Mr. Carlberg stated the City is currently in the replatting process to create the lot. The plat will
be known as Parkside at Andover Station 4th Addition. The amended PUD is scheduled for a
public hearing at the May 14th Planning and Zoning Commission meeting and then before the
City Council on May 21" for approval.
Mr. Carlberg indicated September 24, 2013 as the closing date, with construction starting in
October 2013.

ANDOVER STA TION NOR TH MARKETING UPDATE
Mr. Carlberg indicated there is a potential purchase of the Moose and Company lot at 13797 Jay
Street for a franchise restaurant. The potential buyer has indicated they are working on a
purchase agreement. Once they have a signed purchase agreement the franchise restaurant will
be disclosed, most likely by the end of May beginning of June.
Other Andover Station North area parcels were discussed. Mr. Carlberg stated he has updated
the website with commercial lots for sale in the City.
Mr. Carlberg stated the light manufacturing company is still interested in the parcel located on
Jay Street NW just west of Hanson Boulevard NW. The company contacted staff regarding the
requirements for signs in the City of Andover. Staff views this as a good sign.
Mr. Carlberg indicated a ribbon cutting ceremony for Minnesota Abstracters, 1879 Station
Parkway NW will take place Wednesday, May 8"'.
APPROVE BUILDING DEMOLITIONAND TANKREMOVAL QUOTES FOR STOPRN-
SHOP
Mr. Carlberg stated Sauter & Sons have the lowest quote for the building demolition and
underground storage tank removals of the Stop -N -Shop located at 13725 Crosstown Drive NW.
Motion by Knight, Seconded by Bukkila, approving the low quotes submitted by Sauter & Sons
in the amount of $26,000 and $10,500 respectively and authorize the Executive Director to
execute contracts with Sauter & Sons to dispose of the building and tanks at 13725 Crosstown
Drive NW. The motion carried unanimously.
Mr. Carlberg indicated soil samples will be collected during the removal of the tanks.
President Gamache asked when demolition will begin. Mr. Carlberg answered in a couple of
weeks, with completion by June 15, 2013.
BUNKERICROSSTOWN RED VELOPMENTDISCUSSION
Mr. Dickinson indicated staff is monitoring the area, at this time there is one parcel in
foreclosure.
Mr. Dickinson stated once demolition of the Stop -N -Shop is complete, that parcel could be
marketed.

UPDATE ON ARBOR OAKS PROJECT
Mr. Carlberg updated the EDA on the Arbor Oaks project, indicating that construction is going
well. Lyon Contracting is working on the rooftop screening. Mr. Carlberg has received
numerous calls regarding employment and residency, referring those calls to Arbor Oaks.

Motion by Howard, Seconded by Bukkila to adjourn. Motion carried unanimously. The meeting
adjourned at 6:47 p.m.

SUBJECT: Parkside at Andover Station Update

INTRODUCTION
The EDA is requested to receive an update from the Community Development
Director on recent developments at Parkside at Andover Station.
DISCUSSION
Capstone Homes has acquired thirty (30) lots from the EDA, the last four lots
closed on May 24th. Six (6) single family lots remain in the development. The
Purchase Agreement with Capstone Homes called for the take down of an
additional lot within 120 days of the date of the closing of the initial sale of the two
lots which was June 1, 2012, and an additional lot every 45 days thereafter (9 lots
to be acquired by June 30, 2013). Therefore, Capstone Homes is well ahead of the
take down schedule.

INTRODUCTION
The EDA is requested to receive an update from the Community Development
Director on recent developments regarding the Cherrywood Advanced Living
project.
DISCUSSION
The City processed an amendment to the approved Planned Unit Development and
revised preliminary plat of Parkside at Andover Station to create the lot. The
amended PUD /preliminary plat was recommended for approval on the May 14,
2013 by the Planning and Zoning Commission and the City Council approved the
amended PUD /preliminary plat on May 21, 2013.
There are some existing drainage and utility easements that will need to be vacated
prior to final plat approval. A public hearing to vacate the easements has been
scheduled for the June 18th City Council meeting. The final plat approval will also
be placed on that same evening's agenda. The plat will be known as Parkside at
Andover Station 4th Addition. The purchase agreement between the EDA and
Cherrywood Advanced Living, LLC called for the plat to be approved 90 days
prior to closing (June 26, 2013). The closing is September 24, 2013.

SUBJECT: Andover Station North Lot Sale Update

INTRODUCTION
Staff continues to work with a light manufacturing company on their interest in
purchasing land in Andover Station North. The property is located on Jay
Street NW just west of Hanson Boulevard NW. The company had narrowed
their site search down to two locations, the 3.5 -4 acres of land in Andover
Station North or to purchase an existing building in a neighboring community.
Staff contacted the company on May 22, 2013 for a status update. Staff was
informed that a decision has stilled not been made by their executive board.
In addition, staff understands that there is a potential purchase of the Moose and
Company lot at 13797 Jay Street NW. The purchaser recently was approved for
a franchise restaurant site. The buyer is in the process of securing financing to
build on the site. Public disclosure of the restaurant may likely occur in June.

SUBJECT: Bunker /Crosstown Redevelopment Area Discussion
DATE: June 4, 2013
INTRODUCTION
The EDA is requested to receive an update from staff on the redevelopment of the
Bunker Lake Boulevard/Crosstown area.
The EDA on May 7, 2013 approved low bids to demolish and remove the tanks at
the Stop -N -Shop property. Sauter and Sons will commence with the demolition
activities once electrical and gas services have been disconnected. SEH, Inc. will
be brought in to conduct soil sampling when the underground tanks are removed to
determine the extent of the soil contamination from the leaking fuel tank reported
in 1993. Staff is currently marketing the property and has listed the site on the
City's website.
Staff continues to monitor the availability of properties in the area for acquisition
and removal.
ACTION REQUESTED
The EDA is requested to continue discussions on the redevelopment of this area.

SUBJECT: Arbor Oaks Update

INTRODUCTION
The EDA is requested to receive an update from staff on the status of the project.
DISCUSSION
The issue has been raised regarding the screening of the roof top equipment at Arbor
Oaks located at 1640 155th Lane NW. The City received shop drawings of the roof top
screening system on May 24, 2013. The fabricated metal screening wall will be powder
coated and painted to match the shingles.
The project activities and timeline are as follows:
• Currently working on exterior improvements (landscaping, parking lot, sidewalks)
along with the final cleaning of the interior.
• All life safety and building code inspections are complete.
• The contractor will be looking for a certificate of occupancy around the 3rd week
of June.
• The management company will spend the first 3 -4 weeks of July doing training
and making sure all supplies and operating systems are in place.
• Residence to take occupancy around the end of July /early August.
Staff will keep the EDA apprised of any upcoming ribbon cutting ceremonies.
