Review TH Construction Sketch Plan DATE: November 7, 2013 INTRODUCTION The Park and Recreation Commission is requested to review and consider the park dedication requirements for the proposed TH Construction Sketch Plan located near the intersection of 141" lane NW and Prairie Road NW. DISCUSSION A copy of the sketch plan is in your side pocket of the packet for your review. The sketch plan does not include a park for the development. The closest park to this development is identified on the attached map. Public Works Staff have reviewed the sketch plan and recommends that no additional park land be dedicated in this general area. If any of the property in this general area is dedicated as park, the cash portion that is due for the remainder of the park dedication will be calculated based on the formula as per City Code 11 -3 -7 (C). Just so the Commission knows, the more land required to be dedicated the lesser the park dedication fee portion will be. DATE: November 7, 2013 INTRODUCTION The Park and Recreation Commission is requested to recommend approval of the additional fees to the application form for adult softball/baseball tournaments. DISCUSSION This item was tabled from the last meeting on September 5, 2013 to allow staff to revise the 2014 Tournament Application Form (see attachment) in regards to adult softball/baseball tournaments that would be requesting maintenance of fields by the City. The meeting minutes from the last Park Commission meeting regarding this discussion are located in the side pocket of the packet. The only changes to the application are the additional escrow which is located on Page 1 in bold and underlined. If the Commission is still in agreement to move forward with the revision, it will be necessary to make a recommendation to the City Council for their next meeting of November 19, 2013. ACTION REQUIRED The Park and Recreation Commission is requested to recommend approval of the revised tournament application and the additional fees for adult's fees for softball baseball. It will be necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works Department will be necessary prior to any use. 0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the tournament. (Example: Include the location /distance of pitching rubbers and /or base locations.) All requests for tournaments must be submitted by the 3rd Friday of December. The application will be considered by the Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department Supervisor. " If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, neither the Tournament Fee, the Field Usage Fee nor the Non - Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament. If further information is needed, please contact the Parks Coordinator at (763) 755 -5100. Discuss Rose Park Layout- Reconstruction/14 -13 Date: November 7, 2013 INTRODUCTION The Park and Recreation Commission is requested to discuss Rose Park and determine if grass infields should be installed as part of the improvement to the ball fields. DISCUSSION Based on suggestion by one of the Commissioners at the last meeting, staff has had an opportunity to discuss the option of grass infields with Brad Schotzko, President of the Andover Baseball Association (ABA). Based on the discussion with Mr. Schotzko, ABA would like for the City to install grass infields for the age group (6 & 7 year olds) that will be assigned to Rose Park. Ball players for 6 -7 year olds are hitting off the pitching machine. Mr. Schotzko has indicated that if the Commission is in agreement with grass infields, ABA is committed to train their coaches each year about cleanup of grass edges to remove any ag -lime that may have ended up in the grass and to take care of preparing the mounds at the end of each night they are used. If the Park Commission would like to have a grass infield, it will be necessary to make a motion to do so. Keep in mind that the grass infields will also need to be irrigated. Note: If you have not been to Pine Hills Park in the last few weeks to see how the infields were modified this past summer /fall by the Public Works Department, it is recommended to stop by and take a peek since the infields at Rose Park will be built similar to this field. The design of the park will be done over the winter months so input by the Park Commission at this meeting will be helpful in regards to the grass infield and irrigation that will be necessary if grass infields are approved by the Commission. ACTION REQUESTED The Park and Recreation Commission is requested to discuss to Rose Park and determine if grass infields should be installed as part of the improvement to the ball fields. Recommend Accepting Donation /Andover High School Fastpitch Booster Club/Eveland Fields Batting Cage DATE: November 7, 2013 INTRODUCTION This item is in regards to recommending approval of a resolution to the City Council accepting the donation made by Andover High School Fastpitch Booster Club to upgrade fencing and the installation of a batting cage at the south varsity field at Eveland Fields. DISCUSSION Connie Huberty, Andover High School Varsity Fastpitch Coach, contacted staff a few months ago about constructing a batting cage at Eveland field. In September staff met again with Ms. Huberty and other school representatives to discuss further as to what improvements are needed to help improve their program and to discuss other fencing improvements that were necessary along with a batting cage. The final details of improvements that were decided on are as follows: • The City of Andover will be responsible to grade the area of where the batting cage. • The Andover High School Fastpitch Boosters Club will provide all labor, material, and costs for the batting cage and for replacing the first base line fencing (being replaced to help keep the softballs in place on over throws and protect vehicles from getting hit from foul balls. There were a couple other improvements that are being done at the south varsity field which includes a fence on the third base side of the field (north of the dugout) from the third base fence to the outer taller fence to keep vehicles from driving on the field. The other improvement that is being done to the field is removal of the ag -lime along the outfield fence. The ag -lime is not necessary and is being replaced with topsoil and seed. These improvements are being funded by the City. Most of the work has been completed. Andover High School has been interested in these improvements for a while and since the funding became available and will help their program get a good start in the spring of 2014, it was determine to start the project this fall since the weather was cooperating. Note: Just so you are aware, Eveland Fields is under ownership of the City of Andover. There is a Joint Powers Agreement between the City and the School District in regards to the use of the facility. Basically the City maintains all three fields during the months June thru August and the School District maintains the three fields for the other 9 months (September thru May). Since the improvements are being made on City owned property, the City must approve any donations that are being made to the facility. ACTION REQUIRED The Park and Recreation Commission is requested to recommend approval of a resolution to the City Council accepting the donation made by Andover High School Fastpitch Booster Club to upgrade fencing and the installation of a batting cage at the south varsity field at Eveland Fields. Director of Public Works Andover City Hall 1685 Crosstown Blvd. NW Andover, MN 55304 Re: Donation to Eveland Fields The Andover High School Fastpitch Softball Booster Club has worked tirelessly for several years to fundraise to make field improvements to Eveland Fields. We have finally been able to move forward with our plans to upgrade the fields and add much needed fencing and a batting cage with the help of Todd Haas and Kevin Starr. We appreciate their efforts toward helping us to realize this goal. The Andover High School Fastpitch Booster Club is donating all labor, materials, and costs for this improvement project to the City of Andover and the Park Commission. We appreciate the use of the fields for our high school season and during the summer and fall for the Andover Youth Fastpitch program through the Andover Athletic Association. There is no suspect. 07.06 19:59 Oak View Park 13149283 A resident reported a suspicious vehicle. The resident advised that sometimes kids park in the lot and go in to the woods. The deputy arrived and checked the woods and found a small area that had been cleared out and made in to some type of fort but there was no one around. The caller advised she would like extra patrol in the area and the deputy roll - called the request. 07.16 18:58 Andover Station North 13158290 A deputy responded to an audible alarm coming from the concession stand. When he arrived he spoke with a male who had keys to the building. The man advised he was the president of Andover baseball and he did not put the code in quick enough and set off the alarm. 07.22 13:15 Hidden Creek North 13163858 A caller reported a suspicious male who came out from his house and watched her and her kids while they were at the park. The deputy took the information and identified the home where the male lived. 07.24 17:44 Crooked Boat Landing 13165793 A caller reported several vehicles parked in the grass at the landing. A deputy responded and issued citations to those parked illegally. 07.24 23:20 Oak View 13166071 A caller reported juveniles disturbing in the park. The deputy arrived and located a male and a female. They were identified and both were 18 +. They were warned about park hours and asked to leave. They complied. 07.28 16:29 North Woods East 13169134 A caller reported juveniles smoking in the park. The deputy made contact with the juveniles and a 17 yo who was smoking an E cigarette. The deputy asked the juveniles to give up any cigarettes or ignition devices they had. They did not have any cigarettes but all of them had matches or lighters — which they gave to the deputy. 07.28 21:04 Red Oaks West 13169336 A caller reported his bag was stolen at the park. The deputies located the person they thought stole the bag. He admitted to taking the bag and throwing its contents in to the creek. He was charged with theft and deputies spoke to his parents. 07.29 23:28 Prairie Knoll 13170189 A caller reported a group of juveniles setting off fireworks in the park. When the deputy arrived he did not locate anyone. The next day a resident reported that a neighbor had seen suspects calling his horses over to the fence and then shooting off fireworks. He requested extra patrol for the area. 07.31 21:58 Prairie Knoll 13171856 A caller reported loud music in the park. The deputy arrived and checked the area and did not locate any people or vehicles. 08.01 20:15 Crooked Boat Landing 13172593 A deputy was patrolling the landing when he observed a male backing his boat in to the water. The deputy spoke with the male and he appeared intoxicated. He was arrested. 08.04 12:39 Sunshine 13174920 A caller reported damage to soccer nets, benches, and a porta -potty at the park. It occurred over night and there are no suspects. The information was forwarded to the City of Andover. 08.04 21:34 City Hall Park 13175251 The caller requested assistance in locking city hall. She was using the facility and had dropped the keys in the drop box before locking the front door. The deputy arrived and locked the door. 08.09 17:58 Andover Station North 13179350 A deputy was called for a loud music report. The deputy arrived and heard the music which was for a baseball tournament. It was not excessive for the area and time of day. 08.11 18:57 Sunshine 13181074 A caller reported kids in the park playing paintball. The deputy arrived and was unable to locate anyone. 08.16 09:44 Sunshine 13184725 A deputy responded to a medical in the park. The deputy assisted until Allina and Andover Fire arrived. 08.17 22:04 Sunshine 13186175 A deputy was called to the park on a medical. He assisted until Allina and Andover Fire arrived. 08.23 07:27 Andover Station North 13190281 A deputy was dispatched to an alarm. When he arrived he found an Andover worker on the fields who advised he heard the alarm and did not see anyone around the building. The deputy made sure the building was secure and the Andover employee was going to advise the city about the alarm. 08.25 08:04 City Hall Park 13192014 A caller reported a suspicious male on the walking path near the park. A deputy responded and located the male who stated that he was out for his morning walk early because it was going to be too hot later in the day. There was nothing suspicious. 08.25 15:12 Crooked Boat Landing 13192297 Deputies responded to a call of an incident that happened on the lake. A boater had come too close to another boat that was pulling children on the tube and the tube line got cut. The parents of the children thought the boater might be impaired. Deputies arrived and located the driver of the boat who appeared visibly shaken and had no signs of impairment. The accident was not due to an act of carelessness. 08.31 00:44 Hawk Ridge 13196658 A caller reported two suspicious people in the park. The deputy located them and made contact. They said they had been talking in the park and lost track of time. Nothing seemed suspicious and they left the park. 09.01 19:55 Green Acres 13198043 A caller reported a suspicious vehicle in the area; before the deputy arrived the caller reported the vehicle had moved and was heading northbound. The deputy searched the area and was unable to locate the vehicle. 09.02 12:48 Sunshine 13198421 A resident approached a CSO and told him that several trash cans in the park had been dumped out and that there was graffiti on the skate park ramps. The deputy contacted Andover Public Works. 09.05 13:06 Oak View 13200671 A caller reported two people who had exited their vehicle and walked in to the woods; it was reported as suspicious. The deputy arrived and observed the vehicle but did not locate any people. During his shift he checked back and the vehicle as still there. The vehicle was parked legally and there was nothing criminal. 09.11 13:09 Sunshine 13205463 A caller reported a suspicious male walking back and forth possibly looking at kids at the elementary school. Squads arrived and checked the area for the described male and were unable to locate him. The SRO and elementary school was made aware of the report. 09.13 22:57 Prairie Knoll 13207867 A caller reported "high powered" lights on in the park and thought it was wasteful. The deputy arrived and located three people in the park that were stargazing with a telescope but they were not using the lights. The deputy could not find the control box for the lights and was unable to turn them off. 09.18 14:53 Lund's North 13211430 A caller reported a vehicle driving recklessly in the parking lot of the park. Deputies checked the area and were unable to locate the vehicle. 09.19 17:48 Sunshine 13212363 A caller wanted to report some suspicious activity. The caller stated she heard 3rd hand via Facebook that a suspicious male was in the area of the park and is concerned due to a recent charging of a neighbor man involving a CSC case. The caller requested extra patrol. 09.21 09:44 Prairie Knoll 13213527 A caller reported multiple vehicles parked in a "no parking" zone. Schedule Workshop Meeting DATE: November 7, 2013 INTRODUCTION The Park and Recreation Commission is requested to schedule a workshop meeting on Thursday, November 21, 2013 at 7:15 pm or shortly thereafter to discuss three items. DISCUSSION The following items are recommended to be discussed at the workshop meeting: • Discuss Crooked Lake School Hockey Rink Replacement • Discuss the redevelopment of Fox Meadows Park • Consider irrigation of parks for 2014 To stay ahead of the upcoming of the 2015 -2019 Park Capital Improvement Plan (CIP) that will be discuss early next spring, it is recommended by staff to continue discussing the options for replacement of the Crooked Lake School Hockey Rink. As far as Fox Meadows Park, even though it is identified as a possible park improvement project for 2017, the Commission will need to determine if it cost effective in redeveloping the park and does the City gain any benefit by constructing a new well and irrigating the park if only a couple fields can be constructed. In regards to irrigating of parks in 2014, the Park Maintenance staff will be recommending the small mini park or parks that should be irrigated. That information will be provided at the workshop. The Park Commission will need to consider the recommendation from the Parks Maintenance staff. Review Outstanding Items DATE: November 7, 2013 Issues list as of 1115113 COMPLETED PROJECTS — Pine Hills Park — The Parks Maintenance Department has completed the grass infield, irrigation system and the sideline fencing. The grass is coming in nicely due to the nice weather we had in first half of October. If you get a chance, stop by and see the nice work that was done by Public Works Parks Maintenance. ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda. • Update of Ouarterly Sheriff s Department Report on Park Patrol & Vandalism — Item is on the agenda. • 40 Acre Sports Complex — The site is 95% complete including the irrigation system for the fields. There will be additional irrigation being installed next spring around the parking lots. The grass for the fields is coming in very nicely. The Commission is encouraged to stop by the complex and see the improvements that have been completed. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Cell Phone Companies Update (Rose and Fox Meadows Park) Rose Park The Commission should have received a copy of where the location of the Verizon building will be constructed to house the equipment. This request by Verizon will most likely be considered by the Planning and Zoning Commission in November or December. Fox Meadows Park There is nothing new to report from Verizon since the last Park Commission meeting in September. • 2013 Events in City Parks or Facilities — Listed below is a current update as to the activities that each of the Commission members are responsible for. • Melberg — Commissioner Melberg will coordinate with staff with help from QCTV to prepare a video highlighting one or more of the City parks or facilities. • Skate Park Competitions and Camp/Van Vark — There will be no competition as part of the Andover Fun Fest event this year. • Stenzel — Done. Article on snow shoeing/silent sports will be in November/December Andover Newsletter. • Organized Trail Bike Ride/Lindahl — Prepare article on Kelsey Round Lake Park -Due by March 21, 2014 for the May /June 2014 Newsletter. • Butler — Need to schedule Andover Lions Park Adopt a Park fall cleanup. • Lewnau — Tree planting project is done. • Miskowiec — Done. An article on canoeing/kayaking is currently in the September /October Andover Newsletter that was just recently sent out to the residents. • Update of Pedestrian Trails — At this point this is what has been going on with trails: • A trail has been paved along the north side of Bunker Lake Blvd between 7`h Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. The final wear course is scheduled to be completed the week of October 28 h so the road should be open to 4 lanes within a few days after pavement marking have been placed. North Pine Aggregate is the contractor that will be doing the work. The City Council has preliminary approved the 5 year (2014 -2018) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2016 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the north side of Bunker Lake Boulevard will either be left in place or reconstructed. A pedestrian underpass is being evaluated near the Bunker Hills Activity Center. Also the trail will continue on the north side to Jefferson Street. A new trail will be constructed from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new trail segment will be constructed on the south side from the Anoka County Highway Department, crossing the railroad tracks, tying into Bunker Hills Regional Park. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The locations and dates of these meeting will be determined in late winter or early spring.
