Adjournment u U PLANNING AND ZONING COMMISSION WORKSHOP MEETING NOVEMBER 12, 2013 The Workshop Meeting of the Andover Planning and Zoning Commission was called to order by Chairperson Daninger on November 12, 2013, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Chairperson Daninger, Commissioners Lynae Gudmundson (arrived at 6:03 p.m.), Valerie Holthus, Bert Koehler, Kyle Nemeth, and Steve Peterson. Commissioners absent: Commissioner Tim Cleven Also present: Community Development Director Dave Carlberg City Planner Stephanie Hanson Others DISCUSS CITY CODE 12 -12 PERMITTED, CONDITIONAL, INTERIMAND PROHIBITED USES Mr. Carlberg explained over the past year, the Planning and Zoning Commission has been working through the land use table, reviewed interim use regulations, and revised and recommended new definitions to the City Code. The City Council held three work sessions to review the proposed changes recommended by the Commission. During these work sessions, the City Council also recommended changes to the land use table and requested revisions and new definitions to support the uses listed on the table. Mr. Carlberg reviewed the City Code changes with the Commission. Commissioner Gudmundson arrived at 6:03 p.m. Commissioner Peterson was not sure if residents would know enough to look in either the residential or commercial table for what they need and he wondered if there could be some instruction included. Mr. Carlberg indicated this can be fixed in order to direct them to the correct table. Mr. Carlberg noted to add it to the commercial table. He stated this will not be allowed in the Commercial District. Mr. Carlberg stated regarding "Christmas Tree Sales" the City Council wanted to exclude this in Residential Districts. The City Council indicated that cutting your own tree in the Residential District is allowed because it is considered agricultural but they did not want tree businesses setting up shop all over the City. Mr. Carlberg noted the City Council added a definition for Commercial Greenhouse and the City Council decided not to keep electrical charging stations in the table. Mr. Carlberg stated the City Council reviewed "Commercial Recreation" and removed therapeutic massage establishments. Commercial Recreation would be permitted indoors but not outdoors unless it is with a CUP. Mr. Carlberg indicated that Item 41, "Elementary, Junior and Senior High Schools" was changed to "Educational Institution or Facility" in the table. Mr. Carlberg stated wording was added to "Group Family Daycares," defining this as a State Statute. © Mr. Carlberg noted the City Council deleted the definition of "Clubs" and separated them out into two different definitions, Private Clubs and Public Clubs. Mr. Carlberg explained under "Manufacturing" the word "nonalcoholic" was removed which will allow brewery's or winery's in that District. Mr. Carlberg noted the City Council added a Rental Business definition. Commissioner Holthus wondered if there should be a note /cross reference on both charts indicating there is another chart for permitted uses. Mr. Carlberg indicated they are planning on doing something like this. Commissioner Nemeth wondered what the thought process of the City Council was on Item "Club, Public" — sponsoring organization is non - profit. Mr. Carlberg indicated he was not sure. The wording was pulled from another community and the City Council liked the idea. OTHER BUSINESS. Community Development Director Carlberg updated the Planning Commission on related items. Motion by Koehler, seconded by Holthus, to adjourn the meeting at 6:53 p.m. Motion carried on a 6 -ayes, 0 -nays, 1- absent (Cleven) vote.
