INTRODUCTION
This item is in regards to a request from Verizon Wireless to place cell phone tower antennas on
Water Tower 1 at Rose Park.
DISCUSSION
This item was tabled from the last meeting as the Commission was concerned with the location
of the building. Sarah Hill representing Verizon Wireless will be at the meeting to present the
project and answer any questions the Commission may have. A copy of the item from the last
meeting is included with this item. Also the discussion of this item is included as part of the July
18`h Commission meeting minutes that is included on the side pocket of the packet.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue considering the request for a cell
tower by Verizon Wireless at Rose Park.

g. SUBJECT: Consider Structure Placement in Rose Park for Verizon Wireless Equipment
Building
DATE: July 18, 2013
INTRODUCTION
The Park and Recreation Commission is requested to consider Verizon Wireless to locate twelve
(12) wireless antennas on the side of the city water tower located on the Rose Park property. A
conditional use permit is required to locate antennas above 35 feet in height. The water tower is
140 feet tall.
DISCUSSION
A public hearing for the conditional use permit request will be scheduled for the August 13, 2013
Planning Commission meeting. City code 12 -14 -6B provides the general criteria for granting
conditional use permits for telecommunication facilities:
In granting a Conditional Use Permit, the City Council shall consider the
advice and recommendation of the Planning Commission and the Park and Recreation
Commission based on the following:
a. The effect of the proposed use upon the health, safety, morals
and general welfare of occupants of surrounding lands.
b. Existing and anticipated traffic conditions, including parking
facilities on adjacent streets and land.
c. The effect on values of property and scenic views in the
surrounding area, and the effect of the proposed use on the
Comprehensive Plan.
As with all antenna installations, some ground mounted equipment will be necessary. For this
particular request, a structure approximately 12 feet by 30 feet will be proposed to house
equipment and a back -up generator in the event of an electrical outage that could occur during a
natural disaster (i.e. tornado or blizzard). The generator would allow continued cell service in
such events.
A portion of the building will be secured by the same type of wrought iron fence that is around
the circumference of the water tower. The proposed layout is attached for your review.
ACTION REQUESTED
The Parks and Recreation Commission is requested to review the conditional use permit request
and make a recommendation to City Council, if the Verizon Wireless improvements are
acceptable.

The Park and Recreation Commission is requested to consider if Fox Meadows Park would be
appropriate location for a cell tower within the boundary of the park.
DISCUSSION
Attached is a proposed site plan from Verizon Wireless for your review. If the Park Commission
determines that the location of the possible cell tower is acceptable, Verizon will apply for a
Conditional Use Permit (CUP). At some point later this year the CUP will be presented to the
Park Commission for an official review and recommendation that will forwarded to the Planning
and Zoning Commission and City Council for their consideration.
James Ries from Buell Consulting, Inc. representing Verizon Wireless will be at the meeting to
present the project and answer any questions the Commission may have.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider if Fox Meadows Park would be
appropriate location for a cell tower within the boundary of the park.

SUBJECT: 7. Update of the Joint Meeting with City Council/2014 -2018 Park Capital
Improvement Plan

INTRODUCTION
This item is an update in regards to the 2014 -2018 Park Capital Improvement Plan.
DISCUSSION
Attached is the 2014 -2018 Park Capital Improvement Plan that was approved by the City
Council. Staff will be bringing forth the final draft layout of Rose Park within the next couple of
months to finalize the location of the fields and the parking lot. Engineering Department Staff
will be preparing plans and specifications over the winter months. Prairie Knoll Park will also be
designed over the winter months and staff will be looking at bidding the parking lot
improvements with a street reconstruction project that is planned for next year. As far as
irrigating one of the smaller parks, the Parks Maintenance Department will provide a list of parks
for the Commission to consider later this fall or winter.
ACTION REQUIRED
This is an update only an no action is necessary.

The following is a list of reports generated by the Anoka County Sheriffs Office
regarding city park activity for the 2nd quarter.

A caller reported a vehicle in the parking lot whipping "donuts" and causing damage to
the caller's vehicle. The deputy arrived and took the report; the vehicle had left prior to
the caller contacting 911.
04.16 14:38 Sunshine 13081158
A deputy was called to the park for a group of kids smoking marijuana in the park. He
arrived and there was no one in the park.
04.18 16:34 Crooked Lake 13082929
A caller reported a contained dog at the boat landing. A deputy contacted animal control
and advised.
04.25 14:25 Round Lake 13088132
An anonymous caller reported an ATV stuck at the location. The deputy arrived and did
not locate any ATV.
04.29 12:18 Andover Station North 13091454
Deputies were called to an alarm covering the concession stand. They arrived an met
with a man who stated he was getting equipment out of the location and accidently set
off the alarm.
05.08 16:54 Round Lake 13098828
A caller reported a vehicle stuck in the mud at the park. The deputy arrived and the
vehicle had left the location. The deputy was able to locate the vehicle and stop it.
Being the driver of the vehicle was violating city ordinance by driving "off road" at the
park, he issued the driver a citation.
05.16 01:22 Strootman 13104815
A deputy was called to a vehicle in the park after hours. The deputy located the vehicle
and it was unoccupied. He made contact with the vehicle owner who stated he was
playing basketball at the park and had the headlights on and the battery died. He was
warned about park hours and advised to remove the vehicle as soon as possible.

A CSO was dispatched to a call of an abandoned vehicle at the park. He arrived and
knew the vehicle had not been there the previous day because he had patrolled the lot.
He ran the license plate and everything was clear. The vehicle was not in any violation
of city ordinances.

A caller reported a body laying in the park, not moving. The deputy arrived and located
a male who was laying in the park, texting on his phone. Nothing was suspicious.
05.29 19:39 Prairie Knoll 13115983
Deputies responded to an open 911 line coming from the park; in the background
dispatch could hear a male saying "he just tried to jack me and steal my phone." When
they arrived they located the caller who stated he was joking and there was no
problem.

A passerby reported a dead deer in the road near the park. The deputy arrived and
checked the area and could not locate a deer.
06.08 20:50 Round Lake 13124312
A deputy was called to an injured deer at the location. The deer was located and
needed to be put down. The deputy put the deer down and contacted "the deer man"
to pick it up.
06.09 08:07 Andover Station North 13124684
A deputy was called to an alarm at the location. While in route he was cancelled by the
alarm company.
06.09 21:36 Hawk Ridge 13125080
A deputy was dispatched to a call of two vehicles driving through the parking lot and
soccer fields. The deputy arrived and observed no vehicles but did observe multiple
"donuts" in the parking lot and tracks on the side lines of the soccer field causing ruts.
06.10 15:04 Round Lake 13125664
A caller reported a box of dead geese at the location. The CSO contacted public works
for pick -up.
06.10 18:40 North Woods East 13125888
A deputy responded to the park for a trespass report. He spoke to the reporting party
who stated there are kids trespassing on his property and on the farmer's property
directly behind him. The deputy advised the party to call 911 when he observed the
behavior.
06.10 20:12 Crooked Lake 13125958 &13125963
A CSO was doing patrols in the area and observed two vehicles parked on the grass at
the location. He issued the vehicle owners citations.
06.13 19:20 Sunshine 13128459
A deputy was called to the park for a parking complaint. He arrived and the owner of
the vehicle moved it so it complied with park rules.
06.14 18:25 Prairie Knoll 13129336
Deputies responded to a woman in the park laying face down near the warming house.
They arrived and located the female who was transported to Mercy by Allina.
06.15 01:24 Oak View Park 13129653
A caller reported a group of juveniles seen in the area. The deputy checked the park
and neighborhood and could not locate any kids.
06.19 18:48 Crooked Lake 13133789
A CSO was doing patrols in the area and observed a vehicle parked against city
ordinance at the location. He issued the vehicle owner a citation.
06.22 22:52 Green Acres 13136906
A resident reported loud music disturbing coming from the park area. A deputy arrived
and checked the area and was unable to find any problems.
06.23 10:25 Timber Trails 13137193
A vehicle was reported abandoned in the parking lot. The CSO arrived and ran the plate
and found out the owner lives nearby. The CSO went to the registered owner's address
and it appears the home was vacant too. He ordered the vehicle towed out of the lot.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• Sports Complex Master Plan — The grading is underway for the north 2 fields, The grading is done
for the south field along with irrigation system for that field. Gravel has been placed on the entrance
road and some of the parking lots. The well and controls are close to being ready to be turned on so
that Public works can start irrigating the south field which will be seeded first.
• Green Acres Park — The playground structure (Raceway), swings and spring ride have been
installed. The ball field will be removed but the fence will stay in place to keep balls from entering on
the adjoining property to the north.
• Northwoods East Park — The playground structure (Adventure Bridge) and swings have been
installed. The final grade is done and has been seeded. Seed is not coming too well due to the dry
weather we have been having. If you get a chance, stop by and see the nice work that was done by
Public Works Parks Maintenance.
• Pine Hills Park — The Parks Maintenance Department will be starting on the irrigation of the field
within the next couple weeks. The infield will also be reconstructed to grass infields now that
irrigation will be installed. The backstop and the sideline fencing is also being evaluated for
reconstruction as the fencing do not meet the current standards and the sideline fencing is not parallel
with the 1St and 3`d base line. Additional funding from the miscellaneous fund may be necessary.
ON -HOLD PROJECTS —
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
Dos Park — The park did open on August 5th. There are some minor items that will be installed over
the next few weeks (benches, etc.). A newsletter article has been prepared for the September- October
issue about the hours and a few rules of the dog park.
Cell Phone Companies Update — Cell phone companies have been contacting staff regarding
possible monopole cell tower location in City parks. Rose Park is on the agenda along with Fox
Meadows Park which are 2 parks currently being considered by Verizon.
2013 Events in City Parks or Facilities — Item is on the workshop agenda. The Commission
members will need to determine what the activity responsibilities will be for 2013. Keep in mind that
the Commission members can team up on an activity if they would like.
• Melberg — Commissioner Melberg will coordinate with staff with help from QCTV to
prepare a video highlighting one or more of the City parks or facilities.
• Skate Park Competitions and Camp/Van Vark — There will be no competition as part
of the Andover Fun Fest event this year.
• Stenzel — Prepare article on snow shoeing/silent sports -Due by September 27, 2013 for
the November/December Andover Newsletter.
• Organized Trail Bike Ride/Lindahl — Prepare article on Kelsey Round Lake Park -Due
by March 21, 2014 for the May /June 2014 Newsletter.
• Butler — Andover Lions Park Adopt a Park spring cleanup is done. There will be
another cleanup this fall at the park.
• Lewnau — Tree planting project is done.
• Miskowiec — Done. An article on canoeing/kayaking has been submitted and will be in
the September /October Andover Newsletter that will be out to the residents soon.
Update of Pedestrian Trails — At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 7th Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project
is under construction. The road is anticipated to be open in late fall. North Pine
Aggregate is the contractor that will be doing the work.
• The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP)
for trails for the following locations:
o A trail is identified in 2014 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
• A trail along the east side of Nightingale Street NW north of Crosstown Boulevard NW
will be constructed with the reconstruction of Nightingale Street NW yet this summer
and will be ready for use most likely in September.
Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — If
the Park Commission is interested in having another outdoor meeting yet this summer, may want to
consider this at the August 15th meeting so that it can be scheduled.

relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e -mail as to discussions of various projects the City Council has been working on or is
considering.
