INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the fees for the
tournament application form for softball/baseball.
DISCUSSION
This item was tabled from the last meeting on September 5, 2013. The meeting minutes regarding
this discussion are located in the side pocket of the packet.
The Park Commission based on the September 5t' discussion is interested in inserting language
into the application form that would require the applicant be responsible for any additional overrun
costs due to the extra Public Works Maintenance personal that is needed to keep up on the field
maintenance for the tournament. Commissioner Stenzel will address the City of Minneapolis fees
at the meeting. City staff recommendation is not modify the current application fees but it is
recommended that an additional escrow fee be required to cover additional maintenance costs.
Once the tournament is over, the City staff will perform a calculation to determine the actual costs.
Any remaining unused escrow fees will be returned to the applicant.
Note: Action on revising the tournament application form by the Park Commission will need to be
determined no later than the October 17d' Park Commission meeting so that the revisions can be
presented and approved by the City Council at their first meeting of November. If the Council
agrees with the recommendations, staff will include these fees into the proposed 2014 fee schedule
that will be approved by the City Council in December. Just as a reminder, tournament application
requests for 2014 are due by the 3rd Friday of December 2013.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing tournament application
fees for softball/baseball.

Note: If your organization schedules 2 fields and uses additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty.
SPECIAL REQUEST SECTION Check the following boxes if applicable.
0 If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location /distance of pitching rubbers and /or base locations.)
All requests for tournaments must be submitted by the 3rd Friday of December. The application will be considered by the
Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a space
available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field
usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted
with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be
submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation
Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City
Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department
Supervisor.
' If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, the Field Usage Fee nor the Non- Intoxicating Liquor License Fee will be returned. In the event
that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the
full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where
tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least
14 days prior to the date of the tournament.

• The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
• During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.

INTRODUCTION
This item is in regards to park playground improvements in Langseth Park.
DISCUSSION
The City Council has preliminary approved the 2014 Capital Improvement Plan which
includes both Langseth Park and Andover Lions Park as possible park rebuilds. A total
of $48,000 has been approved for both parks. Attached is draft letter to be sent to the area
residents and the map of the area within about a 1/8 mile radius of the park since it is
classified as a mini park. Included within the letter indicates how area residents can enter
the City's website so they can complete the City's park improvement survey. Please
review the attached draft letter, map, and the survey and provide any comments that the
Commission may have at the meeting so they can be discussed.

The Park and Recreation Commission is requested to review the draft letter, map, and
survey and provide any comments the Commission may have before the letter is sent to
area residents.

Re: Langseth Park/Public Information Meeting and Resident Survey
Dear Owner /Occupant:
The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, January 16, 2014 at 7:00 p.m. or shortly
thereafter at Andover City Hall Council Chambers regarding the possible
redevelopment or improvements to Langseth Park. The existing playground at
the park is outdated and is in need of improvements. Park location map is on
the back side of this letter.
For the Park Commission to consider what improvements (including equipment
replacement) could be made to the park, the City would like to receive input
from the neighborhood. The way you can participate in this is by completing the
on -line survey that is available on the City of Andover's Website at
http. / /www.ci.andover.mmusl and click on City Departments. Once you get to
this part of the website, click on Parks. Survey is on right side of the screen and
click on Langseth Park. For the Park Commission to consider your comments,
the survey must be completed by 4:30 p.m. on Monday, December 2, 2013.

The Andover Park and Recreation Commission is considering new park improvements be provided at
Langseth Park in 2014. In order to determine the best playground plan and/or other improvements to
the park, your help is needed. Please take a few minutes to complete the following survey. To

DISCUSSION
The City Council has preliminary approved the 2014 Capital Improvement Plan which

of $48,000 has been approved for both parks. At this point the only improvements that
will be made to Andover Lions Park will be replacing the fall zone with new wood chips.
Parks Maintenance Department will also be looking at adding a new small feature (for
example a spring ride). The existing playground structure is in pretty good shape for now
so the structure will not be replaced at this time.
ACTION REQUESTED
No action regarding this will be necessary.

INTRODUCTION
This item is in regards to discussing the layout for Rose Park.
DISCUSSION
A copy of the proposed layout that has been recommended by the Park Commission is
located in the side pocket of the packet. As you can see from the proposed layout the
black solid lines is from the layout that was presented to the Park Commission back in
May 2013. To accommodate additional parking in west parking lot, the lot was adjusted
further east which increases the total number of parking stalls to 46 (the original layout
had 42 parking stalls). In regards to a setback from the property lines to the ball field
fencing, both fields can be set back at 30 feet. Staff would not recommend the setbacks
be any larger than 30 feet as the playing portion of the fields will start overlapping. Note:
If the parking lot is relocated further east, then it will be necessary to move the ball fields
further east. Moving the fields further east should not be an impact to the free play area
that is identified on the layout.
Staff will be beginning to survey the park within the next couple weeks. The design of
the park will be done over the winter months so input by the Park Commission at this
meeting will be helpful.
ACTION REQUESTED
The Park and Recreation Commission is requested to discuss the layout and recommend
any revisions to the layout before design work begins.

Issues list as of 10/1/13
COMPLETED PROJECTS —
• Green Acres Park — The playground structure (Raceway), swings and spring ride have been installed.
The ball field infield ag -lime has been removed and topsoil has been placed. Due to the dry hot
summer, some of the area will need to be reseeded. The Commission is encouraged to stop by the
park and see the improvements that have been completed.
• Northwoods East Park — The playground structure (Adventure Bridge) and swings have been
installed. The final grade is done and has been seeded. Due to the dry hot summer, some of the area
will need to be reseeded. If you get a chance, stop by and see the nice work that was done by Public
Works Parks Maintenance.
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Ouarterly Report — Next quarterly report will be
available at the next meeting.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report will be available at the next meeting.
• Sports Complex Master Plan — The irrigation system for the fields is done. There will be additional
irrigation being installed next spring around the parking lots. The grass for the fields is coming in very
nicely and the south field has already been mowed once. The south field will be mowed another 1 to 2
times yet this fall and the north fields will be mowed at least once. The storm sewer system has been
installed and the gravel has been placed on the drive aisles and the parking lots. The Commission is
encouraged to stop by the complex and see the improvements that have been completed. Note: The
suggested park names that have been submitted will be presented to the Park Commission in
November for consideration. The last day for residents to submit a suggestion is October 25`"
• Pine Hills Park — The Parks Maintenance Department has regraded, placed top soil and sodded the
infield. The irrigation system and the sideline fencing are complete as of late last week. As
mentioned previously, the sideline fencing was moved to square up the field (previously the field
fencing was toed in towards the infield). If you get a chance, stop by and see the nice work that was
done by Public Works Parks Maintenance. Additional funding from the miscellaneous park fund may
be necessary to complete the project.
ON -HOLD PROJECTS —
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• Doe Park — The park opened on August 5`h. The City has been receiving a few complaints about the
park (mostly about the sand burrs). All concerns should be forwarded to the Anoka County Parks
Maintenance Department, as they are responsible for the maintenance. The most current newsletter
article (which each of the Commission should have received recently in the mail) addresses the hours
the dog park is open and a few rules of the dog park.
• Cell Phone Companies Update (Rose and Fox Meadows Park)
Rose Park
The location that was discussed at the last Park Commission on the north side of the trees near Tower
1 will not work. Verizon designers are indicating to the City that it is too long of a run for the
antennas to work properly. Attached is another drawing that will work that will avoid most of the
trees. To date Verizon has not yet submitted a formal application. A landscape plan will be required
as part of the application.
Fox Meadows Park
There is nothing new to report from Verizon since the last Park Commission meeting in September.
• 2013 Events in City Parks or Facilities — Listed below is a current update as to the activities that
each of the Commission members are responsible for.
• Melbere — Commissioner Melberg will coordinate with staff with help from QCTV to
prepare a video highlighting one or more of the City parks or facilities.
• Skate Park Competitions and Camp/Van Vark — There will be no competition as part
of the Andover Fun Fest event this year.
• Stenzel — Done. Article on snow shoeing/silent sports will be in November/December
Andover Newsletter.
• Oreanized Trail Bike Ride/Lindahl — Prepare article on Kelsey Round Lake Park -Due
by March 21, 2014 for the May /June 2014 Newsletter.
• Butler — Need to schedule Andover Lions Park Adopt a Park fall cleanup.
• Lewnau — Tree planting project is done.
• Miskowiec — Done. An article on canoeing/kayaking is currently in the
September /October Andover Newsletter that was just recently sent out to the residents.
• Update of Pedestrian Trails — At this point this is what has been going on with trails:
• A trail is being constructed along the north side of Bunker Lake Blvd between 7`h
Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker
Lake Blvd road reconstruction project. For those that are not familiar with this project,
the section of the county road is being widened from a 2 -lane facility to a 4 -lane facility.
The road is now open to 2 lanes of traffic. Construction will continue yet this fall. North
Pine Aggregate is the contractor that will be doing the work.
The City Council has preliminary approved the 5 year (2014 -2018) Capital Improvement
Plan (CIP) for trails for the following locations:
o A trail is identified in 2016 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
• Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE
in Ham Lake is scheduled for 2015 -2016. As part of this project trail segments along the
north side of Bunker Lake Boulevard will either be left in place or reconstructed. A
pedestrian underpass is being evaluated near the Anoka County Park building. Also the
trail will continue on the north side to Jefferson Street. A new trail will be constructed
from Crane Street NW, crossing the railroad tracks to Andover Lions Park. Also a new
trail segment will be constructed on the south side from the Anoka County Highway
Department, crossing the railroad tracks, tying into Bunker Hills Regional Park.

Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to discuss if they would like to continue having a couple meetings at a
park or facility in 2014.
