Adjournment C L:J I ANLb 6 W A PLANNING AND ZONING COMMISSION WORKSHOP MEETING FEBRUARY12, 2013 The Workshop Meeting of the Andover Planning and Zoning Commission was called to order by Chairperson Daninger on February 12, 2013, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Chairperson Daninger, Commissioners Tim Cleven, Valerie Holthus, Bert Koehler, Kyle Nemeth, Lynae Gudmundson (arrived at 6:05 p.m.), and Steve Peterson. Commissioners absent: None Also present: City Planner Stephanie Hanson Associate Planner, Andrew Liska Others OATH OF OFFICE Commissioner's Cleven and Koehler read the Oath of Office. Chairperson Daninger went over the role of the Planning and Zoning Commission with the new Commissioners. Commissioner Lynae Gudmundson arrived at 6:05 p.m. and read the Oath of Office. DISCUSS CITY CODE 12 -12 PERMITTED, CONDITIONAL AND PROHIBITED USES City Planner Hanson reviewed City Code 12 -12 Permitted, Conditional and Prohibited Uses with the Commission. The Commission and staff started review of the City Code where they left off from the last workshop meeting. 0 Andover Planning and Zoning Commission Workshop Meeting Minutes — February 12, 2013 Page 2 © Item 88 — Professional Studios Mr. Liska explained a studio could be in the home and in the work place. They need to differentiate between the two. Commissioner Nemeth wondered if they were supposed to define what kinds of studios are permitted in residential areas. Commissioner Cleven thought they needed to because a photo studio could be allowed but a radio station they may not want to have in a residential area. Commissioner Gudmundson asked if they should make this conditional. Commissioner Koehler wondered if internet studios should be a part of these. Chairperson Daninger thought they should highlight this item for further discussion after they look at the rest of the items. Item 89 — 92 are looking at public utilities without changes. The Commission did not have any issues. Item 93 is covered in Item 113 so the recommendation is to remove this item and cover it in Item 113. The Commission agreed. 0 Item 94 - Boat and Recreational Vehicle Sales Staff wondered if recreational vehicles should be allowed to be sold in the Shopping Center District. Commissioner Steve Peterson asked where vehicle sales are located in Andover. Ms. Hanson stated General Business allows new vehicle sales otherwise all other zones are by conditional use only. Chairperson Daninger stated he would be ok with permitted but he wondered how it could be sold if no outdoor sales is permitted in the Shopping Center zone. Item 95 is referencing Code to make it more accessible. Item 96 - Rental Businesses Mr. Liska stated an "I (Interim Use)" is being proposed in the neighborhood and shopping zones. He noted they could make it conditional until Interim Use is available. Chairperson Daninger indicated Interim Use is preferred on this item. Consensus was to leave it blank until the Interim Use Permit is available to use. Commissioner Koehler thought they should define rental business in the City Code because they have a lot of rentals in the City. Andover Planning and Zoning Commission Workshop Meeting Minutes — February 12, 2013 Page 3 © Item 97 - Repair Services Ms. Hanson indicated this was not automobile repair. She reviewed the Code with the Commission. The Commission wondered if this should be allowed in residential areas. Chairperson Daninger thought this was covered under limited business. One more step stricter than a neighborhood business. Ms. Hanson reviewed the definitions of Limited Business and Neighborhood Business. Chairperson Daninger stated Limited Business is more transitional than Neighborhood Business. Commissioner Gudmundson asked what they were allowing in the residential area, could this item go into this area. She thought this should be permitted in Limited Business. Item 98 & 99 — no proposed change. Chairperson Daninger wondered where a resort would be permitted in the City. It was decided that a resort did not need to be on a lake, it could be on a large parcel of land with activities such as horse riding. The Commission thought this needed to have a Conditional Use Permit. The Commissioner would not mind putting it in the R -1 /R -2 District with a CUP. ® Commissioner Gudmundson wondered if they could put Item 99 into Item 53/54 (hotels, motels). Commissioner Holthus thought it should be a Conditional Use in R -1 and R -2 and General Recreation and not permitted in the other zones. Chairperson Daninger and the Commission agreed. Item 100 — Multiple Dwellings Mr. Liska stated this should be permitted across all residential zones according to the law but not allow them in other districts. Item 101— Restaurants & Cafes — No proposed change. Chairperson Daninger thought this should be permitted in Industrial Zone. Item 102 & 103 — Added to list for discussion Item 104 — No changes Item 105 — All blanks should be Conditional Use Permit except in the General Recreation Zone. 0 Item 106 — Second Hand Businesses - No changes. The Commission thought it could be allowed in General Business and Industrial zones with a Conditional Use Permit. Item 107 — Single Family Residential Building Detached — No changes needed. Commissioner Holthus wondered what types of buildings these would be. She did note if they were multiple units in one dwelling that it would make sense to have this permitted in M -1 and M -2. Ms. Hanson indicated this item was regarding garages and staff will clean up the language on it. She indicated the definition could be changed to Residential Detached Buildings. The Commission agreed. Item 108 — The Commission thought by removing the PUD option and keeping it in the M -1 and M -2 zone only, should update this item, they suggested it be removed from all other zones. Item 109 — Retail Trade and Service — Staff indicated they will look at the definition, clean it up and bring back to the Commission with the other items for further review. OTHER BUSINESS. © None. ADJOURNMENT. Motion by Cleven, seconded by Koehler, to adjourn the meeting at 6:54 p.m. Motion carried on a 7 -ayes, 0 -nays, 0- absent vote.
