It will be necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works Department will be necessary prior to any use. (Example: Include the location /distance of pitching rubbers and /or base locations.) Bases and pitching rubbers will have to be moved to Fastpitch regulation All requests for tournaments must be submitted by the 3rd Friday of December. The application will be considered by the Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the toumament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department Supervisor. * If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, neither the Tournament Fee, the Field Usage Fee nor the Non - Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament. If further information is needed, please contact the Parks Coordinator at (763) 755 -5100. The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc. During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed. Consider Park Dedication Requirements/White Pine Wilderness 2nd Addition Preliminary Plat DATE: March 6, 2014 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of White Pine Wilderness 2nd Addition. DISCUSSION A copy of the preliminary plat is in your side pocket of the packet for review. The proposed preliminary plat is located just to the north of 161st Avenue NW east of Hanson Boulevard NW. As you can see in looking at the preliminary plat, the developer is not proposing a park. Based on previous review of the area and preliminary plat, the Park Commission recommended a park in the development that is adjacent to any open space area. Attached are previous meeting minutes from March 16 and July 20,'2006 and the agenda item and meeting minutes from May 20, 2010 for your review. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed preliminary plat and recommend the park dedication requirements to the City Council. The Anoka Area Soccer Association is proposing a tournament to be on May 12th -14th. Russell Pram, president of Anoka Area Soccer Association had reewdy changed its name to Minnesota Revolution Soccer Club. There were over 600 participants with 180 of those out of the YMCA's summer program.. He found that 60% of those participants were residents of Andover. By 2009 they anticipated 40 teams. In addition, they wen working with Meadow Creek School to develop a feeder program. Don Cameroon stated that a tournament was planned for May 12th -14th. The City of Anoka bad already agreed to provide 8 fields Mr. Pram added that they were hoping for 4 full-sized fields for girls agesl3 -18. They would only need them for 90 minutes for each game. Motion by Commissioner Blackstad, seconded by Commissioner Boyer to accept the 2006 Spring/Summer Soccer and La Crosse schedules with the amendment that they accommodate the Anoka Area Soccer Association tournamalL Chair Masloski inquired about the plans for hm&mg garbage, concessions and bathrooms. Parks Coordinator Naas answered that the Concessions should be open and concessionaire will routinely handle some of those things at Sunshine Park. The associations are on their own at Prairie Knoll Park on the weekends. Commissioner Lindahl Questioned if there would be field requests each year. Mr. Pram stated that Anoka had promised extra fields, but they would probably request each year Chair Masloski reiteaated the need for criteria to guide the decisions regarding the use of fields by the various associations. Motion carried on a 4 -ayes, 0 -nays, and 3- absent (Albee, Bedor, and Neumann) vote. CONSIDER LARRY Ebl WEUCHPROPERTYSKETCfIPLAN Parks Coordinator Haas introduced the sketch plan. The Commission was to determine the park dedication for this development near the intersection of Hanson Boulevard and 161st Avenue whether cash or land or a combination of both would be required. Country Oaks Park and Oak View Park were the closest parks, both were within one -half mile of the development. There were 75 lots being proposed at about 80 feet in width, which are considered urban residential lots. The other nearby parks near this development were difficult to travel to due to 161 a Avenue NW, which is a county roads. To the north of this property, it is anticipated that no municipal sanitary sewer would serve this area, and Regular Andover Park and Recreation Commission Meeting Mmutes — March 16, 2006 Page 7 the minimum lots sizes would most likely be 2.5 acre lots with floodplain and a DNR wetland in the general area Chair Masloski questioned if there was a possibility for a trail on 161st Avenue on the north side of the road. Packs Coordinator Haas stated it was difficult to pat a trail there due to existing wetlands to the east of Crane Street NW sad it is curMD ly WentSied in the CIP as a lower priority. Commissioner I indah] noted they were landlocked, and expressed concern that it could become a burden on Public Works. Commissioner Blackstad inquired about the wetland at the east side of the proposed development and could a park be built there. Commissioner Undahl answered that all could have been green space, but it was not centrally located. Commissioner Blackstad suggested Lot 21 or Lot 22 in that area Parks Coordinator Haas noted that there was a delineated wetland boundary to consider. Commissioner Blackstad agreed it was landlocked with limited access, and expressed concern that daycares would not have access to a park. Chair Masloski agreed that a park would serve as a place to unite-the neighborhood. 10 Commissioner Blackstad suggested Lot 14 or Lot 15 could be the site for a park. Commissioner Lindahl indicated he wasted it to be more centrally located and mentioned Lot 13 or Lot 14. Chair Masloski cautioned that Crane Strom 161° Lane and Avocet Street would most likely become the main traveled roadway through the development and could possibly have a trail along these segments. Commissioner Blackstad suggested extending the trail system on 161st Avenue N.W from Hanson Boulevard to Crane Street. The trail could then be located north along Crane Street to 161'' Lane, thence east to Avocet Street Parks Coordinator Haas agreed it would be high pedestrian traffic, but noted that on the west end 161st Avenue new Hanson Boulevard there would need to be mitigation for the wetland impacts. Another option is to require a trail easement around the wetland. In addition, the County at some point may have a signal at the intersection of 161'r AvenselHanson Boulevard which will include raised medians for turn lanes in all directions which most likely extend beyond Crane Street to the east Commissioner Blackstad indicated it was not a good situation with the school nearby. He then suggested a trail extend through flee development from Crane Street to the west end of the f rt ue development through a couple lots to Hanson Boulevard. in the portion of the new development, go north along Crane Street to 161 st Lane and then east to Avocet Street Regular Andover Park and Recreation Commisson Meeting Mimrtes — March 16,'2006. Page 8 Parks Coordinator Haas reminded the Commissim they would need about 1.5 lots to accommodate a decent sized park. Commissioner Lindahl stated he believed Lot 13 and 14 would be best, but he recommended accepting cash for the park dedication instead of creating a pat's Mr. Emmerich suggested a ball field to the north of his property, or Lot 7, Lot 8, or Lot 4 if the Commission needed to put in a park. He believed the residential lots were large enough in the development to accommodate playground equipment each of the residential lots He indicated he would rather contribute to a trail, and had concerns about ponding in Lot 23 and Lot 24. He would be willing to provide access for a trail within Block 5 Lot 22 and along Lot 7 and Lot 8 Block 4. Parks Coordinator Haas stated the trail on 161st Avenue N.W. would probably be postponed because the wetlands would make it difficult to create a trail there unless a trail easement was required along the north side of the existing wetland between Hanson Boulevard and Crane Street Mr. Emmerich suggested providing access along Block 5 Lot 23, that he would extend in the future. Motion by Commissioner Blackstad, seconded by Commissioner Lmdahl to recommend the approval of the creation of a trail along the north side of 161st Avenue N.W. to the west from Crane Stout, and thence north along Avocet to Block 4 Lot 8 or Block 3 Lot S. ioner Blacksted and Commissioner I indabl agreed to rescind the motion. Parks Coordinator Haas responded that there is a sidewalk on the West sir of Crane Street on the plan in addition to a trail on the North side of 1615 Lane. He recommended it be put in on the West side because of the DNR wetland, which is locatec to the east of Crane Strelet Chair Masloski questioned if there would be less crossings to the school if it on the East side. Parks Coordinator Haas explained that for the most part that what they with the trail locations it was going to be the same number of crossings Commissioner Hupp inquired if the sidewalk could go on the South of 161g17 am J wound the wetland Commissioner Bedor asked for clarification . that a small park was going lobe there. Commissioner Bedor inquired how it was determined which playground equipme it would become a part of a park. Parks Coordinator Haas explained that if the park was put in before the residents were present, the Commission and staff determined the playground equipment, if the residents were tbere prior to the park being develop the neighborhood helped determine the playground equipment Mr. Emmerich stated that if the Commission wanted Lot 8 for the wetland, he w offer it if Lot 7 would be buildable. In addition, be was willing to move trees as Parks Coordinator Haas indicated that if there was a recommendation to Council. Commission would not review the plat again. Chair Butler asked if the Open Space Commission would be willing to put up some play equipment on the open space. Mr. Haas stated technically this would be open space with no park equipment on it but the Park Commission could have part of the land for a park and the rest would be open space land. The Commission discussed the proposed open space land and what it consisted o£ Chair Butler stated his concern would be that they would not stick with the plan of putting a park in there and they would end up in a situation where they forgo the park because they have the open space next door and then they will not be able to use part of the open space as a small park. Chair Butler stated because 165th Avenue being a 55 WH road with a shoulder but no trail it would be nice to have a park in there and people have purchased lots with the intention that there would be a park in the development. Commissioner Lindahl stated his concern was they did not want to be too far to the south with a park so when the north area develops the park would be centrally located and everyone would be able to access the park and not just this development. Chair Butler asked if there would be a trail in the area. Mr. Haas thought there would eventually be a trail directing people where to go. Chair Butler asked if they could select a different lot to be used as a park because it would make sense to him if they were going to pursue open space and if they still wanted a park, which is something they will make a recommendation on, it would make more sense to have the park land adjacent to the open space which currently it does not. Discuss Survey Results for Hockey Rink Improvements/Hidden Creek North Park Date: March 6, 2014 INTRODUCTION The Park and Recreation Commission is requested to discuss the survey results for park improvements regarding Hidden Creek North Park and receive input from the neighborhood that may be in attendance at the meeting. DISCUSSION A total of 8 surveys were received. Staff has compiled results of the survey down below for your review. 1. Currently the site contains a baseball field, soccer field and a playground area. Would you and/or family be interested in seeing an outdoor hockey rink constructed at the park? Yes 3 If you selected Yes to this question, please answer Question #2. (Surveys A, B, and D) No 5 If you selected No to this question, we would appreciate if you would tell us why. (Surveys C, E, F, G and H) Comments from Survey C: I don't have enough information on the crime that is a result of the other rink closing and would want more info on this before I make my final decision. Also, I want the play area to be as nice (or even nicer) and just as big (if not bigger) if a hockey rink is going to replace the existing play area. Comments from Survey F: From the looks of the drawing you will be moving the playground right by our house. My husband works nights and I know by living behind the park the older kids hang out there at night screaming and making a lot of noise. We don't want this as we would not be able to keep windows open do to the noise and my elderly mother lives us. With the rink open till l Ipm she needs her sleep. Comments from Survey G: I would not support this ice rink. I don't think there is any reason why the current rink needs to be moved from its location. It being located at Crooked Lake School makes more sense as children can go right to it after school and it is more accessible for parking. The current rink can be updated just as easily as a new one can be built, and most likely save the taxpayers money. Comments from Survey H: From looking at the initial plans, I think a hockey rink is too big for that area. You will have too much crammed into this park. 2. If you said yes to Question #1, would you and/or your family have any issues with the rinks being lighted for nighttime use during hours when the park is open? Note: City parks are officially closed at 11:00 p.m. each night. Hockey rinks with warming houses are generally closed by 9:00 p.m. each night. Please indicate other suggestions for the park if you have any: From Survey A: We are assuming in filling out this survey (and by looking at the map of the proposed changes that you sent us in the mail) that you are going to put a new playground in south of the area where the current playground is. From Survey B: We are assuming in filling out this survey (and by looking at the map of the proposed changes that you sent us in the mail) that you are going to put in a new playground with equipment south of the area where the current playground is. Having a playground with equipment is more important to our family than whether or not a hockey rink is installed. From Survey D: Outstanding idea!!! From Survey E. As I stated before the way the park is currently laid out is very nice, putting a rink in there would make it look stuffed and tacky. From Survey G. Hidden Creek park is very pleasant as it stands now. Adding a hockey rink as you are proposing would turn it into an eye sore, especially as you are driving down Bunker and to the residents that live closest to it. I urge you to please either choose a different location or update the current rink. From Survey H. I do daycare from my home. We use the park very often. Instead of putting in a hockey rink, update the playground equipment. The merry-go -round and the 3 monkey bars are not safe for kids. Have seen many kids get hurt from them. As previously mentioned to the Commission and indicated in the survey, the neighborhood has been invited to attend and participate in the discussion. Attached is a drawing of where the rinks would be recommended to be located within the park. Due to some concerns of the existing hockey rink/free skating rink located at Crooked Lake Elementary School, the Park Commission is exploring options to replace the rinks at the current location or at one of the parks located in Andover. Hidden Creek North Park is one of the parks that is being considered. For the Park Commission to consider these improvements to Hidden Creek North Park, the City would like to receive input from the neighborhood. The way you can participate in this is by completing the on -line survey that is available on the City of Andover's Website at www.andovermn.gov and click on City Departments. DISCUSSION City staff would like the Park Commission to consider creating a tournament, multi -day, and jamboree application form for hockey similar to the softball - baseball and soccer- lacrosse applications that are currently in place. The reason for this request is for consistency with the other sporting activities that may or may not require Public Works to maintain the facilities for tournaments, multiday events and/or for a jamboree. The past practice with other sporting activities is that if an association is requesting maintenance during the tournament, fees are required as part of the application. Note: Since the hockey jamborees started a couple years ago, Public Works has provided maintenance during the jamborees at no cost to the hockey association. At a minimum, associations or groups should be required to cover the cost of staff time spent to maintain the facilities. Review Outstanding Items DATE: March 6, 2014 Issues list as of 3/4/14 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Next quarterly report is due in April • Update of Ouarterly Sheriff s Department Report on Park Patrol & Vandalism — Next quarterly report is due April • 40 Acre Sports Complex — The site is 95% complete including the irrigation system for the fields. There will be additional irrigation being installed next spring around the parking lots. The grass for the fields is coming in very nicely. Staff is working on expenses made to date. Naming of the park is still undecided and will be presented again to the City Council on March 25, 2014 for consideration. Langseth Park — Staff will be meeting with neighborhood representatives to select the equipment over the next couple weeks. • Hidden Creek North Park — Item is on the agenda. • Prairie Knoll Park — Plans are currently being worked on by engineering. At the direction of the City Council, concrete curb will be installed along the north side of the south parking lot and concrete curb will be installed along the south side of the north parking (north parking lot is being included as an alternate to the south parking lot bid). • Oak Bluff Park Public Works Parks Maintenance staff are gearing up to have the irrigation system installed early this spring. We have notified North Metro Soccer Association (and lacrosse) that they may need to stay off the field for a short period possibly till the end of May or later. • Way Finding Signs — Engineering staff has met with the GIS Department to prepare an example of what one of the signs will look like for the March 20th Park Commission meeting. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower —Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Cell Phone Companies Update (Rose and Fox Meadows Park) Rose Park Lease agreement has been approved by the City Council. 50% of the annual lease fees collected will remain with the park. Fox Meadows Park Plans for the building and pole have been submitted by Verizon Wireless but the application and fees required have not been submitted. Verizon is still considering other locations. If the application and fees are submitted, staff will schedule the request on a future agenda. • 2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to determine what each of the Commissioners will be responsible for during 2014. This discussion will take place at the work session on March 201h • Marinello — ? • Elstrom — ? • Stenzel — ? • Organized Trail Bike Ride/Lindahl — Need to prepare an article which is due by March 4, 2014 for the May /June 2014 Newsletter. • Butler — ? • Lewnau — ? • Miskowiec — ? • Update of Pedestrian Trails — At this point this is what has been going on with trails: • The City Council has approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The locations and dates of these meeting will be determined in late winter or early spring.
