DISCUSSION Attached is the application received from AHYHA. DISCUSSION Attached is the application received from William Anderson. The group is requesting the use of one rink on January 250'. Since the applicant is flexible in the hours, Staff would recommend the hours be from 1 pm to 7 pm which will give time for teams to clear out of the warming house and for the attendant to cleanup before the doors are locked at 8 pm. Staff recommends the fee for the usage of one rink for the adult tournament be $100 for the 6 hours. ACTION REQUIRED The Park & Recreation Commission is requested to approve the Application for Scheduled Use of Recreational Facilities for a 3 on 3 Adult Hockey Tournament at the City Complex Outdoor Hockey Rink subject to payment of $100 for the use of one rink. Consider 2013 -2014 Hockey Rink Schedule DATE: November 21, 2013 INTRODUCTION This item is in regard to considering the 2013 -2014 hockey rink schedule. DISCUSSION To date the City has only received an application from the Andover Huskies Youth Hockey Association (AHYHA). Anoka, Coon Rapids and St. Francis Youth Hockey Associations were notified that rinks were available for them to reserve. Coon Rapids is the only association that responded verbally that will not need outdoor ice from Andover. Attached is the proposed schedule and the rinks that AHYHA plan on using for the 2013 -2014 season. As you can see from the attached schedule, AHYHA will be responsible to provide supervision (either a coach or member of the association) on Monday's, Tuesday's and Thursday's from 4 pm until 8:30 pm. The City will be providing a warming house attendant on all the other days of the week (Wednesday's, Friday's, Saturday's and Sunday's). The City will be providing a warming house attendant at Hawkridge Park every day of the week. Review Outstanding Items DATE: November 21, 2013 Issues list as of 11/19/13 COMPLETED PROJECTS — • The trail along the north side of Bunker Lake Blvd between 7`h Avenue (CSAH 7) and Underclift Street NW along with the roadway project has been completed. There will be some final boulevard restoration work that needs to be done in the spring of 2014. ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in January. • Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report is due in January. • 40 Acre Sports Complex — The site is 95% complete including the irrigation system for the fields. There will be additional irrigation being installed next spring around the parking lots. The grass for the fields is coming in very nicely. There is still time to visit the complex before we get the first snowfall to see the improvements that have been completed if you have not done so yet. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Cell Phone Companies Update (Rose and Fox Meadows Park) Rose Park The Planning Commission has recommended approval of the Conditional Use Permit (CUP) for Verizon Wireless to the City Council. Staff will provide an update at the meeting if the Council approves the CUP which is scheduled for Tuesday, November 19th. Fox Meadows Park Plans for the building and pole have been submitted by Verizon Wireless but the application and fees required have not been submitted. Once the application and fees have been submitted, staff will schedule the request on a future agenda most likely in December or January. 2013 Events in City Parks or Facilities — Listed below is a current update as to the activities that each of the Commission members are responsible for. • Melberg — Commissioner Melberg will coordinate with staff with help from QCTV to prepare a video highlighting one or more of the City parks or facilities. • Skate Park Competitions and Camp/Van Vark — There will be no competition as part of the Andover Fun Fest event this year. • Stenzel — Done. Article on snow shoeing/silent sports will be in November/December Andover Newsletter. • OrEanized Trail Bike Ride/Lindahl — Prepare article on Kelsey Round Lake Park -Due by March 21, 2014 for the May /June 2014 Newsletter. • Butler — Need to schedule Andover Lions Park Adopt a Park fall cleanup. • Lewnau — Tree planting project is done. • Miskowiec — Done. An article on canoeing/kayaking is currently in the September /October Andover Newsletter that was just recently sent out to the residents. Note: Discussion regarding 2014 Events in City Parks or Facilities is part of the workshop session later on the agenda. Update of Pedestrian Trails — At this point this is what has been going on with trails: • The City Council has preliminary approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or portions reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Update of Scheduling Park and Recreation Commission meetine at a City Park or Facility — The locations and dates of these meeting will be determined in late winter or early spring. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e -mail as to discussions of various projects the City Council has been working on or is considering. Discuss Crooked Lake School Hockey Rink DATE: November 21, 2013 INTRODUCTION The Park and Recreation Commission is requested to continue discussion on the possibility of removing the Crooked Lake School Hockey Rink due to the challenges that have been raised by the Parks Maintenance Department and finding a new location for a new hockey rink. DISCUSSION The last time this was discussed was on June 6, 2013 and the motion was to table the item until a suitable area is found or until a decision is made to reconstruct the rink at Crooked Lake School. Since the 2015 -2019 CIP discussion is right around the corner and the interest from the City Council to resolve this issue with the rink, the Park Commission needs to be proactive and recommend if the rink should be reconstructed at its current location or relocate the rink to another park or facility. Public Works Staff would like to see a recommendation made so plans can be made next summer to get an early start on any repairs that need to be made by Public Works if the rink is to stay. Otherwise Public Works Staff is recommending the rink be relocated to another park or facility. The parks or facilities that are being recommended are as follows: • City Hall Outdoor Hockey Rink Facility — As mentioned previously, the City has purchased the property on the west of the existing hockey rink. Relocating the rink from Crooked Lake School to City Hall Outdoor Hockey Facility (see attached Drawing A) would have some benefits including a campus of hockey rinks since the existing hockey rinks are heavily used and having third hockey rink will provide more opportunity for individuals that want to play. From a maintenance standpoint, it is certainly more efficient since the rinks are right adjacent to the Public Works Facility to be cleaned and where City's water source is to flood the rinks. In addition to having an additional hockey rink at this location would give the City the opportunity to construct a larger free skating rink since the existing free skating is relatively small. • Fox Meadows Park — This park has been discussed in the past and has the room to construct a hockey and free skating rink (see attached Drawing B). A well could be drilled at this park since one is needed for potential redevelopment of the park for some sort of fields such as soccer, football and/or lacrosse. • Pine Hills Park (south side of 161s' Avenue NW) — This park has some space on the west half of the park west of the existing ball field to construct a hockey and free skating (see attached Drawing C). Some of the issues with moving the rink to this park is the site will need to be regraded and storm sewer system will need to be relocated to allow the storm sewer system and drainage areas to function properly. One of the benefit of this location is that it is centrally located in the City and would provide another winter activity since the Sports Complex across the street will be providing other outdoor winter activities such as a sledding, snow showing or cross country skiing. Just as a reminder, listed below the challenges that have been raised for Crooked Lake Elementary School are as follows: • The location of the rink is secluded and located very far back from the county road (Bunker Lake Boulevard). So it has been hard to know when it is open or not. • Although the rink is located on school district property, the rink is pushed right up against residential property which is private. • When the Parks Department Maintenance Crew plows the snow from the rink, much of the snow removal ends up onto private property since there is really nowhere to put the snow. • When the school district plows the adjacent parking lots, some the snow ends upon the ice. • Having issues with the trees growing into the rink areas. • Having issues with salt and debris from the parking lot ending up on the free skate rink due to the slope of the parking which drains towards the free skate rink. • The free skate rink is very small and narrow. • Towards the end of the skating season, the melting of the snow from the parking lot flows onto the free skating rink. • Melting snow from the hockey rink does flow onto Eidelweiss Street NW which can cause issues for that street. • It is difficult for hockey players to get to the hockey rink because of the downslope from the warming to the hockey rink. Once you get past the downslope, it is also very hazardous getting to the entry gate of the hockey rink. • Access to the hockey rink for maintenance is quite difficult from either around and through the playground or through the dead end street. • Parking our equipment at the site is very often difficult. The Parks Maintenance Crew always seems to be someone's way. • Getting out of the school parking lot is a challenge at certain times of the day. • Small kids are present when we do maintenance very often. They love the snow being blown over them. • Unfortunately once the rink has been cleaned, the school kids enjoy throwing snowballs onto the ice. Staff has discussed this with school representatives in the past but continues to be an ongoing problem for the Park Maintenance Crew. • Currently all wiring for the hockey rink lighting is above ground and does overhang pretty low to the rink and also is not very attractive. • The rink lighting is very out dated and should be replaced. • There is no security fencing to keep vehicles from driving around behind the school and the playground area. • The base of the rink could use some upgrades, clay or more hard pack gravel if it were to stay. • The basic layout and location of these rinks are just not very good for the City of Andover. If the rinks were located closer to an existing neighborhood, the rinks would probably get used more. Based on what staff has seen and heard, the rinks are not getting as much use as the other rinks such City Hall Outdoor Rinks. As mentioned previously, this spring back on May 21, City staff had met with Tom Redman of the Anoka Hennepin School District to evaluate the drainage issues in the parking lot and free skating rink. Based on what was viewed in the field, it is evident that the only way to help the drainage out so that it does not end up in the free skating rink or sit in the school parking lot is to construct a storm sewer directly north just past the existing hockey rink and then eventually to the flood plain area of Coon Creek. With construction, engineering, surveying, inspection and permits the estimated cost will be $30,000 to $40,000. The other issue which has been a concern is snow plowing. Note: The timing for removing the hockey and free skating rink would be after this upcoming skating season. The Anoka Hennepin School District is on board along with the Andover Huskies Youth Hockey Association to removing the hockey and free skating. The Public Works Parks Department is recommending the Commission recommend to the City Council the removal of the hockey and free skating rink so that hockey boards and lighting removal process can begin possibly next spring or the year after. ACTION REQUIRED The Park and Recreation Commission is requested to recommend the removal of the hockey and free skating rink to the City Council as recommended by staff. The Park and Recreation Commission is requested to continue discussing the 2014 -2018 Parks Capital Improvement Plan (CIP) that was tabled from the last meeting to allow staff the opportunity to send out a survey to area residents for both Rose and Fox Meadows Parks. Staff at the last meeting provided approximate costs for improvements to Rose Park that could be included into the CIP. The improvements include the following: Grading of site /storm water ponds, irrigation, fencing of ball fields with sideline fencing and mow strips, bases /pads, benches, outfield fencing (optional), seeding of field/rink area, 3 row bleachers, ag -lime for infields, topsoil, construction material for hockey rink, hockey /free skating lighting system and class 5 parking lot. The estimate improvement costs will be approximately $250,000 - $275,000. Note: There will be some savings if some of the work is performed by the Public Works Department. Mr. Haas provided the updated Projected Park Improvement Fund which was included in the last meeting packet on May 16, 2013. He requested close attention be given to the status of 2013 end of the year balance. There are a number of parks that do not have security lights. The Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot. One of those parks includes Prairie Knoll Park north and south parking lots. If the Commission is interested in knowing the planned improvements for all the parks, review Section F of the Information Packet (2010 Existing and Future Park Facilities Chart). Mr. Haas stated the Commission is requested to recommend to the City Council the 2014 -2018 CIP at this meeting. Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to the Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000 or more. DISCUSSION As per the 2014 -2018 Capital Improvement Plan, Fox Meadows Park is scheduled for possible redevelopment in 2017. The redevelopment of the park could be moved up a year or two or back a year or two or more depending the Park Commission's interest in redeveloping the park. The existing field is not getting a lot of use due to the condition of the turf which is mostly weeds and sand buns. The future field(s) and adjacent turf and the playground areas could be irrigated. The question that needs to be asked is it feasible to construct a well with controls for the price of about $125,000 to $150,000 for one field plus a smaller and /or midsized field. Since this park has had concerns over the years with area residents, staff is recommending that a committee be formed consisting of two Park Commissioner's and a few residents who have expressed interest as part of the neighborhood survey that was conducted this past summer. City staff would serve as liaison to the committee providing the information that is necessary to make a recommendation to the Park and Recreation Commission. ACTION REQUESTED The Park and Recreation Commission is requested to begin discussing park improvements that could be made at Fox Meadows Park and determine if a committee should be formed to discuss the improvements that should be made. DISCUSSION The Commission members will need to determine what the activity responsibilities will be for 2014. Keep in mind that the Commission members can team up on an activity if they would like. • Melberg — 2014 ?
