Consider 2013 Tournament Application for Soccer July 18, 2013 INTRODUCTION This item is in regard to considering the attached soccer application form for the upcoming 2013 fall soccer season as requested by the North Metro Soccer Association. DISCUSSION The City has received only one application from North Metro Soccer Association (NMSA) for the upcoming fall season for a soccer camp for August 5 -9, 2013. The City did not receive any applications from the Andover Football Association. Listed below is the application received and the dates that have been requested for a toumament/multi -day event/jamboree. - August 5- 9 /NMSA Soccer Camp/Hawkridge Park (west, middle and east fields) ACTION REQUIRED The Park & Recreation Commission is requested to consider approving the attached soccer application form for the upcoming 2013 fall soccer /lacrosse tournament, multi -day and jamboree season as requested by the North Metro Soccer Association. It will be necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works Department will be necessary prior to any use. �j List any special instructions necessary for the Public Works Department so arrangements can be made prior to the rr tourn ment. All requests for tournaments must be submitted by the 3`d FViday of December. The Park and Recreation Commissior will consider the application at the January meeting, which is held on the first Thursday in January. Any tournament applicatior after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be assessed for applications made less than eight weeks prior to the tournament date All fees must be submitted with the application no later than eight weeks prior to the tournament date. For any late application the late fees must also be submitted with the application, including the penalty fee. The Park and Recreation Commission mus approve any late applications at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournamen date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. Any Fee: paid, the $500.00 (or the $250.00) less any money for damages, will be returned after inspection by the Public Works Park; Supervisor. If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled none of the fee(s the Tournament Fee, the Field Usage Fee nor the Non - Intoxicating Liquor License Fee) will be returned. Ir the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City it writing at least 14 days prior to the date of the tournament. If further information is needed, please contact the Parks Coordinator at (763) 755 -5100. The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc. During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed. Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Counci for park security. Consider Catchers Creek Preliminary Plat Park Dedication Requirements DATE: July 18, 2013 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of Catchers Creek. DISCUSSION A copy of the preliminary plat is in your side pocket of the packet for review. The proposed preliminary plat is located just to the west of the Hickory Meadows. The Hickory Meadows Park is located adjacent to the plat. As you can see in looking at the preliminary plat, the developer is proposing additional park land adjacent to Hickory Meadows Park. Staff is recommending accepting a combination of both cash and land. The cash contribution of the park dedication will be determined by City Code 11 -3 -7C (lc). ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed preliminary plat and recommend the park dedication requirements to the City Council. Hanson, City Planner g, SUBJECT: Consider Structure Placement in Rose Park for Verizon Wireless Equipment Building DATE: July 18, 2013 INTRODUCTION The Park and Recreation Commission is requested to consider Verizon Wireless to locate twelve (12) wireless antennas on the side of the city water tower located on the Rose Park property. A conditional use permit is required to locate antennas above 35 feet in height. The water tower is 140 feet tall. DISCUSSION A public hearing for the conditional use permit request will be scheduled for the August 13, 2013 Planning Commission meeting. City code 12 -14 -613 provides the general criteria for granting conditional use permits for telecommunication facilities: In granting a Conditional Use Permit, the City Council shall consider the advice and recommendation of the Planning Commission and the Park and Recreation Commission based on the following: a. The effect of the proposed use upon the health, safety, morals and general welfare of occupants of surrounding lands. b. Existing and anticipated traffic conditions, including parking facilities on adjacent streets and land. c. The effect on values of property and scenic views in the surrounding area, and the effect of the proposed use on the Comprehensive Plan. As with all antenna installations, some ground mounted equipment will be necessary. For this particular request, a structure approximately 12 feet by 30 feet will be proposed to house equipment and a back -up generator in the event of an electrical outage that could occur during a natural disaster (i.e. tornado or blizzard). The generator would allow continued cell service in such events. A portion of the building will be secured by the same type of wrought iron fence that is around the circumference of the water tower. The proposed layout is attached for your review. ACTION REQUESTED The Parks and Recreation Commission is requested to review the conditional use permit request and make a recommendation to City Council, if the Verizon Wireless improvements are acceptable. Consider Dock at Round Lake Park DATE: July 18, 2013 INTRODUCTION This item is in regard to a resident request for consideration of a dock at Round Lake Boat landing. DISCUSSION A resident has mentioned to one of the engineering staff employees about the possibility of having a dock at the boat landing which is located on the east side of Round Lake Boulevard. Round Lake is not known as recreational lake for water sports such a waterskiing or boating in general. The Minnesota Department of Natural Resources manages the lake mostly for waterfowl. The lake years ago in the 1980's was used as a walleye rearing pond but is no longer managed for fishing. Although there is some fishing going on during winter and summer months most of the activity is by small boats, canoes, and/or kayaking. There are opportunities for applying for DNR grants for the installation of docks. In the past the City has applied for a DNR grant for a dock but was unsuccessful as there are number of other lakes metro wide that are of a higher priority. Note: There will be long term maintenance of the dock. The dock will need to be installed in the spring and removed in the fall. Attached is the future park facilities chart as to the improvements that the Park Commission has identified as part of the Comprehensive Plan. Cell Phone Companies Update — Cell phone companies have been contacting staff regarding possible monopole cell tower location in City parks. Fox Meadows Park is currently being considered. Rose Park is on the agenda to request a building near the water tower. 2013 Events in City Parks or Facilities — Item is on the workshop agenda. The Commission members will need to determine what the activity responsibilities will be for 2013. Update of Pedestrian Trails — At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 71' Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project has started and North Pine Aggregate is the contractor that will be doing the work. • The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2014 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • A trail along the east side of Nightingale Street NW north of Crosstown Boulevard NW will be constructed with the reconstruction of Nightingale Street NW yet this summer and will be ready for use most likely in September. JUL 16 2013 SPECIAL REQUEST SECTION Check the following boxes if applicable. ❑ If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works Department will be necessary prior to any use. ❑ List any special instructions necessary for the Public Works Department so arrangements can be made prior to the tournament. We may or may not use the fields at Sunshine. If we need them we would use Baseball fields 1-4 and the middle 100yard fields All requests for tournaments must be submitted by the 3rd Friday of December. The Park and Recreation Commission will consider the application at the January meeting, which is held on the first Thursday in January. Any tournament application after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted with the application, including the penalty fee. The Park and Recreation Commission must approve any late applications at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. Any Fees paid, the $500.00 (or the $250.00) less any money for damages, will be returned after inspection by the Public Works Parks Supervisor. * If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, none of the fee(s the Tournament Fee, the Field Usage Fee nor the Non - Intoxicating Liquor License Fee) will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament. Application forms may be obtained from and returned to the City of Andover, Parks Coordinator at 1685 Crosstown Boulevard NW, Andover, MN 55304. The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc. During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed. Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Council for park security.
