Present: Commissioners Joyce Twistol Absent: Commissioners Also present: Community De , Jim Public APPROVAL OF MINUTES July 2, 2013, Regular Meeting: Correct as presented. called to order by President Mike 1685 Crosstown Boulevard NW, Tony Howard, Mike Knight, and Ebert Nc , David , Dave Berkowitz Motion by Bukkila, Seconded by Knight, approval of the Minutes as presented. Motion carried July 23, 2013, Workshop Meeting: Correct as presented. Motion by Bukkila, Seconded by Knight, approval of the Minutes as presented. Motion carried unanimously. PARKSIDE AT UPDATE Mr. Carlberg updated that two more lots were purchased by Capstone Homes. There are four lots remaining. This puts Capstone 24 lots ahead of schedule. Mr. Dickinson indicated a developer may be interested in purchasing the 8 -plex parcel with the intentions of constructing an 8 -plex building. The EDA was supportive of staff pursuing a purchase agreement for the 8 -plex parcel. CHERRYWOOD ADVANCED LIVING UPDATE Mr. Carlberg introduced Mr. Marshall Weems from Cherrywood Advanced Living. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 Andover Economic Development Authority Meeting Minutes —August 5, 2013 Page 2 Mr. Weems updated that the soil reports and the Phase I environmental test results were good, and the survey is complete. The preliminary items are moving along. Mr. Weems indicated their Engineers and Architects are currently working on the plans to be submitted for the site plan review. The closing is scheduled for September 24th, construction to following closing and residents moving in April of 2014. Mr. Weems reviewed the external materials to be used on the building. Mr. Carlberg reminded the EDA the materials fall within the required standards. Commissioner Howard suggested using more stone. President Gamache stated the project is a good fit for that neighborhood. The EDA thanked Mr. Weems for the update. ANDOVER STA TION NORTH MARKETING UPDATE Mr. Carlberg indicated the City Attorney reviewed the purchase agreement for Dynamic Sealing Technologies Inc. (DSTI) regarding the purchase of a 7.27 acre site on the southwest corner of Hanson Boulevard and Jay Street. The draft purchase agreement has been submitted to DSTI for their review. Mr. Carlberg stated staff continues to work with a light manufacturing company on their interest in purchasing the 6.85 acre parcel located on the northwest corner of Hanson Boulevard and Jay Street/139'h Lane. Staff has received an application for the creation of a TIF District. Mr. Carlberg indicated staff has made contact with the MPCA regarding the requirements to build on this parcel due to environmental concerns. The MPCA may require a probe measuring methane gas be installed and a vapor barrier constructed under the building foundation. Staff is waiting to hear back from the MPCA with the requirements and cost of the requirements. Mr. Carlberg indicated the company would like to start construction this fall; however the TIF District creation process may not allow for that to happen. Mr. Dickinson stated the former 15t Regents Bank parcel is owned by United Bankers Bank and there will likely be interest in the building from other banks. Mr. Carlberg indicated the restaurant site at 13797 Jay Street could begin construction in a couple weeks. Mr. Carlberg stated the Wal -Mart building is coming along and Wal -Mart did contact staff for information regarding a temporary sign permit. President Gamache indicated he would like to see the speed limit on Bunker Lake Boulevard from Hanson Boulevard to Crosstown, Boulevard be lowered from 50 mph to 45 mph. Mr. Berkowitz stated a resolution needs to be passed by the Council and forwarded on to Anoka County requesting a speed limit study be completed, if that is the desire he would recommend the request be made once Wal -Mart opens. REDEVELOPMENT DISCUSSION Mr. Carlberg indicated the Stop -N -Shop building has been removed. The results of the soil borings taken by SEH, Inc. during the tank removal show that the contamination was not from the tanks but from the distribution lines. Staff is working with SEH, Inc. for additional soil borings to determine the extent of the contamination. The EDA suggested placing barricades at the two driveway entrances. Mr. Dickinson updated the EDA on parcels that could possibly be purchased. The parcels are located on the north side of 138th Avenue and Crosstown Drive. President Gamache stated he would prefer to focus on parcels south of 138th Avenue on Bunker Lake Boulevard. Commissioner Bukkila agreed. Staff will continue to monitor the area for potential parcel purchases. UPDATE ONARBOR OAKS PROJECT Mr. Carlberg stated an open house is tentatively scheduled for September 8th. Mr. Carlberg indicated the Stylist of the beauty salon located at Arbor Oaks will be submitting an application for a Conditional Use Permit (CUP). The Stylist would like to be able to offer services to the public, not just the residents at Arbor Oaks. The CUP could be on the August 20t' Council agenda for approval. Present: Absent: Also present: Commissioners Trade, Robert T None Bukkila, Tony Ho and Joyce Twistol , Jim ty was called to order by City Hall, 1685 Crosstown , David Mike Knight, Julie Mr. Carlberg indicated Anoka County has the parcel overvalued. Staff, Ehlers & Associates and the County Assessor have been working on establishing the land and building values. Commissioner Trade is concerned regarding the value. She asked what would happen if after nine years the City does not get paid back, what would be done about a shortfall? Mr. Carlberg indicated staff is working with Ehlers and if they cannot come up with a system that pays the City back, the process will likely be stopped. Mr. Dickinson stated if there is a shortfall Measurement Specialties may have to find a way to cover that shortfall or the EDA needs to look at other options. Commissioner Trade asked if the company could sign a Minimum Assessment Agreement. Mr. Dickinson indicated it is not out of the question to ask for a Minimum Assessment Agreement. Mr. Carlberg stated staff should know within a week about the values. Special Andover Economic Development Authority Meeting Minutes —August 20, 2013 Page 2 1 Motion by Trude, Seconded by Howard approving the EDA resolution R002 -13 recommending 2 the City Council call for a public hearing for the proposed adoption for the modification to the 3 Development Program for Development District No. 1 and the proposed establishment of Tax 4 Increment Financing District No. 1 -6 and the proposed adoption of a Tax Increment Financing 5 Plan. Motion carried unanimously. 6 7 OTHER BUSINESS 8 9 Mr. Carlberg indicated the Anoka Area Chamber of Commerce is hosting a ribbon cutting 10 ceremony for Christian Brothers Automotive on September 3rd at 10:30 a.m. 11 12 Arbor Oaks has a ribbon cutting ceremony scheduled for September 8d' at 12:00 p.m. and a grand 13 opening celebration for the public from 1:00 — 4:00 p.m. 14 15 ADJOURNMENT 16 17 Motion by Howard, Seconded by Knight to adjourn. Lot 1, Block 2, Andover Station North is being sold. The legal notice has been published at least ten days prior to this meeting (on 8/23/13). ACTION REQUESTED The EDA is requested to open the public hearing and request public comment. Upon receiving public comment the EDA may close the public hearing and discuss the proposed resolution. The EDA should pass a resolution indicating it is in the public's interest to sell the property and that the specified intended use of the parcel is in keeping with the interest of the City of Andover EDA to further the development of Andover Station North (see attached resolution). Staff recommends the land sale be completed as they meet the original objective of redeveloping the area with a diversity of different uses that will meet the needs of the broader community. ACTION REQUIRED The EDA is requested to hold a public hearing and take public comment on the proposed land sale. The EDA is also requested to review and consider the attached resolution. DISCUSSION Capstone Homes has acquired all thirty -six (36) lots from the EDA. Capstone Homes closed on the final four lots on Tuesday, August 27, 2013. Carlberg, Community DeveNl&nt Director SUBJECT: EDA Activity - Project Status Report DATE: September 3, 2013 INTRODUCTION This memo provides a brief update of all EDA activities. Further details will be provided at the meeting. DISCUSSION 2014 Special EDA Events — "Concert in the Park" — EDA last discussed in March. Staff was directed to look at soliciting quotes to build a dock/pier for the pond near Target. Staff has found that very few dock/pier manufacturers exist. Most public docks /piers are being manufactured by MINNCOR Industries. Staff has had difficulty getting MINNCOR staff to respond to the City's request. 2014 Andover Business Development Day — EDA in the near future will need to set a date for this event. Preferred date is Wednesday, June 18, 2014. Andover Station Area Medians — No activity to report. Staff is waiting for Walmart to complete median changes. Once completed will re- evaluate. Andover Station North — Available sites are actively being marketed. Interest in the area has increased with the potential Walmart project. www.MetroMSP.or and City Website — Staff continues to monitor the EDA's land sales information on the MetroMSP website sponsored by Anoka County. We have also shown information on other commercial and industrial lands that are for sale in Andover on both the www.metromsp.org and in the past on the city planning department's website. Staff has updated the city's website to include and economic development department to provide prospective businesses easier access to available commercial /industrial properties as most parties interested look for an economic development section of a city's website if they are inquiring about available properties /buildings. Staff has received positive feedback on the information provided and ease of access to the information. Potential Restaurants — Pizza Ranch will be building at 13797 Jay Street NW (the old Moose and Company location). Staff continues to submit demographic information to potential restaurants as leads become available. Staff continually reviews various businesses journals looking for restaurants, retailers and other companies who are expanding their operations. As the EDA is aware, there continues to be two issues facing Andover in attracting sit down restaurants. The first is not enough daytime traffic and the second being the lack of square footage of retail space to support a restaurant. Walmart opening will add 7,000 vehicle trips a day to the area which will help. The City struggles to compete with the Riverdale shopping area in Coon Rapids. Crosstown/Bunker Redevelopment Sites — Stop -N -Shop has been removed. Staff is monitoring the area for potential acquisitions as they become available. Parkside at Andover Station — Capstone Homes, Inc. has purchased all of the lots to date. Staff is also actively pursuing the development of the remaining multi - family properties. Retail Market Analysis — Study has been placed on the Economic Development Department web page on the City website. Arbor Oaks — Project is complete. Ribbon cutting ceremony to occur on Sunday, September 8, 2013 at Noon. Monument /Entrance Signs — Sign installations at Bunker, Crosstown and Round Lake Blvd. are complete. Staff has contacted the Sonsteby family for a future sign at Bunker Lake Blvd. and 7th Avenue. ACTION REQUESTED Receive a presentation from staff and provide direction if necessary.
