SUBJECT: 4. Review Winslow Woods Sketch Plan

INTRODUCTION
The Park and Recreation Commission is requested to review and consider the park dedication
requirements for the proposed Winslow Woods Sketch Plan which is located south of Sophie's
South development.
DISCUSSION
A copy of the sketch plan is in the side pocket of your packet for review. The sketch plan does
include an area of park adjacent to Sophie's Park. Sophie's Park is identified on the attached map.
Public Works Staff have reviewed the sketch plan and recommends that no additional park land be
dedicated in addition to the Sophie's Park due to the existing wetlands that has been identified on
the sketch plan. Staff is recommending a 20 foot wide trail easement or park land access from
Winslow Woods for access to Sophie's Park (see attached drawing).
If any of the property in this general area is dedicated as park, the cash portion that is due for the
remainder of the park dedication will be calculated based on the formula per City Code 11 -3 -7 (C).
The more land required to be dedicated the lesser the park dedication fee portion will be.
ACTION REQUIRED
The Park and Recreation Commission is to review and consider the park dedication requirements
for the proposed Winslow Woods Sketch Plan.

INTRODUCTION
The Park and Recreation Commission is requested to discuss budget and improvements
to Langseth Park.
DISCUSSION
Attached are the proposed improvements that are being recommended by the Public
Works Parks Department along with recommended allocation for parks (Langseth and
Andover Lions). If there are no questions from the Commission, staff will contact the
neighborhood representatives to schedule a meeting to discuss the funds available and
playground structures that may want to consider for purchase.
BUDGETIMPACT
The Capital Improvement Plan (CIP) identifies $48,000 to be utilized on
replacement/repairs of playground structures.
ACTION REQUESTED
The Park and Recreation Commission is requested to discuss budget and improvements
to Langseth Park.

SUBJECT: 6. Consider Locations of Way Finding Signs, Project 14 -16

INTRODUCTION
The Park and Recreation Commission is requested to consider locations of way finding signs.
DISCUSSION
As mentioned at the January 16, 2014 Park Commission meeting, scheduled for 2014 is the
installation of way finding signs along city corridor trails. Located in the side pocket of the
packet are the proposed locations that are being recommended by staff for the way finding signs.
The area that staff is concentrating on is the central corridor of the City from the Community
Center south to the commercial district (Andover Station) and east to Bunker Hills Regional
Park. The locations of the signs will go to the City Council for review before the final plan will
be completed.
BUDGET
The CIP identifies $30,000 for the installation of way finding signs and exercise equipment along
trial segments. It is identified that $10,000 would be funded from Park dedication Funds and the
remaining $20,000 from Trails Funds.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider locations of way finding signs.

The Park and Recreation Commission is requested to discuss potential 2014 events in City parks
or facilities.
DISCUSSION
The Commission members will need to determine what the activity responsibilities will be for
2014. Keep in mind that the Commission members can team up on an activity if they would like.

• Stenzel — 2014 ?
• Organized Trail Bike Ride/Lindahl — Commissioner Lindahl will need to
submit information by March 41h, 2014 in time for the May -June newsletter.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Ouarterly Report — Next quarterly report is due in
April.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report is due April.
• 40 Acre Sports Complex — The site is 95% complete including the irrigation system for the fields.
There will be additional irrigation being installed next spring around the parking lots. The grass for
the fields is coming in very nicely. Staff is working on expenses made to date. Naming of the park is
still undecided and will be presented again to the City Council on February 25, 2014 for
consideration.
• Langseth Park — Item is on the agenda to determine the budget for the park.
• Hidden Creek North Park — Neighborhood letter has been sent out. To date staff has received 5
surveys back. 4 in favor of the rinks and 1 against so far.
• Prairie Knoll Park — Plans are currently being worked on by engineering. At the direction of the City
Council, concrete curb will be installed along the north side of the south parking lot and concrete curb
will be installed along the south side of the north parking (north parking lot is being included as an
alternate to the south parking lot bid).
• Oak Bluff Park — Public Works Parks Maintenance staff are gearing up to have the irrigation system
installed early this spring. We have notified North Metro Soccer Association that they may need to
stay off the field for a short period possibly till the end of May.
• Way Finding Signs — Item is on the agenda.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
Cell Phone Companies Update (Rose and Fox Meadows Park)
Rose Park
The City Council has approved the Conditional Use Permit (CUP) for Verizon Wireless to the City
Council. The City Administrator is currently working on a lease agreement (sounds like they are very
close to an agreement). A portion of the funds received from lease agreement will be deposited into a
fund that can only be utilized at Rose Park for improvements. Looks like 50% of the annual lease fees
collected will remain with the park.
Fox Meadows Park
Plans for the building and pole have been submitted by Verizon Wireless but the application and fees
required have not been submitted. Verizon is still considering other locations. If the application and
fees are submitted, staff will schedule the request on a future agenda.
2014 Events in City Parks or Facilities — The Park and Recreation Commission will need to determine
what each of the Commissioners will be responsible for during 2014.

March 4, 2014 for the May /June 2014 Newsletter.

Update of Pedestrian Trails — At this point this is what has been going on with trails:
• The City Council has preliminary approved the 5 year (2014 -2018) Capital Improvement
Plan (CIP) for trails for the following locations:
o A trail is identified in 2016 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
• Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE
in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the
north side of Bunker Lake Boulevard will either be left in place or portions
reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity
Center. Also the trail will continue on the north side to Jefferson Street. A new trail will
be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions
Park. Also a new trail segment will be constructed on the south side from the Anoka
County Highway Department, crossing the railroad tracks, tying into Bunker Hills
Regional Park.
• Update of Schedulina Park and Recreation Commission meeting at a City Park or Facility —
The locations and dates of these meeting will be determined in late winter or early spring.

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e -mail as to discussions of various projects the City Council has been working on or is
considering.
