Chair's Report 10.Adjournment X C I T Y 0 FA NDOVE PARKAND RECREATION COMMISSIONMEETING SEPTEMBER S, 2013 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on August 15, 2013 at 7:03 p.m., at Fox Meadows Park Shelter, 16000 Fox Street NW, Andover, Minnesota. Commissioners Present: Commissioners Absent: Also Present: 0 RESIDENT FORUM Chair Ted Butler, Commissioners Alisa Lewnau, Jim Lindahl, Andrew Melberg, Mark Miskowiec, and Shane Stenzel Commissioner Shaun Van Vark Assistant Public Works Director, Todd Haas Others No one appeared to address the Commission APPROVAL OFAGENDA The agenda was approved as presented. APPROVAL OFMINUTES There were no changes to the minutes. Motion by Commissioner Melberg, seconded by Commissioner Lindahl, to approve the minutes of the August 15, 2013 Park and Recreation Commission meeting as presented. Motion carried on a 5 -ayes, 0 -nays, 1- absent (Van Vark), 1- present ( Lewnau) vote. REVIEW CENTRA HOMES LLC SKETCH PLAN Assistant Public Works Director Haas reviewed the sketch plan and requested the Park Commission to review and consider the park dedication requirements for the proposed Centra Homes Sketch Plan. Mr. Haas noted the sketch plan includes the existing park boundaries of Oakview Park along with the additional park property that has been identified by the developer adjacent to the existing park. The additional area identified Regular Andover Park & Recreation Commission Meeting Minutes —September 5, 2013 Page 2 ® on the sketch plan is based on the Park Comprehensive Plan, which includes additional amenities such as a small shelter and a future park expansion for a free play area. Mr. Haas stated the Public Works Staff have reviewed the sketch plan and recommends not taking any more property than is necessary to fulfill the future planned improvements that are identified in the Future Facilities Chart for the park. At one time, there was the idea to have a free play area as part of the overall development of the park. Due to the delineated wetlands that were recently determined, there is more wetland than anticipated. Therefore, staff does not recommend any more than about 30 -40 feet of additional street frontage along 1581h Lane NW to allow for the installation of small shelter. Mr. Haas stated any property the Commission requests to be dedicated will be calculated based on the formula as per City Code 11 -3 -7 (C). The more land required to be dedicated the lesser the park dedication fee portion will be. Mr. Rick Packer, Centra Homes LLC, gave a brief description of the plan. He noted the site had been mined in the past. They are proposing standard size residential lots and no variances would be required. He asked the Commission if they would like to add to the existing park. Mr. Haas stated there may be room for a shelter but there would not be any room for a free play area. A copy of the comprehensive plan was included for Commission review. Commissioner Lindahl stated there is no irrigation currently in the park. Chair Butler stated a small shelter had been proposed as part of the future plan. Commissioner Miskowiec asked for the size of the proposed additional park space. Mr. Packer stated the addition would be 4000 square feet. Mr. Packer stated if that area is not taken as park, it would be used as ponding. Commissioner Miskowiec asked what was mined on the property and Mr. Packer said sand was mined. Chair Butler stated he would be inclined to accept enough to allow for a small shelter. A shelter 30 -40 feet wide would be a desirable size for a shelter. Mr. Packer asked if the shelter could be put on the south end. Commissioner Melberg asked if there is room in the existing park for a shelter and Mr. Haas stated with some tree removal there would be room for a shelter. Mr. Packer stated if monies were given rather than park, a pond would be constructed. Commissioner Melberg stated that would be a nice view from the park. Motion by Commissioner Lindahl, seconded by Commissioner Miskowiec, to accept © cash in lieu of land for the Centra Homes LLC project. Motion carried on a 6 -ayes, 0- nays, 1- absent (Van Vark) vote. Regular Andover Park & Recreation Commission Meeting Minutes — September S, 2013 Page 3 REVIEW COUNTRY OAKS NORTH SKETCH PLAN The Park and Recreation Commission is requested to review and consider the park dedication requirements for the proposed Country Oaks North Sketch Plan. A copy of the sketch plan was provided for Commission review. The sketch plan includes a proposed park for the development on the adjacent parcel that is not owned by the developer of Country Oaks North. There is an existing park (Country Oaks) south of this area that is developed. The park is considered a mini park and has a small playground set and a basketball court. This area being considered for development is currently not in the Metropolitan Sewer District. Mr. Wold is trying to develop 40 connections with the Metropolitan Sewer District. The sanitary sewer system can only accommodate approximately 155 hookups. Mr. Haas stated Public Works Staff have reviewed the sketch plan and recommends that no additional park land be dedicated in this general area. If any of the property in this general area is dedicated as park, the cash portion that is due for the remainder of the park dedication will be calculated based on the formula as per City Code 11 -3 -7 (C). The more land required to be dedicated the lesser the park dedication fee portion will be. Mr. Scott Wold, Country Oaks North, stated currently there is not a park in the sketch © plan. They are looking at the plat for 40 home sites. He noted there will be an additional 80 lots to the north that could accommodate a park. This sketch plan is for the first phase. Chair Butler stated this is in close proximity to the Country Oaks Park that another park is not needed in this area. Commissioner Miskowiec stated a one acre park will service 160 residential homes. He suggested perhaps a corner lot could be used for another park. Chair Butler stated he would not want another tot lot built there. In the future, a larger park with a ball field would be more suitable. Mr. Haas stated there will be a trail that will follow the State Aid road (Wintergreen Street NW) and will go right into the park. Motion by Commissioner Lindahl, seconded by Commissioner Melberg, to accept cash in lieu of land for the Country Oaks North project. Motion carried on a 6 -ayes, 0 -nays, 1- absent (Van Vark) vote. C Regular Andover Park & Recreation Commission Meeting Minutes — September 5, 2013 Page 4 © DISCUSS TOURNAMENT APPLICATION FORM FOR SOFTBALL/BASEBALL (FEES) Mr. Haas reviewed the Park and Recreation Commission is requested to discuss the fees for the tournament application form for softball/baseball. The City staff would like the Park Commission to consider raising the tournament application fees for 2014. This is being brought up due to the cost for providing the maintenance for the men's national softball tournament that was recently held at Sunshine Park this past August. The estimated cost to provide the service to maintain the field during the tournament will be between $2600 and $2800. Staff provided details on how the tournament format was setup by the Tournament Directors and the number of Public Works Maintenance staff was needed to keep up with the maintenance during the tournament at the meeting. Extra staff was needed to be called in to work the tournament. The Park and Recreation Commission is requested to discuss the fees for the tournament application form for softball/baseball. Mr. Haas suggested wording be added to the application form such as the group is responsible for any additional costs incurred by the tournament. The group paid $1450 for the use of the fields. Commissioner Miskowiec asked if staggered start times could be required. Mr. Haas stated wording could be added to cover that. Fields must have 20 minutes each for © maintenance between games. Commissioner Stenzel stated when he has done tournaments he charges an hourly fee for maintenance rather than a flat fee. He has used a maintenance person per field. Commissioner Lindahl stated the number of teams in the tournament also changes the maintenance needs. Commissioner Stenzel stated he attended the tournament and the maintenance crew did a good job but the City needs to at least break even on this in addition to the economic impact on the City. Chair Butler stated he would be in favor of a per hour maintenance fee. City staff would have the opportunity to present options for start times of games on fields with the applicant. Commissioner Stenzel stated he will provide some suggested policy wording to Mr. Haas. Commissioner Lindahl suggested Mr. Haas speak with Kevin Starr, Public Works Maintenance Supervisor, to see what is included in the $200 field usage fee per field. U Regular Andover Park & Recreation Commission Meeting Minutes — September 5, 2013 Page 5 © The consensus of the Commission is to draft application form wording as far as maintenance services with input from Commissioner Stenzel. Mr. Haas stated he would like to have this completed soon for fee schedule approval in December. REVIEW OUTSTANDING ITEMS Mr. Haas reviewed the outstanding items providing updates on Completed Projects, On- Going Projects, Task Force Updates and Other Items of Interest. Commissioner Lindahl suggested some barriers be put at the sports complex to prevent people from driving on the fields. Commissioner Stenzel asked about the status of Rose Park. Mr. Haas stated the new field will go in next year with the Green Acres field being removed. Mr. Haas noted the sideline fencing is being moved to square up the field at Pine Hills Park. Mr. Haas stated he met at Rose Park with the Verizon representative, regarding the location of the building at Rose Park. They are looking north of the tree line that would © possibly work. Trenching would damage the tree roots. Information will be sent to the neighbors about the proposal once a formal application and final drawing have been submitted. This will come back before the Commission for formal approval. CHAIR'S REPORT Commissioner Lewnau stated the Hills of Bunker Lake West Park is very bad with sand burs. She also suggested more parking be added to Hidden Creek North Park. Staff did indicate that it will be difficult due to the free skating area that is located relatively close to the existing parking lot. Commissioner Stenzel stated Sunshine Park football /soccer field (middle field) is showing some wear. He asked about concessions at ASN and Sunshine Parks. Community Center staff runs concessions at ASN. He stated some of the workers do not appear to be working very hard. Commissioner Lindahl asked if City staff could check with local businesses about business obtained from the tournament.
