A meeting of the Andover Economic Development Authority was called to order by President Mike
Gamache, July 2, 2013, 6:00 p.m., at the Andover City 1Ia111685 Crosstown Boulevard NW,
Andover, Minnesota.
Present: Commissioners Sheri Bukkila, Tony Howard, Julie Trude, Robert
Nowak, and Joyce_Twistol
Absent: Commissioner Mike Knight
Also present: Community Development_ Director, David Carlberg

APPROVAL OF
the Minutes as presented. Motion carried
Mr. Carlberg updated there has been no lots sold since May 24h. Six lots remain in the
development.
Mr. Dickinson indicated Capstone is well ahead of the take down schedule.
CHERRYWOOD ADVANCED LIVING UPDATE
Mr. Carlberg indicated at the June 18, 2013 City Council meeting a public hearing was held to
vacate the existing drainage and utility easements and approved the vacation. The final plat of
Parkside at Andover Station 4t' Addition was also approved that night. He stated the final plat
has been submitted to the Anoka County Surveyors Office.
Mr. Carlberg stated Cherrywood Advanced Living will be submitting their commercial site plan
application for review. Closing on the property is scheduled for September 24, 2013.
President Gamache asked when construction would start. Mr. Carlberg answered construction

5 Mr. Carlberg indicated staff continues to work with the light manufacturing company interested
6 in purchasing 3.5 acres of the 7.5 acre parcel located on the southwest corner of Hanson
7 Boulevard and Jay Street. Staff has also been approached by another company interested in
8 purchasing the entire 7.5 acre parcel, creating competition for the same parcel.

10 Mr. Carlberg stated he has suggested the 6.85 acre parcel located on the northwest corner of
11 Hanson Boulevard and Jay Street to the light manufacturing company. The company has some
12 environmental concerns with the parcel.

14 The northwest parcel was discussed.

16 Commissioner Trade suggested keeping a portion of the northwest parcel for overflow parking
17 for the ball fields and then the City takes the responsibility of any environmental issues. Mr.
18 Dickinson indicated that could be an option.

20 Mr. Carlberg indicated staff has enough direction from the EDA to move forward working with
21 both parties.

23 Mr. Carlberg stated staff continues to work with a franchise restaurant interested in the Moose &
24 Co. site. Mr. Dickinson indicated the franchise will use the same foot print as Moose & Co.

26 REDEVELOPMENT DISCUSSION

28 Mr. Carlberg indicated the underground fuel tanks at the Stop -N -Shop were removed today.

30 Mr. Dickinson stated he spoke with the SEH inspector on site who indicated the tanks were in
31 could condition and the 1993 leak could have been from a fuel line. Soil samples were taken.

33 Mr. Carlberg indicated he has received numerous calls from residents wondering what will be
34 constructed on the site.

36 UPDATE ONARBOR OAKS PROJECT

38 Mr. Carlberg updated that Arbor Oaks received their Certificate of Occupancy on Friday, June
39 28th. The roof top screening was completed on June 25°i. The parking lot was striped with
40 yellow paint, code requires white paint; the parking lot will be restriped. The gazebo will be
41 constructed within 10 -14 days. Arbor Oaks Staff will spend 3 -4 weeks training and residents
42 will take occupancy the end of July — early August.

OTHER BUSINESS
Mr. Berkowitz stated beginning July 8th Wal -Mart will be working on the median on Bunker
Lake Boulevard and it will be down to one lane.

Motion by Bukkila, Seconded by Howard to adjourn. Motion carried unanimously. The meeting
adjourned at 6:50 p.m.

INTRODUCTION
The EDA is requested to receive an update from the Community Development
Director on recent developments at Parkside at Andover Station.
DISCUSSION
Capstone Homes has acquired thirty (30) lots from the EDA. Six (6) single family
residential lots remain in the development. Capstone Homes has indicated that
they are planning to take down two more lots in August. The Purchase Agreement
with Capstone Homes called for the purchase of an additional lot within 120 days
of the date of the closing of the initial sale of the two lots which was June 1, 2012,
and an additional lot every 45 days thereafter (10 lots to be acquired by August 15,
2013). Therefore, Capstone Homes is well ahead of the take down schedule.

INTRODUCTION
The EDA is requested to receive an update from the Community Development
Director on recent developments regarding the Cherrywood Advanced Living
proj ect.
DISCUSSION
Title work was recently prepared and the City Attorney is reviewing the title work
to insure there are no outstanding title issues as well as the final plat of Parkside at
Andover Station 4`h Addition.
Cherrywood Advanced Living has hired a consultant to prepare a Phase 1
Environmental Assessment of the property. Cherrywood Advanced Living is also
working on the Commercial Site Plan application. Marshall Weems, Chief
Development Officer, will be in attendance to provide an update on that process as
well as present color elevations of the exterior materials of the proposed building.
The closing in accordance with the approved purchase agreement between the
EDA and Cherrywood Advanced Living, LLC is scheduled for September 24,
2013.

SUBJECT: Andover Station North Lot Sale Update

INTRODUCTION
Staff continues to work with a light manufacturing company on their interest in
purchasing land in Andover Station North. The property is located on Jay
Street NW just west of Hanson Boulevard NW. The company has selected
Andover in their site search and desires to purchase at a minimum 3.5 -4 acres.
Staff has been working with the company to locate them on the 6.85 acre site
just south of the WDE site and east of the Andover Station North baseball
fields. Staff has received an application for the creation of a TIF District with
the corresponding fees.
Staff is also working with a manufacturing company on their interest in
purchasing the 7.27 acre site on the southwest corner of Hanson Boulevard NW
and Jay Street NW. Staff is drafting a purchase agreement and will be actively
negotiating the sale.
In addition, plans to build a restaurant on the Moose and Company lot at 13797
Jay Street NW continue to unfold. The purchaser of the property was approved
for a franchise restaurant site. The construction of the new restaurant will begin
in mid August. The name of the restaurant will be released at that time.

SUBJECT: Redevelopment Area Discussion

INTRODUCTION
The EDA is requested to receive an update from staff on the redevelopment of the
Bunker Lake Boulevard/Crosstown Drive /Crosstown Boulevard area.
The Stop -N -Shop building located at 13725 Crosstown Drive NW has been
removed as well as the underground fuel storage tanks. The results of the soil
samples taken by SEH, Inc. during the tank removals show that the contamination
was not from the tanks themselves but from the distribution lines under the pump
islands. Staff is working with SEH, Inc. on a proposal to do additional soil borings
to determine the extent of the contamination. The desire is to have all the
contaminated soils removed and clean fill brought in provided the cost is
reasonable and acceptable to the EDA.
Staff continues to monitor the availability of properties in the area for acquisition
and removal.
ACTION REQUESTED
The EDA is requested to continue discussions on the redevelopment of this area.

SUBJECT: Arbor Oaks Update

INTRODUCTION
The EDA is requested to receive an update from staff on the status of the project.
DISCUSSION
The screening of the roof top equipment at Arbor Oaks located at 1640 155th Lane NW
has been completed. The project activities and timeline are as follows:
• The management company has spent the month of July training staff and making
sure all supplies and operating systems are in place.
• Residents are currently taking occupancy.
• An open house is tentatively scheduled for Sunday, September 8th. More
information will be received soon. Staff will keep the EDA apprised of any
upcoming ribbon cutting ceremonies.
