Consider 2014 Softball/Baseball Tournament Applications January 16, 2014 INTRODUCTION This item is in regard to considering the attached softball/baseball tournament application forms for the upcoming 2014 softball/baseball season as requested by the Andover Athletic Association, Andover High School and Andover Baseball Association. DISCUSSION The earliest the associations can submit is December 15'' for the following summer. The City has received applications from the Andover Athletic Association, Andover High School and Andover Baseball Association for tournaments for the upcoming season. Listed below are the tournaments that have been requested. DISCUSSION The earliest the associations can submit is December 15,' for the following summer. The City has received three applications from North Metro Soccer Association (NMSA) for the upcoming season. The City did not receive any applications from the Andover Area Lacrosse Association. DISCUSSION Attached is a copy of the letter that was sent to the owner /occupant and location map of the area where the park is located. Also attached are the results of the neighborhood survey that was presented to the Park Commission on December 19, 2013. The existing playground at the park is outdated and is in need of improvements. Park location map is on the back side of this letter. For the Park Commission to consider what improvements (including equipment replacement) could be made to the park, the City would like to receive input from the neighborhood. The way you can participate in this is by completing the on -line survey that is available on the City of Andover's Website at http://www.andovermn.gov /and click on City Departments. Once you get to this part of the website, click on Parks. Survey is on right side of the screen and click on Langseth Park. For the Park Commission to consider your comments, the survey must be completed by 4:30 p.m. on Monday, December 2, 2013. This may involve approximately 2 or 3 evening meetings. 5 Yes 3 No Name E -mail Phone DATE: January 8, 2014 TO: City of Andover, Parks Department FROM: Laura Landes Anoka County Sheriff's Office SUBJECT: Andover Park Activity Quarterly Report October 2013 — December 2013 The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park activity for the 4"' quarter. Date: Time: Location: Case Number: 10.01 23:26 Prairie Knoll 13222260 A woman reported she lost her wallet at the park. She called back a short time later to report she had found it. 10.10 14:59 Sunshine 13229194 A caller reported a suspicious vehicle at the location and implied the occupants may be selling drugs. The deputy arrived and made contact with the occupants who were cleaning out the garbage in their car. They were advised about putting the trash in the trash cans and not in the parking lot; they complied. The deputy did not observe any suspicious behavior. 10.10 19:53 Prairie Knoll 13229481 A deputy was called to the park on three parking complaints. The deputy arrived and observed three vehicles parked illegally. He made contact with the owners. While at the location the deputy observed that the parking lot was full and there was nowhere else to park. The owners were advised but not tagged. 10.10 20:03 Prairie Knoll 13229489 A deputy responded to a medical at the park. Allina responded and took over care. 10.11 11:38 Sunshine 13230008 On routine patrol a deputy was driving through the parking lot at the location. A male came up to his vehicle to tell the deputy that he was just waiting for his friend and he wasn't doing anything wrong. The deputy got suspicious and ran the male's name. The deputy noticed the male had a warrant for his arrest so the man was arrested. 10.13 20:06 Sunshine 13232005 A deputy was dispatched to an audible burglar alarm. When he arrived there was a man in the lot carrying a box and a Lacrosse stick. The deputy asked him what he was doing and he stated he had keys for the building but no alarm code. The deputy contacted the alarm company and was able to enter the code to shut off the alarm. 10.20 23:06 North Woods East 13237376 A caller reported a suspicious vehicle in the park. The deputy arrived and found the vehicle in the lot and identified the driver. The driver was warned about being in the park after hours. When the deputy ran the driver's name through our system he noticed that the driver had been warned by St. Francis PD on 08.10.13 about violating curfew. Being the driver had previously been warned about violating curfew, and he was in current violation of curfew laws, the deputy issued him a citation. 10.22 20:19 Prairie Knoll 13233810 A caller reported people illegally parking at the park; the caller also advised vehicles were driving on his lawn but he declined to identify himself and make a damage to property report. The deputy arrived and observed multiple vehicles parked in the right - of -way. He located the owners and had them move their vehicles to the north and south lots. One vehicle was not moved and that owner was issued a citation. 11.02 09:36 Pine Hills 13247085 A caller reported a vehicle had driven onto the baseball field and caused some damage. The deputy responded and observed tire marks and "donut" marks throughout the area. The deputy checked the area but was unable to locate a suspect. 11.17 22:08 Meadowood North 13258321 A caller reported a suspicious vehicle parked in front of the park. The deputy located the vehicle and ran the license plate. It vehicle was parked legally and unoccupied. 11.18 23:45 Sunshine 13259142 On routine patrol a deputy observed a male squatting down near a curb at the location. He made contact with the male who appeared ill. The City Administrator is currently working on a lease agreement. A portion of the funds received from lease agreement will be deposited into a fund that can only be utilized at Rose Park for improvements. Looks like 50% of the _annual lease fees collected will remain with the park. Fox Meadows Park Plans for the building and pole have been submitted by Verizon Wireless but the application and fees required have not been submitted. Verizon is currently considering other locations. If the application and fees are submitted, staff will schedule the request on a future agenda. 2014 Events in City Parks or Facilities — The Park and Recreation Commission will be determining what each of the Commissioners will be responsible for during 2014 once the new Commissioners are appointed. They are as follows: • Melberg — Commissioner Melberg's term expires at the end of 2013 and will not be reapplying again so he can spend more time with the family and attending to their various activities. • Van Vark — Will be determined once the new Commissioners are appointed. • Stenzel — Will be determined once the new Commissioners are appointed. • Organized Trail Bike Ride/Lindahl — Prepare article on Kelsey Round Lake Park -Due by March 21, 2014 for the May /June 2014 Newsletter. Note: This is subject to Commissioner Lindahl being reappointed again. His term expires at the end of 2013 but he has reapplied for another 3 years. • Butler — Commissioner Butler has been taking the lead on the Adopt a Park with the rest of the Park Commissioners. Update of Pedestrian Trails — At this point this is what has been going on with trails: • The City Council has preliminary approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The locations and dates of these meeting will be determined in late winter or early spring. DATE: January 16, 2014 INTRODUCTION The Park and Recreation Commission is requested to continue discussion on the possibility of removing the Crooked Lake School Hockey Rink due to the challenges that have been raised by the Parks Maintenance Department. DISCUSSION It was a consensus of the Park Commission at the last meeting of December 19, 2013 to recommend a rink to be located at either City Hall Outdoor Hockey Rink Complex or at Hidden Creek North Park. Listed below are the two options that are being recommended: • City Hall Outdoor Hockey Rink Facility — The City has purchased the property west of the existing hockey rink. Relocating the rink from Crooked Lake School to City Hall Outdoor Hockey Facility (see attached Drawing A) will have some benefits including a campus of hockey rinks since the existing two hockey rinks are heavily used and by adding a third hockey rink will provide more opportunity for individuals that want to play. If a third rink was to be built, it would be recommended by staff to be flexible on scheduling the rink so the public has more access for open hockey. An additional hockey rink at this location would give the City the opportunity to construct a larger free skating rink since the existing free skating is relatively small. The estimated improvements costs are as follows: ❖ New hockey rink with lights (includes site grading) - $50,000 ❖ Add additional parking — $20,000 ❖ Misc items (fuel for grading and clearing of area for new hockey rink and free skate rink - $2500 ❖ Gravel /ag -lime for hockey /free skate rink base - $5000 ❖ Topsoil, seeding and erosion control - $2500 Total estimated costs are $80,000. • Hidden Creek North Park — As discussed at the last Commission meeting, this park is the other option the Commission was interested in exploring for a hockey rink facility with a free skating rink. Attached is drawing of the park (see attached Drawing D) showing a hockey rink and free skating rink. A couple concerns that were mentioned at the last meeting are the rink lights and noise that could be an issue with the neighborhood. Attached is a draft letter that would be sent to area residents about the idea of having a rink at this park and how they can participate by getting on the City's website and answer a few questions on the survey (see draft survey). Any changes or revisions to the draft survey suggested by the Commission can be made in relatively short timeframe so the survey can be place on the City website within a few days. The estimated improvement costs are as follows: ❖ New hockey rink with lights -- $45,000 ❖ Misc. items (fuel for grading and clearing of area for new hockey rink and free skate rink - $2500 ❖ Relocation of playground equipment -- $10,000 ❖ Gravel /ag -lime for hockey /free skate rink base - $5000 ❖ Topsoil, seeding and erosion control - $2500 ❖ Rental of warming house - $2500 per season Total estimated costs is $65,000 (does not include rental of warming house) The other item that was discussed at the last Commission meeting is how the relocation of the rink would be funded by the City. Public Works staff has discussed this with the Finance Department and it is recommendation the annual $50,000 that is transferred from the general fund to the park improvement fund (consists of park dedication funds received from new development and the annual $50,000 general funds) be utilized to fund the relocated rink. Note: The annual $50,000 for 2014 has already been allocated for the 40 Acre Sports Complex. Todd, This is a follow up to the email you sent last week regarding the City's hockey and skating rinks located at Crooked Lake Elementary. When we met last year at the school to discuss this with the Principal, we determined that the school really, does not use the rinks and would have no problem if the City chose to remove and relocate them to another City park. Since that meeting Crooked Lake Elementary has a new Principal, Sam Anderson. I talked with Sam after receiving your email and filled him in on the history of the rinks, the warming house, and our meeting last year. Since he has yet to experience a winter at Crooked Lake Elementary, he hasn't given it much thought nor has he had any parents or staff express a desire to keep the rinks. You and I have also discussed the option of altering the drainage to minimize the run off into the rink area, thus making the establishment and upkeep of good ice more successful. Currently the drainage from our asphalt along the east side of the school tends to go towards the free skating area. To change this would result in establishing a low area to intercept the run off. This would mean removal of a fair amount of asphalt, installation of a storm water catch basin, excavation to install a storm sewer line to the north east into the nature area ... the only area lower than the asphalt..., the removal of trees and vegetation, and perhaps a sediment pond. This would be at a tremendous cost, which the school district is in no position to take on, nor do I personally feel would be a good expenditure for the City. Bottom line is the school district has allowed these City ice rinks to exist for perhaps 30+ years at this location, offering skating to the community. The school does not depend on or require these to exist as part of any school curriculum. The school as begun using this east side of the school as a student drop off and pick up area. This seems to be working well and has made pickup safer and more efficient. Because of the increase vehicles using this area will likely increase the amount of salt and deicer that drip off of cars, it maybe even more difficult to keep a good sheet of ice on the rink. The decision is yours, but the removal and relocation of these rinks if totally fine with us and understandable. DISCUSSION Scheduled for 2014 is the installation of way finding signs along city corridor trails. Staff would like to update the Commission on the City Council's direction regarding the trail segments and sign locations being considered for 2014. The central corridor of the City from the Community Center south to the commercial district (Andover Station) and east to Bunker Hills Regional Park will be evaluated. Once a preliminary plan is prepared, this will go to the City Council for review before the final plan will be completed. Exercise stations along City trails or other locations are also included in the CIP for installation in 2014. For 2014 only one exercise station per City Council direction will be installed at Andover Lions Park sometime in 2014. BUDGET The CIP identifies $30,000 for the installation of way finding signs and exercise equipment along trial segments. It is identified that $10,000 would be funded from Park dedication Funds and the remaining $20,000 from Trails Funds. ACTION REQUIRED No action is required. DISCUSS TRAIL STOP SIGNS & WAY FINDING SIGNS Mr. Berkowitz explained the City Council is requested to discuss trail stop signs, way finding signs and exercise stations. Mr. Berkowitz reviewed the staff report. Councilmember Trude stated a concern is sightlines for entry onto a major roadway. Mr. Berkowitz indicated along Bunker Lake Boulevard and Goldenrod Street they will leave the existing signs until the road is reconstructed. Mr. Berkowitz stated he heard the exercise stations are not being used. Councilmember Bukkila stated they are not being used on the trails but they are being used in the parks. Mr. Berkowitz stated they have $35,000 to use on the way finding signs and exercise stations and wondered if they should put the exercise station into a park and see how it is used. The Council thought this was a good idea. If they used $10,000 on one exercise station, the rest of the money could be used on way finding signs. The Council also thought staff should look into putting up mile markers on the trails along with the map of trails. Mr. Berkowitz wondered if the Council wanted to have the City Hall area in the mapping down to the Tom Anderson trail. He asked if they wanted to show the loop connections. The Council supported that idea. Councilmember Howard wondered if there could be a larger display at Sunshine Park showing all of the different loops. Mr. Berkowitz stated they could do that. Mr. Haas stated they can work backwards and see how many signs they can get for the budget they have. Mr. Berkowitz stated they are thinking of doing the higher density areas first and then tying in other areas over time when funds permit. He noted a lot of the trails are on county roads so they will need to get permission from the County to put signs up. Mr. Berkowitz stated they will bring a schematic back to the Council for review along with pricing. Councilmember Trude thought they could do some signage by CVS in order to indicate how people can get to the library from there. Mr. Haas thought they could do a sign indicating where Andover City Council Workshop Meeting Minutes — November 26, 2013 Page 3 1 the library is located with the distance instead of a map, which would save some money because 2 that type of sign can be made in- house. 3 4 Councilmember Knight wondered why they did not have many trails by Round Lake Boulevard 5 and 161st Avenue. Councilmember Trude noted that the trail fees have mostly come from the 6 dense areas of housing developed near City Hall in the past decade. Mr. Berkowitz indicated 7 that when reconstruction of major roads occur, the trails shown on the Comprehensive Plan are 8 constructed, such as the trail built this summer along Nightingale Street. Mr. Haas stated the 9 Council has always indicated to put trails in where there is density. Mr. Berkowitz indicated it is 10 in the Comprehensive Trail Plan. 11 12 DISCUSS PROPOSED OYERLA Y PROGRAM 13 14 Mr. Berkowitz stated the City Council is requested to discuss the proposed overlay program 15 process and review potential assessments for such improvements. 16 17 Mr. Berkowitz reviewed the information with the Council. The CIP identifies in 2015 an overlay 18 program for residential streets. Every 3 to 4 years overlays will replace the street reconstruction 19 for that year. This will prolong the city's street infrastructure. Potential assessment costs for 20 residential developments were presented that range from $600 to $1,800 depending on the type 21 of development (urban/rural). This cost range is based on 25% of the project cost. Other cities' 22 policies adjacent to Andover were discussed. The City of Blaine currently assesses a flat rate per 23 lot of $535.05 per residential lot. Anoka and Coon Rapids have not been doing overlays in the 24 past several years. 25 26 Mr. Berkowitz stated they want to continue the seal coating and crack filling for preventative 27 maintenance on the roads. They also have done a lot of pothole patches this past year so they are 28 hoping that helps the roads last longer. 29 30 Mr. Berkowitz stated that an overlay for Prairie Road is scheduled for 2014, which will 31 hopefully extend the road for another 15 to 20 years. If the overlay is not done, there is a 32 concern that the entire road will need to be reconstructed within the next 5 to 10 years. 33 34 Mr. Berkowitz asked the Council if the City should assess the residents along Prairie Road for 35 the overlay improvements. The Council discussed various assessment levels and what the 36 amounts might be for rural and urban lots. 37 38 Councilmember Bukkila stated if they are going to do something that will impact residents, she 39 would like to prepare those residents before it happens. She thought if this is done gradually 40 over the year, it will soften the impact. 41 42 The Council discussed ways to publicize the program and inform residents, the advantages it 43 offered residents, the costs, who would be affected with the planned projects for 2013, and 44 offering a multi -year payment plan. Haas Attachments: Protocol in regards to the role of the Park and Recreation Commission 2002 -03 Council Goal Setting — Council Policies PROVIDING FOR THE PLANNING, DESIGN, CONSTRUCTION AND FINANCING OF PEDESTRIAN TRAILS (Council Approved 11- 13 -02) The City Council supports the concept of a bi -modal transportation system providing for both vehicular and pedestrian travel. The planning, design, construction, and funding of City trails for pedestrian travel are a critical component of the City's bi -modal transportation system. As such, the City Council retains direct authority for all pedestrian trail improvements in the community. Multi-use pedestrian trails will be defined as "separate and distinct from recreational trails as they provide the walking public with alternate means of travel along County and City roadways." Accordingly, the purpose of pedestrian trails is to keep non - motorized pedestrian travel off of County and City roadways. Planning activities associated with pedestrian trail construction shall be under the direct authority of the City Council. The planning, design, and construction of trails shall be recommended by the City Engineering Department, with concurrence by the Public Works Division and incorporated within the City's Five Year Capital Improvement Plan, subject to approval by the City Council. Funding for multiuse pedestrian trails shall be underwritten through the City Trail Fund, Municipal State Aid and grants, with maintenance activities fimded by the annual Road and Bridge Levy. A funding formula designated for the maintenance, repair and reconstruction of pedestrian trails will continue to developed to ensure that long -term needs are adequately addressed. Connections between pedestrian and recreational trails shall be coordinated between the City Engineering Department and the Parks and Recreation Commission, with funding allocated according to trail segmentation apportionment between pedestrian and recreational use. Final approval will be subject to the City Council. ESTABLISHING A PROTOCOL FOR THE EXPENDITURE OF PUBLIC FUNDS BY THE PARK AND RECREATION ADVISORY COMMISSION (Council Approved 11- 13 -02) The Park and Recreation Advisory Commission is an advisory body to the City Council with the purpose of advising, formulating and recommending policies, measures and programming to enhance the quality of life related to the City's Park and Recreation System. The City Council respects and appreciates the role of the Park Commission as it pertains to developing and recommending a comprehensive plan for park and recreational trail improvements funded by Park Dedication Fees, Capital Park Project Levies and state and federal grants. The expenditure of public funds including but not limited to Park Dedication Fees, Grants and Capital Park Project levies is subject to final approval by the City Council. THE ROLE OF THE PARK AND RECREATION ADVISORY COMMISSION (Council Approved 11 -14 -02) The role of the Park and Recreation Advisory Commission is to advise, formulate and recommend policies and projects to the City Council on issues affecting the City's park and recreation system. All actions taken by the Park and Recreation Commission are subject to review and approval or denial by the City Council. Areas of oversight expressly delegated to the Parks and Recreation Commission by the City Council include: • Recommend Capital Park and Recreational Trail Projects subject to available funding sources • Recommend Policies affecting the use of the City's Park System • Advise the Council on matters affecting the City's park and recreation system • Shall allocate park fields in a fair and equitable manner, based on recommendations from users and city staff Implementation of policies affecting resident use of the City's park system as recommended by the Parks Commission and adopted by the City Council is a staff function subject to final review and oversight by the City Council. Maintenance, upkeep and repair of the City's park and recreation infrastructure is a staff function subject to the control of the Public Works Superintendent
