DISCUSSION Attached for your review is the application that has been submitted by the Andover Athletic Association for ASA Girls Slow Pitch State Tournament at Sunshine Park on fields 1 -6 and City Hall Field #7 from July 25 -27, 2014. This request does not conflict with any of the youth tournaments as none are scheduled for that weekend. (Example: Include the location /distance of pitching rubbers and/or base locations.) 50 FT PITCHING RUBBERS AND 60 FT BASES All requests for tournaments must be submitted by the 3rtl Friday of December. The application will be considered by the Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department * If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, neither the Tournament Fee, the Field Usage Fee nor the Non - Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament. If further information is needed, please contact the Parks Coordinator at (763) 755 -5100. Consider 2014 Spring /Summer Softball/Baseball Schedule DATE: March 20, 2014 INTRODUCTION This item is in regard to consider approval of the 2014 spring/summer softball/baseball schedule. DISCUSSION Attached for your review is the proposed 2014 softball/baseball schedule. The City has received two (2) applications for use of the fields for the upcoming season: Andover Athletic Association (AAA) and Andover Baseball Association (ABA). At this point, AAA has indicated that they would like maintain the same arrangement with the Andover Baseball Association (ABA) regarding the use of Sunshine Park Fields 5 and 6 on Tuesday's and Thursday's. This means ABA would only use these fields on Tuesday's and Thursday's when they have games scheduled. AAA has also requested to use Sunshine Park Fields 5 and 6 on Friday nights. Otherwise for the most part, the regular schedule of fields is the same as 2013. The City has received applications for use of the fields from the following youth groups: Note: Copies of the certification of participants, By -laws, the 501C3's, the certificate of insurance and the established grievance procedures for the AAA and ABA are available from City staff if you would like to review them. She requested that we give her Sunshine Middle and Prairie Knoll North because she didn't like the field conditions at Fox Meadow. Consider Layout of Way Finding Signs, Project 14 -16 DATE: March 20, 2014 INTRODUCTION The Park and Recreation Commission is requested to consider layout of the way finding signs. DISCUSSION At the last meeting on March 6, 2014 the Commission reviewed the proposed locations that were presented by staff. Two additional locations (Sunshine Park and Andover Lions Park) as recommended by the Commission are now included on the sign which is located in the side pocket of you packet. The way finding sign identifies the locations of where the signs will be installed and includes the distance between each of the locations so that users of the trail system get an idea how far they have traveled or to see how far is the next segment is. Note: There will be arrow on each sign that will state "You Are Here ". The area that staff has been directed to concentrate on is the central corridor of the City from the Community Center south to the commercial district (Andover Station) and east to Bunker Hills Regional Park. The size of the signs has yet to be determined but staff is looking at the signs to be 24" x 24" so that it is somewhat legible for users to see from a short distance. BUDGET The CIP identifies $30,000 for the installation of way finding signs and exercise equipment along trial segments. It is identified that $10,000 would be funded from Park dedication Funds and the remaining $20,000 from Trails Funds. Review Draft Parking Lot Plan- Reconstruction/Prairie Knoll Park/14 -14 Date: March 20, 2013 INTRODUCTION The Park and Recreation Commission is requested to review the draft parking lot plan for Prairie Knoll Park. DISCUSSION A copy of the proposed layout of the parking lots is located in the side pocket of the packet. As you can see from the proposed layout for the south parking lot, the bollards that were installed in 2013 will be removed and replaced with raised concrete medians. New concrete curbing will be installed along the north side of the south parking to control the water runoff and eliminate the erosion issues that staff has had since the parking lot was constructed in the playground and grass /turf areas. There will be a storm sewer that will be constructed to drain the south parking lot to the existing pond that is located north of the existing hockey rink. The north parking will be included as alternate bid with the south parking lot. Concrete curb will be installed along the south side of this parking lot along with storm sewer to drain the water off. The south parking lot will be closed from July 7ch to August 15th but the north parking lot will be available for parking so the fields can be used for games /practices. The associations (football and soccer) have been notified on how they are to schedule the fields until the parking lots are completed. The Andover Football Association jamboree is tentatively scheduled for August 23`d Staff has identified in the specifications as to when the contractor needs to be completed with the construction. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility The location and date of the meeting should be discussed within the next month or two now that it is spring. DISCUSSION It is that time of the year to begin discussing the 2015 -2019 Parks CIP. The target date for draft CIP is June 6th. Also attached is a projected fund balance sheet that was prepared recently by the Finance Department for your use. The Commission should pay attention to the status of 2014 end of the year balance. The Commission should discuss if there is a project that you may want to consider a project for 2015. Based on last year's CIP, no significant improvements are planned for 2015. The only larger improvement that has been identified is in 2017 for the redevelopment of Fox Meadows Park. Again there are a number of parks that do not have security lights. Also keep in mind the Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot throughout the parks system. Attached is a list of park improvements recommended by the Public Works Parks Department for the Commission to consider. If the Commission is interested in knowing the planned improvements for all the parks, review Section F of the Information Packet (20 10 Existing and Future Park Facilities Chart). BUDGET IMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more. DISCUSSION The Schmeichel's along with others from the Sophie's South development attended the Planning Commission meeting public hearing on March 11, 2014 to discuss the proposed development and the possibility that the City should reconsider additional park land adjacent to Sophies Park. Attached is the request from the Schmeichel' s along with a letter from three of the neighbors that live in Sophie's South neighborhood that was presented to the Planning and Zoning Commission as part of the public hearing for the sketch plan. Just as a reminder, the consensus of the Park and Recreation Commission at the February 27, 2014 meeting was to approve a 20 foot trail to connect the new development to the existing park with no additional park as part of the preliminary plat once that is submitted to the City. A copy of the sketch plan was included in your February 27, 2014 packet for your review. Staff has attached a copy of the Park Commission meeting minutes from the February 27h for your review. Public Works Staff has recommended that no additional park land be dedicated in addition to the Sophie's Park due to the existing wetlands that has been identified on the sketch plan. Staff did recommend a 20 foot wide park land access from Winslow Woods for access to Sophie's Park which has been supported by the Park Commission. Unfortunately we received notification on March 1, 2014, and after reading the Park Commission minutes of February 27th, realized that you had already reviewed the sketch plan and had decided to not add additional park land to the development. We would like you to take another look at the sketch plan and discuss the possibility of accepting lot 59 as park land. We are including the letter we sent to the Planning Commission outlining what we considered would be the benefits to the Sophie's South residential area, the new proposed development, and the city of Andover. If the land was dedicated as park land and a nature loop trail (not asphalt) was built on the land, there should be little or no expense to development of the land and minimal maintenance expense in the future. We would anticipate that Sophie's Park will more than double its current usage, with the addition of more than 80 additional lots and easy access from the residents west on Yellowpine. Many residents, in this neighborhood to the west, already use Sophie's Park, but currently need to use Crosstown as their access point. The new development will provide safe access by using the bike path that you have recommended into Sophie's Park, which we wholeheartedly support. We plan to attend your March 20th meeting and look forward to a discussion of this idea. We appreciate any consideration you give to this idea and the vision for additional park space connected to Sophie's Park that embraces nature in addition to developed park land. Staff is recommending a 20 -foot wide trail easement or parkland access from Winslow Woods for access to Sophie's Park. If any of the property in this general area is dedicated as park, the cash portion that is due for the remainder of the park dedication will be calculated based on the formula per City Code l l -3 -7 (C). The more land required to be dedicated the lesser the park dedication fee portion will be. The Park and Recreation Commission is requested to review and consider the park dedication requirements for the proposed Winslow Woods Sketch Plan. Chair Butler asked if there would be a connection from Sophie's Park south into the new development. Mr. Haas indicated that there would be a 20 foot dedicated park property for the construction of a trail for the new neighborhood so there would easier access. No additional park land is being recommended to be dedicated. Chair Butler asked if there will be trail segment along Xeon Street NW from Sophie's South development. Mr. Haas indicated there will be, stating there is an existing trail in Sophie's South development and that will eventually be connected to Andover Boulevard. In addition, at some point there will be a trial that will be constructed along the south side of Crosstown Boulevard between Hanson Boulevard and Sophie's South development of the west end. Chair Butler said this plan does two things; it connects new developments and gives more Commissioner Miskowiec asked about dimensions of Sophie's Park. Mr. Haas said the park is approximately three to four residential lots wide and about an acre size. Commissioner Miskowiec said we are adding 100 more units and to the north are more units. He said there is not a lot of land masses for this many houses and it will be a heavily used park that will see much congestion. Mr. Haas said we cannot develop wetland, adding there is another undeveloped park as part of Moore Estates development. He said we could do others but that he would not recommend tying anything to Sophie's Park except for the 20 -foot trail. Mr. Haas said Sunshine Park is nearby as well as the school and City Hall with lots of easy access to those parks and facilities. Larry Olson, Winslow Woods, said the development will be 100 lots with Phase I indicated to start as soon as plat approval is received, which will hopefully be late summer or early fall depending on sales with complete build out within the next two summers. Mr. Olson said they have reviewed one lot being part of the park but said it is Regular Andover Park & Recreation Commission Meeting Minutes — February 27, 2014 Page 3 heavily wooded and contains wetland so it was decided it would not be the best option for a park. Commissioner Stenzel asked about the south half of the plan by 144th Avenue. Mr. Olson said the land is not for sale now but an easement was required by the City as a possibility for future utility extensions. Commissioner Stenzel inquired about Xeon Street to 150th Avenue to the east area. Mr. Olson said they are looking at this area for regional storm water retention ponding and storm water. Mr. Haas said the Planning Commission had indicated that property to the east is within the MUSA and can be served, adding that sewer will need to come across the railroad tracks. He said it was suggested that a trail connection occur with a possible tunnel to access the schools, City Hall, and YMCA at a location not yet determined but based on grading, ponding, and other components. He said this concept still needs to be reviewed by the Planning Commission and City Council before final recommendation can be made. Commissioner Stenzel, inquired about the easement. Mr. Haas said there is a gas line easement along with some sewer and water work and then a bikeway /walkway tunnel will be determined. Commissioner Stenzel asked about the cul -de -sac on 1501h Avenue. Mr. Haas said a temporary cul -de -sac will be needed on Xeon Street for snowplowing. Commission consensus was to approve the park dedication requirements for Winslow preliminary plat. Chair Butler said he was comfortable with the trail concept. He said this will result in a nice small park on the south side and thanked the applicant for his work. DISCUSS LANGSETHPARK BUDGET AND IMPROVEMENTS /13 -43 Assistant Public Works Director Haas reviewed the Commission is requested to discuss budget and improvements to Langseth Park. A listing of the proposed improvements that are being recommended by the Public Works Parks Department along with recommended allocation for parks ( Langseth and Andover Lions). If there are no questions from the Commission, staff will contact the neighborhood representatives to schedule a meeting to discuss the funds available and playground structures that may be considered for purchase.
