Consider Application for Scheduled Use of Recreational Facilities /Constance Free Church DATE: December 19, 2013 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of the Prairie Knoll Park hockey rink as requested by Constance Free Church. DISCUSSION The day that has been requested is as follows: • Wednesday, February 19, 2014 from 6:30 pm- 9 pm at Prairie Knoll Park. Note: Since the rink is open on Wednesday's until 8:30 pm, the church will need to check out the necessary keys to close the warming house and to turn off the rink lights since they would like to use the rink until 9 pm. A key deposit will be required for the warming house portion of the building and for the rink lights. Since this is a one -day request, the Commission may want to consider waiving the requirements that are to be submitted as part of the Guidelines to use the facility. Note: Just so you know, the free skating is open to the public. The hockey rink is available from 4 pm to 6:30 pm. Also attached is the proposed revised 2013 -2014 hockey rink schedule. ACTION REQUIRED The Park & Recreation Commission is requested to approve the Application for Scheduled Use of Recreational Facilities for use of the Prairie Knoll Park hockey rink as requested by Constance Free Church. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first - served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. DISCUSSION A copy of the preliminary plat is in your side pocket of the packet for review. The proposed preliminary plat is located just to the south of Bunker Lake Boulevard on the east side Crooked Lake Boulevard. As you can see in looking at the preliminary plat, the developer is not proposing a park. Staff is recommending the park dedication be cash in lieu of land. Consider Request for Irrigation / Sophie's Park Date: December 19, 2013 INTRODUCTION The Park and Recreation Commission is requested to consider a request from the Sophie's South residents to irrigate Sophie's Park. DISCUSSION Attached is a letter from the Sophie's South residents to consider irrigation at. Sophie's Park. The Commission at the last meeting has recommended Oak Bluff Park be irrigated for the upcoming year 2014. The cost for irrigating Sophie's Park is approximately $5000- $7500. The municipal water service is already stubbed to the park for connection. The estimated costs are for mainly material and equipment rental as the labor would be completed by Public Works maintenance staff. DEC $; 2013 We understand the Park Department is considering irrigating some of the Andover City parks. We would like you to consider Sophies South Park, as one that would be irrigated for the following reasons: • The neighborhood is almost completely developed; only two lots remain without homes on them. • The vast majority of the homeowners take pride in the appearance of their homes and yards. • We believe Sophie's South is the nicest neighborhood park in Andover as far as facilities are concerned. ( A beautiful picnic shelter, a Little Free Library, two basketball hoops, nice benches and playground equipment) • The park is used extensively by the children and young families in the neighborhood, in addition to residents from Yellow Pine and the neighborhood north of Crosstown. • We have added b evergreen trees to the park and plant and water flowers in the planter around the park sign each summer. What are we missing? Green Grass. The front park of the park is basically all weeds. The park department planted several nice trees a few years ago, but they have not thrived due to lack of water. We water and mow the East end of the park and the lower part of the park has quack grass that looks ok. All the neighbors around the park have nice green lawns, so the lack of grass in the main part of the park is even more noticeable. Thank you for your consideration of this request. We appreciate all that the Park Department have done to this point to develop the park. Appoint Chairperson for the Fox Meadows Park Redevelopment Date: December 19, 2013 INTRODUCTION The Park and Recreation Commission is requested to appoint the Chairperson for the Fox Meadows Park Redevelopment Committee that will be meeting on January 16, 2014 at 6 pm prior to the regular Park Commission meeting that is scheduled at 7 pm. DISCUSSION As discussed at the last meeting, it was determined by the Park Commission to establish a Fox Meadows Park Redevelopment Committee to discuss the improvements that should be made. The Committee can consist of no more than 3 Commissioners. Commissioners Stenzel, Miskowiec and Lewnau have indicated that they would like to serve on the Committee. Four area residents have indicated interest in serving on the Committee and each will be invited to the first meeting on January 16th. Review Outstanding Items -to DATE: December 19, 2013 Issues list as of 12/17/13 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Next quarterly report is due in January. • Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report is due in January. • 40 Acre Sports Complex — The site is 95% complete including the irrigation system for the fields. There will be additional irrigation being installed next spring around the parking lots. The grass for the fields is coming in very nicely. Staff is working on expenses made to date. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Cell Phone Companies Update (Rose and Fox Meadows Park) Rose Park The City Council has approved the Conditional Use Permit (CUP) for Verizon Wireless to the City Council. The City Administrator is currently working on a lease agreement. A portion of the funds received from lease agreement will be deposited into a fund that can only be utilized at Rose Park for improvements. Fox Meadows Park Plans for the building and pole have been submitted by Verizon Wireless but the application and fees required have not been submitted. Once the application and fees have been submitted, staff will schedule the request on a future agenda most likely in January or February. • 2013 Events in Citv Parks or Facilities - Listed below is a current update as to the activities that each of the Commission members are responsible for. • Melberg — Commissioner Melberg will coordinate with staff with help from QCTV to prepare a video highlighting one or more of the City parks or facilities. • Skate Park Competitions and Camp/Van Vark — There will be no competition as part of the Andover Fun Fest event this year. • Stenzel — Done. Article on snow shoeing/silent sports will be in November/December Andover Newsletter. • Organized Trail Bike Ride/Lindahl — Prepare article on Kelsey Round Lake Park -Due by March 21, 2014 for the May /June 2014 Newsletter. • Butler — Need to schedule Andover Lions Park Adopt a Park fall cleanup. • Lewnau — Tree planting project is done. • Miskowiec — Done. An article on canoeing/kayaking is currently in the September /October Andover Newsletter that was just recently sent out to the residents. Note: Discussion regarding 2014 Events in City Parks or Facilities will be discussed most likely in February after City Council appoints new Commissioners for the 2 vacancies that are available. • Update of Pedestrian Trails — At this point this is what has been going on with trails: • The City Council has preliminary approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The locations and dates of these meeting will be determined in late winter or early spring. DATE: December 19, 2013 INTRODUCTION The Park and Recreation Commission is requested to continue discussion on the possibility of removing the Crooked Lake School Hockey Rink due to the challenges that have been raised by the Parks Maintenance Department and finding a new location for a new hockey rink. DISCUSSION The Park Commission tabled this item at the last meeting of November 21St and requested staff to provide cost estimates on the other possible rink relocations. The parks or facilities that were discussed at the last meeting are as follows: • City Hall Outdoor Hockey Rink Facility — As mentioned previously, the City has purchased the property on the west of the existing hockey rink. Relocating the rink from Crooked Lake School to City Hall Outdoor Hockey Facility (see attached Drawing A) would have some benefits including a campus of hockey rinks since the existing two hockey rinks are heavily used and having third hockey rink will provide more opportunity for individuals that want to play. If a third rink was to be built, it would be recommended by staff to be flexible on scheduling the rink so the public has more access for open hockey. An additional hockey rink at this location would give the City the opportunity to construct a larger free skating rink since the existing free skating is relatively small. The estimated improvements costs are as follows: ❖ New hockey rink with lights - $45,000 ❖ Add additional parking — $20,000 ❖ Misc items (fuel for grading and clearing of area for new hockey rink and free skate rink - $2500 ❖ Gravel /ag -lime for hockey /free skate rink base - $2500 ❖ Topsoil, seeding and erosion control - $2500 Total estimated costs are $72,500. Attached is an e -mail regarding Crooked Lake School Rink that staff recently received from Tom Redmann, Supervisor of Sites and Grounds of Anoka Hennepin School District, for the Commission's review. • Fox Meadows Park — This park has been discussed in the past and has the room to construct a hockey and free skating rink (see attached Drawing B). A well could be drilled at this park since one is needed for potential redevelopment of the park for some sort of fields such as soccer, football and/or lacrosse. The estimated improvement costs are as follows: ❖ New hockey rink with lights - $45,000 ❖ Misc items (fuel for grading and clearing of area for new hockey rink and free skate rink - $2500 ❖ Construction of well with controls -- $160,000 ❖ Gravel /ag -lime for hockey /free skate rink base - $2500 ❖ Topsoil, seeding and erosion control - $2500 ❖ Rental of warming house - $2500 per season Total estimated costs is $212,500 (does not include rental of warming house) • Pine Hills Park (south side of 161" Avenue NW) — This park has some space on the west half of the park west of the existing ball field to construct a hockey and free skating (see attached Drawing Q. Some of the issues with moving the rink to this park is the site will need to be regraded and storm sewer system (pond and storm sewer pipes) will need to be relocated to allow the storm sewer system and drainage areas to function properly. One of the benefits of this location is that it is centrally located in the City and would provide another winter activity since the Sports Complex across the street will be providing other outdoor winter activities such as a sledding and snow showing. The estimated improvement costs are as follows: ❖ New hockey rink with lights - $45,000 ❖ Pond excavation and filling -- $25,000 ❖ Relocation of existing storm sewer and installation of new storm sewer -$25,000 ❖ Gravel /ag -lime for hockey /free skate rink base - $2500 Topsoil, seeding and erosion control - $2500 ❖ Rental of warming house - $2500 per season Total estimated costs is $100,000 (does not include rental of warming house) • Hidden Creek North Park — As mentioned at the last Park Commission meeting, the Commission was interested in determining if this would be a potential site for a hockey rink facility with a free skating rink. Attached is drawing of the park (see attached Drawing D) showing a hockey rink and free skating rink. A couple concerns that were mentioned at the meeting are the rink lights and noise that could be an issue with the neighborhood. If the site is still a potential location after this discussion, staff would recommend a survey be sent to the neighborhood and hold an informational meeting in the near future. The estimated improvement costs are as follows: ❖ New hockey rink with lights -- $45,000 ❖ Misc. items (fuel for grading and clearing of area for new hockey rink and free skate rink - $2500 ❖ Relocation of playground equipment -- $10,000 ❖ Gravel /ag -lime for hockey /free skate rink base - $2500 ❖ Topsoil, seeding and erosion control - $2500 ❖ Rental of warming house - $2500 per season Total estimated costs is $62,500 (does not include rental of warming house) ACTION REQUIRED The Park and Recreation Commission is requested to recommend the removal of the hockey and free skating rink to the City Council as recommended by staff. Todd, This is a follow up to the email you sent last week regarding the City's hockey and skating rinks located at Crooked Lake Elementary. When we met last year at the school to discuss this with the Principal, we determined that the school really does not use the rinks and would have no problem if the City chose to remove and relocate them to another City park. Since that meeting Crooked Lake Elementary has a new Principal, Sam Anderson. I talked with Sam after receiving your email and filled him in on the history of the rinks, the warming house, and our meeting last year. Since he has yet to experience a winter at Crooked Lake Elementary, he hasn't given it much thought nor has he had any parents or staff express a desire to keep the rinks. You and I have also discussed the option of altering the drainage to minimize the run off into the rink area, thus making the establishment and upkeep of good ice more successful. Currently the drainage from our asphalt along the east side of the school tends to go towards the free skating area. To change this would result in establishing a low area to intercept the run off. This would mean removal of a fair amount of asphalt, installation of a storm water catch basin, excavation to install a storm sewer line to the north east into the nature area ... the only area lower than the asphalt..., the removal of trees and vegetation, and perhaps a sediment pond. This would be at a tremendous cost, which the school district is in no position to take on, nor do I personally feel would be a good expenditure for the City. Bottom line is the school district has allowed these City ice rinks to exist for perhaps 30+ years at this location, offering skating to the community. The school does not depend on or require these to exist as part of any school curriculum. The school as begun using this east side of the school as a student drop off and pick up area. This seems to be working well and has made pickup safer and more efficient. Because of the increase vehicles using this area will likely increase the amount of salt and deicer that drip off of cars, it may be even more difficult to keep a good sheet of ice on the rink. The decision is yours, but the removal and relocation of these rinks if totally fine with us and understandable. Discuss Survey Results for Park Improvements/Langseth Park Date: December 19, 2013 INTRODUCTION The Park and Recreation Commission is requested to discuss the survey results for park improvements regarding Langseth Park. DISCUSSION Attached are the copies surveys received. A total of 7 surveys were received. Staff has compiled the results of the survey down below. 1. Currently the site contains a few trees. Would you prefer to see: (check only one) a. More trees preserved and less active spaces: 2 (Surveys B and E) b. Discuss Park Renumbering System DATE: December 19, 2013 INTRODUCTION The Park and Recreation Commission is requested to discuss the park renumbering system on the City of Andover Parks and Trails Map. DISCUSSION Attached is a copy of the current Parks and Trails Map for your review. The City Council raised the question recently at a meeting if the Parks and Trail Map should be updated to reflect the parks in alphabetical order. By having them listed in alphabetical order would allow the residents to find the park on the list a little bit easier. If the Commission is in agreement with modifying the list, staff will move forward and update the map.
