FEBRUARY 5, 2014 -MINUTES
A meeting of the Andover Economic Development Authority was, called to order by President Mike
Gamache, February 5, 2014, 6:00 p.m., at the Andover City Hall,_ 1=685 Crosstown Boulevard NW,
Andover, Minnesota.

January 7, 2014,

Capstone Horner _ Capstone aq�tzired the 8 -plea in December 2013. Construction will begin
when weather perms _s. Constru�twn is planned for this year. Capstone has been in discussion
with Mr. Povlitzki, owner of 6 -9 acres south of 139''' Avenue, next to the EDA owned 4 -plea
parcel. Combining the4ple3afcel and 6.39 acres, Capstone could possibly create 20 single -
family lots.
Cherrywood of Andover — According to Marshall Weems despite the cold weather, construction
is still on schedule for April 2014. Cherrywood staff will train and furnish the facility through
the month of April with the first residents moving in May 2014.
ANDOVER STATIONNORTH UPDATE
Mr. Carlberg updated on the following:
Dynamic Sealing Technologies, Inc. — DSTI has signed the purchase agreement and paid the
$20,000 earnest money to Register Abstracters Inc. Closing will occur before July 1, 2014.

1 Pizza Ranch — The grand opening scheduled for January 11 w was delayed due to the
2 overwhelming success of the restaurant. An open house for community and business leaders in
3 conjunction with the area chambers will be scheduled in the near future. Staff will notify the
4 EDA when the open house is scheduled.

6 Commissioner Trude asked about the bank parcel, 1777 Bunker Lake Boulevard. Mr. Dickinson
7 indicated the parcel is owned by United Bankers Bank and they would prefer a small community
8 bank to occupy the property.

10 Measurement Specialties — A public hearing will be held at tonight's Council meeting to vacate
11 the existing drainage and utility easements between the two lots. A joint parking agreement with
12 the City will allow for the lot to also be used for the Andover Station North ball fields. The City
13 will be putting finances toward the parking lot construction.

15 Andover Station North Owner's Association Meeting — The annual meeting was held on
16 January 8h. In addition to approving board member and officer appointments, the board also
17 accepted the 2013 assessments for maintenance costs. Staff also provided an update to the
18 association on development activities in the area.

20 Staff continues to market the area.

22 REDEVELOPMENT DISCUSSION /UPDATE

24 Mr. Carlberg stated with the contamination related to the clean up of the Stop -N -Shop parcel,
25 staff is working with SEH to get 2 -3 bids to do the environmental tests and report to the MPCA.
26 The City has 150 days to submit the report to the MPCA. The City does not have to remove
27 anything at this time; the MPCA is looking for more information on the contamination present.

29 Mr. Dickinson indicated staff has been working with a broker in the area familiar with the
30 properties. Mr. Dickinson stated after contacting some of the property owners, the EDA may
31 want to look at the parcels on the north side of 138`" Avenue.

33 President Gamache asked would be done with the property on 138` Avenue. Mr. Carlberg
34 answered it would likely be high density housing.

36 The EDA discussed potential options for the area.

38 OTHER BUSINESS

40 Mr. Carlberg indicated the Boy Scout interested in constructing the dock on the pond by Target
41 has received approval from his Scout Leader to move forward with the project. The Boy Scout
42 will be working with Assistant Public Works Director, Todd Haas and the Parks Department
43 regarding the project.

Mr. Carlberg reminded the EDA of the Anoka Area Chamber of Commerce State of the City
event scheduled for February 11"'.
ADJOURNMENT
Motion by Knight, Seconded by Howard to adjourn. Motion carried unanimously. The meeting
adjourned at 6:53 p.m.

INTRODUCTION
The EDA is requested to receive an update from the Community Development
Director on recent developments at Parkside at Andover Station.
DISCUSSION
Capstone Homes - acquired an 8 -plex lot(s) from the EDA on December 13, 2013.
Capstone has been provided the construction plans to insure the building is
compatible with the existing 8 -plex buildings. Construction of the building is
planned for this year.
Cherrywood of Andover - construction is still on schedule for an April 1, 2014
completion date even though some days were lost due to the cold weather.
Cherrywood staff will take occupancy, train and furnish the facility through the
month of April with the first residents moving in May 1, 2014.
ACTION REQUESTED
Receive presentation and provide input if necessary.

Dynamic Sealing Technologies, Inc. (13901 Jay Street NW)
EDA approved the purchase agreement with DSTI on January 7, 2014. DSTI has signed
the purchase agreement. Hakanson Anderson has completed the Alta Survey as required
in the purchase agreement and the survey has been provided to DSTI. Closing date is to
occur on or before July 1, 2014.
Pizza Ranch (13727 Jay Street NW)
The Anoka Area Chamber of Commerce performed a ribbon cutting on Wednesday,
February 26, 2014. City staff was in attendance and toured the kitchen facility. A picture
of the ribbon cutting ceremony will be included in the next addition of the "Andover
Today" newsletter.
Measurement Specialties (1711 1391h Lane NW)
Staff has been working with Measurement Specialties on the Commercial Site Plan
Application review. Staff has also received approval from the MPCA on the location of
the gas monitoring probe. The probe will be placed on the north side of the building.
The City will install the probe in accordance with the purchase and development
agreements. The MPCA will monitor the probe quarterly for methane gas once
installation is complete. A forty mil polyurethane barrier will also be placed under the
floor of the building as an extra level of protection from methane gas even though the
MPCA does not require the barrier. A spring groundbreaking is planned with a
December completion date.

SUBJECT: Redevelopment Area Discussion

INTRODUCTION
The EDA is requested to receive an update from staff on the redevelopment of the
Bunker Lake Boulevard/Crosstown Drive /Crosstown Boulevard area.
Stop —N Shop Propert y
The Minnesota Pollution Control Agency (MPCA) is requiring the City prepare a
Limited Site Investigation (LSI) report on the additional soil contamination
discovered from a leak from a gasoline pump distribution line when the
underground fuel tanks were removed. Staff worked with Al Sunderman of SEH
to solicit proposals from three environmental engineering groups to prepare the
LSI on behalf of the City. Peer Engineering was the lowest responsible quote
received and was authorized to prepare the LSI. Once completed, the LSI will be
submitted to the MPCA. The LSI must be submitted by April 27, 2014.
ACTION REQUESTED
The EDA is requested to continue discussions on the redevelopment of this area.
