INTRODUCTION
The Park and Recreation Commission is requested to approve the attached softball/baseball
tournament application for the upcoming 2013 softballibaseball season as requested by the
Amateur Softball Association (ASA) for a Men's B Slow Pitch National Championship.
DISCUSSION
Listed below are the tournaments that have been already been approved. The ASA tournament is
shown in bold.

Note: The Andover Family Fun Fest is scheduled for July 12 & 13.
The required tournament fee has been paid along with the damage deposit fee. The Public Works
Department will be providing field maintenance during the tournament as requested by the
applicant.
Staff has already contacted the Andover Football Association (AFA) representative regarding the
tournament that is scheduled for that weekend. AFA will let teams know that practices and
games are not to be scheduled for that weekend at the 4 ball fields at Sunshine Park.

If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location /distance of pitching rubbers and /or base locations.)
All requests for tournaments must be submitted by the 3"' Friday of December. The application will be considered by the
Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a space
available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field
usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted
with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be
submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation
Commission at least two weeks prior to the date of the tournament The sequencing of scheduling will be considered with City
Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non -profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department
Supervisor.
* If the tournament organization is requesting a Non- Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following policy.
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, the Field Usage Fee nor the Non - Intoxicating Liquor License Fee will be returned. In the event
that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the
full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where
toumament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least
14 days prior to the date of the tournament.
If further information is needed, please contact the Parks Coordinator at (763) 755 -5100. Application forms may be obtained
from and returned to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard NW, Andover, MN 55304.
The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.

The Park and Recreation Commission is requested to discuss the survey results for park
improvements regarding Rose Park.

A total of 8 surveys were received. Staff has compiled the results of the survey down below.

(Survey EE) — I chose baseball and hockey and some open quiet space.
(Survey FF) — I am very concerned about parking lots abutting to homes. What
happens to the value of these homes?
(Survey GG) — Improve the park equipment so that it is more family friendly.
Maybe add a couple of charcoal grills and picnic area. I am concerned about
adding buildings near water tower. Until a fence was added around the tower,
there was a huge problem with kids "tagging" the tower with spray paint. I think
permanent structures will simply invite more of that.
7. If necessary would you be willing to serve on a Neighborhood Park Committee to develop a park plan
and/or other improvements, evaluate proposals received and make a recommendation to the Park and
Recreation Commission? This may involve approximately 2 or 3 evening meetings.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the possibility of
removing the Crooked Lake School Hockey Rink due to the challenges that have been raised by
the Parks Maintenance Department.
DISCUSSION
The Park and Recreation Commission tabled the item from the February 21, 2013 meeting to
allow the Commission to have a little more time to think removing the hockey and free skating .
rink at the school.
Just as a reminder, listed below the challenges that have been raised for Crooked Lake
Elementary School are as follows:
• The location of the rink is secluded and located very far back from the county road
(Bunker Lake Boulevard). So it has been hard to know when it is open or not.
• Although the rink is located on school district property, the rink is pushed right up against
residential property which is private.
• When the Parks Department Maintenance Crew plows the snow from the rink, much of
the snow removal ends up onto private property since there is really nowhere to put the
snow.
• When the school district plows the adjacent parking lots, some the snow ends up on the
ice.
• Having issues with the trees growing into the rink areas.
• Having issues with salt and debris from the parking lot ending up on the free skate rink
due to the slope of the parking which drains towards the free skate rink.
• The free skate rink is very small and narrow.
• Towards the end of the skating season, the melting of the snow from the parking lot flows
onto the free skating rink.
• Melting snow from the hockey rink does flow onto Eidelweiss Street NW which can
cause issues for that street.
• It is difficult for hockey players to get to the hockey rink because of the downslope from
the warming to the hockey rink. Once you get past the downslope, it is also very
hazardous getting to the entry gate of the hockey rink.
• Parking our equipment at the site is very often difficult. The Parks Maintenance Crew
always seems to be someone's way.
• Getting out of the school parking lot is a challenge at certain times of the day.
• Small kids are present when we do maintenance very often. They love the snow being
blown over them.
• Unfortunately once the rink has been cleaned, the school kids enjoy throwing snowballs
onto the ice. Staff has discussed this with school representatives in the past but continues
to be an ongoing problem for the Park Maintenance Crew.
• Currently all wiring for the hockey rink lighting is above ground and does overhang pretty
low to the rink and also is not very attractive.
• The rink lighting is very out dated and should be replaced.
• There is no security fencing to keep vehicles from driving around behind the school and
the playground area.
• The base of the rink could use some upgrades, clay or more hard pack gravel if it were to
stay.
• The basic layout and location of these rinks are just not very good for the City of
Andover. If the rinks were located closer to an existing neighborhood, the rinks would
probably get used more. Based on what staff has seen and heard, the rinks are not getting
as much use as the other rinks such City Hall Outdoor Rinks.
The overall condition of the rink boards, posts and fencing are in decent shape as is the building.
So if the rink is relocated to another City park, Parks Maintenance Department will do what they
can to salvage the existing rink. The building is currently property of the school district since it
was constructed by the Parent Teacher Organization.
Note: The timing for removing the hockey and free skating rink now is appropriate. The Anoka
Hennepin School District is on board along with the Andover Huskies Youth Hockey
Association to removing the hockey and free skating rink this year. The Public Works Parks
Department are recommending the Commission to recommend to the City Council the removal
of the hockey and free skating rink so that hockey boards and lighting removal process can begin.
ACTION REQUIRED
The Park and Recreation Commission is requested to recommend the removal of the hockey and
free skating rink to the City Council as recommended by staff.

SUBJECT: Crooked Lake School Hockey Rink Update
DATE: June 5, 2013
This is an update of the meeting the City staff (Todd Haas and Kevin Starr) had with
Tom Redman of the Anoka Hennepin School District on Tuesday, May 21, 2013 at the
school to evaluate the drainage issues. We did discuss potential options to divert the
water from the parking lot to an existing low area or to Coon Creek.
Based on what was viewed in the field, it is very evident that the only way to help the
drainage out so that it does not end up in the free skating rink or sit in the school
parking lot is to construct a storm sewer directly north just past the existing hockey rink
and then eventually to the flood plain area of Coon Creek. The estimated cost to install
a storm sewer system (some repaving of the school parking lot and new curbing will be
necessary) will be in the $20,000 to $25,000 range just for the construction (this cost
does not include engineering, surveying, permits from the Coon Creek Watershed
District, etc.). With construction, engineering, surveying and permits the estimated cost
will be in the $30,000 to $35,000 range. Note: Based on the discussion with the school
district, the staff did not get the impression that a pond or low area be constructed on
school grounds. With issues with snow plowing and the other important issues that
were listed previously to the Park Commission, the rink is recommended to be
removed and a new rink be identified at one of the other City parks (either Rose or Fox
Meadows Park). As a reminder, a new rink with lights is estimated to be about
$30,000.
As far as the condition of the existing hockey rink, the hockey rink posts are in very
poor shape and are rotting (approximately 70 %) from the inside out. The Parks
Department will do what they can to limp through one more hockey season but pretty
much after next season all the posts need to be replaced. Since the hockey boards
only have about 2 -4 years of life left in them, the all boards should be replaced at the
same time since the posts need to be replaced anyways. As of right now, about 6 -10
boards are replaced at the rink each year.
Also keep in mind that these are not only issues with the rink. Staff did provide a list of
issues in your packet for each of the Commissioners to review.

6. Other ideas and /or suggestions for the park:: We have been skating at Crooked Lake for 10 years. We have also been
driving through the puddle for 10 years. It is not really a problem. Fix the drainage at the school that already has the
parking/ lights etc and partner with the school to add more fields. They have 2, that could certainly get more use. There
is no reason to disturb the entire neighborhood for this purpose. Those who live next to the park should not be facing a
parking lot in their backyard. I also don't want any more traffic in the neighborhood where there are young kids biking/
playing. A larger play structure in the park would be very nice.

the kids play ball.
But having 2 ball fields and a hockey rink will make the park no good. Last night there was a little league game. The
whole parking lot was full and cars were parked in the street. If they have 2 ball fields, the whole neighborhood will be
filled with cars 2 nights a week all summer.

INTRODUCTION
The Park and Recreation Commission is requested to discuss the survey results for park
improvements regarding Fox Meadows Park.
DISCUSSION
A total of 14 surveys were received. Staff has compiled results of the survey down below.

• (Survey C) — Andover needs a designated off -leash area for dog owners. The
nearest parks are at least 25 minute drive one way. Currently dog owners are
using parks, open space, and preservation areas to exercise their dogs (not a safe
or appropriate option).
• (Survey E) — Any kind of paved walking trails.
• (Survey G) — Open an archery range with life size targets for adults.
• (Survey I) — Splash park.
• (Survey M) — Fix the parking area.
(Survey N) — Paved walking trails with bike racks, trash and recycling bins, and
barricades to prevent motor vehicles from driving into play areas (has happened
at this site before).

Note: Attached is an e -mail from John and Rita Burgeson who live adjacent to the park. It
staff s understanding that they did not do the survey that was available on the City of Andover's
website. Staff also did receive a phone call from a long time resident near the north end of the
park about paving the parking lot due to a number issues that they have seen at the park. It is
staff s understanding that the property owner did not wish to complete the survey on line either.
As previously mentioned to the Commission and indicated in the survey, the neighborhood has
been invited to attend and participate in the discussion.

Thank you for comments. I will forward a copy of the this to the Park Commission for their review for the upcoming
meeting that is scheduled for this Thursday night. The Andover Park Commission will be discussing the results of the Fox
Meadows Park surveys and determine what should be done with the park and when.
I hope you did get an opportunity to fill out the survey. We did receive quite a few surveys back from residents. The
Commission will be looking at them at Thursday's meeting.

rThis letter is in regards to the City of Andover considering making changes in Fox Meadows Park.
Fox Meadows Park has had organized Lacrosse utilizing the park for several years. The park also has play equipment for
children and it has a lot of beautiful trees growing in it that make great habitat for abundant willdlife.
In the recent years described above, to our knowledge, their have not been any problems related to the park. It even
appears that the people who have been using the park, pick up any trash that is laying around.
Previous to the last few years, from about the fall of 2005 for the next two or three years, there were numerous severe
problems of many kinds occurring in and next to Fox Meadows Park.
The Lacrosse players who use the park seem to have a good time and they have been well behaved. The trees are in the
process of growing up very nicely in the park and it would be a travesty to both the people of Andover and the numerous
animals that use the cover to remove them or bull doze them out.
Some of the animals seen on our property adjacent to the park are: Deer, Red Fox, Gray Fox, Raccoon, Opossum, Gray
Squirrels, Red Squirrels, Pheasants, Doves, numerous types of birds, Rabbits, Wild Turkeys, Various Owls, Various Hawks,
Various Rodents, and more. It is an extremely attractive habitat for wildlife.
In our opinion, Fox Meadows Park is already a uniquely exceptional park. What it presently offers is a unique blend of
organized sports activity along with children's activity, that is able to co -exist with a wide swath of wildlife. All of that is
capped off with a beautiful spread of Red Cedar tree along with many other varieties.
We feel that making a major change in Fox Meadows Park would be a major dis- service to the people of Andover for
many reasons, including spending a lot of money, when money is tight for a purpose that would diminish a park that is of
L nique quality.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2014 -2018 Parks Capital
Improvement Plan (CIP) that was tabled from the last meeting.
This item was tabled from the last meeting of May 16, 2013 to allow staff to send out a survey to area
residents for both Rose and Fox Meadows Parks. Staff at the last meeting provided approximate costs for
improvements to Rose Park that could be included into the CIP. The improvements include the following:
Grading of site /storm water ponds, irrigation, fencing of ball fields with sideline fencing and mow strips,
bases /pads, benches, outfield fencing (optional), seeding of field/rink area, 3 row bleachers, ag -lime for
infields, topsoil, construction material for hockey rink, hockey /free skating lighting system and class 5
parking lot. The estimated improvement costs will be in neighborhood of $250,000- $275,000. Note:
There will be some savings if some of the work is performed by the Public Works Department.
Attached is the updated Projected Park Improvement Fund which was included in the last Commission's
packet of May 16th. Please pay attention to the status of 2013 end of the year balance. Again there are a
number of parks that do not have security lights. Also keep in mind the Public Works Parks Department
has expressed concern in the past that some of the parks need to be updated with a paved surface parking
lot. One of those parks includes Prairie Knoll Park north and south parking lots. If the Commission is
interested in knowing the planned improvements for all the parks, review Section F of the Information
Packet (20 10 Existing and Future Park Facilities Chart).
Note: The Commission is requested to recommend to the City Council the 2014 -2018 CIP at this
meeting.
BUDGET IMPACT
Depending on what the Commission would like to recommend for projects, the Finance Department has
indicated to the Public Works Department that the ending fund balance for each of the 5 years should
have a minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to recommend to the City Council the 2014 -2018
Parks Capital Improvement Plan.

DISCUSSION
At the request of the City Council, the Park Commission will need to determine the
process for naming of the 40 Acre Sports Complex. Once the name has been determined,
the Commission will need to forward the selection to the City Council for consideration
and approval. The Sports Complex is scheduled to open in the spring of 2015 so the
Commission has some time to select a name.

• Sports Complex Master Plan — A copy of the bids were sent by e-mail earlier this week.
Construction is scheduled to start in mid to late June.
• Green Acres Park — The playground structure (Raceway), swings and spring ride have been
delivered to the Public Works. The installation is anticipated to start later on this month. Green Acres
Park playground installation will be first.
• Northwoods East Park — The playground structure (Adventure Bridge) and swings have been
delivered to the Public Works. The installation is anticipated to start later on this month or in July.
ON -HOLD PROJECTS —
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• Dos Park — The Joint Powers Agreement has been approved by the City Council. A copy of the JPA
will be given to the Commission after all parties sign the agreement. Construction is anticipated to
begin in mid to late June.
Cell Phone Companies Update — Cell phone companies have been contacting staff regarding
possible monopole cell tower location in City parks. Fox Meadows Park is being considered and there
may start some preliminary review of the site by a cell phone company later on this month.
2013 Events in City Parks or Facilities — Item is on the workshop agenda. The Commission
members will need to determine what the activity responsibilities will be for 2013. Keep in mind that
the Commission members can team up on an activity if they would like.
• Melberg — Commissioner Melberg will coordinate with staff with help from QCTV to
prepare a video highlighting one or more of the City parks or facilities.
• Skate Park Competitions and CarnyNan Vark — There will be no competition as part
of the Andover Fun Fest event this year.
• Stenzel — Prepare article on snow shoeing/silent sports -Due by September 27, 2013 for
the November/December Andover Newsletter.
• Organized Trail Bike Ride/Lindahl — Prepare article on Kelsey Round Lake Park -Due
by March 21, 2014 for the May /June 2014 Newsletter.
• Butler — Andover Lions Park Adopt a Park spring cleanup is done. There will be
another cleanup this fall at the park.
• Lewnau — Tree planting project is done.
• Miskowiec — Prepare article on canoeing/kayaking -Due by July 26, 2013 for the
September /October Andover Newsletter.
Update of Pedestrian Trails — At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 71` Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project
has started and North Pine Aggregate is the contractor that will be doing the work.
The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP)
for trails for the following locations:
o A trail is identified in 2014 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
A trail along the east side of Nightingale Street NW north of Crosstown Boulevard NW
is planned to be constructed with the reconstruction of Nightingale Street NW during the
upcoming construction season.
Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
Just as a reminder, the first outdoor Park Commission meeting is scheduled this Thursday at the
Sunshine Park gazebo. The Commission at some point later this summer will want to consider one
more meeting at another park in early September. Chairman Butler is making himself available at
6:30 pm to do a TV interview with QCTV to talk about Sunshine Park and what the facility offers.
Then right after the meeting, staff would like for 2 individuals to give an update with QCTV about
what was discussed during the Park Commission meeting.
