association that the field is closed until May 27th and possibly later so that we can grow some grass on areas that were disturbed from the installation of the irrigation system. There may also be some minor grading that will be done in one corner of the field. • Way Finding Signs — Now that the Park Commission and City Council has provided input regarding the sign layout, staff will be meeting with a sign manufacture to discuss details and size of the sign. Once a sign has been completed, a sample sign and size will be brought back to the City Council for review. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Cell Phone Companies Update (Fox Meadows Park) Fox Meadows Park There is nothing new to report. Plans for the building and pole have been submitted by Verizon Wireless but the application and fees required have not been submitted. Verizon is still considering other locations. If the application and fees are submitted, staff will schedule the request on a future agenda. 2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to determine what each of the Commissioners will be responsible for during 2014. Item is on the agenda. Marinello — Will work staff on the ability to send out updates to residents regarding municipal activities. • Elstrom — has volunteered to work with Commissioner Miskowiec on a tree planting project and will coordinate with Kameron Kytonen, Natural Resource Technician. • Stenzel — Will coordinate a bike ride with Commissioners Lindahl & Lewnau. It will be necessary to prepare an article for the September /October newsletter by Friday, July 18th. • Lindahl — Will coordinate a bike ride with Commissioners Stenzel & Lewnau. Miskowiec — has volunteered to work with Commissioner Elstrom on a tree planting project and will coordinate with Kameron Kytonen, Natural Resource Technician. Update of Pedestrian Trails — At this point this is what has been going on with trails: • The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Staff has submitted an application for a trail along the WDE site that will connect the Kensington Estates development to Andover Station North Ball Field Facility (see attached map). • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The location and date of the meeting should be discussed within the next month or two now that it is spring. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e -mail as to discussions of various projects the City Council has been working on or is considering. Haas, Assistant Public Works Director SUBJECT: A. Discuss 2015 -2019 Parks Capital Improvement Plan, Cont. DATE: April 3, 2014 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the 2015 -2019 Parks Capital Improvement Plan (CIP). DISCUSSION Based on discussion from the last workshop meeting on March 20, 2014, the Commission had made some general suggestions for improvements over the next 5 years. The suggestions were as following: • Continue looking at redeveloping Fox Meadows Park but move the project up from 2017 to 2016. • Including Kelsey Round Lake Park in the CIP (no date was established by the Park Commission). • Expand Prairie Knoll Park Building to enlarge the warming house area. • Constructing a Pickle Ball Court (possible location would Northwoods West Park) Attached is a revised 2015 -1029 Park CIP Projected Fund Balance sheet. The only modification was moving Fox Meadows Park from 2017 to 2016. The other improvements listed above are not included on the balance sheet. Keep in mind there are a number of other improvements that Public Works Parks Department (see attached) would like the Commission to consider. As far as the cost to construct a Pickle Ball Court, it will very anywhere from $10,000 to $50,000 depending on the variables that can affect your costs. Attached is information about Pickle Ball Court construction costs and extra - cost/option items for your review. As mention in the past, there are a number of parks that do not have security lights. Also keep in mind the Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot throughout the parks system. If the Commission is interested in knowing the planned improvements for all the parks, review Section F of the Information Packet (2010 Existing and Future Park Facilities Chart). BUDGETIMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more. 0 0 ACTION REQUIRED The Park and Recreation Commission is requested to continue discussing the 2015 -2019 Parks Capital Improvement Plan. Kevin n U Court Construction Costs Pickleball Court Construction Costs 0 A total playing area of 34x64 is recommended for each court. One -fourth of a standard tennis court is 30x60 which is the minimum recommendation (3064 preferred). If a compromise on the size must be made, the width is more important than the length. The perimeter fencing is typically 10 feet high, the same as a tennis court. That works out well most of the time. At that height, a ball might still occasionally go over the fence. On a wider pad, you can get away with a lower fence. Low fences between the courts are recommended. Without fences or some other barrier, stray balls can interrupt play and be a potential safety hazard. A 4 -foot fence usually works well. Padding on the top rail of a 4 -foot fence is recommended. You are probably looking at a range of about $10K per court to $50K per court depending on a lot of variables as described below. It can be done for much less with volunteer labor. The techniques used for building pickleball courts are identical to the techniques used for tennis courts. Your best bet is to get quotes from local tennis court contractors. Some of the variables that can affect your costs are listed below. It helps a lot if you just "go bare." In other words, trim it down to the bare essentials and eliminate some of the extra - cost, optional items. • One of the biggest local variables is site preparation, grading, and drainage. Certain types of unstable soils require additional preparation. Almost every court installed in our area has run into delays from the city and county because of drainage problems or reviews. You can't make any changes to a site without dealing with drainage and sometimes that gets expensive. The extent of local bureaucracy can be a big factor. Do they require the expense of drainage studies? • Type of surface... concrete or asphalt. In our area, post- tensioned concrete is the preferred choice. Asphalt is less expensive, but can present higher maintenance costs, more cracking, and low spots. • Are there existing trees or other landscaping to deal with? • Is there an existing sprinkler system that needs to be reworked? • What type of landscaping, if any, is planned? • Will there be perimeter fencing? How high? Will it include windscreen? • Will there be court separation fencing? • Are there access considerations during construction? • What are the access consideration considerations for players and spectators? Will there be walkways to and around the courts? 0 • Will there be spectator seating and seating for waiting players? • Will compromises be made on the size of the pad? • Do you require lighting? We have found that evening play is almost as popular as play during the day, especially during the hot months. Lighting can be expensive. • Do you plan on shade for spectators and players? • Are there architectural, zoning, or CC &R restrictions? • Are there easements for water, electric, or gas lines? Are there setback requirements? • Will there be water for water fountains or hose bibs for cleaning the courts? • Is electricity needed for lights or court- cleaning equipment? If plumbing and electrical are not in the area, the cost of getting it there can exceed the basic cost of the court. • Will proximity to local residences require walls or landscaping for sound attenuation or visual separation? One example of costs on the high end is the city of Surprise, AZ. They had projected a total cost $640,000 for 12 courts including lighting and most of the stuff above. Cost was also inflated when tennis player on the city council insisted on a sound wall between the courts and the local tennis center. The entire project got scrapped when the economy turned sour and the city experienced a budget crunch. It can be done for a whole lot less if you don't have too much local bureaucracy and you keep the requirements to a minimum.
