Carlberg, Community Development Director SUBJECT: Andover Clocktower Commons PUD Revision Request DATE: March 25, 2014 INTRODUCTION 0 Tom Roberts and Darrin Lazan are requesting the City Council discuss and provide direction on their proposed revisions to the Andover Clocktower Commons PUD located on the northeast corner of Crosstown Boulevard NW and Hanson Boulevard NW. DISCUSSION Mr. Roberts and Mr. Lazan will present the changes to the City council at the meeting. If Council is supportive of the requested revisions, Staff will work with Mr. Roberts and Mr. Lazan on processing an amendment to the Planned Unit Development that was approved in 2003. Staff has attached the approved PUD plans and the two concepts proposed by Mr. Roberts and Mr. Lazan. The significant changes include shifting the building(s) closer to Crosstown and removal off the stand alone clock tower and related common area. The clock tower is proposed to be incorporated into the building design. ACTION REQUESTED Receive presentation and direct Mr. Roberts and Mr. Lazan on how Council would like them to proceed. DISCUSSION This item is a continuation from the January 21, 2014 City Council meeting. The Commission suggested the name since a number of residents are already familiar with the Pine Hills Park and would be easier for individuals to find the new Sports Complex. If the City Council approves Pine Hills North, it is recommended that the Pine Hills Park on the south side of 161" Avenue NW be renamed to Pine Hills South Park. The other two names that were discussed in no particular order were Oak Run Sports Complex and Pine Ridge Sports Complex. Note: There was some discussion about the history of the Bennett property but the Commission mentioned it may be appropriate to name one of the fields after the Bennett's at a later date. ACTION REQUESTED The City Council is requested to consider the naming of the 40 Acre Sports Complex as Pine Hills North as recommended by the Park and Recreation Commission. Mayor Garr the thought this plan would fit well with the surrounding neighborhood kmd looked nice. Councilmember Trude agreed and was glad there was a tree preservation plan. CONSIDER NAMING 40 ACRE SPORTS COMPLEX13535 — 161sT AVENUE /12 -31, CONT. Mr. Berkowitz stated the City Council is requested approve the naming of the 40 Acre Sports Complex. Mr. Berkowitz reviewed the staff report with the Council. Mayor Gamache stated there are 66 parks in the City and a number of them are undeveloped neighborhood and mini parks. He stated in looking at the names of the parks, he noticed they have not been very creative in the naming. A lot of the parks named are directional in nature or named after a nearby creek or waterway. To name the 40 acre sports complex he suggested each councilmember pick out their favorite names on the included list and then discuss it at an upcoming workshop. Regular Andover City Council Meeting Minutes — January 21, 2014 Page 4 Councilmember Knight suggested at the end of the park name, they include "sport complex" because it will be a monumental park in the City. Councilmember Trude stated there will be something for everyone at this park. She thought a lot of the parks were already named after people. She would like to go along with the Parks Commission recommendation for the name of the park. Motion by Trude to name the park Pine Hills North Park and if they want to name something after the Bennett Family, they should name the first ballfield on 161' Avenue "Bennett Field." Councilmember Trude stated she agreed with the Parks Commission because it is really hard to find some of the parks in the City and it takes a while before the parks will show up on a Google search. Mayor Gamache did not understand how the difference between the name of the park will make a big difference. Councilmember Trude stated because it is already in the search engine and it takes one to two years for the name to get into the search. Mayor Gamache thought the teams received a map and addresses of each park that the team is playing on and it is up to the different associations to get the players to the correct fields. Mayor Gamache thought if they have an opportunity to name one of the largest parks they are going to have in the City since Sunshine Park, they should take the time to be creative in the naming. Councilmember Knight stated this is going to be the centerpiece for the City. Motion failed for lack of a second. Mayor Gamache suggested the Council pick three or four names from the list for discussion at the February Council Workshop meeting. He suggested the City reach out to the VFWs and American Legions in the area for possible veterans' names and war heros. He thought they should take the time to name it correctly because it will be one of the nicest parks in the City. Councilmember Trude stated the last thing they need to think about is that this land has been set up so that it could revert back to development and they have been reluctant to dedicate this land in perpetuity and so she thought that was another reason why she felt less comfortable putting a name on it because it could go away and the Park Commission has agreed with that. Mayor Gamache stated there are plans to split a portion of the land into a park. Mr. Dickinson noted it would be the areas without the ballfields. Councilmember Trude thought further discussion should be held on dedicating some of the land to a park. Mr. Dickinson noted this would be Anoka County right -of -way and would need to be discussed with the County. Haas, Assistant Public Works Director SUBJECT: Consider Location & Layout of Way Finding Signs /14 -16 — Engineering DATE: March 25, 2014 INTRODUCTION The City Council is requested to consider locations and layout of the way finding signs. DISCUSSION Attached are proposed locations of where the way finding sign will be installed and includes the distance between each of the locations of the signs so that users of the trail system get an idea how far they have traveled or to see how far is the next segment is. Note: There will be arrow on each sign that will state "You Are Here ". The area that staff has been directed to concentrate on is the central corridor of the City from the Community Center south to the commercial district (Andover Station) and east to Bunker Hills Regional Park. The size of the signs has yet to be determined but staff is looking at the signs to be 24" x 24" so that it is somewhat legible for users to see from a short distance. The Park and Recreation Commission has reviewed and recommended the draft way finding signs as prepared by staff. BUDGET IMPACT The CIP identifies $30,000 for the installation of way finding signs and exercise equipment along trial segments. It is identified that $10,000 would be funded from Park dedication Funds and the remaining $20,000 from Trails Funds. DISCUSSION There are two managers (Brad Johnson and Scott Bromley) whose term expires on May 27, 2014 for the Coon Creek Watershed District Board. Mr. Johnson lives in hydrologic subunit 1 and Mr. Bromley lives in hydrologic subunit 2 of the Coon Creek Watershed District. Mr. Bromley has already submitted his interest to one of the other cities. Attached is Mr. Johnson's request indicating his interest in serving on the board of managers. At this point, no other Andover residents have shown interest on serving on the board. An article was not placed in the current Andover Newsletter for March -April due to the lateness of the letter being received by the City (Newsletter was already being printed). Anoka County had previously placed a public notice in the Anoka County Union and Forest Lake Times. Staff has posted information about the board positions on Facebook and the website. Note: In order for names submitted to the county to be considered a list under the statutory definition, the list must contain the names of at least three nominees eligible to be appointed (see attached county letter). Stat. § 10313.227, Anoka County in March 2014 is publishing a notice that terms will expire for managers on the Coon Creek Watershed District Board of Managers. To be eligible for an appointment, a nominee must reside within the watershed district boundaries, be eligible to vote in the district, and not be a public officer of the county, state, or federal government (except that a soil and water conservation supervisor can be appointed). A significant portion of the property was proposed to be sold containing a conservation easement ($5,582.50/ acre) as part of the 2013 Wetland Band Road Program administered by the Minnesota Board of Water and Soil Resources (BWSR) and the residual property to be repurposed or sold. DISCUSSION The City closed on the purchase agreement in October 2013 and was also approved in October 2013 that a significant portion of the property could be sold containing a conservation easement ($5,582.50/ acre) as part of the 2013 Wetland Band Road Program administered by the Minnesota Board of Water and Soil Resources (BWSR). Subsequent discussion will center on the 2014 -2018 CIP development and the need of other committees (Vehicle Purchasing & Facility Management Committees) and commissions (Parks and Recreation & Community Center Advisory) to start their work. DISCUSSION To assist with the 2015 -2019 CIP discussion, I have attached for the Council's reference a progress report on the 2014 Capital Improvement Plan projects. Throughout the summer it is anticipated that a significant amount of time will be spent on evaluating utility infrastructure, transportation improvements, building maintenance, equipment and park and recreation needs. Each of these items will be supported by a detailed fund balance analysis of funding sources (based on various assumptions and estimates) that will be presented to the Council for review at future workshops. At this tine the Staff would like the secure the Council's priorities to assure that those priorities are taken into consideration while staff develops a draft 2015 -2019 CIP. General Fund Progress Report — Through February 2014 DATE: March 25, 2014 INTRODUCTION The City of Andover 2014 General Fund Budget contains total revenues of $9,569,142 and total expenditures of $10,026,875 (includes $30,500 of 2013 budget carry forwards), a decrease in fund balance is planned. Monthly reporting of the City Budget progress to the Governing body is a recommended financial practice and often viewed positively by rating agencies. DISCUSSION Attached is the General Fund Revenue & Expenditure Budget Summary - Budget Year 2014, reflecting year to date actual through February 2014. The attachments are provided to assist discussion in reviewing 2014 progress; other documents may be distributed at the meeting. Please keep in mind the report reflects "Pre- Audit" numbers. The following represents Administration's directives and departmental expectations that are in place again for 2014: 1. Expenditure budgets while approved, expenses are to meet with the spirit that needs are fulfilled first, expansions of service and special requests are to be reviewed with City Administration before proceeding. 2. Departments are to be committed to search for the best possible prices when purchasing goods and services. 3.
