INTRODUCTION
The Park and Recreation Commission is requested to review and consider the park dedication requirements
for the proposed Centra Homes Sketch Plan.
DISCUSSION
A copy of the sketch plan is in your side pocket of the packet for your review. The sketch plan includes the
existing park boundaries of Oakview Park along with the additional park property that has been identified
by developer adjacent to the existing park. The additional area identified on the sketch plan is based on the
Park Comprehensive Plan which includes additional amenities such as small shelter and a future park
expansion for a free play area.
Public Works Staff have reviewed the sketch plan and recommends not taking any more property then is
necessary to fulfill the future planned improvements that are identified in the Future Facilities Chart (see
attachment) for the park. At one time there was the idea to have a free play area as part of the overall
development of the park. But due to the delineated wetlands that were recently determined, there is more
wetland than anticipated. Therefore staff does not recommend any more than about 3040 feet of additional
street frontage along 158° Lane NW to allow for the installation of small shelter. Attached is a layout that
was discussed a few years ago by the Park Commission when Oakview Park was being considered for
development which includes the free play area.
Any property the Commission requests to be dedicated will be calculated based on the formula as per City
Code 11 -3 -7 (C). Just so the Commission knows, the more land required to be dedicated the lesser the park
dedication fee portion will be.

INTRODUCTION
The Park and Recreation Commission is requested to review and consider the park dedication
requirements for the proposed Country Oaks North Sketch Plan.
DISCUSSION
A copy of the sketch plan is in your side pocket of the packet for your review. The sketch plan
includes a proposed park for the development on the adjacent parcel that is not owned by the
developer of Country Oaks North. Just as a reminder, there is an existing park (Country Oaks)
south of this area that is developed. The park is considered a mini park and has a small playground
set and a basketball court.
Public Works Staff have reviewed the sketch plan and recommends that no additional park land be
dedicated in this general area.
If any of the property in this general area is dedicated as park, the cash portion that is due for the
remainder of the park dedication will be calculated based on the formula as per City Code 11 -3 -7
(C). Just so the Commission knows, the more land required to be dedicated the lesser the park
dedication fee portion will be.
ACTION REQUIRED
The Park and Recreation Commission is to review and consider the park dedication requirements

SUBJECT: 6. Discuss Tournament Application Form for Softball/Baseball (Fees)

INTRODUCTION
The Park and Recreation Commission is requested to discuss the fees for the tournament
application form for softball/baseball.
DISCUSSION
The City staff would like the Park Commission to consider raising the tournament application fees
for 2014. This is being brought up due to the cost for providing the maintenance for the men's
national softball tournament that was recently held at Sunshine Park this past August. The
estimated cost to provide the service to maintain the field during the tournament will be between
$2600 to $2800. Staff will provide details of how the tournament format was setup by the
Tournament Directors and the number of Public Works Maintenance staff was needed to keep up
with the maintenance during the tournament at the meeting.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss the fees for the tournament
application form for softball/baseball.

Note: If your organization schedules 2 fields and uses additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty.
SPECIAL REQUEST SECTION Check the following boxes if applicable.
0 If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location /distance of pitching rubbers and /or base locations.)
All requests for tournaments must be submitted by the 3`d Friday of December. The application will be considered by the
Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a space
available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field
usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted
with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be
submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation
Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City
Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department
Supervisor.
" If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, the Field Usage Fee nor the Non - Intoxicating Liquor License Fee will be returned. In the event
that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the
full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where
tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least
14 days prior to the date of the tournament.
If further information is needed, please contact the Parks Coordinator at (763) 755 -5100. Application forms may be obtained
from and returned to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard NW, Andover, MN 55304.
The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in
October.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report is due in October.
• Sports Complex Master Plan — The irrigation system of the fields is very close to being done.
Seeding of the fields will be completed within the next week or so. The storm sewer system has been
installed. Some gravel has been placed on the entrance road and some of the parking lots. The
Commission is encouraged to stop by the complex and see the improvements that have been
completed.
• Green Acres Park — The playground structure (Raceway), swings and spring ride have been
installed. The ball field infield ag -lime has been removed and topsoil has been placed. Seeding will be
done in the next week or so (it has been too hot to seed). The backstop fence will stay in place to keep
balls from entering on the adjoining property to the north. The Commission is encouraged to stop by
the park and see the improvements that have been completed.
• Northwoods East Park — The playground structure (Adventure Bridge) and swings have been
installed. The final grade is done and has been seeded. Seed is not coming too well due to the dry
weather we have been having. If you get a chance, stop by and see the nice work that was done by
Public Works Parks Maintenance.
• Pine Hills Park — The Parks Maintenance Department will be regarding the infield this week to
accommodate the grass infield and irrigation system. The sideline fencing is being moved to square
up the field (currently the field fencing is toed in towards the infield). Additional funding from the
miscellaneous fund may be necessary.
ON -HOLD PROJECTS —
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• Dog Park — The park did open on August 5t'. The City has been receiving a few complaints about the
park (mostly about the sand burrs). These concerns have been forwarded to the Anoka County Parks
Maintenance Department for follow up. The most current newsletter article (which each of the
Commission should have received recently in the mail) addresses the hours the dog park is open and a
few rules of the dog park.
• Cell Phone Companies Update (Rose and Fox Meadows Park)
Rose Park
The location of the proposed building will need some discussion. Since the last meeting, staff met
with Sarah Hill, Verizon representative, regarding the location of the building at Rose Park. The
location that was discussed at the last Park Commission within the trees is not being recommended
due to the nice trees that do exist on the north side of Tower 1. Any building construction in this
general area within the trees will have a negative impact of the trees as tree roots will be severed
which will most likely kill the trees. There is an area on the north side of that same tree line that
would work. Staff will discuss this further at the meeting. A copy of the location building is attached
with this item.
Fox Meadows Park
There is nothing new to report from Verizon since the last Park Commission meeting in August.
• 2013 Events in City Parks or Facilities — Listed below is a current update as to the activities that
each of the Commission members are responsible for.
• Melberg — Commissioner Melberg will coordinate with staff with help from QCTV to
prepare a video highlighting one or more of the City parks or facilities.
• Skate Park Competitions and CamyNan Vark — There will be no competition as part
of the Andover Fun Fest event this year.
• Stenzel — Prepare article on snow shoeing/silent sports -Due by September 27, 2013 for
the November/December Andover Newsletter.
• Oreanized Trail Bike Ride/Lindahl — Prepare article on Kelsey Round Lake Park -Due
by March 21, 2014 for the May /June 2014 Newsletter.
• Butler — Need to schedule Andover Lions Park Adopt a Park fall cleanup.
• Lewnau — Tree planting project is done.
• Miskowiec — Done. An article on canoeing/kayaking is currently in the
September /October Andover Newsletter that was just recently sent out to the residents.
• Update of Pedestrian Trails — At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 7t` Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The road is
now open to 2 lanes of traffic. Construction will continue yet this fall. North Pine
Aggregate is the contractor that will be doing the work.
• The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP)
for trails for the following locations:
o A trail is identified in 2014 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
• A trail along the east side of Nightingale Street NW north of Crosstown Boulevard NW
has been constructed. The road is now open to 2lanes of traffic.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
Just as a reminder, meeting is at Fox Meadows Park.

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e -mail as to discussions of various projects the City Council has been working on or is
considering.
