Adjournment U H ANLb 6 j3!1 1 ANDOVER ECONOMIC DEVELOPMENT A UTHORITY MEETING FEBRUARY 5, 2013 -MINUTES A meeting of the Andover Economic Development Authority was called to order by President Mike Gamache, February 5, 2013, 6:05 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila, Tony Howard, Mike Knight, and Joyce Twistol Absent: Commissioners Julie Trude and Robert Nowak Also present: Community Development Director, David Carlberg Executive Director, Jim Dickinson Public Works Director, Dave Berkowitz APPROVAL OF MINUTES January 2, 2013, Regular Meeting: Correct as presented. Motion by Bukkila, Seconded by Howard, approval of the Minutes as presented. Motion carried unanimously. ANDOVER STATIONNORTHLOT SALE UPDATE Mr. Carlberg stated staff has been working with a company interested in purchasing 4 acres in Andover Station North. They would construct a 25,000 square foot building for light manufacturing. The company has retained an architectural firm to do a preliminary site design. The company is also looking at two existing sites in Ham Lake. Mr. Carlberg indicated the company would like the EDA to create a Tax Increment Financing District (TIF). President Gamache asked how long the TIF District would be. Mr. Carlberg answered 9 years. Mr. Dickinson explained the company is looking for a parcel that they would be able to expand on and with an expansion the TIF note could be cut by one year. Commissioner Bukkila questioned with Wal -mart coming into that area does the area become more desirable. Mr. Carlberg indicated not this parcel, small retailers may come in and there are smaller parcels in the area for them. He also stated manufacturing jobs bring in day time traffic which could potentially bring in a restaurant and support the retail. ® Andover Economic Development Authority Meeting Minutes — February 5, 2013 Page 2 The EDA directed staff to continue to work with the company. Mr. Carlberg stated the company will be making their final decision within 30 days. PARKSIDE AT ANDOVER STATIONLAND SALE UPDATE Mr. Carlberg stated Capstone Homes has acquired 10 lots from the EDA. Capstone is well ahead of schedule in the take down of lots required in the Purchase Agreement. Capstone may be purchasing an additional lot in February. Capstone is interested in the 8 -plex property and has looked at the 8 -plex plans the City acquired from Bruggeman Homes. Mr. Carlberg indicated the City Attorney has reviewed the final revisions of the Purchase Agreement with Chenywood Advanced Living. Cherrywood is reviewing the Purchase Agreement. REDEVELOPMENT DISCUSSION Mr. Carlberg indicated closing of the Stop N Shop has occurred. The building has been evaluated for items that can be salvaged. Demolition of the building will take place in the spring. OTHER BUSINESS Clocktower Commons — Mr. Carlberg explained staff met with the owners of Clocktower Commons regarding the construction of a clock tower on the corner of Crosstown Boulevard and Hanson Boulevard. The PUD requires a clock tower be constructed before the corner parcel can be sold. The owners want to know what the City is looking for in the clock tower construction. Commissioner Bukkila stated she is willing to look at different ideas; however the ideas need to come from the property owners. The EDA agreed. Affordable Housing — Mr. Carlberg stated MWF, a Minneapolis Company contacted staff with interest in constructing an affordable rental housing complex in Andover. The complex would be 3 -4 stories, housing 50 -60 units, and underground parking. MWF would be applying for state tax credits for the project and is looking for the City to pledge something to the project. Mr. Carlberg asked the EDA if they are interested in more information about the project. Commissioner Bukkila stated she is not interested in the project. The rest of the EDA was willing to explore the project. Andover Cinema — Mr. Carlberg indicated staff spoke with the new owners of the Andover Cinema. Andover Cinema Real Estate LLC, a St. Cloud company purchased the Andover Cinema last November. All ten movie screens have been updated to digital. All seating and flooring will be replaced and in April the cinema will close for three weeks for the upgrading of the concession and lobby area.
