The City Council is requested to schedule a work session for
January 10, 1988 to:
* Discuss goals and objectives for 1989,
staffing and salaries.
The City Council is requested to establish goals,
objectives and priorities for the staff so the
staff can recommend to the City Council the
staffing required to accomplish the goals and
objectives. Hopefully, we can accomplish this within
our budget confines.
I have asked the staff to start re-evaluating their
department for efficiency and establish goals that
we can discuss with the City Council to make sure
we are all working on the same goals with the same
priorities.
other cities have had a work session with Council
and staff conducted by a professional. Ramsey used
Joseph Strauss; Coon Rapids used Lyle Sunek -
Colorado and for this year they are using Robert
Saunders - Liberty, Missouri.

* Evaluate building permit fees. Other cities are
increasing their fees. The fees haven't been
adjusted for years and the cities' costs have
gone up.

Owned by Bill Batson operated by John Imre
The yard itself is satisfactory but there is junk and what not on
the west half of the property. ie: west of the sauna, it is all
junkyard.
I also talked to John Imre about this and his own place, Rite
Away Auto parts. I. reminded him of the past problems I've had
with him and the resolutions granting him permission to have
parts only and not other junk around.

Bob's Auto Parts
walking the fire lanes, I found them OK. The extinguisher in
the office area was empty and sitting on the floor. They need
extinguishers in the office area, storage area and mechanic's
area. The extinguishers must be hanging on the walls with an
"Extinguisher" sign above them. Oxygen tanks for cutting torches
must be chained down to prevent them from being knocked over.
Asiles in storage area must be kept clean to walk through.
Andover Auto Parts
Fire lanes that were rebuilt are OK. They said next spring the
rest of the lot will be cleaned up like the rebuilt part. Tire
pile is still there; there is a fire lane around the pile. Need
extinguishers in office and shop area with signs above them.
Oxygen tank for cutting torches must be chained down to prevent
them from being knocked over. Electrical outlets need covers on
them.

Fire lane is OK; it is wider than last year. They need an

please take notice of the Health Department notice that Andover
must notify the water customers of the high radium in the city's
water,
I have drafted a letter using the Health Department's example
letter,
I would like to discuss this with the Council before the time to
release this information, The Notice could be signed by the
Mayor if he or the Council wishes,
I prefer that only one staff person respond to the questions, I,
as Public Works Director/City Engineer, should be that staff
person,

Dear Mayor Windschitl:
As mentioned in our April 12, August 22, and September 20, 1988, letters
to the City, the Minnesota Department of Health (MDH) has collected and
analyzed water samples from your water system for four consecutive quar-
ters to determine if your system is in compliance with the maximum contami-
nant level (MCL) of 5 picocuries per liter (pCi/l) for combined radium-226
and radium-228, The four quarterly analyses have been completed and the
results, when averaged, indicate a combined radium level of 16,5 pCi/l,
The results are listed below, (Complete analytical results are enclosed,)

This level exceeds the combined radium MCL specified in Minnesota Rules,
part 4720,0900, subp, 2,A" and means your system is therefore in viola-
tion of the standard, As a result of this violation, several steps must
be undertaken, The first action required of the City will be to provide
public noti.fication of the radium MCL violation to its residents in accor-
dance with Minnesota Rules, part 4720,3900, The notice must appear in the
next set of water bills or the next issue of a local newspaper and must be
repeated every three months until the radium levels have been reduced to
below the MCL, Please send a copy of the notice to this office each time
it appears in a water bill mailing or newspaper, Attached is a copy of a
sample public notice for your use. We will supply you with copies of the
pamphlet "Radium in Drinking Water" for those residents who contact the
City desiring more information, Please contact the persons listed below
for copies of the pamphlet,
The next step will be for the City to study the alternatives available for
remedying the radium problem and then implementing the best alternative,
The City may need to retain a consulting engineering firm to assist in the
'study of remedial alternatives.

Finally, if corrective measures cannot be completed by January 1, 1990,
then to satisfy U,S, Environmental Protection Agency (U,S,E,P,A;) drinking
water violations enforcement procedures, the City and the MDH must enter
into a bilateral compliance agreement, The compliance agreement will
include the major steps in the remediation process and appropriate dates
for completing these steps, e,g" completion of feasibility study, prepara-
tion of construction plans and specifications, etc,

PUBLIC NOTICE
Dear Water Customer:
The City of Andover reports that the maximum contaminant level
for the combined total of radium-228 has been exceeded during the
most recent testing period, The Minnesota Department of Health
and the U,S, Environmental Protection Agency have set the maximum
contaminant level for combined radium at 5 picocuries per liter
(pCi/I), The average radium concentration of the four most
recent samples collected from the Andover water system was 16,5
pCi/I,
Immediate health effects from drinking water containing low
levels of radium are not anticipated and therefore, no special
precautions need be taken by the consumer at this time, However,
there is concern that long-term exposure to elevated radium in
drinking water can increase the health risk to persons consuming
the water, The radium in the City's water supply occurs
naturally and comes from the rock formations from which the City
draws its water.
The City is studying the alternatives available to reduce the
radium to acceptable levels, The alternatives are neither simple
nor inexpensive so it will take time to develop a feasible
solution to this problem, We are working diligently to resolve
this problem,

intend to use it for any project.

I want to thank you for taking the time to stop in at the
Watershed meeting last Monday night, I know you had another
meeting and to do this was an inconvenience for you,
However, without your comments to the Watershed Board
at this meeting, I believe there is a good chance the Board
would have proceeded to hire viewers to go ahead and do a
redetermination of benefits on these ditches,
It makes no sense whatsoever to spend another $55,000
for a redetermination of benefits for these ditches, when
the sole purpose for doing so is just to assess existing
expenses and.not for a project, The Board by doing this
would be adding another $55,000 to the expense of these ditches
just to turn around and assess it right back again, To do this
would be spending good money to go after bad. Cammon sense
tells you this is not a good idea,

expenses on these ditches,

ditches 57,. 58, and 59, I have also enclosed the ledger
sheet his office prepared showing the expenditures to date on
ditches 57 and 59, Many of these expenditures made on ditch 57,
such as administration, engineering, viewers and interest seem
unnecessarily high,

Sites for your information and review, My meeting with you and Mayor-Elect Jim
Elling provided me with many useful insights into the community and suggestions
for improving community relations, As I talked to other city and county offi-
cials, as well as residents of Andover, most confirmed your impressions about
the sites,
This CRP has many features similar to the previous plan, including news releases
and meetings when milestones in the cleanup process are reached, One new
feature is regular updates to the community through your city newsletter, This
was an excellent suggestion, and I would like to provide my first update for the
February issue, After discussing this with project managers for both South
Andover and the Waste Disposal Engineering site, I'm proposing to cover them in
alternate issues (i,e" every other submission to your newsletter will deal with
WOE progress), I'd welcome a call from your newsletter editor with suggestions
on appropriate length and format, and I understand your deadline is January 15,
I'm also aware that you have a Hazardous Waste Committee of the city council
which meets when important issues arise, I would be happy to appear before the
committee if you deem that an appropriate forum for the MPCA to update the city
officials about activities on the sites,

for the Remedial Design/Remedial Action
(Ground Water Operable Unit)
at the
South Andover Sites
December 1988
This revised Community Relations Plan has been prepared for the federal
Superfund Remedial Design and Remedial Action being conducted by the Minnesota
Pollution Control Agency (MPCA) at the former hazardous waste disposal sites
known as the South Andover Sites, The MPCA will implement the design and remedy
under the terms of a multi-site cooperative agreement with the U,S,
Environmental Protection Agency (EPA), It is estimated that Remedial Action will
be completed in late 1990,
This Community Relations Plan is based on interviews conducted in Andover in
November and December 1988 and on comments filed by community members during the
public comment period preceding the Record of Decision. It takes into account
significant changes in circumstances surrounding the site since the initial
Community Relations Plan was prepared in September 1985,
Included in the Community Relations Plan are the following elements:
a description of the sites
a history of the sites
issues and concerns of the public
community relations goals and objectives
a timeline for planned community relations activities
Description of the South Andover Sites
The South Andover sites consist of five adjacent properties where chemical
wastes from several Twin Cities metropolitan area companies were dumped, burned
or stored in drums, Some of the sites have also been used for the disposal of
demolition debris, junked vehicles and approximately three million discarded
used tires,

Some soil at the sites is visibly contaminated, and ground water is contaminated
with volatile organic compounds such as trans-l,2-dichloroethylene, ethyl ben-
zene, xylenes, acetone, toluene, 1,1,2-trichloroethane and 2-hexanone,
Concentrations of barium, cadmium, iron, manganese and zinc also exceed normal
background levels, No off-site wells have been affected by the contaminants,

The five properties are located on the south side of Bunker Lake Boulevard west
of Hanson Boulevard, just north of the boundary separating Andover from the
nearby community of Coon Rapids, The vicinity is mixed residential and commer-
cial businesses, Residences on or near the sites include three residences on
the sites, a recently completed 120-acre housing development south of the sites
and Red Oaks Manor development north of the sites.
Andover is a semi-rural community of approximately 14,500 people located in Anoka
County, north of the Minneapolis/St, Paul metropolitan area, It consists of
scattered, medium-density residential neighborhoods, Median home value was
$66,100 in 1980, All residences in the neighborhood depend on private wells for
water supplies, Private wells on-site are shallow, and water from these wells
has been determined unsafe for long-term consumption by the Minnesota Department
of Health (MDH),
A History of the Sites
Since 1976, Anoka County and the MPCA have made numerous attempts to compel the
property owners to properly dispose of chemical wastes and waste tires on the
site, The owners have received notices of violation and citations, but efforts
to negotiate with them met with little success,
The U,S, EPA conducted a preliminary hydrogeological study of the sites in 1979,
In 1980, Congress enacted the Comprehensive Environmental Response, Compensation
and Liability Act (CERCLA), the federal Superfund, The sites were proposed for
the National Priorities List (NPL) in 1981, making them eligible for federal
clean-up funds,
The MPCA issued a Request for Response Action (a procedure required under state
Superfund law) in June 1984 to the property owners, four companies known to have
generated wastes disposed of at the sites and three waste transporters, As a
result, the generators contracted to excavate the wastes during winter of 1985 -
86, re-package the wastes and ship them to an out-of-state disposal facility,
The remedial investigation and feasibility study for the ground-water con-
tamination were completed and discussed during a public meeting in January 1988,
Public comments were received throughout the comment period in February, and
community issues were covered in the Record of Decision completed in March 1988,
The alternative selected to remedy ground water contamination at the site was
extraction of ground water from the surficial aquifer; providing municipal water
to private well users on or near the site; monitoring ground water movement; and
establishing restrictions on construction of new wells on or near the site,
Water from the extraction would be discharged to a local creek or to the sani-
tary sewer,

The waste tires on the site have been the focus of recent community interest,
In 1988, the owner of the tire pile reduced the number of tires at the site by
shredding them and selling the product as fuel. But in June 1988, a tire fire
destroyed tire-shredding equipment at the site, In September 1988, the state of
Mlnnesota asked for an injunction to stop the owner from adding to the tire pile
in violation of an agreement, and in November the state assumed control of the
abatement process,

Public interest in the South Andover sites peaks as events occur which focus
attention on hazardous waste issues in the area, In 1988, several such events
brought the sites into public consciousness, An article reflecting citizen con-
cern with Andover's "junkyard" image in November 1988 prompted several calls to
the MPCA from residents expressing concern and requesting information,
Many community residents express confusion about the differences between the
South Andover Sites and the Waste Disposal Engineering Site nearby, Many see
the two as related, connected or undergoing activities on a similar time frame,
Information about both is necessary to the public, if only to make clear why the
processes at the sites are dissimilar,
Community concerns expressed through interviews, community meetings and phone
conversations fall into four general categories -- health and safety issues,
environmental issues, property and development issues and process issues,
Health and Safety:
Residents expressed concern about potential contamination of residential
wells near the site, Movement of the ground water near South Andover and
WOE is of interest to these residents,
Residents prefer that any air stripper or ground-water treatment engineering
solution should be located as far as possible from residences, One resident
expressed concern about soil gas problems,
The possibility of a tire fire concerns citizens in Andover, especially
following two such fires in summer 1988, Several citizens mentioned a
Wisconsin tire fire that burned out of control in the previous year and
expressed fear of a similar problem in Andover, Two residents (including
the mayor-elect) are concerned about the risks to firefighters in addressing
fires on either site,
Environmental:
Several residents opposed discharges from a pump-out system going into
Coon Creek or nearby wetlands, fearing damage to these natural environments,
Residents asked that contaminated surface soils be removed to prevent
further degradation of ground water at the site,
Every community member interviewed wanted the tire pile to be removed from
the site,

Property and Development:
Deed restrictions on well construction are seen to hamper property develop-
ment and sale in the area,
Residents expressed frustration about decline in property values resulting
from the pollution problems at the sites,
Residents do not want city liabilities increased
sewer problems related to the cleanup solution,

Process:
Residents did not understand why the cleanup process was taking so long, and
most felt no activity was taking place at the sites, Related concerns were
expressed about delay in review of reports and "layers of bureaucracy" which
prevent progress at the sites,
Although most residents who had worked with MPCA or EPA staff had been
satisfied with those encounters, the desire for more communication was
expressed, City officials requested regular communication, even if no acti-
vity was occurring on the sites, Citizens requested regular communication
about both South Andover and WDE, Comments reflected a range of trust and
credibility problems, One resident said "We're not sure whatls out there,"
another remarked that people (unspecified) had been "covering up" about the
sites,
Community Relations Goals and Objectives
The MPCA's goal is to protect the public health and environment while assuring
community members information about the sites and opportunities to affect the
cleanup process through public involvement, During the Remedial Design and
Remedial Action phases of the cleanup at South Andover, that goal will be best
supported by the following objectives:
Provide local government officials, news media and interested parties with
regular, accurate and up-to-date information during the cleanup process,
Provide public officials and community members who have concerns or questions
about the sites with consistent access to information and MPCA community
relations staff,

Ensure that the public understands the differences between the South Andover
Sites and the WOE Site, and that perceptions about WOE do not unduly affect
public attitudes towards South Andover,
Promote communication among the various agency members dealing with the
sites -- projects managers for both South Andover and WOE and staff from the
Office of Waste Tire Management working on the tire abatement process,
Ensure that citizens of Coon Rapids, an adjoining community, also have suf-
ficient information about the sites,
Ensure that U,S, EPA Region V Public Affairs staff is kept informed of
progress on the project,
MPCA plans to meet these objectives through the following community relations
activities:
Maintaining and updating the South Andover mailing list, Residents and
public officials calling for information about the sites will be added to
the current list and will receive fact sheets and other relevant information
as they become available,
Maintaining the information repository, Reports, plans, news releases and
other relevant information will be mailed or delivered to the repository in
the Andover City Hall as they become available,
Respond to inquiries from the public and media, MPCA staff will respond
promptly-ro telephone inquiries and letters from those interested in the
sites,
Provide regular community updates, The MPCA project manager or information
officer will maintain regular contact by telephone or letter with key com-
munity officials. The MPCA information officer will update local officials,
affected residents, environmental groups and others during milestones in the
cleanup process, A brief update on progress on the site will be provided
for the city's bimonthly newsletter every other edition, with an update on
the WOE site in alternate editions,
Conduct community meetings and/or site tours, Public meetings will be
arranged at completion of the Remedial Design or as needed, If interest is
sufficient, a site tour at completion of the Remedial Action may be
conducted.
Prepare fact sheets, At completion of the remedial design, a fact sheet
will be mailed to interested local officials, residents, environmental
groups and others,

A RESOLUTION DESIGNATING DEPOSITORIES OF CITY FUNDS AND
SUPPLEMENTAL DEPOSITORIES OF CITY FUNDS FOR INVESTMENT PURPOSES
ONLY,
WHEREAS, Minnesota Statutes, Section 118 sets forth the
procedures for the deposit of public funds and it is necessary for
the Andover City Council to annually designate a bank as the
official depository for City funds and manage the collateral
pledged to such funds; and
"
WHEREAS, other financial institutions are, from time to time,
able to pay the City of Andover interest rates on deposits which
are greater than can be obtained by other investments,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Andover that the City's official depositories for 1989 are
First National Bank of Anoka and st, Anthony National Bank; and
BE IT FURTHER RESOLVED that the First Bank St,Paul, First
Bank Minneapolis, Norwest st, Paul, American National Bank of st,
Paul, National City Bank of Minneapolis, Norwest Bank Minneapolis,
the Fidelity Bank and Trust Company, F & M Marquette National Bank
of Minneapolis, First Federal Savings and Loan, Minnesota Federal
Savings and Loan, Twin City Federal Savings and Loan, Minnesota
Federal Savings and Loan, Central Norwest Bank North, First Bank
of Northtown, Bank of America NT & SA, Morgan Stanley, Merrill
Lynch, Dain Bosworth Inc" Dean Witter Reynolds, Inc" Piper
Jaffray & Hopwood, Inc" Ridder Peabody & Co, and Minnesota
Municipal Money Market fund be designated as additional
depositories for 1989 for investment purposes only; and
BE IT STILL FURTHER RESOLVED that the Treasurer of the City
of Andover is hereby designated as the approval authority for the
acceptance and release of all collateral to be held by the City in
conjunction with City funds on deposit with authorized
institutions,
