Adjournment 0 ANLb 6W^� X ANDOVER ECONOMICDEVELOPMENT AUTHORITYMEETING MARCH 5, 2013 - MINUTES A meeting of the Andover Economic Development Authority was called to order by President Mike Gamache, March 5, 2013, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Tony Howard, Mike Knight, Julie Trude (arrived at 6:43 p.m.), and Robert Nowak Absent: Sheri Bukkila and Joyce Twistol Also present: Community Development Director, David Carlberg Executive Director, Jim Dickinson Public Works Director, Dave Berkowitz APPROVAL OFMINUTES February 5, 2013, Regular Meeting: Correct as presented. Motion by Knight, Seconded by Howard, approval of the Minutes as presented. Motion carried unanimously (Nowak present). PUBLIC HEARING LAND SALE PARASIDE AT ANDOVER STATION Mr. Carlberg explained the EDA is required to hold a public hearing prior to a land sale. Lots 1- 9, Block 2 and Outlot D, Parkside at Andover Station 2 "d Addition are proposed to be sold to Cherrywood Advanced Living LLC. The City has a signed purchase agreement with a closing date of September 24, 2013. Motion by Knight, Seconded by Howard, to open the public hearing. Motion carried unanimously. Motion by Knight, Seconded by Howard, to close the public hearing. Motion carried unanimously. Commissioner Knight asked what the project time frame would be. Mr. Carlberg replied Cherrywood Advanced Living is planning for a fall construction, with the facility opening in 2014. © Andover Economic Development Authority Meeting Minutes — March S, 2013 Page 2 Motion by Howard, Seconded by Knight, approving EDA resolution R001 -13, land sale of Lots 1 -9, Block 2 and Outlot D, Parkside at Andover Station 2nd Addition. Motion carried unanimously. ANDOVER STATIONNORTHLOT SALE UPDATE Mr. Carlberg indicated staff continues to work with a light manufacturing company on their interest in purchasing land in Andover Station North. The company is interested in 4 acres located on Jay Street west of Hanson Boulevard. Originally the company was interested in 4 acres on the east side of the parcel, they are now interested in 4 acres on the west side of the parcel. The land price is higher on the west side of the parcel. The company originally planned for a 25,000 square foot building, but is now interested in building a 30,000 square foot building. The company is very interested in this parcel since there is room for expansion. Mr. Carlberg explained the possible access points for the parcel. The access could possibly line up with 139d' Lane. Mr. Carlberg continues to work with the company's architect for a site design on the new site. PARKSIDE AT ANDOVER STATION UPDATE Mr. Carlberg stated Capstone Homes has acquired 13 lots from the EDA. The last 3 lots closed on February 22nd. Capstone is well ahead of the take down schedule. Mr. Dickinson anticipates closing for another lot will take place soon. EDA ACTIVITY - PROJECT STATUS REPORT Mr. Carlberg updated on the following: 2013 Special EDA Events — Staff is looking for direction from the EDA on the concert in the park held at Andover Station. The businesses in the area show no interest in participating in the event and attendance for the events has been low. Commissioner Nowak suggested skipping the events for 2013. President Gamache suggested putting a floating stage on the southeast corner of the pond. He feels upgrading the area would draw attention to the events. © Mr. Carlberg stated staff will look into the cost of putting in a floating stage. The EDA consensus was to not hold any events in 2013. 2013 Andover Business Development Day — June 19, 2013 is the date set for the event. The Andover Economic Development Authority Meeting Minutes — March S, 2013 Page 3 location is the Rum River Hills Golf Club in Ramsey. Staff is working on ordering promotional items. Andover Station Area Medians — The Wal -Mart project will remove a large portion of the median. Staff is looking for direction from the EDA on the medians. President Gamache suggested leaving the large median as is for this year since the Wal -Mart project will reduce the median. This season focus on the small median. The EDA agreed. Monument/Entrance Signs — The cost to bring electrical to both entrance signs was discussed. President Gamache asked about using solar to power the signs. Commissioner Knight suggested checking with the City of Champlin, they are using solar panels for their street lights. The EDA directed staff to check into solar power for the entrance signs. REDEVELOPMENT DISCUSSION Mr. Carlberg indicated there are no updates for the Crosstown/Bunker redevelopment area. Spring demolition is still scheduled for the Stop N Shop. OTHER BUSINESS There was none. ADJOURNMENT Motion by Howard, Seconded by Knight to adjourn. Motion carried unanimously.
